One Public Notice for Several Certificates or Children
Three children in one family, the father's name written the same wrong way on all three marksheets. Most agents quote three notices and three fees. That is not what the form says. The public notice proforma declares that a name has been wrongly written as one thing and that the actual name is or are the correct version or versions respectively. That word respectively is the Department's own, and it is there because one notice is meant to be able to carry more than one name. The form's relationship line goes further still: it covers your own name, your father's, your mother's, your minor son's, your minor daughter's, your wife's and your husband's. This page shows which situations can be combined, how to list them so an office can read it, and where a combined notice genuinely does not work.
Yes, one public notice can cover several certificates, and in the right situation several people in the same family. The Department of Publication's public notice proforma is written for it. After the blank for the wrongly written version, the form says the actual name is or are the correct version or versions respectively, which may be amended accordingly, so wrong versions listed in order are matched by correct versions in the same order. The relationship line in the same form covers the name of the applicant, his father, his mother, his minor son, his minor daughter, his wife and his husband, which is how a parent publishes about a child's record. The commonest Jharkhand case by far is a father's name written the same wrong way on the Class 10 papers of two or three children, and there one notice by the father, naming each child and each certificate with its roll number and year, does the work of three. The saving is real but be clear about what it is. You pay one Government fee instead of three, publish one newspaper advertisement instead of three, and post one file. The Department does publish a note on details where additional charges are applicable, so extra names or extra matter can raise the amount, and a longer newspaper matter costs more at the paper. It is still far cheaper than filing separately. Where a combined notice does not work: a genuine change of name is a different category altogether, two unrelated adults cannot share a notice, and an adult child cannot be included in a parent's notice as though he were a minor.
Why One Public Notice Can Carry Several Names in Jharkhand
This is not a trick or a workaround. It is how the Department's own form is written, and two things in it do the work.
The Word Respectively
Read the words is or are and respectively. A form meant for one name only would say "is". The plural and the word respectively are there so that a list of wrong versions can be matched to a list of correct versions in the same order. Put the wrong versions in order, put the correct versions in the same order, and the notice reads cleanly for each one.
The Relationship Line
The same form lets the applicant declare about the name of himself, his father, his mother, his minor son, his minor daughter, his wife or his husband. That list is why a parent can publish about a child's marksheet, and why an adult can publish about his father's name printed on his own certificate. The Department's scope note for this category also names the change of name of children and of the father on re-marriage, so family cases were plainly in mind when the category was written.
One person, several documents
The same wrong spelling on your marksheet, your certificate, your caste certificate and your birth entry. Name each one in the notice and they are all covered.
One parent, several children
The father's name written the same wrong way on each child's Class 10 papers. The father publishes once and names each child and each certificate.
Several errors in one document
Your name and your father's name both misprinted on the same marksheet. Two wrong versions, two correct versions, listed respectively, one notice.
Which Cases Can Share One Public Notice, and Which Cannot
Work down this table and find your own situation before you decide anything.
| The situation | One notice? | Why |
|---|---|---|
| Father's name written the same wrong way on two or three children's marksheets | Yes | The father publishes, the relationship line covers a minor son and a minor daughter, and each child and certificate is named. The commonest Jharkhand case |
| Your own name misprinted on several of your own documents | Yes | One applicant, several documents, each named with its number and year |
| Your name and your father's name both wrong on the same certificate | Yes | Two wrong versions and two correct versions, listed respectively |
| Husband's and wife's names both misprinted on a shared record | Usually yes | The relationship line covers a wife and a husband. Each person's identity proof still goes into the file |
| Mother's name wrong on your certificate and your sister's | Yes | The line covers a mother, and one of you publishes naming both certificates |
| An adult brother and an adult sister, each with an error in his or her own name | Usually not | The relationship line covers a minor son and a minor daughter. Two adults each declaring about their own names are two applicants, so plan on two notices |
| Two friends or two unrelated people with similar errors | No | There is no relationship in the form to join them, and no applicant who can truthfully declare about both |
| One person correcting an error, another choosing a new name | No | Two different categories with two different proformas. They cannot share a file at all |
| A date of birth wrong along with the names | No | A date is never settled by a gazette, in any category. The date of birth page has the real routes |
How to Prepare One Public Notice for the Whole Family
Collect every affected document first
All the children's marksheets and certificates, the caste and residence certificates, the birth entries. Lay them out together. Families almost always find one more wrong paper at this stage, and finding it now is free while finding it later is a second notice.
Decide who the applicant will be
Normally the father, where his name is the thing misprinted on the children's papers. He is the one who signs, and his identity and address proof goes in.
