Name Change in Hazaribagh

Hazaribagh has a paperwork history the rest of the state does not. It is one of the oldest districts in Jharkhand, its municipality dates from 1886, and it was the parent district for Chatra and Koderma, which were carved out after the 1991 census, and later for Ramgarh. So a family in Chatra, Koderma or Ramgarh with an older birth entry, an old school record or an old caste certificate is often chasing a paper that was made in Hazaribagh. Add Vinoba Bhave University and the colleges affiliated to it, the divisional headquarters of North Chotanagpur, and the police and paramilitary training centres that draw recruitment files here, and the local name problems become clear: old records in a parent district, and marksheets that must agree with a Class 10 certificate.

Quick answer

For a name change in Hazaribagh, the affidavit is sworn before a notary at the district court, the two newspaper notices go into the Hazaribagh editions of a Hindi and an English daily, Aadhaar is updated at a Seva Kendra in the town, and the Gazette of India file is posted from any Hazaribagh post office to the Department of Publication at Civil Lines, Delhi 110054, because no gazette counter exists in Hazaribagh or anywhere in Jharkhand. Birth and death records for the town are held by Hazaribagh Municipal Corporation, which grew out of the municipality established in 1886 and was later notified as a corporation, while Barhi, Barkagaon, Barkatha, Mandu and the rural blocks are with their own bodies or the block registrar. The district's own history matters here more than anywhere else in the state: Hazaribagh was the parent district for Chatra and Koderma, separated after the 1991 census, and later for Ramgarh, so an older entry for a family now living in those districts may sit in a Hazaribagh register, and the correction is applied for where the entry was actually made. School certificates run through your school to the Jharkhand Academic Council, and because Hazaribagh is the divisional headquarters of North Chotanagpur, escalations from several districts pass through the offices here. Degrees and marksheets from Vinoba Bhave University and its affiliated colleges are corrected by the university's examination section, which reads the Class 10 certificate as the anchor. Caste, residence, income and EWS certificates are reissued through JharSewa under the Hazaribagh administration. The local speech is largely Khortha alongside Hindi and Urdu, which is where many spelling differences begin, and those are corrections rather than changes of name.

The pages ranking for name change in Hazaribagh are marketplace listings posted from New Delhi at around Rs 4,999 that promise a "Gazette of Hazaribagh" and a "gazette office in Hazaribagh", and sort name changes by reason, marriage, remarriage, astrology and dissatisfaction, as though each were a different product. Neither that gazette nor that office exists. None of them mentions the district splits, which is the single fact that decides where an older record from this belt actually sits, and none of them deals with the university marksheet, which is the other half of the local problem.

The process itself is the same across the state and sits on the name change process page; the bill is on the cost page. This page stays local.

Key takeaways

  • Ask where the entry was made, not where you live now; the district splits moved the boundary, not the register.
  • A record made in Hazaribagh before Chatra, Koderma or Ramgarh existed is corrected in Hazaribagh.
  • Degrees and marksheets are corrected by the university against the Class 10 certificate, never the other way round.
  • Khortha and Hindi spelling differences are corrections, not changes of name.
  • A birth entry is corrected by the Registrar under Section 15; a gazette never touches it.
  • Nothing about the gazette happens in Hazaribagh; the file is built here and posted to Delhi in your own name.

Why an Old Chatra, Koderma or Ramgarh Record Sits in Hazaribagh

Hazaribagh is one of the oldest districts in the state, and it has been divided more than once. Chatra and Koderma were carved out of it after the 1991 census, and Ramgarh was separated later. When a district is divided the boundary moves, but the register does not: an entry made before the split stays in the book it was written in, and that book stays with the office that held it.

What this means for a birth entry

If a birth was registered at a Hazaribagh office before your area became part of Chatra, Koderma or Ramgarh, the correction is applied for there, not at your present district headquarters. Carry the old certificate; it names the issuing office.

What it means for school records

Schools that were in Hazaribagh district then are in their new districts now, but the admission register followed the school. JAC still corrects against that register, through the school, wherever it sits today.

What it means for certificates

Caste, residence and income certificates are reissued by the district you live in now, in the name your anchor documents carry. The old certificate is history, not a template to be copied with its error intact.

