Gazette Name Change in Jharkhand
A gazette name change for a Jharkhand resident is a notice printed in Part IV of the Gazette of India by the Department of Publication in Delhi. There is no Gazette counter in Ranchi, and the Jharkhand Gazette, which for years printed personal name changes without a proper process, stopped doing so in July 2025 and is under inquiry. This page is the pillar: what the notification is, why it is the Central Gazette, the file, the proforma, the fee on BharatKosh, tracking, download, the reasons files come back, and what to do if you hold an old Jharkhand Gazette notice that an office will not accept.
A gazette name change in Jharkhand is published in Part IV of the Gazette of India by the Department of Publication, Civil Lines, Delhi 110054, the only Central Gazette office in the country. You send a five-paper file there in your own name: a notarised affidavit, two complete newspaper pages, a CD certificate, a request letter and the proforma in two copies signed in the old name with two witnesses, with the fee paid on BharatKosh, commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year. The notice prints in 30 to 45 days and the PDF is downloaded free from egazette.gov.in. The Jharkhand Gazette, printed at the Government Press in Doranda, Ranchi, published personal name changes from 2000 until June 2025 without a competent authority's approval; as reported in July 2025, the Finance Department stopped the practice with immediate effect and ordered an inquiry. It is not a route today.
Every page that ranks for gazette name change in Jharkhand was written before July 2025, and it shows. One prints a "Central Gazette office in North Jharkhand, Civil Lines, Jharkhand-110054" with a phone number. One says the Jharkhand Gazette is "the official document that documents your new name" and "mandatory for Government employees". One sends a demand draft to a "Controller of Publications, Jharkhand". None of them knows that the State Press stopped printing personal name changes in July 2025, or why, or what that means for the thousands of people who hold one.
This is the pillar page for the gazette stage. It stays on the Gazette itself: which one, where, what goes in, what it costs, how it is tracked and downloaded, why files come back, and how a wrong notice is corrected. The affidavit, the newspapers, the document list, the online steps and the costs each have their own page, linked where they arise, and the five stages with dates are on the name change process page.

Key takeaways
- For a Jharkhand resident, "the gazette" means the Gazette of India, published from Delhi, accepted everywhere in India and by foreign missions.
- The Jharkhand Gazette printed personal name changes for years without a competent authority's approval. As reported in July 2025, that was stopped and is under inquiry. It is not a route, and old notices from it may not verify.
- There is one office and it is in Delhi. "Civil Lines, Jharkhand-110054" is a Delhi pin code pasted onto the wrong state.
- The proforma is signed in the old name with two witnesses; a wrongly written name uses a different proforma at a different fee.
- The fee goes to BharatKosh in your name and is non-refundable. A returned file costs it again plus six weeks.
- The PDF from egazette.gov.in is the notification. Nothing else is issued, nothing is emailed, nothing is certified.
What a Gazette Name Change Notification Is for a Jharkhand Resident
The Gazette of India is the Government of India's official journal. Laws, rules, appointments and notifications are published in it, and so are notices from private persons, in Part IV, released weekly. A change of name notice printed there says, in the Government's own journal, that the person formerly known as X is now known as Y. That is why Aadhaar for a full name change, PAN, Passport Seva, banks, JAC, universities and recruitment panels accept it: it is a dated, numbered, permanent public record that anyone can verify by searching your name on egazette.gov.in.
What it is
A notice you draft, sign in your old name, get witnessed, and pay to have printed. The Department checks the file and prints it; it does not approve your reason.
What it is not
Not a certificate, not an order, not a court decree. Nothing is issued to you; you download the page yourself. It does not change any record by itself; it is the proof you carry to each office.
Where it stands
The third of three legal steps, after the affidavit and the newspapers, and before the record updates. It is the step that makes the change usable everywhere.
Jharkhand Gazette or Gazette of India: Which One Publishes a Name Change
The one question every Jharkhand page gets wrong. The short answer is the Gazette of India; the long answer is below.
| Point | Gazette of India | Jharkhand Gazette |
|---|---|---|
| Published by | Department of Publication, Civil Lines, Delhi 110054 | Directorate of Printing and Stationery, Finance Department, printed at the Government Press, Doranda, Ranchi |
| Portal | egazette.gov.in | egazette.jharkhand.gov.in |
| Issue | Part IV, personal notices, weekly | Ordinary every Wednesday, Extraordinary as needed; Government notifications |
| Personal name change today | Yes, the route | No. Stopped in July 2025, under inquiry, as reported. No form, fee or counter |
| Before July 2025 | Always available | Printed personal name changes from 2000 to June 2025 on a Rs 155 application, without a competent authority's approval, with no systematic record, as reported |
| Accepted | Everywhere in India and by foreign missions | Old notices: at each office's discretion; the press reportedly holds no copies of pre-2014 notices |
| Fee | Commonly Rs 1,100 adult, Rs 1,700 minor, BharatKosh, revised each financial year | None, because there is no route |
| Time | Commonly 30 to 45 days | Not applicable |
What Happened to Name Changes in the Jharkhand Gazette in July 2025
Reported by Jharkhand news outlets on 21 July 2025 and cited in the public record on the Jharkhand Gazette. We have not seen the Finance Department's order itself, so every line below is "as reported".