Settle each correct spelling
Letter by letter, matching what the live documents already agree on. Write the final list down and do not change it after this point.
Write the two ordered lists
Every wrong version in one column, every correct version in the same order in the other. This is what the word respectively in the proforma matches up.
Name each person and each document
Child's name, the certificate, the roll number, the year of passing. An office reads its own document's details in your notice and stops arguing.
Type the proforma in duplicate
Public notice format, signed by the applicant in his own correct name, with two witnesses giving signature, full name, address and mobile number on both copies.
Publish once, and keep the whole paper
One advertisement carrying the details of the case for the whole set. It will be longer than a single-name notice, so budget a little more at the newspaper.
Attach every affected document, then post
An attested photocopy of each certificate carrying an error, the identity proofs, photographs, the soft copy without the witness portion, the BharatKosh receipt and the forwarding letter. Nothing older than one year. Post it yourself.
How to List Several Names in One Public Notice
A combined notice fails when it is vague, not when it is long. The reader of your notice is a clerk at a board or a verification panel, holding one certificate, looking for that certificate in your text. Make it easy.
| Do this | Not this |
|---|---|
| Name each person in full, with the relationship: my minor son, my minor daughter | "My children", which tells a board nothing about which child it is holding |
| Name each certificate: Jharkhand Academic Council Class 10 marksheet, roll number and year | "All educational documents", which covers nothing an office can match |
| Quote each wrong version exactly as printed, letter for letter | "Spelling mistakes in our names", which describes the error instead of reproducing it |
| Give the correct versions in the same order as the wrong ones | Mixing the order, so a reader cannot tell which correct name belongs to which error |
| Keep the newspaper text and the proforma text identical | A short newspaper line and a long proforma, which makes the file look like two different cases |
Central Gazette Public Notice Process From Jharkhand, Step by Step, for a Combined Family Notice
No district in Jharkhand has a gazette counter, so the file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state route to consider.
The Eight Steps of a Central Gazette File Sent From Jharkhand
Settle every correct spelling first
One list for the whole family, letter by letter. The Gazette publishes what is written, and a corrigendum after publication is a second fee and a second wait for everybody named in it.
Use the public notice proforma
The Department runs twelve separate guideline categories, each with its own form. Only this one carries the wrongly written wording and the is or are respectively construction that a combined notice depends on.
List every person and every document
Each name with its relationship, each certificate with its roll number and year, each wrong version quoted exactly, each correct version in the same order.
Type the proforma in duplicate
Two originals, signed by the applicant in his own correct name, with two witnesses giving signature, full name, address and mobile number on both copies.
Sign the undertaking and publish once
The undertaking carrying the same names and address word for word, and one newspaper advertisement in a daily local leading newspaper showing the details of the case. Keep the whole original paper.
Pay only through BharatKosh
The Government fee goes through BharatKosh, the Non Tax Receipt Portal, and nowhere else since October 2018. Print the e-receipt. Extra names can raise the amount, so read what the portal shows on the day.
Attach every affected certificate, then post
An attested photocopy of each document carrying an error, photographs, identity proofs, the soft copy without the witness portion, and the forwarding letter. Nothing older than one year. Posted by the applicant himself.
Read the notice name by name
When it publishes, check every person, every document and every spelling. Then download the e-Gazette copy of that Part IV issue and give each child a scan of it to keep for life.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the public notice format; every wrong version quoted exactly; every correct version in the same order; the relationship stated for each person named; the applicant's full address with pin code; his signature in his own name; two witnesses complete with signature, full name, address and mobile number |
| 2. The undertaking | Signed by the applicant; the same names and address as the proforma, word for word; the declaration that the statement is true and correct, with personal responsibility accepted if a legal issue arises later |
| 3. The original newspaper | The original paper, not a cutting; the paper's name and date of publication visible; the details of the case shown for the whole set; the same spellings and the same order as the proforma; dated within the last year |
| 4. The affected certificates and identity proofs | An attested photocopy of every document carrying an error, not just one of them; two self-attested photographs; the applicant's identity and address proof matching the proforma address; both witnesses' proofs |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, name typed in place of the signature; the signed certificate that hard and soft copies are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt showing payment to the Department of Publication |
The posting detail from Jharkhand is on the sending the file to Delhi page, the payment walkthrough on the BharatKosh page, the full wording on the proforma format page, the download on the download page, and the fix for a published error on the corrigendum page.
