CBSE and ICSE Marksheet Name Correction in Jharkhand
You have probably read the sentence a dozen times: a name change must be admitted by a court of law and notified in the Government Gazette before the result is published. Websites print it on pages about every board in the country. It is CBSE's own examination bye-law, and it applies to a change of name, not to a misspelling. For the ordinary case, a name printed differently from the school record, CBSE has a separate and much simpler route that asks for three specific papers from your school and no gazette at all. Jamshedpur, Ranchi, Bokaro and Dhanbad have a large number of central board schools, so this distinction decides a great many cases in this state.
CBSE's examination bye-law 69.1 holds two different things that get quoted as one. The first part deals with a change of name or surname and says such changes may be considered where they have been admitted by a court of law and notified in the Government Gazette before the result is published. That is the line copied onto pages about every other board in India, and it is the reason so many families are sent to buy a gazette they do not need. The second part deals with correction, meaning spelling errors and factual or typographical mistakes in the candidate's, father's, mother's or guardian's name, to make the certificate consistent with the school record or with the list of candidates the school submitted. For that, no court and no gazette is asked for. What is asked for is an application forwarded by the head of the institution with three attested documents: the admission form filled in by the parents at the time of admission, the school leaving certificate of the previous school submitted at that time, and the relevant portion of the page of the school's admission and withdrawal register. There is a time limit, commonly stated as five years from the declaration of the result after an earlier one-year limit was extended, and a stricter limit for a date of birth. The Supreme Court has held those timelines to be procedural rather than an absolute bar, which matters if your case is old, but a late application still depends on the school records existing and supporting you. ICSE runs on its own procedure through the head of the school, and we do not print its fee or timeline because the council publishes its own. For Jharkhand students the practical order does not change: the Class 10 certificate stays the anchor, and Aadhaar follows it rather than the other way round.

The rule is in CBSE's examination bye-laws, and it separates a change of name from a correction. Most confusion in this subject comes from reading one half of it.
A change of name or surname
Applications may be considered where the change has been admitted by a court of law and notified in the Government Gazette before the publication of the candidate's result. That timing is the sting in it: it contemplates a student who settled a new name while still in school, not one who decided years afterwards.
This is the sentence that appears, wrongly, on pages about state boards, universities and even birth certificates.
A correction of what is printed
Correction covers spelling errors and factual or typographical mistakes in the candidate's name or surname, and in the father's, mother's or guardian's name, to make the certificate consistent with the school record or with the list of candidates the school submitted to the board.
No court. No gazette. A school-forwarded application with three attested documents, which is the route most families actually need.
The Three Attested Papers a CBSE Correction Needs
These three are named in the bye-law itself, and a file without them is usually returned. Every one of them lives in your school's office, not in your house, which is why the school is the channel.

How an ICSE Name Correction Differs
Jharkhand's older private schools, especially in Jamshedpur and Ranchi, include a number of ICSE schools, and the council that conducts those examinations runs its own procedure rather than following CBSE's bye-laws.
The school is still the channel
As with every board, the application goes through the head of the school, supported by the school's own records. A council does not take a correction request directly from a former student.
The papers are the same in spirit
Admission records, the previous school's leaving certificate and the school register entry are what any board checks. Collect them before you ask, whichever council you are dealing with.

How to Apply for a CBSE Name Correction From Jharkhand
Get the three papers from the school
Admission form, previous school leaving certificate and the admission and withdrawal register page, each attested by the head of the institution.
Write the application with two exact lines
The entry as printed and the entry as it should read, letter for letter, with your roll number, year and school details.
Let the school forward it
To the regional office the school is attached to, through whichever channel the board currently uses. The school knows which office and which channel; ask and note the reference.
Follow up, and plan for the gap
Keep the acknowledgement and the file number, and swear a one-and-the-same-person affidavit if a college or job deadline will arrive first.
What This Means for a Central Board Student in Jharkhand
Your anchor has not changed
Whichever board printed it, the Class 10 certificate is what recruitment panels and colleges read first for name and date of birth. Aadhaar follows it, not the other way round, and Aadhaar allows only two name updates in a lifetime.
Steel town schools, state certificates
Many families here hold a central board Class 10 certificate alongside state documents, a caste or residence certificate from JharSewa and a birth certificate from a municipal body. Those have to agree with each other, and they are corrected by different offices.
Tribal and transliterated surnames
A central board school does not change the spelling problem that starts when a name crosses Santali, Mundari, Ho, Kurukh, Hindi and English. Decide one written form, anchored on the Class 10 certificate, and bring everything to it. The router is on the tribal surname page.
When a Gazette Genuinely Applies to a Central Board Certificate
Two situations, and both are posted to the same place, because no district in Jharkhand has a gazette counter: the Department of Publication, Civil Lines, Delhi 110054, publishing in Part IV of the Gazette of India, digital only since 1 October 2015 with a free PDF.
You are taking a different name
Then the gazette is the instrument, and for Aadhaar it is the proof of identity required for a full or first name change. What it will do to an already printed certificate is a separate question, answered honestly on the refusal page.
The school's own records carry the same error
Then there is nothing to make the certificate consistent with, and the instrument is a public notice quoting the wrong spelling exactly as printed on each certificate. One notice can name several documents.
