How to Send the Gazette File From Jharkhand to Delhi
The last step of a Gazette name change from Jharkhand is an envelope. There is no counter in the State, no online upload and no agent who can hand it over for you; the five papers and the receipt go by tracked post from any post office in Jharkhand, in your own name, to the Controller of Publications at Civil Lines, Delhi 110054, and the tracking receipt is the only acknowledgement you will ever hold. This page is the sending itself: what goes in the envelope and in what order, how the envelope is addressed and who is the sender, Speed Post against Registered Post against a courier from Ranchi, Jamshedpur, Dhanbad and the districts, the cut-off time and the days to Civil Lines, how to read the tracking, what happens after delivery and what does not, what to do if tracking stalls or shows a return, and what our Delhi office does when it carries the envelope for you.
To send the gazette file from Jharkhand to Delhi, put the five papers and the enclosures in one sturdy A4 envelope in this order: the request letter on top, the BharatKosh receipt, the proforma's two signed copies, the affidavit in original, the two complete newspaper pages folded, the photographs and the self-attested IDs, and the CD in a sleeve with its signed certificate; address it to The Controller of Publications, Department of Publication, Government of India, Civil Lines, Delhi 110054, with your own full name in the old name and your address as the sender; and book it by Speed Post at any post office in Jharkhand, or by Registered Post, keeping the receipt with the tracking number and a scanned set of every paper. From Ranchi, Jamshedpur, Dhanbad, Bokaro and the district headquarters Speed Post reaches Civil Lines in commonly two to four working days, not counting Sundays and holidays, faster if booked before the afternoon dispatch cut-off. Tracking on indiapost.gov.in or the Dak Sewa app shows booked, in transit, at the delivery office and delivered; "delivered" is the end of what you will see, because the Department issues no acknowledgement, no application number and no receipt of its own, and returns no document. The next thing that happens is the notice in Part IV, commonly 30 to 45 days after delivery, found by searching your name on egazette.gov.in. A private courier is acceptable but adds nothing, and some do not deliver to a Government office without a named person; an agent cannot submit for you, because the application is in your name and the letter carries your signature; our Delhi office can carry your sealed envelope to the Civil Lines counter as your bearer, with you as the applicant, which is the honest meaning of "we deliver in your name".
The pages ranking for how to send the gazette file from Jharkhand to Delhi are Speed Post delivery-time guides, none of which knows what is in the envelope, and gazette pages, none of which says how the envelope travels. Between them sits the question every first-time applicant in Ranchi asks at the post office counter: Speed Post or Registered, in whose name, what if it comes back, and how will I know it arrived. This page answers those in order, with the packing sequence that keeps the CD from being lost inside two newspapers.
The address itself and the office it belongs to are on the gazette office page; the papers inside are on the gazette documents page; the proforma on top of them on the proforma page.

Packing the Gazette Envelope From Jharkhand, in the Order the Office Reads It

|---|---|---|
| 1, on top | The request letter to the Controller of Publications | Signed in the old name; the BharatKosh receipt number quoted; the enclosure list matching what is below it |
| 2 | The BharatKosh receipt | Printed, legible, in the old name, the right amount for the case |
| 3 | The proforma, two signed copies | Both signed in the old name with both witnesses on each; typed; the right specimen |
| 4 | The affidavit in original | Notary seal, register number, date; signed in the old name; not a photocopy |
| 5 | The two newspaper pages, folded once, two copies each | Complete pages with masthead and date; the notice marked with a highlighter, not cut out |
| 6 | Two photographs and the self-attested IDs | Signed on the front in the old name; witnesses' Aadhaar copies included; clipped, not stapled to the affidavit |
| 7, at the bottom | The CD in a paper sleeve, with the signed same-contents certificate | Word file; labelled with the old name; the certificate signed; the sleeve so the disc is not scratched by the staples |

