One corporation since 2006 • Old NAC entries • Coal service files

Name Change in Dhanbad

Dhanbad is simpler than Jamshedpur in one way and harder in another. Simpler, because one body holds the city's records: Dhanbad Municipal Corporation, formed in February 2006 by merging the old Dhanbad municipality with the Jharia, Sindri, Katras and Chhatandih notified area committees along with twenty-seven census towns and two hundred and fifty-eight villages. Harder, because a birth registered before 2006 was entered by one of those old bodies, so a certificate saying Jharia NAC or Sindri NAC is not a wrong certificate, and a family that has moved from Katras to Dhanbad town is still chasing an entry made in another register. Add a coal belt where a service file and a provident fund record were opened from a school certificate decades ago, and you have the two name problems Dhanbad actually has. This page is the local map for both.

Quick answer

For a name change in Dhanbad, the affidavit is sworn before a notary at the district court, the two newspaper notices go into the Dhanbad editions of a Hindi and an English daily, Aadhaar is updated at a Seva Kendra in the city, and the Gazette of India file is posted from any Dhanbad post office to the Department of Publication at Civil Lines, Delhi 110054, because no gazette counter exists in Dhanbad or anywhere in Jharkhand. Birth and death records for the city are held by Dhanbad Municipal Corporation, which was formed on 1 February 2006 out of the erstwhile Dhanbad municipality and the Jharia, Sindri, Katras and Chhatandih notified area committees, together with twenty-seven census towns and two hundred and fifty-eight villages across about 356 square kilometres; a certificate issued before that date will carry one of the old bodies' names and is corrected through the corporation that now holds the register, under Section 15 of the Registration of Births and Deaths Act, 1969. Births in Nirsa, Tundi, Baghmara, Govindpur and the rural blocks are with the block registrar, and Chirkunda has its own urban body, so ask where the entry was made before applying anywhere. School certificates run through your school to the Jharkhand Academic Council, escalated to the District Education Officer for Dhanbad when a school will not forward the file. Caste, residence, income and EWS certificates are reissued through JharSewa under the Dhanbad administration. And the case that costs most here is the coal one: a BCCL, ECL, railway or PSU service file and provident fund record opened from a Class 10 certificate, where a spelling that never mattered becomes a problem at retirement, at a pension claim or at a dependant's appointment.

The pages ranking for name change in Dhanbad are marketplace listings and guides written from far away. One is a consultant listing at Rs 4,999 a month posted from New Delhi. Another, a step-by-step guide, tells Dhanbad applicants they may have to submit the affidavit to the Sub-Divisional Magistrate for approval, which is no part of a Part IV filing, and tells them to keep newspaper clippings as proof, when a clipping is one of the commonest reasons a file is returned. None of them mentions the 2006 merger, which is the single fact that decides where an older Dhanbad family's birth record actually sits, and none of them deals with the coal service file, which is what a mismatch here really costs.

The process itself is the same across the state and sits on the name change process page; the bill is on the cost page. This page stays local.

Key takeaways

  • A pre-2006 certificate naming Jharia, Sindri, Katras or Chhatandih is valid; the corporation now holds those registers.
  • Ask where the birth was registered before applying; Nirsa, Tundi, Baghmara and the villages are block registrar cases.
  • In the coal belt the Class 10 certificate is the anchor for the service file, the provident fund and every dependant claim.
  • Fix the certificate or publish first, then the employer record; never the other way round.
  • A birth certificate is corrected by the Registrar under Section 15, never by a gazette.
  • Nothing about the gazette happens in Dhanbad; the file is built here and posted to Delhi in your own name.

Why an Old Dhanbad Birth Certificate Says Jharia, Sindri or Katras

Dhanbad Municipal Corporation was created by a State notification dated 1 February 2006, combining the erstwhile Dhanbad municipality with the Jharia, Sindri, Katras and Chhatandih notified area committees, twenty-seven census towns and two hundred and fifty-eight villages, over an area of about 356 square kilometres. Families who have lived in the coalfield for generations therefore hold certificates issued by bodies that no longer exist.

The certificate is still valid

A birth certificate issued by Jharia NAC or Sindri NAC before 2006 is a properly issued record. No office can ask you to get a fresh one merely because the issuing body was merged, and no gazette is needed to "convert" it.

The correction goes to the corporation

Because the corporation absorbed those registers, a Section 15 correction on an old entry is applied for at Dhanbad Municipal Corporation, with the old certificate produced so the entry can be traced in the predecessor register.

What actually delays these

Old registers are handwritten and sometimes hard to read, so carry every supporting paper you have: the school admission record, the Class 10 certificate, an old ration card, a hospital record. The corporation corrects against its register, not against your Aadhaar.

