Two publications carry the word "gazette", and a Jharkhand resident has been sent to the wrong one for twenty-five years. The Jharkhand Gazette is the State's official journal, printed at the Government Press in Doranda, Ranchi, for the Finance Department: Acts, rules, notifications, appointments. The Gazette of India, Part IV, printed by the Department of Publication in Delhi, is where a private person's change of name is published, for every state including this one. For a quarter century the Doranda press also took name-change applications on its own authority, and in July 2025 the Finance Department stopped that with immediate effect and ordered an inquiry. The Jharkhand Gazette and the Gazette of India are different publications with different jobs. The Jharkhand Gazette is the State Government's journal, published weekly by the Directorate of Printing and Stationery under the Finance Department, printed at the Jharkhand Government Press, Doranda, Ranchi, and posted at egazette.jharkhand.gov.in; it carries Acts, rules, Government notifications, appointments and orders, and it has no published form, fee, counter or portal for a private person's change of name. The Gazette of India, Part IV, is published by the Department of Publication, Civil Lines, Delhi 110054, under the Ministry of Housing and Urban Affairs, and is where every private change of name in the country is printed, on a fee paid at bharatkosh.gov.in, with the free PDF at egazette.gov.in; a Jharkhand resident files there by post or in person, in their own name. Until 2025 the Doranda press also accepted name-change applications and printed them, on a Rs 155 fee, on an official's own authority; on 21 July 2025 it was reported that the Finance Department had stopped those notifications with immediate effect, sought an explanation, found no register of who was changed or where the fees went, and that the Finance Minister ordered a high-level inquiry, with reported misuse including name changes used to alter age and religion on Aadhaar and firms renamed to escape bank loans. An office in Jharkhand reads a Gazette of India notice by its Part IV number, date and page; an old Jharkhand Gazette name page has no such number, and most offices now treat it as an unverified document and ask for the Gazette of India. "Department of Publication, Civil Lines, Jharkhand-110054" is a Delhi address with the word Delhi swapped out; no such office exists in the State.
The pages ranking for Jharkhand Gazette vs Gazette of India for name change either never mention the State gazette at all, or, on the top-ranking competitor, invent a Central office "in North Jharkhand" at pin 110054. None reports the July 2025 order, which is the single fact that decides the question today: the State Press route, which many Jharkhand families used for a generation, is closed, and the Gazette of India route, which was always the one an all-India office reads, is the only one left. What the Jharkhand Gazette Is and What It Actually Carries
Every State has an official gazette because its laws and orders take effect by publication. The Jharkhand Gazette was created when the State was, on 15 November 2000, and took over the Bihar Gazette's role for the new territory. Open any issue on egazette.jharkhand.gov.in and it reads like a Government diary: a Commercial Taxes notification extending a GST return date, a Personnel Department transfer list, a Home Department order, a Water Resources tender, an Extraordinary issue with a new rule. The press that prints it, at Doranda, is a Finance Department unit, because the gazette and the press came to Jharkhand from Bihar under that department and stayed there.
What it is for
Giving legal effect and public notice to what the State Government does. A rule is law when it appears here; an appointment is official when it is printed here.
What it is not for
A private person's declaration. There is no form on the portal, no fee schedule, no counter, and no rule of the State that provides for it. The Gazette of India's Part IV exists for exactly that purpose and covers every state.
What happened anyway
For twenty-five years the press also took name-change applications across its counter and printed them, which is the practice the July 2025 order ended. The pages exist; the question is what they are worth, answered below.
The July 2025 Order: Why the Jharkhand Government Press Stopped Printing Name Changes
On 21 July 2025 the Ranchi news portal The Follow Up reported that the Finance Department had stopped, with immediate effect, gazette notifications of name changes of the general public from the State Press, after irregularities came to light. As reported, the position was this.

An Old Jharkhand Gazette Name Change Page: What an Office in Jharkhand Does With It Now
Where it still works
Records that were already updated on it years ago stay updated; nobody reopens a bank account or a passport issued on it. A school or a small employer may still accept it as part of a file, beside Aadhaar, where the identity is not in doubt.
Where it no longer works
UIDAI, Passport Seva, PAN, JAC, recruitment panels and banks under the RBI's KYC rules read a Gazette of India number, date and page, and never had a State page on their lists. An office that wants to verify one has, as reported, no register to check it against. Expect a refusal and a request for the Gazette of India.
What to do
Publish the change afresh in Part IV as an ordinary change of name, in the old name as your current Aadhaar carries it, with the State page attached to the affidavit as the reason. The fee is the same as a first filing, commonly Rs 1,100, and the process is the one on this page. Where records already carry the new name, the fresh notice is what makes them agree with the ones that do not.
The Gazette of India Route From Jharkhand, Step by Step and Paper by Paper
Since the State Press has no route, this is the only gazette process a Jharkhand resident can use for a personal name, and it has always been the one the offices read. There is no Gazette of India counter in Jharkhand; the file goes to the Department of Publication in Delhi in your own name. Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and the six UIDAI categories reach Aadhaar without one. Then fix the exact new name, spacing and initials included, in Roman and in Hindi, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.
Two newspaper notices, day 3 to 7
One Hindi daily and one English daily in editions that circulate in Jharkhand, identical wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.

Reading the published notice
The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

"Department of Publication, Civil Lines, Jharkhand-110054" Does Not Exist
110054 is the pin code of Civil Lines, Delhi, where the Department of Publication sits behind the Delhi Vidhan Sabha Metro Station. A page that prints "Civil Lines, Jharkhand-110054", "located in North Jharkhand" or "Gazette Office, Ranchi" has copied the Delhi address and changed one word; there is no Gazette of India counter in Ranchi or anywhere in the State, and the Doranda press is the State journal's printer, not a Central office. A file addressed to the fake address goes nowhere.
