Date of Birth Correction in Jharkhand
A date of birth is the one detail on a Jharkhand document that no gazette, no affidavit and no newspaper notice can change. It is a fact recorded once, by a Registrar of Births, a school board or a court, on evidence of when a person was born, and only those three can alter it. Everything else, Aadhaar, PAN, the passport, the service book, the pension order, copies the record it was shown. A date of birth correction in Jharkhand goes to whichever office holds the record that is wrong, on evidence of the true date, and nothing else changes it. A wrong date on the birth certificate is corrected by the Registrar of Births under Section 15 of the Registration of Births and Deaths Act 1969, at the Municipal Corporation, Nagar Parishad or block office where the birth was registered, on the hospital birth report or the institutional register and the parents' identity, entered as a marginal note against the original entry. A wrong date on the JAC Class 10 certificate is corrected by the Jharkhand Academic Council through the school, against the school's admission register and the birth certificate, in JAC's window and on its fee; where the register carries the same wrong date, or the time allowed has passed, JAC will not correct and a civil court declaration on evidence is the only route, after which the board and the Registrar comply. The Matriculation Certificate as the Anchor: What the Jharkhand High Court and Employers Read
For anyone in employment or seeking it, the date on the Class 10 certificate is the date. The Jharkhand High Court's reported cases on the point come from Coal India subsidiaries, State departments and recruitment panels, and follow one line: the date of birth recorded at entry into service from the matriculation certificate is conclusive, a later birth certificate or school leaving certificate showing a different date does not reopen it, and a request for change is entertained only within the period the employer's rules allow and only for a clerical error on the certificate itself. Coal India's rules require the matriculation certificate in support of the date declared at joining; the Central and State service rules bar a change after a fixed period from entry, commonly five years, and treat a request after that as barred whatever its merit.

The enquiry
The Registrar verifies the hospital record against the register and may call the informant; a late correction or one without an institutional record goes up to the District Registrar, and the Registrar may decline and leave it to a court.
The marginal note
The correction is entered in the margin of the original register entry, which is never altered, and a fresh certificate issues showing the corrected date with the same registration number, the number Aadhaar will later ask for.

The register test
The school's admission register extract for the date-of-birth line. JAC corrects its certificate against that register; where the register carries the same wrong date, the correction is a court matter unless JAC's rules accept the birth certificate for the case.
The window
A current student corrects the date free in JAC's data-correction window before the admit card, through the school login. A passed student applies on the council's correction form through the school, on its fee, within the period JAC's rules allow; confirm the current limit with the council, because it is the rule that most often ends a case.
The papers
The school's forwarding letter, the register extract, the birth certificate, the original certificate and marksheet, the fee receipt. JAC corrects at Gyandeep Campus, Namkum, Ranchi 834010, and issues a corrected certificate.
After JAC

The Civil Court Declaration of Date of Birth in Jharkhand: When the Registrar and JAC Refuse
What it is
A suit in the civil court of the district for a declaration of the plaintiff's date of birth, against the Registrar or the board as a defendant, on evidence: the hospital or institutional record, the register, witnesses to the birth, the family's older documents. The court decides the date on the evidence; a decree on an affidavit alone is not given.
When it is the route
Where the Registrar or JAC has refused, where the register itself carries the wrong date, where the time limit has passed, or where no institutional record survives and only secondary evidence exists. Not where the office can still correct; a court expects the administrative route to have been tried.
After the decree
A certified copy goes to the Registrar, who enters the corrected date under Section 15 on the court's order, and to JAC, which corrects on the decree without its time limit; Aadhaar, PAN and the passport then follow. An employer's service book is a separate matter under its own rules, and a decree does not reopen it after the period.
Aadhaar Date of Birth Update in Jharkhand: Once in a Lifetime, on a Corrected Record
Aadhaar does not decide a date of birth; it copies one. UIDAI allows one date-of-birth update in the lifetime of an Aadhaar number, at a Seva Kendra or update centre with the proof-of-birth document, not through the self-service portal. Under UIDAI's SOP of December 2025 the birth certificate is the primary proof, the listed proof-of-birth documents, the passport, the Class 10 certificate among them, are accepted for adults, and where a birth certificate was used at enrolment, a corrected certificate with the same registration number is what the second look requires; where another document was used, its corrected version or a birth certificate. A second update after the one allowed goes as an exceptional case through the Regional Office with the source record. The fee is Rs 50 to Rs 75.

The Gazette of India, Part IV, publishes a person's declaration that they have changed their NAME. The Department of Publication has no proforma for a date of birth, prints none, and a notice that tries to declare one is returned. A date of birth is a fact recorded by a Registrar, a board or a court on evidence, and only those three can change it. The Gazette belongs in a DOB file in exactly one case: the certificates that carry the wrong date also carry the applicant's name in a form that does not match the anchor, and the name must be settled first, because the Registrar, JAC and the court all identify the applicant by name before they look at the date. Route check and wording, day 0
Confirm that a name instrument is needed at all: a spelling the anchor certificate already carries is corrected at each office without one, and no instrument of any kind is filed for the date. Then fix the exact name, spacing and initials included, against the Class 10 certificate, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Reading the published notice for the Registrar or JAC
The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. The Registrar, JAC and the court read the number, the date and the page; write them on the covering application. Nothing in the notice refers to a date of birth. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

- Three routes change a date: the Registrar under Section 15, JAC through the school, a civil court declaration.
- No affidavit, gazette or newspaper notice ever does; the Gazette appears in a DOB file only for the name.