The same applies to school records. A school that closed or merged in the coalfield still leaves its admission register with a successor school or the education office, and JAC corrects against that register. If nobody can produce it, the route becomes a public notice quoting the wrong spelling, which is on the public notice page.

Name Mismatches in BCCL, ECL and Railway Service Files in Dhanbad

In Dhanbad the expensive name problem is rarely on an Aadhaar card. It is on a service file opened thirty years ago from a school certificate, carried into the provident fund record, the gratuity papers, the quarters allotment and, eventually, a pension or a dependant's claim. Nobody notices until money or an appointment depends on it.

Where a name mismatch bites in Dhanbad employment records and what to do
RecordWhere the name came fromWhat to do
Colliery service file, BCCL or another Coal India subsidiaryThe school certificate produced at appointmentCorrect or publish first, then apply to the area personnel office with the corrected certificate or the gazette
ECL records on the Nirsa, Mugma and Chirkunda sideThe sameThe same; note that the civil records for that area may sit with a different local body
Provident fund and pension recordCopied from the service file at joiningUpdated separately after the service file; nominations are a separate form again
Dependant or compassionate appointmentThe employee's records and the dependant's own certificatesBoth sides must agree; this is where an old family spelling difference stops a file
Dhanbad railway division service recordsThe Class 10 certificateAlign the certificate first; the division reads it as the anchor
IIT (ISM) and college recordsThe board certificateThe institution follows the board; correct the board record first
Do not start with the employer. A personnel office will ask for the corrected certificate or the gazette notice; changing the service file first, where it is even possible, leaves the anchor document still wrong and the mismatch still alive at the pension stage. What panels and offices check is on the verification page.

The Notary, the Newspapers and the Aadhaar Kendras in Dhanbad

The affidavit

Sworn before a notary at the Dhanbad district court, where notaries sit through the working day; stamp paper and fee commonly Rs 100 to Rs 500 together. Take the typed wording with you and read the spelling back before signing. No stamp value is prescribed by the Department of Publication.

The two notices

Booked at the classified desks of the Dhanbad editions of a Hindi daily and an English daily circulating in Jharkhand. Ask to see the set text before it runs, and buy two complete copies of each paper on the morning of publication; a cutting is not accepted.

Aadhaar and PAN

Seva Kendras operate across Dhanbad town, Jharia, Katras and Sindri; a name update is Rs 50 to Rs 75 per attempt with two in a lifetime. PAN is corrected online. Both are on the Aadhaar page and the PAN page.

Passport. Dhanbad applicants are served by a passport centre in the region; the current list is on Passport Seva and should be confirmed before travelling. A name change in a passport is a re-issue with a new number, so it comes after Aadhaar and PAN. The rules are on the passport page.

The Gazette Route From Dhanbad: The Central Process, Step by Step and Paper by Paper

Everything before this happens in Dhanbad; this part does not. There is no gazette counter in Dhanbad, in Ranchi or anywhere in Jharkhand, so the file is built here and posted to the Department of Publication in Delhi in your own name. Here is the whole process, in the order it happens, with what each paper says.

1

Route check and wording, day 0

Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and the six UIDAI categories reach Aadhaar without one. In the coal belt the usual case is a service file and a school certificate that disagree, which is a correction question first. Then fix the exact wording and confirm it in writing.

2

Affidavit, day 1 to 2

Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.

3

Two newspaper notices, day 3 to 7

One Hindi daily and one English daily in editions that circulate in Jharkhand, identical wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.

4

Proforma, CD and request letter, day 7 to 8

The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.

5

Fee on BharatKosh, day 8

Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.

6

Delivered in Delhi in your name, day 8 to 10

The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.

7

Published and downloaded, day 40 to 55

Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.

8

Then Aadhaar, PAN and every record

Carry the printed Gazette PDF with the affidavit and both newspaper pages to an Aadhaar Seva Kendra in Dhanbad first, then PAN, then your colliery or division personnel office, then the provident fund and nomination records. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.

