The Gazette of India is the Government of India's official journal. Laws, rules, appointments and notifications are published in it, and so are notices from private persons, in Part IV, released weekly. A change of name notice printed there says, in the Government's own journal, that the person formerly known as X is now known as Y. That is why Aadhaar for a full name change, PAN, Passport Seva, banks, JAC, universities and recruitment panels accept it: it is a dated, numbered, permanent public record that anyone can verify by searching your name on egazette.gov.in.

What it is

A notice you draft, sign in your old name, get witnessed, and pay to have printed. The Department checks the file and prints it; it does not approve your reason.

What it is not

Not a certificate, not an order, not a court decree. Nothing is issued to you; you download the page yourself. It does not change any record by itself; it is the proof you carry to each office.

Where it stands

The third of three legal steps, after the affidavit and the newspapers, and before the record updates. It is the step that makes the change usable everywhere.

Jharkhand is unlike its neighbours here. Bihar, West Bengal and Karnataka run state gazette routes for personal notices. Jharkhand's was never a formal route and is now closed. For a Jharkhand resident there is no state-versus-central choice to weigh; there is one gazette, and it is in Delhi.

What Happened to Name Changes in the Jharkhand Gazette in July 2025

Reported by Jharkhand news outlets on 21 July 2025 and cited in the public record on the Jharkhand Gazette. We have not seen the Finance Department's order itself, so every line below is "as reported".

What was going on

  • From 15 November 2000 to June 2025 the Government Press at Ranchi printed personal name change notifications in the Jharkhand Gazette.
  • The press's Assistant Superintendent took applications and published them at his own level, without the approval of a competent authority that other states require.
  • A Rs 155 application fee was collected; it was reportedly not deposited in the Government treasury.
  • Until 2014 the work was manual. No systematic record exists of how many names were changed, whose, from what to what, or where the copies are; the press reportedly holds no copy of pre-2014 notices.

What was done about it

  • On 21 July 2025 the Finance Department stopped personal name change notifications from the State Press with immediate effect, and a notice to that effect was pasted at the office.
  • The Assistant Superintendent was asked to explain; the Finance Minister said a high-level inquiry would be held and the guilty punished.
  • The reported concerns included names switched between religions, firm names changed to escape bank loans, and ages altered on Aadhaar on the strength of a name change notice, with fresh exam attempts and jobs following.
  • Other states, including Uttar Pradesh and Tamil Nadu, were cited as requiring a 6600 grade pay officer's approval before any such notification.
What this means for you. The Jharkhand Gazette is not a route for a name change today, and it was never a properly approved one. A notice printed there before July 2025 is a genuine Government publication, but the office that printed it may have no record of it, and any office you show it to is entitled to ask for something it can verify. That something is the Gazette of India. Section 13 below says what to do if you hold one.

The fake one

None of these exists. 110054 is the Delhi pin code of the real office, copied onto the wrong state by a page that was then copied by others. The phone number printed beside it belongs to a service provider. People from Dhanbad and Giridih have posted original documents to this address; the Department never returns papers, and a parcel to a non-existent address returns nothing either.

Who Needs a Gazette Name Change in Jharkhand, and Who Does Not

The Gazette is the instrument when

  • Your first name or whole name is changing.
  • The new spelling exists on no document you hold: numerology, conversion, personal preference, a surname added to first-name-only records.
  • A certificate carries a wrongly written name and the issuing office cannot correct its own register (this uses the public notice variant, not the change of name).
  • An institution has asked for a gazette in writing.
  • You are a Government servant, alongside the 1987 MHA deed.

The Gazette is not the instrument when

  • The correction is one of the six UIDAI no-gazette categories for Aadhaar: typographical, transliteration, regional language, marriage or divorce or adoption, initials, name order.
  • It is a surname-only change after marriage: the certificate does the work for Aadhaar, PAN and the passport.
  • It is a birth certificate error: Registrar correction under Section 15 of the RBD Act, 1969.
  • It is a date of birth: no gazette changes one.
  • Two properly issued documents carry two spellings and a bank or employer will accept a one-and-the-same-person affidavit.