What was going on
- From 15 November 2000 to June 2025 the Government Press at Ranchi printed personal name change notifications in the Jharkhand Gazette.
- The press's Assistant Superintendent took applications and published them at his own level, without the approval of a competent authority that other states require.
- A Rs 155 application fee was collected; it was reportedly not deposited in the Government treasury.
- Until 2014 the work was manual. No systematic record exists of how many names were changed, whose, from what to what, or where the copies are; the press reportedly holds no copy of pre-2014 notices.
What was done about it
- On 21 July 2025 the Finance Department stopped personal name change notifications from the State Press with immediate effect, and a notice to that effect was pasted at the office.
- The Assistant Superintendent was asked to explain; the Finance Minister said a high-level inquiry would be held and the guilty punished.
- The reported concerns included names switched between religions, firm names changed to escape bank loans, and ages altered on Aadhaar on the strength of a name change notice, with fresh exam attempts and jobs following.
- Other states, including Uttar Pradesh and Tamil Nadu, were cited as requiring a 6600 grade pay officer's approval before any such notification.
The Only Gazette Name Change Office for Jharkhand, and the Fake One
The real office
Department of Publication, Government of India
Civil Lines, behind the Delhi Vidhan Sabha Metro Station
Delhi 110054
The only office in India that publishes a personal change of name in the Gazette. Applications are accepted in person or by post in the applicant's own name. Fee on bharatkosh.gov.in. Our Delhi office in Burari delivers Jharkhand files here in the applicant's name.
The fake one
"Department of Publication, Civil Lines, Jharkhand-110054", "located in North Jharkhand", "Gazette Office, Ranchi", "Controller of Publications, Jharkhand"
None of these exists. 110054 is the Delhi pin code of the real office, copied onto the wrong state by a page that was then copied by others. The phone number printed beside it belongs to a service provider. People from Dhanbad and Giridih have posted original documents to this address; the Department never returns papers, and a parcel to a non-existent address returns nothing either.
Who Needs a Gazette Name Change in Jharkhand, and Who Does Not
The Gazette is the instrument when
- Your first name or whole name is changing.
- The new spelling exists on no document you hold: numerology, conversion, personal preference, a surname added to first-name-only records.
- A certificate carries a wrongly written name and the issuing office cannot correct its own register (this uses the public notice variant, not the change of name).
- An institution has asked for a gazette in writing.
- You are a Government servant, alongside the 1987 MHA deed.
The Gazette is not the instrument when
- The correction is one of the six UIDAI no-gazette categories for Aadhaar: typographical, transliteration, regional language, marriage or divorce or adoption, initials, name order.
- It is a surname-only change after marriage: the certificate does the work for Aadhaar, PAN and the passport.
- It is a birth certificate error: Registrar correction under Section 15 of the RBD Act, 1969.
- It is a date of birth: no gazette changes one.
- Two properly issued documents carry two spellings and a bank or employer will accept a one-and-the-same-person affidavit.
About a third of enquiries fall in the right-hand column. The three-question route check that sorts them is on the name change process page.
The Five-Paper Gazette Name Change File From Jharkhand
What the Department of Publication reads, in the order it reads it. The full checklist with add-ons by case is on the documents page.
| Paper | Rule | Its own page |
|---|---|---|
| 1. Affidavit | Original, notarised, verification clause, sworn in the old name, wording identical to the proforma. | Affidavit page |
| 2. Two newspaper pages | Complete original pages, one Hindi and one English daily circulating in Jharkhand, identical wording, never cuttings. | Newspaper page |
| 3. CD certificate and soft copy | MS Word file of the notice without the witness portion, old name typed where the signature would be, signed certificate that soft copy matches hard copy. | Documents page |
| 4. Request letter | To the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, with the BharatKosh receipt attached. | Documents page |
| 5. Proforma in two copies | Computer typed, headed "No. ADVT IV /", signed in the OLD name, two witnesses with signature, full name and full address; self-attested ID of applicant and both witnesses; two photographs. | Below |
The Gazette Name Change Proforma: What It Says and How It Is Signed
The proforma is the Department's change of name form. Whatever it says is what prints in Part IV, character for character, which is why it is typed, never handwritten, and read against the affidavit before it is signed. The names below are illustrative, not real clients.
Signed in the old name
The applicant signs as the person the documents currently know. The new name exists on nothing yet; the proforma is what creates it. Signing in the new name is the commonest single reason a file returns.
