Name Change in Bank Records in Jharkhand
Banks are the third record on the list and the one most people do worst, because they update one branch and forget that the account number carries a cheque book, a debit card, a CKYC record, a credit bureau file, a DBT mapping, a locker, a loan and a nomination. This page is the bank step for a Jharkhand resident: the rule of law that makes an old-name ID valid KYC when produced with a marriage certificate or a Gazette, the branch letter and the document set, everything that changes and everything that does not, the Gramin Bank and the big branch networks in the state, the loans, lockers and nominations people miss, and the escalation when a branch refuses what the Reserve Bank has told it to accept.
A name change in bank records in Jharkhand is a KYC update at the home branch: a signed request letter to the branch manager, the bank's KYC or customer-information form, self-attested copies of the updated Aadhaar and PAN, and the proof for your reason, the registered marriage certificate for a surname after marriage, the decree for a maiden name, or the Gazette of India for any other change, with the originals shown at the counter. Since the Prevention of Money Laundering Rules were amended in 2015, on the Reserve Bank's advice, a bank may accept an officially valid document in your old name together with the marriage certificate or the Gazette, so an Aadhaar or passport not yet updated is not a reason to refuse. There is normally no fee. The account number, IFSC and history stay the same; the passbook, cheque book, debit card, net banking profile, CKYC record and credit bureau file are updated or reissued, and every account, loan, locker, deposit and nomination is done in the same week so no record disagrees with another.
The pages ranking for name change in bank records in Jharkhand are letter templates, and two of them add a line that is wrong in law: that "most scheduled banks now insist on a Gazette" for anything that is not marriage, and that a bank "requires" an affidavit and a newspaper. The Reserve Bank's own circular says the opposite of the first, and the second is a Gazette-file requirement, not a bank one. None of them mentions the CKYC record that every bank reads before it reads your passbook, the credit bureau file that reports whichever name the first bank sends, or the DBT mapping that pays a Jharkhand pension or scholarship into the account.
This page keeps the bank in its place, third after Aadhaar and PAN, and covers the branch and everything attached to it. Aadhaar is on the Aadhaar name change page; PAN, which the bank reads against the account, is on the PAN name change page.

- Refused
- Cite the circular in writing; the bank's nodal officer; then the RBI Integrated Ombudsman
Key takeaways
- The bank reads your PAN and CKYC before your letter. Correct Aadhaar and PAN first, and the branch update takes minutes; do it the other way and it stalls.
- An old-name Aadhaar or passport is valid KYC with the marriage certificate or the Gazette. That is a right under the PML Rules, not a favour from the branch.
- Marriage needs the certificate; divorce the decree; any other change the Gazette of India. A bank does not need an affidavit or a newspaper.
- The account number never changes. The things attached to it, cheques, card, CKYC, credit bureau, DBT, nominations, are what the update is really about.
- Do every bank in the same week. The credit bureau reports the first name it receives, and a loan in the old name against a card in the new one is a bureau mismatch for years.
- A branch that refuses the circular is escalated in writing, not argued with at the counter.
The RBI Rule for a Bank Name Change: An Old-Name ID Stays Valid KYC
In 2015 the Government, in consultation with the Reserve Bank, amended the Prevention of Money Laundering (Maintenance of Records) Rules, 2005 by G.S.R. 730(E) of 22 September 2015, and the Reserve Bank circulated it to every bank. The amendment inserted an explanation into the definition of an officially valid document: where a person has changed name on marriage or otherwise, a document in the old name is acceptable when produced with a copy of the marriage certificate issued by the State Government or a Gazette notification showing the change. The RBI's KYC Master Direction carries the same provision. The rule exists because the Reserve Bank was receiving complaints from people, mostly married women, whose branches refused an Aadhaar or passport that still showed the maiden name.
What it means at the counter
You do not have to finish updating every ID before the bank will act. The updated Aadhaar and PAN are the smooth route; the old-name Aadhaar with the certificate or Gazette is the lawful one, and the branch may not refuse it.
What it does not mean
It does not make an affidavit or a newspaper cutting a KYC document; neither is. It does not oblige a bank to accept a Gazette for a marriage change where it can accept the certificate; it allows either.
Say it in writing
A branch that refuses is asked to note the refusal on your letter and to cite the rule it relies on. Most refusals end there, because there is none.
The Branch Letter and the Document Set for a Bank Name Change in Jharkhand
| Reason | Proof | Plus, every case |
|---|---|---|
| Surname after marriage | Registered marriage certificate | Signed request letter to the branch manager; the bank's KYC or customer information form; self-attested copies of Aadhaar and PAN, updated or old-name with the proof; two photographs; the passbook or account details; originals shown at the counter |
| Maiden name after divorce | Certified decree | |
| Any other change | The Gazette of India notification, printed from egazette.gov.in | |
| Spelling correction to match PAN | Updated PAN and Aadhaar; the bank corrects to the PAN name | |
| Wrongly written name corrected by public notice | The public notice PDF |
The letter, in plain words
To the Branch Manager, [bank], [branch]. Subject: change of name in account number [number]. I hold the above account in the name [old name]. My name has changed to [new name] on [reason: marriage on date / Gazette of India notification number and date]. I request that the account, the CKYC record and all linked facilities be updated to [new name]. Enclosed: [list]. Old signature, new signature if changed, date, mobile. The affidavit page has formats for the Gazette file; the bank letter needs no affidavit.
