Find the entry
Read the register named on the certificate, or search the CRS portal by registration number and date for a digital entry. For a pre-portal birth, the office pulls the physical register; carry the certificate and the registration number.
Assemble the evidence
The hospital birth report or discharge summary, the parents' Aadhaar and marriage certificate, the child's school record or Aadhaar showing the name in use, two photographs, and an affidavit on stamp paper stating the entry, the error and the correct particulars, notarised. Documents in Hindi or English.
Apply and pay
The Registrar's correction application, on the CRS portal where the office is enabled or on paper at the counter, with the fee the Jharkhand Rules fix and the late fee for a Section 14 entry after the first year. Take the acknowledgement with the file number.
Satisfaction, margin, certificate
The Registrar may call for the hospital record or a local enquiry. On satisfaction, the correction is written in the margin of the register, signed and dated, the original left untouched, and a fresh certificate is issued showing the corrected entry. Then Aadhaar and the school record follow it.
Where the office has moved to the Civil Registration System, corrections for digital entries are applied for through the portal's citizen login and approved by the same Registrar; the paper register still governs older births. The Adult Who Has Changed Name: What the Birth Register Will and Will Not Do
An adult who has taken a new name by Gazette of India, added a surname, or changed name at marriage, holds a birth certificate in the birth name and often wants it "updated". The register cannot be. Section 15 corrects an entry that was wrong when made; a name that was right in 1995 and changed by choice in 2026 is not that. What a Registrar can do, and in Jharkhand does when asked correctly, is record an annotation: a note against the entry that the person registered under the birth name is now known by the new name, on the Gazette notification and Aadhaar. The certificate issued afterwards shows the birth name with the annotation, and that is the document the passport office and foreign authorities accept alongside the Gazette.
Ask for it by name
Counters that are told "change my name" refuse, correctly. Counters that are asked for "an annotation of the change of name against the entry, on the Gazette" usually have a procedure. The word matters.
What the annotated certificate does
It links the birth record to the new name for the passport, for foreign residence and citizenship files, and for inheritance and property, where the birth name on old deeds must be tied to the name on the new ones.
What it does not do
It does not change the date, the parents, or the birth name. It is not a "new birth certificate in the new name", and any page promising one is describing something the Act does not contain.
Central Gazette Name Change Process From Jharkhand, Step by Step, For an Adult Who Has Changed the Name on the Birth Certificate
For an adult who has chosen a new name, every record downstream of the birth certificate wants the Gazette of India, and the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Born in Bihar Before 15 November 2000: Whose Register It Is
Jharkhand was carved out of Bihar on 15 November 2000. A birth registered before that date in what is now Jharkhand sits in a register that the same local body still holds, so a Ranchi Municipal Corporation entry from 1994 is corrected at RMC today. A birth registered in a place that stayed in Bihar, Patna, Gaya, Bhagalpur, sits with that Bihar Registrar, and no Jharkhand office can touch it; the application goes to that office under Bihar's rules. Where a pre-2000 rural register cannot be found at all, the birth is treated as unregistered: a delayed registration under Section 13, on the District Magistrate's or the prescribed authority's order under the 2023 amendment, on the evidence of the hospital, the school and the parents.

The fees under the Jharkhand Registration of Births and Deaths Rules are small and are displayed at the office; anyone quoting hundreds of rupees for a "Government correction fee" is quoting their own charge.
Birth Certificate Correction Refused in Jharkhand: The Section 25A Appeal
Section 25A of the Act, inserted by the 2023 amendment, gives anyone aggrieved by a Registrar's action or order an appeal to the District Registrar, and from the District Registrar to the Chief Registrar of the State, within the period the rules fix, commonly thirty days. The District Registrar in Jharkhand is at the district level under the Deputy Commissioner; the Chief Registrar is the Director of the state's economics and statistics directorate as notified. A refusal has to be in writing to be appealed, so a counter that says no is asked for the refusal on paper first; most verbal refusals become approvals when the evidence is put in order.

No hospital record produced; the correction sought is a change, not an error; the applicant is not the parent or the registered person; the entry is in another office's register.
Fix first
Get the hospital's birth report from its records room; frame the application as a Section 15 error with the contemporaneous evidence; apply at the office named on the certificate.

A written appeal to the District Registrar with the refusal, the application and the evidence, within the period; then the Chief Registrar. A court is the last resort, and for a date of birth often the only one.