The common wasted trip. A family from Koderma or Ramgarh travels to their present collectorate with a certificate issued decades ago in Hazaribagh, and is sent back. Read the issuing office printed on the certificate first; that is where the entry lives.

Vinoba Bhave University Marksheet and Degree Name Correction in Hazaribagh

Hazaribagh is a university town. Vinoba Bhave University sits within the city and is one of the largest in Jharkhand, with St. Columba's College, Annada College and a long list of affiliated colleges across the region feeding into it. That produces a name problem of its own: a student's admission form was filled from one document, the marksheet was printed from the university's record, and the Aadhaar card says something slightly different again.

The rule the university follows

A degree or marksheet is corrected against the matriculation certificate produced at admission, through your college's examination section. The university does not correct a name to match an Aadhaar card.

Do the board first

If the Class 10 certificate itself is wrong, correcting the degree first achieves nothing, because the university will read the board certificate and refuse. Fix the anchor, then the degree.

When the degree is already issued

A correction after issue usually means surrendering the printed degree and paying for a fresh one, and it takes weeks to months. Start it long before a job or a higher-study deadline; the education documents page sets out the route.

The Notary, the Newspapers and the Aadhaar Kendras in Hazaribagh

The affidavit

Sworn before a notary at the district court, where notaries sit through the working day; stamp paper and fee commonly Rs 100 to Rs 500 together. Take the typed wording with you and read the spelling back before signing. No stamp value is prescribed by the Department of Publication.

The two notices

Booked at the classified desks of the Hazaribagh editions of a Hindi daily and an English daily circulating in Jharkhand. Ask to see the set text before it runs, buy two complete copies of each on the morning of publication, and never send a cutting.

Aadhaar and PAN

Seva Kendras operate in the town and the subdivision headquarters; a name update is Rs 50 to Rs 75 per attempt with two in a lifetime. PAN is corrected online. Both are on the Aadhaar page and the PAN page.

Khortha and Hindi. The town and the surrounding blocks are largely Khortha-speaking alongside Hindi and Urdu, with Santali in parts, and a clerk writing a name by ear is how one family ends up with two spellings. That is a correction question, not a change of name; the router is on the spelling correction page.

The Gazette Route From Hazaribagh: The Central Process, Step by Step and Paper by Paper

Everything before this happens in Hazaribagh; this part does not. There is no gazette counter in Hazaribagh, in Ranchi or anywhere in Jharkhand, so the file is built here and posted to the Department of Publication in Delhi in your own name. Here is the whole process, in the order it happens, with what each paper says.

1

Route check and wording, day 0

Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and the six UIDAI categories reach Aadhaar without one. In a college and recruitment town the usual case is a marksheet, a degree and an Aadhaar that disagree, which is a correction question first. Then fix the exact wording and confirm it in writing.

2

Affidavit, day 1 to 2

Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.

3

Two newspaper notices, day 3 to 7

One Hindi daily and one English daily in editions that circulate in Jharkhand, identical wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.

4

Proforma, CD and request letter, day 7 to 8

The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.

5

Fee on BharatKosh, day 8

Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.

6

Delivered in Delhi in your name, day 8 to 10

The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.

7

Published and downloaded, day 40 to 55

Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.

8

Then Aadhaar, PAN and every record

Carry the printed Gazette PDF with the affidavit and both newspaper pages to an Aadhaar Seva Kendra in Hazaribagh first, then PAN, then the university or board, then your employer and the rest. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.