The Gazette Name Change Proforma: What It Says and How It Is Signed

The proforma is the Department's change of name form. Whatever it says is what prints in Part IV, character for character, which is why it is typed, never handwritten, and read against the affidavit before it is signed. The names below are illustrative, not real clients.

Change of name, adult: "I, Rakesh Kumar Mahto, son of Bishnu Mahto, residing at Sindri, Dhanbad, Jharkhand 828122, have changed my name and shall hereafter be known as Rakesh Mahto. It is certified that I have complied with other legal requirements in this connection." Signed Rakesh Kumar Mahto, the old name, with two witnesses giving signature, full name and full address with pin code.

Signed in the old name

The applicant signs as the person the documents currently know. The new name exists on nothing yet; the proforma is what creates it. Signing in the new name is the commonest single reason a file returns.

Two witnesses, full addresses

Any two adults who know you. Signature, printed name, and an address complete with pin code, for each. Their self-attested ID copies go in the file. One witness, or a missing pin code, returns the file.

Two copies, typed

Both copies identical, both signed, both with a photograph pasted. A minor's proforma is the "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR", where the parent signs and the child does not.

A wrongly written name is a different proforma. If your name is misprinted on a certificate and the issuing office cannot correct it, the notice is a PUBLIC NOTICE that quotes the wrong spelling exactly and states the correct one, at commonly Rs 1,350. It never uses "hereafter be known as". That variant has its own service; see the public notice service. Sending a change of name proforma for a correction is a returned file.

Why Gazette Name Change Files From Jharkhand Come Back

Correcting a Published Gazette Name Change: The Corrigendum

A gazette cannot be unpublished. If the printed notice carries an error, a corrigendum is published: a second notice correcting the first. It is sought within six months of publication, with the published copy and a copy of what you submitted. If the Government press made the error, the corrigendum is free. If the error came from your file, the fee is paid again. Both notices then stand together in the record, which is why the wording is read back before it is typed.

Check the PDF the week it appears. Every letter of your name, your father's or husband's name, and your address. Six months runs from publication, not from the day you noticed.

The old name, as on your Aadhaar. The proforma declares that the person known by the old name will hereafter be known by the new one, and the signature belongs to the person making that declaration. Signing in the new name is the single commonest reason a file is returned.

How do I check whether my gazette name change is published?+
Search your old or new name in Part IV on egazette.gov.in with the date range set to the weeks after filing. There is no tracking number. The PDF you download is the official copy, free, and needs no attestation for use in India; note the Gazette number, date and page for every office you visit next.
Can the gazette application be sent online from Jharkhand?+
The fee is paid online on BharatKosh and the result is downloaded online from egazette.gov.in, but the five-paper file itself reaches the Department in person or by post in your own name. egazette.gov.in takes no applications. We prepare the file in Ranchi and our Delhi office delivers it in your name.
What if the gazette prints my name wrongly?+
A corrigendum is published within six months, with the published copy and your submission. Free if the Government press erred; the fee again if the error came from your file. A gazette cannot be unpublished, so the wording is read back letter by letter before it is typed.
Is a gazette mandatory for Government employees in Jharkhand?+
Central Government employees change their name through a deed under the MHA Office Memorandum of 12 March 1987, signed in the new name and commonly witnessed by two Gazetted officers, with publication at their own expense; the Gazette of India notice usually accompanies it. State employees should ask their establishment section which instrument it accepts. Pages calling the Jharkhand Gazette "mandatory for Government employees" are wrong.
Can a gazette change my date of birth or fix my birth certificate?+
No. A birth certificate is corrected by the Registrar under Section 15 of the Registration of Births and Deaths Act, 1969, at the office holding the register, and no gazette changes a date of birth. The reported July 2025 concerns included ages altered on Aadhaar on the strength of a name change notice; that is misuse, not a route.