Two witnesses, full addresses
Any two adults who know you. Signature, printed name, and an address complete with pin code, for each. Their self-attested ID copies go in the file. One witness, or a missing pin code, returns the file.
Two copies, typed
Both copies identical, both signed, both with a photograph pasted. A minor's proforma is the "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR", where the parent signs and the child does not.

|---|---|---|
| Adult change of name | Rs 1,100 | Revised each financial year; confirm on BharatKosh on the day |
| Minor | Rs 1,700 | Parent or guardian applies |

Not by demand draft, not in cash, not to a "Controller of Publications, Jharkhand", and not through a service provider's payment link, which is a service charge. The fee is non-refundable. Every other line of the bill, notary, newspapers, record updates and our charge as its own line, is on the name change cost page.
Gazette Name Change Publication, Tracking and Download From Jharkhand
Publication
Part IV is released weekly. From the day a clean file is received, publication commonly takes 30 to 45 days; a file that misses a weekly cut-off waits for the next issue. There is no expedite fee and no faster queue.
Tracking
There is no application number to track. Search your old or new name in Part IV on egazette.gov.in with the date range set to the weeks after filing. A returned file comes back by post with a note saying why.
Download
The Gazette of India has been digital only since 1 October 2015. The PDF you download is the official copy: free, permanent, no attestation for use in India. Note the Gazette number, the date and the page; every office asks for them.
Which of these steps happen on a screen and which on paper is on the name change online page.
Why Gazette Name Change Files From Jharkhand Come Back
Every one of these costs the fee again and about six weeks. Every one is checked before the file leaves Ranchi.
Proforma and wording
- Signed in the new name instead of the old.
- One witness, or a witness address without a pin code.
- Handwritten, or one copy instead of two.
- "Hereafter be known as" wording used for a correction, or public notice wording used for a chosen new name.
- Spelling differs by a letter from the affidavit or the newspaper.
File and papers
- Newspaper cuttings instead of complete pages; two papers in one language; an edition that does not circulate in Jharkhand.
- Soft copy as PDF, or including the witness portion.
- No BharatKosh receipt, or a receipt in someone else's name.
- Affidavit or documents older than about a year.
- Posted to "Jharkhand-110054" and never received at all.
Correcting a Published Gazette Name Change: The Corrigendum
A gazette cannot be unpublished. If the printed notice carries an error, a corrigendum is published: a second notice correcting the first. It is sought within six months of publication, with the published copy and a copy of what you submitted. If the Government press made the error, the corrigendum is free. If the error came from your file, the fee is paid again. Both notices then stand together in the record, which is why the wording is read back before it is typed.
What to Do If You Hold a Name Change Notice From the Jharkhand Gazette
Thousands of people do. Nobody else has told them what it is worth now.
| Your situation | What to do |
|---|---|
| Every record already carries the new name | Nothing. The updates were made, the notice did its work. Keep the copy with the pages and the affidavit in one folder; do not go looking for trouble. |
| An office refuses the notice or cannot verify it | Do not argue about the inquiry. Publish the same change in the Gazette of India, Part IV, at the adult fee. Your old affidavit and pages may be too old to reuse; a fresh set costs a few hundred rupees. The new notice is verifiable by anyone on egazette.gov.in. |
| The notice is from before 2014 | The press reportedly holds no copy. Your own copy is the only record. Scan it now, and treat a Gazette of India notice as the likely eventual need if a passport, a central job or a bank outside Jharkhand is on your list. |
| You paid someone recently for a "Jharkhand Gazette" name change | Ask which gazette, and for the published copy with its issue number. If the answer is vague or the copy does not exist on egazette.jharkhand.gov.in, the notice was not published, and the route is closed. File in the Gazette of India. |
| You are mid-way through a Jharkhand Gazette application | As reported, nothing has been accepted since July 2025. Recover your originals if you can and file the five-paper file in Delhi. |
What a Gazette Name Change Does for a Jharkhand Resident Afterwards
| Office, in order | What the Gazette does there |
|---|---|
| Aadhaar | The supporting document for a full or first-name change, with an old-name ID; the address in the notice should match the Aadhaar address. Two name updates in a lifetime. |
| PAN | The proof on the correction form; the number never changes. |
| Banks | Under the RBI rule, an old-name Aadhaar stays valid KYC when shown with the Gazette notification. |
| Passport, Ranchi PSK and POPSKs | Accepted for a re-issue with a change of name, with two documents already in the new name. |
| JAC and universities | Supports a change; JAC still corrects only against its own register, and universities usually issue a linking letter. |
| Recruitment panels, JSSC, JPSC, central | The link between the certificate name and the ID name, when the certificate itself cannot be corrected. |
| Employers, EPFO, insurance | The document HR files before updating the service record and nominations. |
| Birth register | Nothing by itself. A Registrar correction is a separate route; for an adult the realistic outcome is an annotation, asked for by name. |
