Name Change in Passport in Jharkhand
A passport is the one record where a name change means a new document: a re-issue with a new passport number, on which old visas do not survive. It is also the office with the clearest rules. Marriage or divorce needs nothing beyond the form and the certificate; any other change needs the Gazette or two newspaper notices plus two documents already in the new name, which is why Aadhaar and PAN come first. A name change in passport in Jharkhand is applied for as a re-issue of passport for change in existing personal particulars on the Passport Seva portal, with an appointment at the Ranchi Passport Seva Kendra under the Regional Passport Office, Ranchi, or at one of its 14 Post Office Passport Seva Kendras. For a surname after marriage, the documents are the old passport, the marriage certificate or a joint photo declaration in Annexure J, and the spouse's passport copy; for reverting after divorce, the decree and the Annexure E affidavit. For any other change, Passport Seva wants either the Gazette notification or notices in two newspapers, plus at least two public or school documents already in the new name, so Aadhaar and PAN are updated first. The re-issue costs Rs 1,500 for a 36-page ten-year passport, more for 60 pages or Tatkaal, and comes with a new passport number; visas in the old passport do not carry over. Changing your name after marriage is optional.

A Passport Name Change Is a Re-issue, Not a Correction
Passport Seva does not overprint a name. It issues a fresh booklet under re-issue of passport, with the reason recorded as change in existing personal particulars, and the old passport is cancelled and returned to you punched. The new booklet carries a new passport number. Everything tied to the old number, a valid visa, an airline booking, a foreign residence permit, a pending visa application, has to be re-mapped or re-applied.
What changes
The passport number, the date of issue and expiry, and the name as you have declared it. The spouse's name is added, changed or deleted on the same re-issue if you ask.
What does not
The rule that your name on the passport must be exactly what your other documents say. Passport Seva verifies against them, which is why they are updated first.
What a correction is
A spelling change that does not alter how the name sounds is treated as a correction with lighter proof. "Sunil" to "Suneel" is a correction; "Sunil Kumar" to "Sunil Kumar Mahto" is a change of name.

Why Aadhaar and PAN Come Before the Passport in a Jharkhand Name Change
For any change other than marriage or divorce, Passport Seva wants at least two documents already carrying the new name. For a Jharkhand resident those two are almost always the updated Aadhaar and the updated PAN, because both accept the Gazette of India directly and both are done within a month of publication. A JAC certificate or a degree does not get reprinted, so it cannot be one of the two. That fixes the sequence: Gazette, Aadhaar, PAN, then the passport appointment, with the banks alongside.

Central Gazette Name Change Process From Jharkhand, Step by Step, Before the Passport Re-issue
For a first or full name change, the passport wants the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Here is the whole Central Gazette process, in the order it happens.
Route check and wording, day 0
Confirm that you actually need a gazette: marriage and divorce do not. Then fix the exact new name, spacing and initials included, against your Class 10 certificate, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.
Two newspaper notices, day 3 to 7
One Hindi daily and one English daily in editions that circulate in Jharkhand, identical twenty-word wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.
Proforma, CD and request letter, day 7 to 8
The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.

The appointment, then dispatch
Originals verified, biometrics and photograph taken, the old passport cancelled and returned. Police verification as the RPO decides. The new booklet comes by Speed Post to the address on the form; track on the portal.

After the Re-issue: Visas, Tickets and the Old Passport
Valid visas
A visa is stamped against the old number and does not transfer. Most countries let you travel on the old cancelled passport carrying the valid visa together with the new passport; some require the visa to be re-issued or transferred. Check the embassy's rule before travel, and never surrender the old booklet.
Pending visa applications
An application filed on the old number will be refused or returned when the passport is cancelled. Re-issue the passport first, then apply for the visa on the new number. Doing it the other way round loses the visa fee.
Tickets and residence permits
Airline bookings are matched to the name and passport number; update the booking. A foreign residence permit, work visa or Emirates ID tied to the old passport is re-registered with the new one under that country's rules.
