Central Gazette Name Change Service in Jharkhand

Does not fit
The six UIDAI no-gazette categories for Aadhaar: typographical mistakes, transliteration, regional language updates, marriage, divorce or adoption changes, initials, and name order. Those need the supporting document only.

Government fee commonly Rs 1,100 for an adult, on BharatKosh in your name, revised each financial year and non-refundable. Publication commonly 30 to 45 days. The Jharkhand Gazette, printed at the Government Press in Doranda, Ranchi, publishes Government notifications only and has no route for this, which is why the file goes to Delhi. As reported, it stopped printing personal name changes in July 2025 and the practice is under inquiry.
Name Change Affidavit Drafting and Notarisation in Jharkhand
The first paper in every file, and the one everything else copies from.
Fits this case
Every gazette file. Also the standalone one-and-the-same-person affidavit, where two properly issued documents carry two spellings of your name and a bank, employer or college will accept a sworn statement that both are you.
Does not fit
Boards, passport counters, recruitment panels and UIDAI for a major change usually do not accept an affidavit alone. If that is where your problem sits, the affidavit is step one of a gazette file, not the answer by itself.
What we deliver
The affidavit typed on non-judicial stamp paper with a verification clause, stating old name, new name, father's or husband's name, address and reason, and the child's date of birth for a minor. Read back to you letter by letter, then sworn before a notary in your district.
Cost is the stamp paper and the notary's charge, commonly Rs 100 to Rs 500 in Jharkhand, passed on at actual cost. The Department expects the affidavit to be reasonably fresh at filing, so we do not swear it months before the file is ready.
Newspaper Name Change Notice in Jharkhand, Hindi and English

Fits this case
Every gazette file. Also on its own: Passport Seva accepts two newspaper notices as an alternative to the gazette for a change of name, provided two documents already carry the new name.
Which papers
One Hindi daily and one English daily circulating in Jharkhand. The Ranchi editions of the big Hindi dailies and the English dailies with a Jharkhand edition all work. We choose by cost and by how quickly the office issues the complete page. Never a weekly.
What we deliver
The notice booked in both papers with the same wording, the proof checked before it prints, and the complete original pages, masthead and date visible, collected and scanned. Cuttings are not accepted by the Department, so we never send cuttings.
Newspaper charges commonly Rs 800 to Rs 4,000 for both, passed on at actual cost. The Department's adult guideline mentions one daily; we recommend two and say why: a second notice costs a few hundred rupees and a returned file costs six weeks and the fee.
Public Notice for a Wrongly Written Name on Certificates
The Jharkhand service. A different wording from a change of name, and the one most often needed here.
Fits this case
Your name is misprinted on a JAC Class 10 or 12 certificate, a university degree or another certificate, and the issuing office cannot correct it because its own register carries the same wrong spelling. Also a parent's name wrongly written on the same certificates.
Does not fit
Where one record is the odd one out and the issuing office can correct it against your Class 10 certificate. That is a counter correction, no gazette. We check this first.
What we deliver
A PUBLIC NOTICE proforma that names each certificate in turn and quotes each wrong spelling exactly as printed, punctuation included, then states the actual and correct name. Never "hitherto known as" wording, which says you chose a new name and gets a correction rejected.

Minor Name Change in Jharkhand, Through a Parent or Guardian
Fits this case
A child under 18 whose name is changing: a chosen new name, a name after adoption, or a name that has to be settled before a JAC result is declared.
Does not fit
A spelling on the school record that the school can correct against its admission register, or an Aadhaar correction inside the six no-gazette categories.

The affidavit stating the child's date of birth, both newspaper pages, and the proforma headed "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR" with the parent as applicant. The parent signs; the child signs nothing. Where only one parent signs, a custody or guardianship order is attached.

Surname Change After Marriage in Jharkhand
The service we most often tell people they do not need.
Usually no gazette
For a surname-only change, Aadhaar and PAN accept the registered marriage certificate alone, and Passport Seva treats it as a re-issue with no proof beyond the form. Under the RBI rule, your old-name Aadhaar stays valid KYC when shown with the State Government marriage certificate.
A gazette when
Your given name is also changing, your documents disagreed before the marriage, or a specific institution has asked for a gazette in writing. Then the affidavit names the maiden name, the married name and the date of marriage, and the certificate is attached.
What we deliver
First, a written answer on whether you need a gazette. If not, the update checklist for Aadhaar, PAN and passport with the certificate. If yes, the full gazette file at the adult fee.
Reverting to a Maiden Name After Divorce in Jharkhand
Standard proof
A certified copy of the decree is what Aadhaar, PAN and Passport Seva accept for going back to the name you held before marriage. The passport form needs nothing more.
Gazette as fallback
Only where the decree does not record the name you are reverting to, or where you are adopting a wholly new name rather than the old one.

Surname Change in Jharkhand: Adding, Dropping or Changing a Surname
Fits this case
Adding a surname where your records carry only a first name, dropping a caste or community surname, or taking a surname unconnected to marriage. All three are changes that exist on no document you hold, so the Central Gazette is the instrument.
Does not fit
A surname spelt two ways by two clerks. Hembrom and Hembram, Tirkey and Tirki, Kujur and Kujoor are the same surname. That is a correction against your Class 10 certificate, or a public notice if the register itself is wrong. And a married surname is usually the marriage certificate, not a gazette.