The five papers, line by line

The five papers in a Central Gazette name change file from Jharkhand, what each contains and the mistake that returns it
PaperWhat it contains, clause by clauseThe mistake that returns the file
1. AffidavitTitle "Affidavit for change of name". Deponent's old name, son or daughter or wife of, age, address with pin code. Clause 1: that the deponent is a citizen of India and a resident of the address. Clause 2: the old name as on Aadhaar and the documents it appears on. Clause 3: that the deponent has decided to be known as the new name, spelt in full, from the date of the affidavit. Clause 4: the reason, in one line. Clause 5: that the old and new names refer to one and the same person. Verification clause: that the contents are true to the deponent's knowledge, sworn at the place on the date. Deponent's signature in the OLD name; notary's seal, signature, register serial and date.Signed in the new name; a spelling in clause 3 that differs from the proforma by a letter; a photocopy sent instead of the original.
2. Two newspaper pagesWording: "I, [old name], son or daughter or wife of [name], resident of [address, pin code], have changed my name to [new name] by affidavit No. [number] dated [date] sworn before [notary, place]. Henceforth I shall be known as [new name]." One Hindi daily and one English daily in editions circulating in Jharkhand, on any date after the affidavit. The complete page of each, masthead and date visible, in original, two copies each.A cutting instead of the page; a notice dated before the affidavit; the two notices worded differently; the new name spelt differently from the affidavit.
3. Proforma, two copiesHeaded "No. ADVT IV /" with the date. Wording for a change of name: "I, [old name], son or daughter or wife of [name], employed as [occupation] at [address] or residing at [address], have changed my name and shall hereafter be known as [new name]. It is certified that I have complied with other legal requirements in this connection." Signature in the OLD name. Two witnesses, each with full name, father's name, full address with pin code and signature. Computer typed, no cutting or overwriting.Handwritten; one witness; a witness without a pin code; signed in the new name; the wrongly-written-name wording used for a change, or the reverse.
4. CD with certificateThe proforma's notice in a Word file, without the witness portion, with the old name typed in place of the signature. A signed certificate on paper: "Certified that the soft copy on the enclosed CD and the hard copy of the notice are the same." The CD labelled with the applicant's name.A PDF instead of Word; the witness portion left in; the certificate unsigned.
5. Request letterTo the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Subject: publication of change of name in the Gazette of India, Part IV. The request, the list of enclosures, the BharatKosh receipt number and date, the applicant's mobile and email, the applicant's signature in the old name.No receipt number; the letter signed by an agent.

What goes with the five

Two passport photographs; self-attested copies of the applicant's Aadhaar and PAN and of both witnesses' Aadhaar; the BharatKosh receipt; for an applicant abroad, the affidavit attested by the Indian mission and the higher fee. Documents not older than about a year.

BharatKosh, field by field

bharatkosh.gov.in, Non-Registered Users, Quick Payment; Ministry: Housing and Urban Affairs; Purpose: Department of Publication, Gazette notification; the amount for adult or minor; the payer's name exactly as the old name on the affidavit; the address; UPI, net banking or card. Download the receipt with its transaction reference and print it for the file.

Reading the published notice

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. A name wrongly written on a JAC certificate or an old colliery record is a public notice; a name you have chosen is a change of name, and the two proformas are not interchangeable.

Where to Go in Dhanbad, in Order, for a Name Change

1

Settle the spelling against the Class 10 certificate

In the coal belt this is the document every service file, provident fund record and dependant claim was built from, so it decides the whole file.

2

Find the register that holds your entry

Dhanbad Municipal Corporation for the city and the old Jharia, Sindri, Katras and Chhatandih areas; the block registrar for Nirsa, Tundi, Baghmara and the villages.

3

District court, then the classified desks

The affidavit sworn before a notary, then two notices with identical wording in a Hindi and an English daily, two complete copies of each bought on the day.

4

Post the file, then update every record

Speed Post to Civil Lines, Delhi 110054 in your own name; then Aadhaar here, PAN, the colliery or division personnel office, the provident fund, the bank and the JharSewa certificates.

The five papers that go in the envelope are on the gazette documents page; the sending itself on the sending page.

JAC Certificate Correction in Dhanbad and the District Education Officer Route

A Jharkhand Academic Council certificate is corrected against the school's admission register, and the application travels through the school rather than through you. In Dhanbad that means the school office first, with the original admission form if it survives, and the District Education Officer or District Superintendent of Education when a school delays or refuses to forward the file. Coalfield schools change hands, close and merge, so ask early whether the register still exists; if it does not, or if it carries the same wrong spelling, the board has nothing to correct against and the route becomes a public notice. CBSE and ICSE schools follow their own boards and their own deadlines, and a current student asks before the result is declared, not after.

Pre-2000 certificates. Older Dhanbad residents often hold Bihar School Examination Board certificates from before the state was formed. Those corrections go to that board, not to JAC, which is one more reason to start with the certificate rather than the employer. The education documents page covers both.

Name Change Myths and Mistakes in Dhanbad

The myths

  • "The Dhanbad gazette" or a "Jharkhand gazette" for a personal name; neither publishes one.
  • "Your old Jharia NAC certificate is invalid now"; it is not, and no gazette converts it.
  • "Submit the affidavit to the Sub-Divisional Magistrate for approval"; no SDM approves a Part IV filing, and the affidavit simply goes into your file.
  • "Keep the newspaper clipping as proof"; the Department wants the complete original page, and a clipping returns the file.

