Name Mismatch in Document Verification in Jharkhand
You cleared the paper, the call letter has arrived, and someone notices that your surname on the Aadhaar card is spelt one way, on the Class 10 certificate another, and your father's name on the caste certificate a third. This is the commonest way a Jharkhand candidate loses a JSSC, JPSC, Coal India, SAIL, Railway or Army selection after doing everything else right. A panel is not testing whether your name is correct; it is testing whether every paper in front of it belongs to one person. This page explains what panels actually check, why the matriculation certificate is the anchor everything is judged against, which mismatches are survivable with an affidavit and which are not, what the Jharkhand High Court said when JPSC rejected a candidate over a caste certificate, and what can and cannot be fixed before your verification date.
At a document verification in Jharkhand, whether it is JSSC, JPSC, a Coal India subsidiary, SAIL Bokaro, the Railways or a Central commission, the panel compares your application form, your matriculation certificate, your Aadhaar and PAN, your caste, residence or income certificate and your degree, and asks one question: do these papers describe the same person. The matriculation certificate is the anchor, because application forms ask for the name, the father's and mother's names and the date of birth as they appear on it, and JPSC's own application form records the date of birth as per the matriculation certificate and warns that candidature can be cancelled at any stage. A small spelling variation, an expanded or dropped initial, or Kumar present on one paper and absent on another is usually survivable when a notarised one-and-the-same-person affidavit and consistent identity documents are produced, and many panels accept such an affidavit at the verification desk. A missing surname, a reordered name, a different father's name or a caste certificate issued in a different name is a different matter, and is where candidatures are actually cancelled. The fix depends on which paper is wrong: a certificate the issuing office can correct should be corrected there, through the school for a JAC certificate, through JharSewa for a caste, residence or income certificate, at the Registrar for a birth certificate; where the name you need exists on no record, the route is the Gazette of India, and where a certificate is misprinted and the issuer cannot fix it, the route is a public notice quoting the wrong spelling. What cannot be done is a Government correction inside a week, so the affidavit plus every supporting ID is the emergency answer and the correction is started the same day. And when the error was the Government's own, it can be argued: in Chanchala Kumari versus State of Jharkhand, W.P.(S) No. 493 of 2023, the Jharkhand High Court directed JPSC to reconsider a candidate whose caste certificate had been issued on her husband's name, holding that she could not be made to suffer for an error committed by the State authority.
Nobody writes this page for Jharkhand. The advice online is either a general list of what a mismatch means, or a forum answer telling every candidate to make an affidavit and hope. Neither tells you that JAC corrections run through your school and not through you, that a JharSewa certificate is reissued rather than amended, that a married woman's Jharkhand certificates still carry her father's name by design, or that a State officer's own mistake is a defence rather than your problem. Why the Matriculation Certificate Decides Every Name Question in Jharkhand
Recruitment forms in Jharkhand and at the Centre ask for your name, your father's and mother's names and your date of birth as they appear in the matriculation or equivalent certificate. JPSC's own application form records the date of birth as per the matriculation or tenth or other secondary school certificate, and carries the candidate's declaration that candidature can be cancelled by the Commission at any stage. That is why the Class 10 certificate is the anchor: the form was filled from it, the panel reads the form against it, and every other paper is then compared with both.
What this means in practice
If your Aadhaar says Sunil Mahato and your Class 10 says Sunil Kumar Mahto, the paper to change is usually the Aadhaar, not the certificate. Candidates instinctively fix the easiest document; panels read the hardest one.
Why it is not about correctness
Nobody at the desk knows or cares which spelling your family actually uses. They are checking that the person in the file is the person in front of them and the person whose marks were counted.
The Jharkhand complication

The One-and-the-Same-Person Affidavit: Where It Works and Where It Does Not
What it says
- Your name as printed on each document, quoted exactly.
- That both or all of those names refer to one and the same person, yourself.
- Which name is the correct one, and why the difference exists.
- Your father's or husband's name, address and date of birth, matching the anchor.
- A verification clause, sworn before a notary at your district court.
Where it is accepted, and where it is not
- Accepted: many verification desks, banks, employers, colleges and counselling authorities, especially for small spelling differences supported by consistent IDs.
- Not accepted: JAC and other boards asked to change a record, passport counters, UIDAI for a major name change, the Registrar of Births and Deaths, and any panel that asks for the corrected certificate itself rather than an explanation.
- It explains a difference. It does not change any record, and it does not survive a demand to produce the certificate in the right name.
When a Gazette Is the Answer: The Central Gazette Process From Jharkhand, Step by Step
Most verification mismatches are corrected at the issuing office, not by a gazette. A gazette is the answer only where the name you need exists on no record at all, where a surname must be added to first-name-only records, or where a genuine misprint cannot be fixed by the issuer. In those cases here is the whole process, in the order it happens. There is no Gazette office in Jharkhand; the file goes to the Department of Publication in Delhi in your own name.
Route check and wording, day 0
Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and the six UIDAI categories reach Aadhaar without one. For a candidate the check is different again: fix the name to the matriculation certificate's form, not to a new one, and confirm it in writing.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Two newspaper notices, day 3 to 7

Reading the published notice
The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. A verification panel reads the issue number, the date and the page; write them on the covering sheet of your file. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what the panel gets.

Three Weeks to the Verification Date: What Can Be Done and What Cannot
Possible in three weeks

- An Aadhaar name or regional-language update, often within days.
- A PAN correction, usually within the window.
- A JharSewa reissue of a caste, residence, income or EWS certificate, often within days.

- A JAC certificate correction; the school, the register and the board all take their own time.
- A gazette notice, which is 30 to 45 days at the Department alone.
- A university degree correction.
- A birth certificate correction at the Registrar.
- Anything that depends on a relative's document being corrected first.
When the Mistake Was the Government's Own: The Jharkhand High Court Position
Candidates in Jharkhand are often rejected for something an office did to them. In Chanchala Kumari versus State of Jharkhand and others, W.P.(S) No. 493 of 2023, a candidate for the Combined Civil Services examination had uploaded a caste certificate that the authority had issued on the basis of her husband's name. She cleared the preliminary and main examinations and attended document verification and interview, and her name was then left out of the result even though her marks were above the cut-off for her category. A Single Judge Bench of Justice Deepak Roshan held that she could not be made to suffer for an error committed by the State authority in issuing the certificate, particularly as she had produced a certificate based on her father's name showing the same caste and the same permanent address, and directed the Commission to reconsider her candidature.
What it is useful for
A representation, in writing, when the defect is the issuing office's doing: a certificate issued in the wrong name, a spelling the clerk typed, a form the office filled from the wrong record. Attach the correct certificate you have since obtained.
What it is not
A shield for your own form-filling error, or for a mismatch you knew about and did not correct. The court's point is that a State error is not the candidate's fault; it does not make every mismatch forgivable.
What to do with it
Get the corrected certificate, write to the recruiting body before the result stage rather than after, and keep everything in writing. Where a candidature has already been rejected, this is a matter for a lawyer, and we say so rather than pretending otherwise.
