Name Change in Residence Certificate in Jharkhand
Jharkhand's residence certificate is officially the Local Resident Certificate, issued by the Circle Officer on the JharSewa portal, and it is the document that decides whether a candidate is "local" for JSSC and JPSC posts, state seats and the private-sector local quota. It carries your name, your father's name and your permanent address, and a verification panel reads all three against the Class 10 certificate, Aadhaar and the caste certificate. This page is the residence certificate step for a Jharkhand resident: why the certificate is reissued in the corrected name rather than amended, the JharSewa application and the six ways of proving local residence under the 2016 policy, the married woman applying at her marital address, the Central Gazette process before a chosen change, the Tatkal route, what the panels check, and the RTPS appeal.
A name change in residence certificate in Jharkhand is a fresh application for a Local Resident Certificate on the JharSewa e-District portal, online or at a Pragya Kendra, to the Circle Officer of the circle where your permanent address lies; the old certificate is not amended. You apply in the spelling the JAC Class 10 certificate carries, with Aadhaar corrected to it, the declaration and the affirmation form prescribed by the Personnel Department's letter of 6 February 2016, proof of the permanent address, and one of the six proofs of local residence under the 2016 policy, most often the family's khatiyan or land record, the father's own certificate, or a school certificate showing the residence. A married woman applies at her marital address with the marriage certificate and her husband's proof where she claims through him, or through her father where she does not. A chosen new name is changed by the Gazette of India first and the fresh certificate issued in it. There is no Government fee; the service is statutory under the RTPS Act and a Tatkal issue is available on a recommended reason. JSSC and JPSC read the certificate against the Class 10 certificate, Aadhaar and the caste certificate, so all four must say the same thing before the application cut-off.
The pages ranking for name change in residence certificate in Jharkhand are first-application guides that call the document a "domicile certificate", say the 1932 khatiyan is the rule, and never reach the case a working adult actually has: a certificate that already exists, in a name that differs from the Class 10 certificate or names a father whose own spelling has since been settled. The 1932 khatiyan bill of 2022 was sent for the Ninth Schedule and, as of this review, the certificate is still issued under the 2016 local resident policy's six criteria.
This page follows the Circle Officer's actual practice: a fresh certificate against the anchors, not a correction of the old one. The caste certificate that is read beside it is on the caste certificate page; the Class 10 anchor is on the education documents page.

Key takeaways
- The Circle Officer issues a fresh certificate; nobody edits the old one. Apply again in the right name and let the old one lapse.
- Apply in the Class 10 spelling, with Aadhaar already matching it. The certificate is read against both.
- Your father's name on it must match his own records; it is a separate field the panel reads, and the family's khatiyan is usually in his name.
- The residence proof is about the family's roots in the circle; a name change does not disturb it, but the name on the proof must be traceable to yours.
- A JSSC or JPSC notice sets a cut-off and a format. A certificate reissued after the cut-off does not save a category claim.
- Nobody needs a gazetted officer's attestation; the 2016 declaration replaced it.
The Three Fields on a Jharkhand Residence Certificate and the Anchors They Are Read Against
A Local Resident Certificate states that a named person, child of a named father, is a local resident of Jharkhand at a stated permanent address in a stated circle. A verification panel reads the three fields against other records, and a certificate that is perfect on residence fails on a name. The fix is never to edit the certificate; it is to make the anchors right and apply afresh.
| Field | Read against | Fix |
|---|---|---|
| Your name | The Class 10 certificate, Aadhaar, the caste certificate, the application form | Aadhaar corrected to the Class 10 spelling; a fresh certificate applied for in it |
| Your father's name | His own certificates, the khatiyan or land record, your Class 10 certificate | One spelling for the family; the fresh certificate applied for with it, and his records aligned where his is the odd one |
| The permanent address and circle | The residence proof, the land record, the ration card, the electoral roll | Not a name matter; a change of address is a fresh certificate at the new circle |
The Six Proofs of Local Residence Under Jharkhand's 2016 Policy, and the 1932 Khatiyan Question
The State's local resident policy of 2016, notified by the Personnel Department's Sankalp 3198 of 18 April 2016, lists the ways a person is treated as a local resident, and the JharSewa form asks for one document under whichever applies. A name change does not change which category you fall in; it changes whether the panel can trace the name on the proof to the name on your certificate.
| Category | Document | Name traced through |
|---|---|---|
| The applicant's or an ancestor's name in a land record or khatiyan of the cut-off the policy fixes, or landless with a Gram Sabha certification | The khatiyan or land record, the Gram Sabha resolution | The father or grandfather; the family's genealogy on the affirmation form |
| Long residence in the State for the period the policy fixes, with land or a business | Residence and holding proofs for the period | The applicant or the father |
| The applicant or a parent in State Government or a State body's service | The service record or identity certificate | The parent |
| The applicant or a parent in a Central Government or PSU posting in Jharkhand, with residence | The posting and residence proofs | The parent |
| The applicant born in Jharkhand and educated here to the Class 10 level | The birth certificate and the Class 10 certificate | The applicant; the Class 10 spelling is the anchor |
| The applicant or a parent in a constitutional or statutory post in the State | The appointment record | The parent |
Central Gazette Name Change Process From Jharkhand, Step by Step, Before the Fresh Local Resident Certificate
For a chosen new name, the Circle Officer wants an instrument linking the old and new names before a certificate issues in the new one, and the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Here is the whole Central Gazette process, in the order it happens.