Government Employee Name Change in Jharkhand
Fits this case
Central Government employees, including railway, coal and steel PSU staff and central police forces posted in Jharkhand, and State Government employees whose establishment section asks for a deed alongside the gazette.
The extra paper
A deed of change of name under Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987, reciting former name, designation and place of employment, signed in the new name and commonly witnessed by two Gazetted officers of the same Department.
What we deliver
The deed in the format your department confirms in writing, the gazette file, and the application through your office so the service book is attested by the Head of Office. Publication is at the employee's own expense.
Ask your establishment section which instrument it will act on before spending anything. The Jharkhand Gazette does not publish personal notices, so the Central Gazette is what the file carries.
Father's or Mother's Name Correction on Your Documents in Jharkhand
Fits this case
A parent's name written differently across your JAC certificate, Aadhaar and other records. Recruitment boards list a father's name mismatch as its own rejection reason, so this matters for jobs.
Two anchors
Your parent's own documents establish what his name is. Your Class 10 certificate establishes what your records are judged against. They can disagree. Where several children are affected, it is cheaper for the parent to publish one notice than for each child to patch around it.

A public notice that corrects your name and your parent's name in the same notice where useful, or the parent's own notice covering every certificate. Note that Aadhaar has no father's name field; a parent appears only in the optional care-of line.

Birth Certificate and JAC Certificate Correction in Jharkhand: Advice, Not a Gazette
Two services where the honest answer is a different office.
Birth certificate
A spelling mistake or wrong parent's name on a birth certificate is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, at the office that holds the register: the Ranchi Municipal Corporation for a city birth, the Nagar Parishad or Nagar Panchayat for a smaller town, the block registrar for a village. A name never entered goes under Section 14. A gazette never updates the register. For an adult with a gazette, the realistic outcome at the Registrar is an annotation against the entry, which must be asked for by name.
JAC certificate
The Jharkhand Academic Council corrects a Class 10 or 12 certificate against the school's admission register, through the school, with its own form and fee. Get a certified register extract first. If the register carries the same wrong spelling, there is nothing to correct against and the public notice above becomes the instrument. Ask whether the school still holds the original admission form; it sometimes differs from the register and reopens the clean route.

When You Do Not Need a Name Change Service at All
We would rather tell you this now than take a fee for something you did not need.
You almost certainly do not need us
- A married surname on your passport. The marriage certificate is accepted on re-issue. No gazette, no agent.
- A voter ID correction. Form 8, online, free. The Election Commission charges nothing.
- A one or two letter spelling fix where an existing ID already shows the right spelling.
- Any of the six UIDAI no-gazette categories for an Aadhaar update.
- Downloading a gazette you already published. It is a free public record on egazette.gov.in.
- Document attestation. That is a Gazetted officer at your block or district office, not a gazette and not us.
Where a service earns its fee
- Your name differs across Aadhaar, PAN and your JAC certificates and you do not know which one to make the anchor.
- An application has already been returned once and you do not know why.
- The certificate register itself is wrong, so the public notice wording has to quote each certificate exactly.
- A board, university or recruitment panel is asking for something the rest of your paperwork does not obviously satisfy.
- Several people are involved: a child, a parent whose name is also wrong, a spouse who must also sign.
- You are outside Jharkhand or abroad and need the file built and delivered in your name without a trip.
What Happens If a Name Change Application Is Rejected?
No competing service page for Jharkhand explains this. It is the thing people most want to know before handing over money, so here it is by document.

Name Change Service Terms Explained for Jharkhand

- Change of name notice
- The Part IV proforma for adopting a new name, worded "hitherto known as ... shall hereafter be known as", signed in the old name with two witnesses. Government fee commonly Rs 1,100 for an adult.
- Public notice
- The Part IV proforma for a name wrongly written on certificates. It names each certificate and quotes the wrong spelling exactly as printed, then states the correct name. Government fee commonly Rs 1,350.
- Minor specimen form
- The proforma headed "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR", where a parent or guardian is the applicant and the child signs nothing. Government fee commonly Rs 1,700.
- Anchor document
- The record every other record is judged against when spellings differ. For most people in Jharkhand it is the JAC Class 10 certificate.
- One-and-the-same-person affidavit
- A sworn statement that two spellings on two properly issued documents refer to one person. Accepted by banks, employers and colleges; usually not by boards, passport counters or recruitment panels.
- Six no-gazette categories
- The Aadhaar updates that need only a supporting document under the UIDAI SOP of 28 October 2021: typographical, transliteration, regional language, marriage or divorce or adoption, initials, and name order.
- Deed of change of name
- The Government employee's instrument under the Ministry of Home Affairs Office Memorandum of 12 March 1987, signed in the new name, commonly witnessed by two Gazetted officers, filed so the service book is updated.
- Registrar correction
- A correction to a birth record under Section 15 of the Registration of Births and Deaths Act, 1969, at the Municipal Corporation, Nagar Parishad, Nagar Panchayat or block registrar that holds the register. Not a gazette matter.
- Linking letter
- What most universities issue instead of reprinting a degree after a name change: a letter stating that the graduate named on the degree and the person named in the gazette are the same. Employers accept the pair.
- Record update order
- Aadhaar, then PAN, then bank, then passport, then voter ID and driving licence, then EPFO and insurance, then education, ration, caste and property records. Each step is the proof for the next.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only channel for the Central Gazette fee, paid in the applicant's own name. Fees are revised each financial year and are non-refundable.
- Jharkhand Gazette
- The State Government's weekly gazette, printed at the Government Press in Doranda, Ranchi. It publishes Government notifications and has no route for a personal change of name.
