Why a Jharkhand Caste Certificate Is Reissued, Not Amended

JharSewa offers issue services, ST, SC, BC-I, BC-II, OBC, central and migrant variants, and no amendment service. A certificate is a signed, numbered document of the competent authority; the authority does not overwrite it. Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Verification and issue

The Circle Officer or block verifies through the revenue staff, the SDO or DC signs, and the certificate is issued digitally with a number and a verification code. Download it, check every field against the Class 10, and keep the application number for the recruitment form.

A Married Woman's Caste Certificate in Jharkhand: Her Father's Caste, Her Own Name

Caste follows birth. A woman's caste certificate is issued on her father's caste, in her own name as she now holds it, whether or not she has taken her husband's surname, and the parent line stays her father. A certificate issued on the husband's name is a mistake, and in 2026 the Jharkhand High Court dealt with one: a candidate for the 7th to 10th Combined Civil Services Examination, 2021 uploaded a 2019 SC certificate issued on her husband, was asked at verification for a father-based one, produced it the next day, scored above the SC cut-off and was still left out; the Court held that she could not be made to suffer for an error committed by the State authority, both certificates showing the same caste and address, and directed JPSC to reconsider her. The lesson is not that a husband-based certificate is fine; it is that the father-based one must be obtained before the form is filled, because the commission asks for it and the courts are the slow way to fix it.

After marriage, same caste

A fresh certificate in the married name if she has changed it in Aadhaar, on her father's certificate. The certificate carries her father; the marriage certificate explains the surname.

Married across communities

Her caste does not change on marriage to a man of another community, and her certificate is not issued on his. Children take the father's caste under the ordinary rule.

The forms trap

JharSewa and the recruitment form both ask for the father's name. A woman who enters her husband there creates the mismatch the Court had to undo. The marriage page lists the fields.

The Recruitment Cut-Off Rule for a Caste Certificate in Jharkhand

JSSC and JPSC advertisements require reserved-category candidates to hold a caste certificate from the competent authority in the prescribed format by the date the advertisement fixes, and to enter its number in the online form. The Jharkhand High Court's Full Bench held in September 2025 that the older Supreme Court leniency in Ram Kumar Gijroya does not apply universally, and a Division Bench in May 2026 upheld the clauses, holding that where the advertisement prescribes a cut-off, candidates must comply, and that accepting late certificates would create chaos for other candidates. A candidate whose certificate carried the wrong name, or was in the wrong format, or was still under process on the cut-off date, is treated as general category.

Consistency and timing together. A certificate reissued in the right name after the cut-off does not rescue the application. Reissue before the cycle: the JharSewa timeline is weeks, Tatkal is available on a recommended reason, and the exam calendar is public. The name rule is the same across every row: the applicant's spelling from the Class 10, the father's name the same everywhere, the community exactly as the schedule lists it. A certificate in the wrong format for the post, a state ST certificate uploaded to a central recruitment, is treated like a wrong name.

Tribal Surname Variants and ST Certificate Verification in Jharkhand

Hembrom and Hembram, Tirkey and Tirki, Kujur and Kujoor, Minz and Minj, Oraon, Uraon and Oram, Xalxo and Khalkho: none is wrong, all are the same family, and a verification panel that reads Hembrom on the Class 10 and Hembram on the ST certificate reads two people. Because the caste certificate is reissued rather than corrected, it is the easiest of the three anchors to bring into line: decide the family's Roman spelling from the Class 10 certificate, correct Aadhaar to it, and apply for the certificate in it, with the father's certificate in the same form or reissued alongside.   • The community is entered as the schedule lists it, Oraon, Munda, Santal, Ho, Kharia, not as the family spells its surname.
  • A surname that is also a community name, Munda, Soren, Oraon, sits in the name field as the family spells it and in the community field as the list spells it; the two need not match each other.

The scripts

Reissue the caste certificate in the Class 10 spelling, after correcting Aadhaar to it, with the father's certificate in the same form or reissued alongside. Neither variant is wrong, but a panel reads two spellings as two people. The community field carries the community as the schedule lists it, which is separate from how the family spells the surname.
What is the difference between the state and central caste certificate?+
The state format serves State posts, JSSC and JPSC, State colleges and scholarships; the Government of India format serves central posts and institutions, and for OBC carries the non-creamy layer declaration. JharSewa issues both through the same competent authority; ask for the central service for a central post. A state format uploaded to a central recruitment is treated like a wrong name.
What documents does JharSewa need?+
The elected member's recommendation on the caste, the self-declaration under the Personnel Department's Sankalp 713 of 28 January 2016, residence proof, the father's caste certificate or the land record naming the caste, which is mandatory for OBC and BC applications, a photograph, the Class 10 certificate and Aadhaar. For a reissue, the old certificate as well. Tatkal needs the reason's proof and a recommendation from the Circle Officer, BDO, SDM, Additional Collector or DC.
How long does it take and what does it cost?+
Commonly two to four weeks on JharSewa, days on Tatkal, for the portal's small service fee and a Pragya Kendra's typing charge if used. The Aadhaar correction, the JAC correction or public notice, and the Gazette of India where a chosen name is involved, are separate and come first.
Do the residence, income and EWS certificates need the same correction?+
Yes. They come through the same JharSewa login and are read at the same verification, so each is reissued in the same spelling with the same father's name. Do them in one sitting after Aadhaar and the caste certificate are right; the residence certificate for a JSSC local-resident claim is read as closely as the caste certificate.
My father's certificate has a different spelling from mine. Whose is corrected?+
Both are brought to one spelling, decided from the father's Class 10 or the family's oldest record, and reissued together with the elected member's recommendation naming the family once. The applicant's father's-name field must then match the father's own certificate, the applicant's Class 10 and Aadhaar's care-of line if used.
What if JharSewa rejects the application?+
Read the rejection remark on the portal; most are a missing father's certificate or land record, the wrong elected member, a residence proof outside the circle, or a name that does not match the Class 10. Fix it and refile. A refusal on a wrong ground goes in writing to the SDO, then the Deputy Commissioner, and to the High Court as the last resort, which does not move a cut-off date.
Does the Jharkhand Gazette have any role in a caste certificate name change?+
No. The Jharkhand Gazette carries Government notifications and, as reported, stopped printing personal name changes in July 2025. A chosen name change reaches Aadhaar through the Gazette of India from Delhi, and the caste certificate is then issued in the Aadhaar name with the Gazette as the link to the school certificate.
