Minor Name Change in Jharkhand
A child's name change is the one where timing matters more than paperwork. Done before the JAC Class 9 registration, the Class 10 certificate prints in the new name and the child never carries a bridge document. Done after, it follows them to every job and college verification for life. This page is the whole route for a parent in Jharkhand: who may apply, the four situations that are corrections rather than changes, the minor specimen form and its Rs 1,700 fee, the birth certificate that no gazette changes, the Aadhaar timing at the mandatory updates at 5 and 15, and the school, scholarship and ration records that follow.
A minor name change in Jharkhand is done by a parent or legal guardian, not the child. The parent swears the affidavit stating the child's date of birth and the change, publishes notices in one Hindi and one English daily, and files the "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR" in the Gazette of India from Delhi at commonly Rs 1,700 on BharatKosh, with the child's birth certificate, the parents' IDs, and a custody or guardianship order if only one parent applies. The notice prints in 30 to 45 days. Do it before the JAC Class 9 registration so the Class 10 certificate prints in the new name. A spelling mistake on a birth certificate is corrected by the Registrar under Section 15 of the RBD Act, 1969, not by a gazette, and a school record error is corrected by the school; a gazette is for a change, not a correction.
What ranks for minor name change in Jharkhand is all-India content with the state's name dropped in, plus two Jharkhand pages that mention a "Jharkhand state Government gazette notification" and a "name change deed" that do not exist. One says an affidavit before a first-class magistrate is required to add a surname. None of them says the thing that decides a child's whole documentary life: whether the change reaches the JAC register before the Class 10 certificate is printed.
This page is written for the parent. It separates the four child cases that are corrections from the ones that are changes, sets the timeline against the school year and the Aadhaar update ages, explains who may sign when parents are separated, and lists the records in the order they are updated. The adult process it borrows from is on the name change process page; the Gazette itself on the gazette name change page.
At a glance
- Who applies
- A parent or legal guardian; both parents ideally; one with a custody or guardianship order
- Who signs
- The parent, on the affidavit and the proforma. The child signs nothing at any age under 18
- The form
- "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR", Gazette of India, Part IV
- Fee
- Commonly Rs 1,700 on BharatKosh, revised each financial year, non-refundable
- Best timing
- Before the JAC Class 9 registration; otherwise before any board certificate is printed
- Birth certificate
- Corrected only by the Registrar under Section 15, RBD Act 1969; a gazette never changes it
- School record
- The admission register is corrected by the school; a change is entered on the strength of the Gazette
- Aadhaar
- Name update with the Gazette PDF; pair it with the free mandatory biometric update at 5 or 15
- Separated parents
- The applying parent shows custody or guardianship; the other parent's consent otherwise
- Time
- 3 to 7 weeks to publication; school and Aadhaar within the same term
Key takeaways
- Timing is the whole game. A change that reaches the JAC register before Class 9 registration means a clean Class 10 certificate for life.
- Most child enquiries are corrections, not changes: a school register typo, a birth certificate misspelling, an Aadhaar enrolled wrongly. Corrections go to the issuing office and cost almost nothing.
- The parent is the deponent and the applicant. The child does not appear before the notary and does not sign the proforma.
- No gazette changes a birth certificate or a date of birth. The Registrar does the former; nobody does the latter.
- Separated parents: custody or guardianship in hand, or both parents on the file. A change made by one parent without either is the kind that is challenged and reversed.
- The child's name on Aadhaar is updated with the Gazette, and the free biometric update at 5 or 15 is the cheapest visit to do it on.
Child Name Correction or Child Name Change in Jharkhand: The Four Cases
Most parents who call about a "name change" need a correction, which is cheaper and faster. The gazette is for a change.
| Situation | Correction or change? | Where | Government fee |
|---|---|---|---|
| Birth certificate spells the name wrongly | Correction | Registrar of Births and Deaths at the office that holds the register, under Section 15 of the RBD Act, 1969, with the hospital record or other proof | Registrar's fee, small |
| School admission register has a typo; birth certificate is right | Correction | The school, against the birth certificate; before Class 9 registration so JAC's data is right | Nil or the school's fee |
| Aadhaar enrolled with the wrong spelling; birth certificate is right | Correction | Aadhaar Seva Kendra with the birth certificate; one of the six no-gazette categories | Rs 50 to Rs 75, or free at the 5 or 15 biometric update |
| Parents want a different name, a surname added, a surname changed, a pet name replaced by the formal one | Change | Affidavit by the parent, two newspapers, minor specimen form in the Gazette of India; then school, Aadhaar, passport | Commonly Rs 1,700 |
| Name change after adoption | Change, with the adoption order | Gazette of India minor form; the adoption order also satisfies Aadhaar directly | Commonly Rs 1,700 |
| Child's surname to the mother's or a step-parent's after a divorce | Change, with custody | Gazette of India minor form, custody or guardianship order in the file | Commonly Rs 1,700 |
| Date of birth wrong anywhere | Neither a change nor a gazette matter | The Registrar, on records; no gazette changes a date of birth | Registrar's fee |
Who Can Apply for a Minor's Name Change in Jharkhand, and What Separated Parents Must Show
Both parents together
The cleanest file. One parent is the deponent and applicant; the other's signed consent and ID go in the file. Nobody can later say the change was made behind their back.