The five papers, line by line

The five papers in a Central Gazette name change file from Jharkhand, what each contains and the mistake that returns it
PaperWhat it contains, clause by clauseThe mistake that returns the file
1. AffidavitTitle "Affidavit for change of name". Deponent's old name, son or daughter or wife of, age, address with pin code. Clause 1: that the deponent is a citizen of India and a resident of the address. Clause 2: the old name as on Aadhaar and the documents it appears on. Clause 3: that the deponent has decided to be known as the new name, spelt in full, from the date of the affidavit. Clause 4: the reason, in one line. Clause 5: that the old and new names refer to one and the same person. Verification clause: that the contents are true to the deponent's knowledge, sworn at the place on the date. Deponent's signature in the OLD name; notary's seal, signature, register serial and date.Signed in the new name; a spelling in clause 3 that differs from the proforma by a letter; a photocopy sent instead of the original.
2. Two newspaper pagesWording: "I, [old name], son or daughter or wife of [name], resident of [address, pin code], have changed my name to [new name] by affidavit No. [number] dated [date] sworn before [notary, place]. Henceforth I shall be known as [new name]." One Hindi daily and one English daily in editions circulating in Jharkhand, on any date after the affidavit. The complete page of each, masthead and date visible, in original, two copies each.A cutting instead of the page; a notice dated before the affidavit; the two notices worded differently; the new name spelt differently from the affidavit.
3. Proforma, two copiesHeaded "No. ADVT IV /" with the date. Wording for a change of name: "I, [old name], son or daughter or wife of [name], employed as [occupation] at [address] or residing at [address], have changed my name and shall hereafter be known as [new name]. It is certified that I have complied with other legal requirements in this connection." Signature in the OLD name. Two witnesses, each with full name, father's name, full address with pin code and signature. Computer typed, no cutting or overwriting.Handwritten; one witness; a witness without a pin code; signed in the new name; the wrongly-written-name wording used for a change, or the reverse.
4. CD with certificateThe proforma's notice in a Word file, without the witness portion, with the old name typed in place of the signature. A signed certificate on paper: "Certified that the soft copy on the enclosed CD and the hard copy of the notice are the same." The CD labelled with the applicant's name.A PDF instead of Word; the witness portion left in; the certificate unsigned.
5. Request letterTo the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Subject: publication of change of name in the Gazette of India, Part IV. The request, the list of enclosures, the BharatKosh receipt number and date, the applicant's mobile and email, the applicant's signature in the old name.No receipt number; the letter signed by an agent.

What goes with the five

Two passport photographs; self-attested copies of the applicant's Aadhaar and PAN and of both witnesses' Aadhaar; the BharatKosh receipt; for an applicant abroad, the affidavit attested by the Indian mission and the higher fee. Documents not older than about a year.

BharatKosh, field by field

bharatkosh.gov.in, Non-Registered Users, Quick Payment; Ministry: Housing and Urban Affairs; Purpose: Department of Publication, Gazette notification; the amount for adult or minor; the payer's name exactly as the old name on the affidavit; the address; UPI, net banking or card. Download the receipt with its transaction reference and print it for the file.

Reading the published notice

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. A name wrongly written on a JAC certificate or a university marksheet is a public notice; a name you have chosen is a change of name, and the two proformas are not interchangeable.

Where to Go in Hazaribagh, in Order, for a Name Change

1

Read the issuing office on your certificate

Before anything else. A pre-split entry belongs to the office that made it, whichever district you live in today.

2

Settle the spelling against the Class 10 certificate

It is the anchor for the university, the employer and every recruitment panel, and it decides whether you need a correction or a gazette at all.

3

District court, then the classified desks

The affidavit sworn before a notary, then two notices with identical wording in a Hindi and an English daily, two complete copies of each bought on the day.

4

Post the file, then update every record

Speed Post to Civil Lines, Delhi 110054 in your own name; then Aadhaar here, PAN, the university or board, the employer, the bank and the JharSewa certificates.

The five papers that go in the envelope are on the gazette documents page; the sending itself on the sending page.

Recruitment and Verification Files in the Hazaribagh Belt

Hazaribagh hosts the police training centre for the state along with a large paramilitary presence, and the belt around it sends heavy numbers into JSSC, the Railways, the Army and the Central forces. For those files the rule is the same one every panel applies: the papers must describe one person, and the matriculation certificate is what they are read against.

Name Change Myths and Mistakes in Hazaribagh

The myths

  • "The Gazette of Hazaribagh" or a "gazette office in Hazaribagh"; neither exists, and the file goes to Delhi.
  • Listings that price a name change by its reason, marriage, astrology or dissatisfaction; the Department charges by case, not by motive.
  • "The university can change your name to match Aadhaar"; it corrects against the matriculation certificate.
  • A quoted price with no Government fee line; the fee alone is commonly Rs 1,100 and you pay it yourself on BharatKosh.

