University Degree Name Correction in Jharkhand

Start with the fact that explains almost every degree name problem in this state. Your university did not choose how to spell your name. It copied it from the certificate you produced at admission, which for nearly everybody is the Class 10 certificate. So when a degree carries a spelling you do not recognise, the question is never only what the university will do. It is which record the university copied, whether that record is right, and whether fixing the degree alone will leave you with two documents that still disagree. There is a second thing worth knowing before you begin. On an old degree, most universities will not print you a fresh certificate in a different name. What you can usually get is a letter confirming both names are one person, and for job verification that letter does the work.

Correcting only the degree is the expensive shortcut. A recruitment panel reads the Class 10 certificate first, for name and date of birth. A graduate with a corrected degree and an uncorrected Class 10 has moved the problem, not solved it, and has usually paid a university fee to do it.

Each university sets its own charge and its own form. Ask the examination or certificate section what the current figure is and note the file or diary number.

Students, read your registration slip. The single cheapest minute in this entire subject is the one spent reading the name on the university registration slip in your first year, letter by letter, including initials and spacing. Almost every expensive degree correction we see could have been a phone call to the college office in first semester.

Old Degrees and Which University Holds the Record Now

This is the part that catches older graduates. The university named on your degree may not be the university that serves your town today, because the map has been redrawn more than once.

Before 1960

Ranchi University was established on 12 July 1960 by an Act of the Bihar legislature. Before that, degree colleges of what is now Jharkhand, other than the Santhal Parganas, were affiliated to Patna University, so a degree older than that belongs to a different institution entirely.

From 1960 onwards

Ranchi University became the parent for the region, and its office is at Shahid Chowk, Ranchi 834001. A great many degrees held by people now living in other districts were awarded by it.

After the separations

Vinoba Bhave University at Hazaribagh was separated from Ranchi University in 1992, and other universities followed for their own regions. A degree from before a separation was awarded by the parent, so that is the office holding the record.

Technical and polytechnic qualifications have their own history. Jharkhand University of Technology at Ranchi was set up under its own Act to bring the state's technical and polytechnic institutions under one umbrella, so an older polytechnic or engineering certificate may have been awarded by a different authority than the one that governs the institution today. Ask the institution which body awarded your certificate before you write to anyone.

The Linking Letter, and Why It Usually Does the Job

People treat a linking letter as a consolation prize. In practice it is what solves the actual problem, which is almost never the certificate itself but a verification desk asking why two documents show two names.

What it is

A letter on university or college letterhead, signed and stamped, recording that the person named one way on one document and another way on another is one and the same person, with the registration number and course.

What to ask for

Ask by name, in writing, and ask for it to quote both spellings exactly and refer to the gazette notification or corrected certificate where one exists. A vague letter helps nobody.

What to do with it

Keep the original safe, give attested copies, and submit it together with the gazette copy and your affidavit. For employment, higher study and verification, that set is normally accepted.

Get it while people still remember you. A linking letter is far easier to obtain in the year you graduate than fifteen years later, when the staff, the letterhead and sometimes the college itself have changed. If your names differ anywhere, ask for it before you leave.

Where a Gazette Fits in a Degree Name Correction

A degree error by itself does not need one. The gazette enters in two situations, and both are posted to the same place, because no district in Jharkhand has a gazette counter: the Department of Publication, Civil Lines, Delhi 110054, with publication in Part IV of the Gazette of India.

You are taking a different name

Then the gazette is the instrument, and the degree question becomes the linking letter above. It is also what Aadhaar treats as the proof of identity for a full or first name change. The route is on the gazette name change page.

The school register repeats the error

Then the board cannot correct the certificate the university copied, and the instrument is a public notice quoting the wrong spelling exactly as printed. That notice can name the degree and the school certificates together.

The fee is a Government fee, and it is not small. Commonly Rs 1,100 for an adult or Rs 1,350 for a public notice, revised each financial year, paid through BharatKosh only and non-refundable. That is exactly why nobody should buy one before the university and the board have been asked what they will actually do.