Route check and wording, day 0
Confirm that you actually need a gazette: a spelling correction against the Class 10 certificate, and a married woman applying at her marital address, do not. Then fix the exact new name, spacing and initials included, against your Class 10 certificate, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.
Two newspaper notices, day 3 to 7
One Hindi daily and one English daily in editions that circulate in Jharkhand, identical twenty-word wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.
Proforma, CD and request letter, day 7 to 8
The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.
Fee on BharatKosh, day 8
Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.
Delivered in Delhi in your name, day 8 to 10
The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.
Published and downloaded, day 40 to 55
Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.
Then the fresh residence certificate
Carry the printed Gazette PDF with the affidavit and both newspaper pages to Aadhaar and the Class 10 anchor first, then to the JharSewa application, as the sections below explain. The address in the Gazette should match your Aadhaar address. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.
The Fresh Local Resident Certificate on JharSewa in the Corrected Name, Step by Step
Anchors first
Aadhaar corrected to the Class 10 spelling, in both scripts; the family's spelling settled against the father's records; the caste certificate, if any, already in the same name or applied for alongside.
The JharSewa application
Register or log in at jharsewa.jharkhand.gov.in, Apply for Services, Local Resident Certificate by Circle Officer; or the same at a Pragya Kendra. Rural or urban form; permanent and present addresses; the father's name exactly as on his records; Aadhaar e-KYC where the form offers it.
The uploads
The declaration and the affirmation form in the Personnel Department's prescribed formats, signed; permanent address proof; the residence proof for your category; Aadhaar; the Class 10 certificate; a photograph. Tatkal: the reason document recommended by the Circle Officer, BDO, SDO or DC. Note the acknowledgement number.
Verification and download
The Circle Officer's staff verify, a field report where needed, and the digitally signed certificate is issued within the RTPS timeline and downloaded from the portal or collected at the Kendra. Check every field before the recruitment cut-off.
Which parts of the whole name change are online is on the name change online page.
A Married Woman's Residence Certificate in Jharkhand: Through Her Husband or Her Father
At the marital address
A woman living at her husband's permanent address applies at that circle in her Aadhaar name, with the marriage certificate, her husband's residence proof under one of the six categories and the affirmation form naming him; her father's name still appears on the certificate as her parentage.
Through her father
Where she claims through her own family, the application is at her father's circle with his proofs, and her marital address as the present address. Both routes are lawful; the recruitment notice sometimes prefers one.
The surname
If she has taken her husband's surname, Aadhaar is updated on the marriage certificate first and the certificate issued in the married name; the marriage certificate then links it to her Class 10 certificate at every verification. If she has not, nothing changes. The sequence is on the marriage page.
What JSSC, JPSC, the Universities and the Local Quota Read a Residence Certificate Against
| Reader | Read against | The rule |
|---|---|---|
| JSSC and JPSC | The Class 10 certificate, Aadhaar, the caste certificate, the application form's particulars | The certificate's particulars in the prescribed format by the application cut-off; the Jharkhand High Court's Division Bench upheld the cut-off in May 2026 for caste certificates, and the same logic is applied to local residence |
| State universities and professional admissions | The Class 10 and Class 12 certificates and Aadhaar | The state quota needs the certificate at counselling |
| The private-sector local quota | Aadhaar and the employer's KYC | The certificate as proof of local status under the State's 2021 Act on local employment |
| Scholarships and JharSewa's other certificates | The income and caste certificates | One name across all three JharSewa certificates |
Residence Certificate Reissue Fees and Timelines in Jharkhand
| Item | Amount or time | Note |
|---|---|---|
| Local Resident Certificate on JharSewa | Rs 0 | Statutory under the RTPS Act; the timeline is fixed by the Act's notification, commonly 15 to 30 working days |
| Tatkal issue | Rs 0 | On a reason document recommended by the CO, BDO, executive magistrate, SDO, Additional Collector or DC; days |
| Pragya Kendra typing and upload | A small service charge | Optional |
| The proof before it: Aadhaar update to the Class 10 spelling | Rs 50 to Rs 75 per attempt | On the Aadhaar page |
| The proof before Aadhaar, for a chosen change: Gazette of India | Commonly Rs 1,100 adult, Rs 1,700 minor, on BharatKosh | Revised each financial year, non-refundable; full bill on the cost page |
| Our charge | Usually nothing for the certificate step; the route check is free | Quoted per case where the Gazette is needed |
Residence Certificate Refused in Jharkhand: The RTPS Appeal
Common reasons
The father's name typed differently from his records; a residence proof in a grandfather's name with no genealogy on the affirmation form; the present address given as the permanent one; an application at the wrong circle; a missing declaration.
Fix and reapply
The rejection reason is shown on JharSewa; most are cured by the right proof and a fresh application. Reapply rather than argue.
Appeal
Under the Jharkhand Right to Public Services Act the first appeal lies to the Sub-Divisional Officer as the appellate authority within the period the Act fixes, commonly 30 days, and the second to the Deputy Commissioner; the JharSewa grievance module registers it online. A wrongful refusal of a statutory service carries a penalty on the officer.