The Sender Line on the Gazette Envelope: Your Name, in the Old Name, Never an Agent's
The address block
- The Controller of Publications
- Department of Publication, Government of India
- Civil Lines, Delhi 110054
- Optional under it: "Change of name, Part IV" or "Public notice, Part IV"
- No person's name, no room number, no phone number of the office
The sender block
- From: your full name as on Aadhaar today, the OLD name
- Your full address with pin code, the one on the affidavit
- Your mobile number
- Never a consultancy's name as the sender of record; if a desk posts it for you, your name still goes here
- The post office writes the tracking number on this side; keep the receipt that carries it
Speed Post, Registered Post or Courier for a Gazette File From Jharkhand
| Service | Tracking | Days to Civil Lines | Verdict |
|---|---|---|---|
| Speed Post, India Post | Scan at every stage; app, website, SMS, helpline | Commonly two to four working days from Jharkhand; a Government address is delivered on a working day | First choice: cheapest tracked option, delivers to every Government office, a refund claim if the committed time is missed |
| Registered Post, India Post | Tracked, fewer scans; signature on delivery | Commonly three to six working days | Acceptable; slower; the delivery signature is useful if you ever need to prove receipt |
| Private courier | Tracked | One to three working days from Ranchi or Jamshedpur | Acceptable, but some couriers will not deliver to a Government office without a named person, and the file then sits at the branch; no advantage for a file that waits weeks in Delhi anyway |
| Ordinary post | None | Unknown | Never; the original affidavit and pages are irreplaceable without a fresh fee and six weeks |
| In person in Delhi | Not applicable | Same day | Only if you are in Delhi anyway; the counter's morning hours apply; adds nothing to a posted file |
| Our Delhi office as bearer | Our confirmation to you | Same day once the envelope reaches Delhi | Your sealed envelope carried to the counter with you as the applicant; described below |
Speed Post Days From Jharkhand Cities to Civil Lines, Delhi
| Booked at | Working days to Civil Lines, commonly | Note |
|---|---|---|
| Ranchi GPO or any Ranchi post office | Two to three | Air-linked; a morning booking often arrives the second day |
| Jamshedpur, Dhanbad, Bokaro | Two to four | Routed through the regional sorting hub |
| Hazaribagh, Ramgarh, Deoghar, Giridih, Dumka, Medininagar | Three to four | District head post office booking is faster than a branch office |
| Other district and block post offices | Three to five | Surface dispatch to the district first; add a day for a branch office |
All counts exclude Sundays and Central and State holidays; a Saturday booking usually moves on Monday. Book before the office's afternoon dispatch cut-off, commonly around 3 PM, or the article leaves the next working day. These are India Post's published service standards applied to the route, not a promise; the tracking is the truth.
What Is Inside the Envelope: The Central Gazette Process From Jharkhand, Step by Step and Paper by Paper
Sending is the last thing you do and the only thing this page is about; but the envelope is only worth posting if what is inside it is right, because nothing comes back and a defect costs six weeks and the fee. Here is the whole process the envelope belongs to, in the order it happens, with what each paper says.
Route check and wording, day 0
Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and the six UIDAI categories reach Aadhaar without one. Then fix the exact new name, spacing and initials included, in Roman and in Hindi, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.
Two newspaper notices, day 3 to 7
One Hindi daily and one English daily in editions that circulate in Jharkhand, identical wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.
Proforma, CD and request letter, day 7 to 8
The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.
Fee on BharatKosh, day 8
Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.
Delivered in Delhi in your name, day 8 to 10
The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.
Published and downloaded, day 40 to 55
Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.
Then Aadhaar, PAN and every record
Carry the printed Gazette PDF with the affidavit and both newspaper pages to Aadhaar first, then PAN, then every record in the order on the process page. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.
The five papers, line by line
| Paper | What it contains, clause by clause | The mistake that returns the file |
|---|---|---|
| 1. Affidavit | Title "Affidavit for change of name". Deponent's old name, son or daughter or wife of, age, address with pin code. Clause 1: that the deponent is a citizen of India and a resident of the address. Clause 2: the old name as on Aadhaar and the documents it appears on. Clause 3: that the deponent has decided to be known as the new name, spelt in full, from the date of the affidavit. Clause 4: the reason, in one line. Clause 5: that the old and new names refer to one and the same person. Verification clause: that the contents are true to the deponent's knowledge, sworn at the place on the date. Deponent's signature in the OLD name; notary's seal, signature, register serial and date. | Signed in the new name; a spelling in clause 3 that differs from the proforma by a letter; a photocopy sent instead of the original. |
| 2. Two newspaper pages | Wording: "I, [old name], son or daughter or wife of [name], resident of [address, pin code], have changed my name to [new name] by affidavit No. [number] dated [date] sworn before [notary, place]. Henceforth I shall be known as [new name]." One Hindi daily and one English daily in editions circulating in Jharkhand, on any date after the affidavit. The complete page of each, masthead and date visible, in original, two copies each. | A cutting instead of the page; a notice dated before the affidavit; the two notices worded differently; the new name spelt differently from the affidavit. |
| 3. Proforma, two copies | Headed "No. ADVT IV /" with the date. Wording for a change of name: "I, [old name], son or daughter or wife of [name], employed as [occupation] at [address] or residing at [address], have changed my name and shall hereafter be known as [new name]. It is certified that I have complied with other legal requirements in this connection." Signature in the OLD name. Two witnesses, each with full name, father's name, full address with pin code and signature. Computer typed, no cutting or overwriting. | Handwritten; one witness; a witness without a pin code; signed in the new name; the wrongly-written-name wording used for a change, or the reverse. |