Signature
A woman who signed in her maiden name and now signs in the married one gives both specimens on the bank's signature-change form at the same visit. Cheques already issued in the old signature stay valid; the bank notes the change from the date.
Central Gazette Name Change Process From Jharkhand, Step by Step, Before the Bank KYC Update
For a chosen new name, a bank wants the Gazette of India as the instrument, and the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Here is the whole Central Gazette process, in the order it happens.
Route check and wording, day 0
Confirm that you actually need a gazette: a marriage surname, a divorce or a spelling correction do not. Then fix the exact new name, spacing and initials included, against your Class 10 certificate, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.
Two newspaper notices, day 3 to 7
One Hindi daily and one English daily in editions that circulate in Jharkhand, identical twenty-word wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.
Proforma, CD and request letter, day 7 to 8
The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.
Fee on BharatKosh, day 8
Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.
Delivered in Delhi in your name, day 8 to 10
The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.
Published and downloaded, day 40 to 55
Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.
Then the bank update
Carry the printed Gazette PDF with the affidavit and both newspaper pages to Aadhaar and PAN first, then to every branch in the same week, as the sections below explain. The address in the Gazette should match your Aadhaar address. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.
The Bank Name Change at the Branch, Step by Step
Aadhaar and PAN first
The core banking system checks the PAN name and pulls the CKYC record. With both in the new name, the branch update is a formality; without them, it is a discussion.
List every relationship
Savings, salary, joint accounts, the Jan Dhan account, fixed and recurring deposits, the locker, the home or vehicle loan, the credit card, demat and mutual fund folios, and the nominee on each. One letter per bank can cover them all; list them.
The visit
The letter, the KYC form, the proof, Aadhaar and PAN copies, photographs, originals. The branch verifies, updates the customer ID, and gives an acknowledgement. Ask for the CKYC update and the bureau update by name.
The reissues and the checks
New cheque book and debit card by post; net banking and UPI display names within days; the passbook reprinted. Check the CKYC record and a credit report a month later, and the DBT mapping if a Government benefit is paid to the account.
The full record order is on the name change process page; the banks sit at step three, after Aadhaar and PAN and before the passport.
What the Account Number Carries: Everything a Bank Name Change Has to Reach
| Attached to the account | What happens | Note |
|---|---|---|
| Account number, IFSC, customer ID | Unchanged | History, standing instructions and auto-debits continue |
| CKYC record | Updated by the bank with the central registry | Every other bank and insurer reads it; ask for the update by name and check the KYC identifier later |
| Credit bureau file | Reports the name each lender sends | All lenders in the same week, or the bureau carries two names for years |
| Cheque book and debit card | Reissued in the new name | Old cheques already issued stay valid; the old card is destroyed on receipt of the new |
| Net banking, mobile banking, UPI | Display name updates | UPI apps refresh from the bank; log out and in |
| DBT and Aadhaar seeding | The NPCI mapper follows Aadhaar, not the bank name | Pensions, scholarships and Jharkhand's welfare payments keep flowing if Aadhaar is seeded; re-seed if the account was re-linked |
| Fixed and recurring deposits | Updated under the same customer ID | Receipts reprinted on request |
| Loans and credit cards | Updated with the lender's KYC | The hypothecation on an RC and the mortgage record follow |
| Locker | Agreement endorsed | Nominee re-confirmed |
| Nominations | Not updated automatically | Re-file the nomination on each account and deposit; a nominee's own name change is a separate form |
| Demat and mutual funds | Through the depository participant and the registrars, on the KYC registration agency | On the PAN page's what-follows table |
Banks in Jharkhand: The Gramin Bank, the Lead Bank and the Big Networks
Jharkhand Gramin Bank
The state's regional rural bank, sponsored by the State Bank of India, with its head office in Ranchi and about 450 branches across all 24 districts through regional offices at Ranchi, Singhbhum, Gumla, Palamu, Hazaribagh, Giridih, Deoghar and Godda. It was Jharkhand Rajya Gramin Bank until 2025. Most rural Jan Dhan, pension and scholarship accounts in the state sit here; the KYC update is at the branch on the same document set, and the sponsor bank's KYC forms apply.
The lead bank and the public sector networks
Bank of India convenes the State Level Bankers' Committee for Jharkhand; the State Bank of India, Bank of India, Punjab National Bank, Canara Bank and Union Bank carry the widest branch networks. Each takes the request at the home branch and, for SBI, at any branch for a KYC update; ask.
Private banks and payments banks
HDFC, ICICI, Axis and the others update at any branch on the same set; India Post Payments Bank at the post office; the salary accounts of CCL, BCCL, SAIL and Tata Steel staff follow the employer's payroll bank, which reads the employer's own name record too.
