Old Singhbhum: Why Three Districts Share Records Held From Chaibasa

The district's own history page sets it out in two sentences. The old Singhbhum district was bifurcated in 1990: nine blocks in the east became East Singhbhum with Jamshedpur as headquarters, and the remaining twenty three blocks became West Singhbhum with Chaibasa. In 2001 West Singhbhum was divided again, and eight blocks became Saraikela Kharsawan. Each time the boundary moved and the registers stayed with the office that wrote them.

West Singhbhum is the heart of the Ho speaking country, and the district records Ho, Mundari, Odia and Santali as its regional languages alongside Hindi and English. Blocks such as Jhinkpani list Ho and Santali as the languages people actually speak. A name that lives in Ho and is written in Hindi at a counter reaches paper in more than one form, and none of those forms is a mistake in your family's name.

You are choosing a written form

Two spellings of one Ho surname on two papers is a transcription difference. The job is to decide which written form every document will carry, then bring the odd one to it, not to admit an error.

Start with two certificates

The Class 10 certificate and the ST certificate. Make those two agree first; everything from a scholarship to a recruitment panel is read against them. The tribal surname page is the full router.

Papers from Odisha

Odisha is close and its certificates are common here. A document issued there is corrected only in that state, so apply there and keep a one-and-the-same-person affidavit for the interim.

Village records and the Government register are different things. In the Kolhan area the Munda and Manki village headmen have a recognised place in local administration, and families often keep village papers alongside official ones. A birth certificate is still corrected by the Registrar and a board certificate by the board, so use the village record as supporting evidence, not as the application itself.

Mining Employment, Provident Fund and Land Records in West Singhbhum

The district holds large iron ore deposits and more than half of it is forest, so a great many families here depend on mining, transport and contract work around Noamundi, Gua, Kiriburu and Manoharpur. Reading the published notice

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. A name wrongly written on a JAC certificate or an old Singhbhum record is a public notice; a name you have chosen is a change of name, and the two proformas are not interchangeable.

School, Board and Land Record Corrections in West Singhbhum

A Jharkhand Academic Council certificate is corrected against the school's admission register, through the school rather than through you, escalated to the District Education Officer or District Superintendent of Education when a school will not forward the file. Anyone schooled before 2000 holds a Bihar School Examination Board certificate, corrected by that board, and families near the border sometimes hold Odisha board certificates, which only that board can correct. If the admission register carries the same spelling as the certificate, there is nothing to correct against and the route becomes a public notice quoting the wrong form exactly.

On tenancy land, the khatiyan decides. Land here sits under Chotanagpur tenancy law, so the recorded name in the khatiyan governs and an Aadhaar is brought to it rather than the other way round. A change of name is not a transfer, does not create a right you did not have, and needs none of a transfer's permissions; the property documents page explains the difference.

My surname is spelt two ways because of Ho. Do I need a gazette?+
Usually not. Ho, Mundari, Odia and Santali are the regional languages of this district, and a name that lives in Ho and is written in Hindi at a counter reaches paper in more than one form. That is a correction at the office that issued the odd document, decided against the Class 10 and ST certificates. A gazette is needed only where a certificate cannot be corrected, and then it is a public notice quoting the wrong spelling.
Can I use a village or Munda record to correct my certificate?+
Use it as supporting evidence, not as the application. The Munda and Manki have a recognised place in Kolhan's village administration, and their records often help show a family's own spelling. But a birth entry is corrected by the Registrar and a board certificate by the board against its admission register, so the application goes to those offices.
One list says Khuntpani and another says Khuntipani. Which is right?+
Both. The district's own pages use both spellings, as they do for Goelkera and Goilkera, and Majhgaon and Manjhgaon. These are place names on a certificate, not your name, so there is nothing to correct and nothing to publish.
