Name Change in Gumla

Gumla is a large, almost entirely rural district with one municipality and twelve block offices, and that shape decides every name case here. The administration's own figures say it plainly: three subdivisions, twelve development blocks that are also revenue circles, 952 villages, and three census towns. Two of the three subdivisions, Basia and Chainpur, recorded no urban population at all at the last census. So the birth register you need is almost always at a block office, not at a town counter. Ranchi, Gumla or Simdega: Where an Older Gumla Record Actually Lives

Gumla became a subdivision of Ranchi district in 1902 and stayed one for eighty one years. The district was created by a Government notification dated 16 May 1983, taking over 5,300 square kilometres from Ranchi, and Simdega was later carved out of Gumla in the same way. Each change moved a boundary and left the registers where they were written.

Older than 1983

An entry made while Simdega was part of Gumla may still sit in a Gumla register. Read the issuing office printed on the certificate before travelling to either collectorate.

Lohardaga is a sibling

Lohardaga came out of the same division of Ranchi district, so a Lohardaga record was never a Gumla record. The Lohardaga page covers it.

No office can refuse an old certificate. A district changing its boundary does not make your paper invalid. What an office can say is that it does not hold that register, which is a wasted day if you did not read the certificate first.

The real local question

Munda, Oraon and Kharia Surname Spellings in Gumla

This is a tribal district where Kurukh, Mundari, Kharia and Nagpuri are spoken at home and Hindi is written on the certificate. Nagpuri is recorded as an official language in Basia block. A name crossing from speech into a Hindi register produces a written variant, and the same family name reaches paper in more than one form depending on who wrote it.

None of the spellings is wrong

Tirkey or Tirki, Kujur or Kujoor, Minz or Minj, Oraon, Uraon or Oram, and the Munda and Kharia names beside them are transcription choices. You are choosing which written form your documents will carry, not correcting a mistake in your family's name.

Start with two certificates

The Class 10 certificate and the ST certificate. Make those two agree first, then bring every other paper to that form. The tribal surname page is the full router.

Then pick the route

One odd document is a correction at its issuing office. A certificate whose own register carries the same spelling is a public notice. Only a genuinely chosen new name is a change of name, with different wording.

Place names vary too, and that is not your problem. One block appears as Albert Ekka and as Jari on different papers, and village names are spelt several ways across records. A difference in the place of issue or the address is not a difference in your name, and needs nothing done about it.

The affidavit

Sworn before a notary at the district court in Gumla town; stamp paper and fee commonly Rs 100 to Rs 500 together. A notary is enough for a gazette file. Carry the typed wording and read every letter of the surname back before signing.

The two notices

Reading the published notice

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. A surname wrongly written on a JAC certificate or an old Ranchi record is a public notice; a name you have chosen is a change of name, and the two proformas are not interchangeable.

This is Chotanagpur tenancy country, with a long history behind that protection, and bauxite mining in several parts of the district. For a name it comes to one rule: the khatiyan is the record of a right, so its spelling governs and every card is brought to it.

A name change is not a transfer. Carrying a corrected or published name to the circle office changes how you are named in the record. It is not a transfer of tenancy land and needs none of a transfer's permissions. Where a plot is already disputed, that is a matter for an advocate, and we say so rather than selling a document that will not help.

JAC and Bihar Board Name Corrections in Gumla

A Jharkhand Academic Council certificate is corrected against the school's admission register, through the school rather than through you, escalated to the District Education Officer or District Superintendent of Education when a school delays or refuses to forward the file. In a district of 952 villages the school may be small and the register old, so ask early whether the original admission form still exists. If the register carries the same spelling as the certificate, there is nothing to correct against, and the route becomes a public notice quoting the wrong form exactly. Anyone schooled before 2000 holds a Bihar School Examination Board certificate, and that board corrects it.

For an ST student. Make the ST certificate and the Class 10 certificate agree before a scholarship, a hostel admission or a recruitment panel reads them side by side. Ask for a school correction before the result is declared; afterwards a printed certificate usually has to be surrendered for a fresh one.

My surname is spelt two ways because of Kurukh or Mundari. Do I need a gazette?+

Usually not. A name crossing from speech into a Hindi register produces a written variant rather than a new name, and Nagpuri is recorded as an official language in Basia block.
