The gazette most Jharkhand residents actually need is not a change of name. The JAC Register Test: Try the Board Before the Gazette
The Jharkhand Academic Council corrects a certificate against one thing: the school's admission register. Whether that register is right or wrong decides your route.
Ask the school
Does the admission register, or the original admission form, carry the spelling you want? Ask to see it. If it does, JAC corrects the certificate through the school on its own form and fee, and no gazette is needed. Do this before spending anything.
If the register is wrong
The school copied the wrong spelling into the register at admission, or the register itself was filled from a misspelt birth certificate. Then JAC has nothing to correct against, and the public notice in the Gazette of India is the instrument that lets every later office read the certificate as yours.
If the school is closed or will not forward
The District Education Officer or District Superintendent of Education can direct a school; a closed school's records sit with the DEO. Where the record cannot be found at all, the public notice is the fallback, and the notice says so.

The names are illustrative, not real clients. The capitals are deliberate: they are how the certificate printed it.

Quote exactly
Every wrong spelling as the certificate prints it: capitals, spacing, initials with or without dots, a missing letter. Tidying "SUNIL TIRKI" into "Sunil Tirki" means the notice no longer matches the certificate it is correcting.
Name each certificate
Certificate type, number, issuing body and date, one after another. "My educational certificates" is a returned file. The notice can run long; the Department prints what is typed.
Signed in the correct name
Unlike a change of name, the applicant signs in the name that is actually theirs, the correct one, because that is the name on their Aadhaar and the name the notice asserts. Two witnesses with full addresses, as always.
The Undertaking and the Connected Document in a Public Notice File
These two are what the Department's public notice guideline asks for beyond the ordinary five papers, and they are what most returned public notice files were missing.
The undertaking
A signed statement by the applicant setting out the correct name and the wrong name, with the father's or husband's name and the full residential address, declaring that both refer to one person and that the applicant takes responsibility for the statement. It is what the extra Rs 250 in the fee relates to. In practice it is sworn together with the affidavit at the notary, so the file carries one notarised document that is both.
The connected document
An attested photocopy of the certificate or record where the name went wrong: the JAC certificate, the marksheet, the degree. Self-attested by you; where the certificate belongs to a child, by the parent. The Department wants to see the misprint it is printing a notice about. Where several certificates are named, a copy of each.

One Public Notice for Several Certificates, or for Several Children
The two cheapest fixes in Jharkhand documentation, and the two nobody offers.
Several certificates, one person
The JAC Class 10, the Class 12, the graduation marksheet and the degree can all be named in one notice, each with its number, issuer and date, each misprint quoted. One fee, one publication, one PDF to carry. The only reason to file two is a certificate you find later, and then the second notice names only that one.
Several children, one father
When the father's name was written wrongly on three children's JAC certificates, three separate notices are three fees. The father publishes one public notice in his own name declaring that his name has been wrongly written as X in the certificates of his children A, B and C, each certificate named, and that his correct name is Y. Each child then carries the one PDF. This is the single largest saving in the state's documentation.
The Alias Route: Two Names on Two Properly Issued Documents
Sometimes neither document is wrong. A birth certificate and a JAC certificate were issued years apart in two names that were both used, "Rakesh Kumar" at school and "Rakesh Mahto" on the voter list, and no office will call its own record a misprint. The Gazette of India accepts an alias notice: "Rakesh Kumar alias Rakesh Mahto", declaring that both names refer to one person and, if wanted, which one is to be used going forward. The fee carries Rs 250 per alias. It is a public notice in form, not a change of name, and it is the cleanest bridge when two documents are both genuine.
When it fits
Two spellings or two names that were both actually used, each on a properly issued document, and a panel or the passport counter that will not accept a one-and-the-same affidavit.
When it does not
A plain misprint, which is a public notice of a wrongly written name; or a name you now want to adopt, which is a change of name.
Afterwards
Aadhaar and PAN carry the primary name; the alias notice is carried to every office holding the other. The two-names spoke, when it ships, will go deeper.