The local mistakes

  • Starting at the colliery personnel office instead of the certificate.
  • Applying at the corporation for a birth registered in Nirsa, Tundi or Baghmara.
  • Letting a pension or dependant claim reach the stage where the mismatch is discovered by someone else.
  • Sending a JAC application straight to Ranchi instead of through the school.
  • Treating a Bihar Board certificate from before 2000 as a JAC matter.

Name Change in Dhanbad: Frequently Asked Questions

Is there a gazette office in Dhanbad?+
No. There is no gazette counter in Dhanbad, in Ranchi or anywhere in Jharkhand for a personal name. The file is built here and posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name; Speed Post takes two to four working days. The Jharkhand Gazette carries Government notifications and, as reported, stopped personal name notifications in July 2025.
My birth certificate says Jharia NAC. Is it still valid?+
Yes. Jharia, Sindri, Katras and Chhatandih were notified area committees merged into Dhanbad Municipal Corporation on 1 February 2006, and certificates they issued before that are properly issued records. If the name on it needs correcting, apply to the corporation, which now holds those registers, under Section 15 of the Registration of Births and Deaths Act, 1969.
Where do I correct a birth certificate in Dhanbad?+
At the body that registered the birth: Dhanbad Municipal Corporation for the city and the merged areas, or the block registrar for Nirsa, Tundi, Baghmara, Govindpur and the villages. Chirkunda and the Mugma side have their own local body, so confirm at the counter. The correction is a margin entry under Section 15; the original entry is never erased and a gazette never updates a birth register.
Where do I make the affidavit in Dhanbad?+
Before a notary at the Dhanbad district court, on non-judicial stamp paper; stamp and fee together commonly Rs 100 to Rs 500. No particular stamp value is prescribed by the Department of Publication, whatever a template site says. Carry the typed wording and read the spellings back before signing.
My name is spelt differently in my BCCL service file and my school certificate. Which do I change?+
Start with the certificate, because the service file, the provident fund record and every dependant claim were opened from it. Correct the certificate through the school and the board, or publish a public notice where it cannot be corrected, and then take the corrected certificate or the gazette to the area personnel office. Changing the employer record first leaves the anchor document wrong.
Will a name mismatch stop my pension or my son's compassionate appointment?+
It can hold either up while the papers are reconciled, which is why these cases are worth fixing years before they matter. Both sides have to agree: the employee's records and the dependant's own certificates. Carry a notarised one-and-the-same-person affidavit while the correction runs, and start the correction the day the difference is noticed.
Which newspapers should I use in Dhanbad?+
One Hindi daily and one English daily circulating in Jharkhand, in their Dhanbad editions, with identical wording. The Department does not name papers and reads a Dhanbad edition exactly as it reads a Ranchi one, so the local edition is cheaper and equally acceptable. Buy two complete copies of each on the day of publication and never send a cutting.
How do I correct a JAC certificate in Dhanbad?+
Through your school, against its admission register, on the board's own form and fee, escalated to the District Education Officer or District Superintendent of Education if the school will not forward it. In the coalfield many schools have closed or merged, so ask early whether the register still exists; if it does not, or it carries the same error, the route becomes a public notice.
My certificate is from the Bihar Board, before 2000. Who corrects that?+
That board, not the Jharkhand Academic Council. Older Dhanbad residents commonly hold Bihar School Examination Board certificates from before the state was created, and applying to JAC for them simply loses time. The education documents page sets out both routes.
Is there a passport office in Dhanbad?+
Dhanbad applicants are served by a passport centre in the region, and the current list is published on Passport Seva, so confirm before travelling. More important is the order: a name change in a passport is a re-issue with a new passport number, and the office wants the gazette or the newspapers plus documents already in the new name, so Aadhaar and PAN come first.
How long does it take from Dhanbad?+
Three to seven weeks end to end for a gazette: a day or two for the affidavit, two to five days for the notices, a day for the proforma, CD and fee, two to four working days in the post, then commonly 30 to 45 days for publication in Part IV. A Section 15 birth correction or a JharSewa reissue is usually faster; a JAC correction depends on the school.
Do you have an office in Dhanbad?+
Our Jharkhand office is in Ranchi, near Shaheed Chowk, and the filing desk is in Delhi. Dhanbad clients work with us over WhatsApp and post, which is how the process runs anyway: the notary and the newspapers are yours to visit locally, and the envelope goes to Delhi from any post office in the city.