Bank Name Change Fees and Timelines in Jharkhand
| Item | Amount or time | Note |
|---|---|---|
| KYC name update | Rs 0 at most banks | A schedule charge for a reissued cheque book or card at some, per the bank's tariff. |
| Core record | Same day to about a week | Faster with updated Aadhaar and PAN. |
| Card and cheque book | About 7 to 15 days by post | Old cheques stay valid. |
| CKYC and credit bureau reflection | About 30 to 45 days | Check a credit report after that. |
| The proof before it: marriage certificate or decree | Registrar's or court's copying fee | No gazette. |
| The proof before it: Gazette of India | Commonly Rs 1,100 adult, Rs 1,700 minor, on BharatKosh | Revised each financial year, non-refundable. Full bill on the cost page. |
| Our charge | Usually nothing for the bank step; the route check is free | Quoted per case where the Gazette is needed. |
Bank Not Accepting the Gazette or Certificate: The Escalation
A refusal is almost always one of three things: the branch wants the Aadhaar updated first, which the 2015 amendment says it need not; the branch wants a Gazette for a marriage change, which the certificate covers; or the branch wants an affidavit and a newspaper, which are not KYC documents. Each is answered in writing, and the writing is what moves it.
At the branch
Ask the manager to endorse the refusal and its ground on your letter, and hand over a copy of the RBI circular of November 2015 on the PML Third Amendment Rules with the explanation to Rule 2(1)(d) marked. Ask for the bank's KYC policy clause being relied on.
The bank's own ladder
A written complaint to the bank's customer service or nodal officer through its portal or email, quoting the letter, the refusal and the rule, with a 30-day window. Public sector banks have a principal nodal officer in each circle; Ranchi has one for each.
The Ombudsman
If the bank does not resolve it within 30 days, or you are not satisfied, a complaint to the Reserve Bank under the Integrated Ombudsman Scheme, 2021 through cms.rbi.org.in, free, with the correspondence attached. Deficiency in service on a KYC update is within its scope.
What Follows the Bank in the Jharkhand Order
| Order | Record | Takes |
|---|---|---|
| 4 | Passport | Aadhaar and PAN in the new name as the two documents; the bank passbook is not one of them but a bank statement in the new name serves as address proof |
| 5 | Voter ID, driving licence, RC | Updated Aadhaar |
| 6 | EPFO and UAN, NPS, insurance | The bank account in the new name for withdrawals and claims; nominations separately |
| 7 | Employer payroll | The salary account name matching the employee name, or the credit bounces |
| 8 | Property, GST, ration and welfare | The DBT account in the new name where the department re-verifies it |
Bank Name Change Mistakes That Create a Credit Bureau Mismatch
Order and coverage
- Going to the bank before PAN, so the system flags a PAN name mismatch and the update stalls.
- Updating one bank and leaving the loan at another in the old name; the bureau carries both.
- Forgetting the Gramin Bank or post office account that receives the pension or scholarship.
- Leaving nominations untouched; they do not update by themselves.
Documents and follow-through
- Accepting "update Aadhaar first" when the rule says the old-name Aadhaar is valid with the certificate or Gazette.
- Carrying an affidavit and a newspaper to the branch and being told they are not KYC documents.
- Not asking for the CKYC update, so the next bank or insurer still sees the old name.
- Never checking a credit report after the change.
Bank Name Change Terms Explained for Jharkhand
- Officially valid document
- A KYC identity document under the PML Rules: passport, driving licence, Aadhaar, voter ID, NREGA job card, NPR letter. An OVD in an old name is valid with a marriage certificate or a Gazette since the 2015 amendment.
- PML Rules 2015 amendment
- G.S.R. 730(E) of 22 September 2015, the Prevention of Money Laundering (Maintenance of Records) Third Amendment Rules, which inserted the old-name explanation, circulated by the RBI to all banks.
- KYC Master Direction
- The Reserve Bank's consolidated KYC rules for banks and other regulated entities, updated from time to time, carrying the same provision.
- CKYC
- The Central KYC Records Registry run by CERSAI, where every bank and insurer files and reads a customer's KYC record under a KYC identifier. A name change is updated there by the bank on request.
- Customer ID
- The bank's own identifier for you across accounts, unchanged on a name change; the reason one letter can cover every account at a bank.
- Credit bureau file
- The record at CIBIL, Experian, Equifax and CRIF built from what each lender reports; it carries whichever name each lender sends, so all lenders are updated together.
- DBT and the NPCI mapper
- Direct benefit transfers are paid to the account most recently seeded with your Aadhaar in the NPCI mapper; they follow Aadhaar, not the bank's name field.
- Jharkhand Gramin Bank
- The state's regional rural bank, SBI-sponsored, head office Ranchi, about 450 branches in all 24 districts; Jharkhand Rajya Gramin Bank until 2025.

- Nomination
- The person named to receive an account or deposit on death; filed separately on each and never updated by a name change automatically.