The local mistakes

  • Applying at your present district for an entry made in Hazaribagh before the splits.
  • Correcting the degree before the board certificate.
  • Leaving a marksheet mismatch until a verification date is fixed.
  • Sending a JAC application straight to Ranchi instead of through the school.
  • Treating a Khortha or Urdu spelling difference as a change of name and paying for a gazette.

Name Change in Hazaribagh: Frequently Asked Questions

Is there a gazette office in Hazaribagh?+
No. There is no gazette counter in Hazaribagh, in Ranchi or anywhere in Jharkhand for a personal name. The file is built here and posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name; Speed Post takes two to four working days. The Jharkhand Gazette carries Government notifications and, as reported, stopped personal name notifications in July 2025.
Who corrects a birth certificate in Hazaribagh?+
The office that registered the birth: Hazaribagh Municipal Corporation for the town, or the block registrar or local body for Barhi, Barkagaon, Barkatha, Mandu and the rural areas. The correction is a margin entry under Section 15 of the Registration of Births and Deaths Act, 1969, and a gazette never updates a birth register.
My certificate was issued in Hazaribagh but I live in Koderma now. Where do I apply?+
Where the entry was made. Chatra and Koderma were carved out of Hazaribagh after the 1991 census and Ramgarh later, and a register does not move when a boundary does. Read the issuing office printed on the certificate and apply there; travelling to your present collectorate with an old Hazaribagh certificate is the commonest wasted trip in this belt.
How do I correct my name on a Vinoba Bhave University marksheet or degree?+
Through your college to the university's examination section, and the correction is made against the matriculation certificate you produced at admission. If the Class 10 certificate itself is wrong, fix that first, because the university will read it and refuse. A degree already issued usually has to be surrendered for a fresh one, which takes weeks to months.
Where do I make the affidavit in Hazaribagh?+
Before a notary at the district court, on non-judicial stamp paper; stamp and fee together commonly Rs 100 to Rs 500. No particular stamp value is prescribed by the Department of Publication, whatever a template site says. Carry the typed wording and read the spellings back before signing.
Which newspapers should I use in Hazaribagh?+
One Hindi daily and one English daily circulating in Jharkhand, in their Hazaribagh editions, with identical wording. The Department does not name papers and reads a Hazaribagh edition exactly as it reads a Ranchi one, so the local edition is cheaper and equally acceptable. Buy two complete copies of each on the day and never send a cutting.
How do I correct a JAC certificate here?+
Through your school, against its admission register, on the board's own form and fee, escalated to the District Education Officer or District Superintendent of Education if the school will not forward it. Because Hazaribagh is the divisional headquarters of North Chotanagpur, some escalations from nearby districts are dealt with in offices here.
My name is spelt differently because of Khortha pronunciation. Is that a name change?+
No. A spelling written by ear from Khortha, Hindi or Urdu is a correction, and the route is the issuing office, or a public notice quoting the wrong spelling where a certificate cannot be corrected. Paying for a change-of-name gazette in that case tells offices you changed your name when you did not.
I have a police or paramilitary verification coming up. What should I do first?+
Lay every paper beside the Class 10 certificate and write down the exact difference, swear a one-and-the-same-person affidavit the same day, apply for the corrections that can finish in time, and submit a written representation before the date. The full plan is on the pre-verification page, and what panels check is on the verification page.
Is a pre-2000 Bihar Board certificate corrected by JAC?+
No. Certificates issued before the state was created belong to the Bihar School Examination Board and are corrected by that board. Many older residents of this district hold them, and applying to JAC only loses time.
How long does it take from Hazaribagh?+
Three to seven weeks end to end for a gazette: a day or two for the affidavit, two to five days for the notices, a day for the proforma, CD and fee, two to four working days in the post, then commonly 30 to 45 days for publication in Part IV. A Section 15 birth correction or a JharSewa reissue is usually faster; a university correction is slower.
Do you have an office in Hazaribagh?+
Our Jharkhand office is in Ranchi, near Shaheed Chowk, and the filing desk is in Delhi. Hazaribagh clients work with us over WhatsApp and post, which is how the process runs anyway: the notary and the newspapers are yours to visit locally, and the envelope goes to Delhi from any post office in the town.
