Name Change in Ranchi
Ranchi is where most of Jharkhand's name change work is done, and where most of it goes wrong: a file posted to a "Gazette office in Ranchi" that does not exist, a notice in a Patna edition, a trip to the Seva Kendra with the wrong paper. A name change in Ranchi is done in five places in the city and one outside it. The affidavit is sworn before a notary at the civil court complex in the Kutchery area. The notices go in the Ranchi editions of a Hindi daily and an English daily. The five-paper file is prepared and checked at our desk near Shaheed Chowk and delivered to the Department of Publication, Civil Lines, Delhi 110054, in your name, because there is no Gazette office in Ranchi or anywhere in Jharkhand; the Jharkhand Gazette at the Doranda Government Press stopped printing personal name changes in July 2025, as reported. After publication the PDF goes to an Aadhaar Seva Kendra, then PAN, the bank, the Regional Passport Office's Ranchi PSK, the DTO at JH-01, and, for a school certificate, JAC at Namkum through the school. - The only Central Gazette office is at Civil Lines, Delhi 110054. Ranchi files are delivered there in the applicant's name; our Delhi office does the delivery.
- The fee is paid on BharatKosh, never by demand draft, to nobody in Ranchi.
- 110054 is a Delhi pin code.
- The Doranda press prints the Jharkhand Gazette, which carries Government notifications. As reported, it stopped printing personal name changes in July 2025 and the practice is under inquiry. It takes nothing now.

What to carry
Your Aadhaar in the old name, and the affidavit typed from the wording you confirmed with us. The notary checks the ID against the deponent's name, watches you sign, seals, and enters the register. No magistrate, no SDM.
Which format
Adult change, marriage, minor through a parent, or the wrongly written name format for a certificate correction. The four are on the affidavit page. Using the wrong one is the commonest Ranchi mistake we see.
Stamp paper and notary together commonly run Rs 100 to Rs 500 at Kutchery, at actual cost. The stamp denomination is whatever the vendor confirms on the day; it does not affect acceptance in Delhi.
Newspaper Notices in Ranchi: Which Editions Count
Ranchi is the easiest city in the state for this step, because it is where the papers are printed. Prabhat Khabar was founded here and every major Hindi daily has a Ranchi edition; the English dailies print Jharkhand or Ranchi editions from the city. One Hindi and one English, identical wording, complete pages. A booking agency's "national plus local" package that prints the English notice in Patna is the thing to refuse.

Name Change From the Districts Around Ranchi
Khunti, Ramgarh, Lohardaga and Gumla send most of their files through Ranchi, because the Regional Passport Office, the UIDAI Seva Kendra and the biggest employers are here. The affidavit can be sworn at the home district court and the newspapers booked in the Ranchi editions, which circulate across all four; only the passport and any employer verification bring the applicant into the city.
