Do You Need a Gazette at All? The Route Check Before the Name Change Process Starts
The stage every competing page skips, and the one that saves the most money.
Three questions decide the route. Answer them with your documents in front of you.
1. Does any document you hold already carry the name you want?
Yes, and one record is the odd one out: this is a correction at the office that issued the odd record, using the matching document as proof. For Aadhaar, six such cases need no gazette under the UIDAI SOP of 28 October 2021: typographical, transliteration, regional language, marriage or divorce or adoption changes, initials, and name order. Stop here.
2. Is the name misprinted on a certificate whose issuing office cannot fix it?
A JAC certificate is corrected against the school's admission register. If the register carries the same wrong spelling, there is nothing to correct against and the route is a PUBLIC NOTICE in the Gazette, quoting the wrong spelling exactly. The rest of the process is the same as a change, with a different proforma and fee.
3. Does the name you want exist on nothing?
A wholly new name, a numerology spelling, a name after conversion, a surname added to first-name-only records. This is a change of name, and the five stages below apply in full.
Checkpoint: a written line from us, or your own note, saying which of the three routes applies and which proforma wording it takes. Without that line, do not swear an affidavit yet; the wording in the affidavit depends on it.
Step 1 of the Name Change Process in Jharkhand: The Affidavit
The document every later paper copies from.
What goes in it
- Your old name exactly as on your Aadhaar, and the new name exactly as you want it printed, spacing and initials decided.
- Father's or husband's name, full address with pin code, and the reason for the change in one line.
- A verification clause stating the contents are true to your knowledge.
- For a minor: the child's date of birth, with the parent or guardian as deponent.
- For a correction: each certificate named, with the wrong spelling quoted exactly as printed on it.
Where it is sworn in Jharkhand
Before a notary public, in person, on non-judicial stamp paper. The civil court complex in Ranchi, the Sakchi court in Jamshedpur, the Dhanbad and Bokaro court complexes, and the district courts elsewhere all have notaries. If you live outside Jharkhand, a notary where you live is fine; if you are abroad, the affidavit is attested at the Indian mission. No first-class magistrate is needed for a change of name affidavit, whatever a copied page says.
The two mistakes that come back weeks later
A spelling in the affidavit that differs by one letter from the newspaper or the proforma, and an affidavit sworn months before the file is ready. The Department expects the papers to be reasonably fresh, so we swear the affidavit only when the newspapers can be booked the same week.

Which papers
One Hindi daily and one English daily circulating in Jharkhand. The Ranchi editions of the large Hindi dailies and the English dailies with a Jharkhand edition all work; the choice is by cost and by how quickly the office hands over the complete page. Never a weekly, and never two papers in the same language. The Department's adult guideline text mentions one daily, and in practice files with two clean notices go through and files with one get questioned. A second notice costs a few hundred rupees; a returned file costs six weeks and the fee.
What the notice says
Old name, new name, father's or husband's name, address, the affidavit date and the notary's name, in identical wording in both papers. For a correction, the same PUBLIC NOTICE wording that will go in the proforma. Check the proof before it prints; a newspaper will not reprint for free.
What you keep
The complete original page of each paper, masthead and date visible, not a cutting. The Department checks the page header. Newspapers usually want the affidavit no older than a few months and print its date and number, which is why Stage 1 comes first.
Checkpoint: two full pages in hand, wording identical, plus scans. If one paper has a typo, that paper republishes before anything goes to Delhi.

Paying the fee
Only through BharatKosh, the Non-Tax Receipt Portal, in your own name. Commonly Rs 1,100 for an adult, Rs 1,700 for a minor, Rs 1,350 for a public notice of a wrongly written name, revised each financial year and non-refundable. There is no demand draft, no cash counter and no "Rs 700 to 900" option; pages saying so are years out of date.
Sending it from Jharkhand
The Department accepts the file in person or by post, in the applicant's own name. There is no Gazette counter in Ranchi or anywhere in Jharkhand, and no agent can submit as an agent. Step 4 of the Name Change Process in Jharkhand: Publication in Part IV and the Free Download
Personal notices are printed in Part IV of the Gazette of India, released weekly. From the day the Department receives a clean file, publication commonly takes 30 to 45 days. A file that misses a weekly cut-off waits for the next cycle, which is where the spread in the estimate comes from. Nobody can speed this up, and "15 to 22 working days, fully online" figures you may see belong to Maharashtra's state portal, not to a Jharkhand file.
Finding your notice
Search your own name on egazette.gov.in. The Gazette of India has been digital only since 1 October 2015, so the PDF you download is the official copy. It is free, it never expires, and it needs no attestation for use in India. Note the Gazette number, the Part IV page number and the date; every office you visit next will ask for them.
If it prints with a mistake
A corrigendum is sought within six months of publication, with the published copy and a copy of your submission. Free if the Government press erred; the fee again if the error came from your file. A gazette cannot be unpublished, which is why Stages 1 to 3 are checked so hard.

The Name Change Process in Jharkhand in Ten Lines
The short version
- Stage 0: decide the route from the documents you hold. About a third of cases need no gazette.
- Stage 1, day 1 to 2: affidavit sworn before a notary in your district, spelling fixed letter for letter.
- Stage 2, day 3 to 7: one Hindi and one English daily, identical wording, complete pages kept.
- Stage 3, day 7 to 10: five papers to the Department of Publication, Civil Lines, Delhi 110054, in your own name, fee on BharatKosh.
- The proforma is signed in the old name with two witnesses; a correction uses PUBLIC NOTICE wording, never hitherto.
- Stage 4, day 40 to 55: notice prints in Part IV; free PDF from egazette.gov.in.
- Stage 5: Aadhaar, then PAN, bank, passport, then everything else.
- The Jharkhand Gazette has no role at any stage.
- The fee is commonly Rs 1,100 adult, Rs 1,700 minor, Rs 1,350 public notice, revised each financial year, non-refundable.
