The Jharkhand Academic Council prints a certificate from the data the school sends at registration, and that data comes from the school's admission register, the book in which the child's name was entered on the first day. JAC corrects a certificate only where the register shows a different, correct spelling from what was printed. If the register carries the same wrong spelling, JAC has nothing to correct against, and no affidavit, newspaper or argument changes that. The whole route is decided by one look at one book.

Ask to see it, not to be told about it. A school clerk's word that "the register is fine" is not the register. Ask for a certified extract of the admission register entry, which JAC's own form asks for anyway.

The register extract

Ask the head of the school for a certified extract of the admission register entry showing the correct spelling. If the school refuses or is closed, the District Education Officer directs it or produces the record.

JAC's form and set

The council's correction form for the year, the original marksheet and certificate, the register extract, birth certificate, Aadhaar, the head of school's forwarding letter stating the error, photographs, and the affidavit JAC's form asks for stating the error. The council's fee, by the mode it prescribes.

Forwarded to Namkum

The school forwards the set to the Jharkhand Academic Council, Gyandeep Campus, Bargawan, Namkum, Ranchi 834010. Keep the school's receipt; it is the only way to chase the file.

Corrected certificate

JAC reprints the marksheet and certificate with the corrected entry, through the school. Then Aadhaar and every other record are corrected to match it, because it is the anchor.

JAC's fee, form and window dates change by notice; the council's website and the school's office carry the current ones. The figures quoted on aggregator sites are not JAC's.

When the Gazette is needed

Central Gazette Name Change Process From Jharkhand, Step by Step, Before the Board or University Application

For a chosen new name, a board or university wants an instrument that proves it, and the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Here is the whole Central Gazette process, in the order it happens.

Route check and wording, day 0

Confirm that you actually need a gazette: a correction against a correct register does not. Then fix the exact new name, spacing and initials included, against your Class 10 certificate, and confirm it in writing. Every later paper copies this wording.

Affidavit, day 1 to 2

Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.

Two newspaper notices, day 3 to 7

One Hindi daily and one English daily in editions that circulate in Jharkhand, identical twenty-word wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.

Proforma, CD and request letter, day 7 to 8

The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded.

A name that has changed

No university prints a chosen new name onto a degree already conferred.
The realistic outcome is a linking letter from the Registrar or Controller stating that the degree in the old name belongs to the person now known by the new name, on the Gazette of India notification.

CBSE schools in Jharkhand

Corrections before the result go through the school's pre-registration and pre-exam windows on the board's portal. After the certificate, CBSE corrects on documents within its rules, and since the Supreme Court's 2020 direction in the Jigya Yadav matter, records a change of name on a Gazette notification with the original entry retained. Applications go through the school to the regional office that serves Jharkhand.

ICSE and ISC schools

The Council for the Indian School Certificate Examinations corrects through the school within its own windows; a change after the certificate is on the Gazette, by the council's rule at the time. Ask the school for the current circular.

Bihar Board before 15 November 2000

Anyone who passed matriculation in the undivided state holds a Bihar School Examination Board certificate from Patna. BSEB corrections for old years are slow where they are possible at all, and the record may not be traceable. In practice the public notice in the Gazette of India, quoting the certificate exactly, is the instrument, and it is what JSSC and JPSC read.

The other fields

The Father's and Mother's Name Fields on a Jharkhand Certificate

A JAC certificate carries the student's name, the father's name and the mother's name, and panels read all three. A father's name printed "Bishnu Mahato" on the Class 10 and "Bishnu Mahto" on the Class 12 is a mismatch of the same weight as the student's own. The same register test applies: if the school's register has the parent's name right, JAC corrects; if the register is wrong, a public notice names the parent's wrong and correct forms, and where several children are affected, the parent publishes one notice for all. A married woman's certificates keep her father's name; that is correct, and the marriage page explains the form-filling trap it causes.

Tribal surnames and the parent line. A Kurukh or Santali surname spelt one way for the child and another for the father on the same certificate is common, because two clerks typed them. Decide one Roman spelling for the family against the father's Class 10 certificate and the caste certificate, and correct the rest to it. The surname page covers the variants.

Consistency, not correctness. A panel does not care which spelling is "right". It cares that the Class 10 certificate, Aadhaar and the caste certificate agree, letter for letter, in the same script. That is why the Class 10 spelling is the anchor and Aadhaar is corrected to it, not the other way round, and why a public notice must be published before the exam cycle, not after the result.