| 4. CD with certificate | The proforma's notice in a Word file, without the witness portion, with the old name typed in place of the signature. A signed certificate on paper: "Certified that the soft copy on the enclosed CD and the hard copy of the notice are the same." The CD labelled with the applicant's name. | A PDF instead of Word; the witness portion left in; the certificate unsigned. |
| 5. Request letter | To the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Subject: publication of change of name in the Gazette of India, Part IV. The request, the list of enclosures, the BharatKosh receipt number and date, the applicant's mobile and email, the applicant's signature in the old name. | No receipt number; the letter signed by an agent. |
What goes with the five
Two passport photographs; self-attested copies of the applicant's Aadhaar and PAN and of both witnesses' Aadhaar; the BharatKosh receipt; for an applicant abroad, the affidavit attested by the Indian mission and the higher fee. Documents not older than about a year.
BharatKosh, field by field
bharatkosh.gov.in, Non-Registered Users, Quick Payment; Ministry: Housing and Urban Affairs; Purpose: Department of Publication, Gazette notification; the amount for adult or minor; the payer's name exactly as the old name on the affidavit; the address; UPI, net banking or card. Download the receipt with its transaction reference and print it for the file.
Reading the published notice
The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.
Booking the Gazette Envelope at a Jharkhand Post Office, Step by Step
Scan, then seal
Every paper photographed or scanned, both sides where signed, into one folder named with the date. Then the envelope is packed in the order above and sealed with tape across the flap; a paper seal with your signature across it is good practice.
Address and sender written by hand or printed
The Controller of Publications block and your sender block, both legible, the pin code 110054 in its box. No "Jharkhand" anywhere in the address block.
Book Speed Post before the cut-off
At the counter ask for Speed Post, domestic; the clerk weighs it, prints the barcode label with the 13-character tracking number and hands you the receipt. Check the receipt shows Delhi 110054 and your name as sender.
Keep the receipt with the scans
Photograph the receipt into the same folder. Note the tracking number in the message to us if we are watching Part IV for you. Do not throw the receipt away when the tracking shows delivered; it is the only proof the file was sent.
Reading the Speed Post Tracking, and What "Delivered" Means for a Gazette File
| Tracking event | What it means | What to do |
|---|---|---|
| Item booked | Accepted at your post office | Nothing; the first scan may take some hours to appear |
| Item bagged, item dispatched | Left your office for the sorting hub | Nothing |
| Item received at Delhi sorting hub, item bagged for Civil Lines | In Delhi | Nothing; a day or two more |
| Item received at delivery office, out for delivery | At the Civil Lines post office, with the postman | Nothing; Government addresses are delivered on working days |
| Item delivered | Signed for at the Department's receipt point | Note the date. This is the last event you will see. Count 30 to 45 days from here and begin searching your name on egazette.gov.in weekly |
| Unclaimed, addressee not available, refused | The postman could not deliver; the article is held at the delivery office for a period before return | Call 1800 266 6868 with the number the same day; ask for redelivery; if it returns to you, check the address block and rebook |
| No scan for three or more working days | Stuck at a hub or a scanning gap | The helpline first; then a tracer request at the booking post office; then the postal grievance portal |
What Sending the Gazette File From Jharkhand Costs, and How Long Each Stage Takes
| Item | Cost | Time |
|---|---|---|
| Speed Post, one A4 envelope with newspapers | At India Post's weight tariff; a light envelope is inexpensive | Two to four working days from Jharkhand |
| Registered Post | Similar, by weight | Three to six working days |
| Private courier | More than Speed Post | One to three working days from the cities |
| Scanning and a sturdy envelope | Under Rs 100 | An hour |
| The Government fee, already paid | Commonly Rs 1,100 adult, Rs 1,700 minor, Rs 1,350 public notice, on BharatKosh | Before posting |
| Processing and publication after delivery | Nil | Commonly 30 to 45 days; Part IV weekly |
| A file returned for a defect | The fee again and fresh postage | About six weeks lost |
| Our charge | Quoted per case; postage at actual cost; the Government fee always a separate line | Full bill on the cost page |
If the Gazette Envelope Stalls, Returns or Is Lost in the Post
It stalls
No new scan for three or more working days: India Post's helpline, 1800 266 6868, with the tracking number; then a tracer request at the post office where you booked it; then a complaint on the postal grievance portal. Most stalls are scanning gaps and the article is delivered before the tracer answers.
It comes back
An envelope returned to the sender usually carries the reason: an address the postman could not match, or "refused". Open it, check every line of the address block against this page, repack the same papers, and rebook; the papers are unharmed and the fee is unaffected, because the file was never opened by the Department.
It is lost
Rare on Speed Post. A tracer confirms loss and India Post pays its compensation, but the originals are gone: the affidavit is resworn, the notices reprinted, the proforma retyped, the fee paid again. This is why the scanned set exists and why ordinary post is never used.
Our Delhi Office as Your Bearer: What "We Deliver in Your Name" Means
A Jharkhand client who does not want to post sends us the signed papers, by post or at the Ranchi office, and our Delhi office carries the sealed envelope to the Civil Lines counter. The applicant on the letter, the proforma, the affidavit and the sender line is still you; we are the person holding the envelope, as a relative might be, and the office reads it as your application. That is all "delivery in your name" can lawfully mean, because no agent can sign or submit a Part IV application on another person's behalf. What it saves you is the post office queue, the uncertainty of a stall, and the cost of a returned envelope, because the file is checked at our desk before it leaves and the same person watches Part IV for it afterwards.

The envelope
- Ordinary post, or a courier that will not deliver to a Government office.

- Sending a second file when the first is merely in the 30 to 45 day queue, and paying twice.
