Daltonganj, named in the colonial period after Colonel Dalton, is now Medininagar, after Maharaja Medini Ray, and the district administration says so on its own about page. The district administration records the change plainly: Daltonganj took its name from Colonel Dalton, Commissioner of Chhotanagpur, and the new name of Daltonganj is Medininagar, after the king Medini Ray. Both names are still in daily use. The railway station is still Daltonganj, the assembly seat is still Daltonganj, and the corporation and the collectorate are Medininagar.

What that means for your papers

A school certificate issued at Daltonganj and an Aadhaar card showing Medininagar describe the same place. It is an address or a place of issue, not your name, and there is nothing to correct and nothing to publish.

If a clerk objects anyway

Carry the district's own about page, which states the renaming, or any Government document using both forms. A place-name change is a matter of public record and no affidavit is needed to prove what a district says about itself.

Why an Old Garhwa or Latehar Record Sits in a Palamu Register

Palamu is an old district, and the administration dates its own formation to January 1928. Garhwa was separated from it in 1991 and Latehar in 2001, and the three now form Palamu division with its headquarters at Medininagar. Each separation moved a boundary. None of them moved a register.

Reading the published notice

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. A name wrongly written on a JAC certificate or an old Palamu record is a public notice; a name you have chosen is a change of name, and the two proformas are not interchangeable.

JAC, University and School Name Corrections in Palamu

A Jharkhand Academic Council certificate is corrected against the school's admission register, through the school rather than through you, escalated to the District Education Officer or District Superintendent of Education when a school delays or refuses to forward the file. Degrees and marksheets from Nilamber Pitamber University, which serves this division, are corrected through your college's examination section against the matriculation certificate produced at admission, so a wrong Class 10 certificate has to be fixed first. In a district this spread out, send the application through a family member rather than waiting for a free day; the board corrects against its register whoever carries the paper.