What One Combined Public Notice Actually Saves
We will give you the honest arithmetic rather than a slogan.
| Item | Separate notices | One combined notice |
|---|---|---|
| Government printing charge | Paid once for each notice | Paid once for the set. The Department publishes a note on details where additional charges are applicable, so extra names or extra matter can raise the amount, but it is one charge rather than several |
| Newspaper advertisement | One advertisement each | One advertisement. It runs longer because it carries more names, so it costs more than a single-name advertisement and far less than three of them |
| Undertaking and notary | One each | One, on Rs 100 non-judicial stamp paper with a notary, our safe default in Jharkhand |
| Posting and courier | One file each | One file |
| Waiting time | Each notice runs on its own weekly cycle | One cycle for the whole family, which is often the real saving when an exam or a joining date is coming |
| What the guidelines print | For the financial year 2016 to 2017: public notice Rs 1,400, adult change of name Rs 1,100, change of name and gender Rs 1,400, and Rs 3,500 for an Indian living abroad, each adding that it varies each financial year and from case to case. Applicants commonly pay around Rs 1,350 for a public notice with the undertaking today. Revised each financial year, so read the amount on BharatKosh on the day you pay | |
| Our charge | Quoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site | |
The full journey cost is on the name change cost page, and the gazette stage on its own is on the time and fees page.
What a Combined Public Notice Cannot Do
A page that only sells the saving is not much use to you. Here is the other side.
It does not reissue anything by itself
Each board, each office and each portal still has to be approached separately with the gazette copy. The notice settles which spelling is correct, so nobody can argue with you, but the Jharkhand Academic Council still works from its own register and its own rules, and often gives an endorsement rather than a reprint. Each child's file at the board is still that child's own file.
One error in it hurts everybody named
This is the real risk of combining. A wrong letter in a single-name notice costs one person a corrigendum. A wrong letter in a family notice, or a child left out of the printed text, means the corrigendum covers the whole set, and every office that has already accepted the first notice may need the second one too. Read the published text name by name, the day it appears.
Myths About Combining Public Notices in Jharkhand
"Every person needs a separate gazette"
Not in the public notice category. The form says the actual name is or are the correct versions respectively, and its relationship line covers a father, a mother, a minor son, a minor daughter, a wife and a husband. Anybody quoting you three fees for three children with the same father's-name error is quoting for three files that do not need to exist.
"One notice covers everything in the family automatically"
It covers exactly what is named in it. A child not named, or a certificate not listed, is not covered, and adding it later means publishing again.
"Combining is free"
The Department publishes a note on details where additional charges are applicable, and the newspaper charges by length. It is one fee instead of three, not one fee at the price of a single name.
"My adult brother can be added to my father's notice"
The relationship line says minor son and minor daughter. An adult declaring about his own name is his own applicant. Stretching this is a risk you carry, because the undertaking makes the signer personally responsible.
"We can put the date of birth in the same notice"
No. A date is settled by the registrar, the board against its own register, or a court. No notice about a name touches it, however many people are named.
"A combined notice gets all the marksheets reprinted"
It does not. It ends the argument about which spelling is correct. Each board file is still approached separately, and an endorsement is a common outcome.
"We can publish now and add the third child later"
Not to the same notice. Once it is published it is fixed, and a later addition is a fresh notice at the full fee. Gather every document before you publish.
"An agent can file the family notice for us"
The Department states only personal submission or post and courier are entertained, naming agents and advocates as not permissible. The applicant posts it himself, in his own name.
"Old papers are fine if the error is old"
The guidelines say the documents must not be older than one year. That applies to the newspaper page and the identity copies, not to the certificate carrying the error, which can be decades old.
Key Terms in a Combined Public Notice
| Term | What it means in practice |
|---|---|
| Respectively | The word in the proforma that matches a list of wrong versions to a list of correct versions in the same order. The whole basis of a combined notice |
| Relationship line | The part of the form naming whose name the declaration is about: the applicant, his father, mother, minor son, minor daughter, wife or husband |
| The applicant | The one person who signs the proforma and the undertaking, usually the father in a family case, and whose identity and address proof goes in |
| Connected legal document | The attested photocopy of each record that carries an error. In a family notice there is one for every certificate named |
| Additional charges | The Department publishes a note on details where additional charges are applicable, so extra names or extra matter can raise the printing charge |
| Corrigendum | A follow-up notice correcting a published one. In a family notice it affects everybody named, which is why the published text is read name by name |
| Endorsement | A note recording the correct name alongside the printed one, which is often what a board gives instead of a reprint |
| Part IV | The weekly Part of the Gazette of India that carries personal notices |