One parent, separated or divorced
The applying parent attaches the custody or guardianship order from the Family Court, or the decree where it records custody. Without it, the Department may accept the file, but a school, JAC or a passport office can refuse the change when the other parent objects, and courts have reversed such changes.
A guardian who is not a parent
A guardianship order under the Guardians and Wards Act, or an adoption order, is the authority. A grandparent or uncle raising a child without one applies for guardianship first.
When to Change a Child's Name in Jharkhand So the Class 10 Certificate Prints Right
The Class 10 certificate becomes the anchor document for the rest of the child's life. Its name comes from the school's registration data, not from anything filed later.
| When the change is complete | What happens to the records | What the child carries later |
|---|---|---|
| Before school admission | Birth certificate corrected or the Gazette in hand; the school enrols the child in the new name from day one. | Nothing. Every record is clean. |
| Before the JAC Class 9 registration | The school corrects its register on the strength of the Gazette; JAC's registration data carries the new name; the Class 10 certificate prints right. | Only the birth certificate annotation, if that route was used. |
| Between Class 9 registration and the Class 10 exam | JAC's correction window through the school, on the Gazette, before the admit card and result. Tight; ask the school for JAC's current cut-off. | Usually nothing, if it lands in time. |
| After the Class 10 certificate is printed | JAC reprints only for a correction against its own register. A change made after printing lives on the Gazette page, carried to every verification. | The Gazette PDF, for life, at every job and college. |
The Minor Specimen Form and the Gazette File for a Child in Jharkhand
The minor specimen form is the Department of Publication's proforma headed "SPECIMEN FORM FOR CHANGE OF NAME OF MINOR". The parent is the applicant on it: "I, Mangal Soren, son of Sukhram Soren, residing at Dumka, Jharkhand 814101, do hereby declare that the name of my minor daughter, aged 10 years, has been changed from Sona Soren to Sonali Soren." The names are illustrative. Two witnesses sign with full addresses, the parent signs, and the child's photograph is pasted. The file around it is the adult five-paper file with the child's papers added.
| Paper | Rule |
|---|---|
| Affidavit by the parent | Parent as deponent, child's date of birth stated, old and new name, reason; sworn before a notary. Format on the affidavit page. |
| Two newspaper pages | "I, [parent], have changed the name of my minor son or daughter from X to Y vide affidavit no..."; one Hindi, one English, complete pages. |
| Minor specimen form, two copies | Typed, parent signs, two witnesses with full addresses, child's photograph on each copy. |
| Child's birth certificate | Self-attested copy; the age proof the form relies on. |
| Child's Aadhaar, school ID or JAC registration | Where issued; self-attested copies. |
| Both parents' ID and address proof | Self-attested copies; the other parent's signed consent where only one applies. |
| Custody, guardianship or adoption order | Certified copy, where applicable. |
| CD certificate, request letter, BharatKosh receipt | As for an adult; fee commonly Rs 1,700 in the parent's name. |
The full adult checklist these sit on top of is on the documents page.

A Child's Birth Certificate in Jharkhand: What a Gazette Cannot Do
The birth register is kept by the Registrar of Births and Deaths for the place of birth: the Municipal Corporation, Nagar Parishad, Nagar Panchayat or the block for rural births, under Jharkhand's rules made under the Registration of Births and Deaths Act, 1969. Section 15 of that Act lets the Registrar correct an entry that is erroneous or fraudulently made, on the strength of records. That is the only way a birth certificate changes, and the Registrar acts on the hospital record, the earlier application, and the parents' documents, not on a Gazette notice.
Spelling wrong at registration
Correction under Section 15 with the hospital discharge summary or immunisation record showing the intended spelling. Small fee, weeks not months. No gazette, no affidavit beyond what the Registrar asks.
Name left blank at registration
Common where a birth was registered before the child was named. Jharkhand's rules allow the name to be entered later on the parents' application; ask the Registrar for the current window and fee. Still no gazette.
A genuine change after a Gazette
The Registrar may annotate the entry to record the new name alongside the old, on the Gazette notification, if the rules and the officer allow. The original entry is not erased. Ask for the annotation by name; do not expect a re-issued certificate in the new name.
School, JAC and Scholarship Records After a Child's Name Change in Jharkhand
| Record | What happens | Note |
|---|---|---|
| School admission register | Corrected by the head of the school on the Gazette PDF and the parent's application; the transfer certificate then issues in the new name. | This is the entry JAC's registration data is drawn from. Do it first. |
| JAC registration, Class 9 | The school sends the corrected name; the Class 10 certificate prints in it. | Ask the school for JAC's current registration and correction dates. |
| JAC certificate already printed | JAC corrects only against its own register; a change lives on the Gazette page. A public notice is not needed because nothing was wrongly written. | Carry the Gazette PDF to every later verification. |
| CBSE or ICSE schools in Jharkhand | Each board has its own pre-registration correction window through the school; a change after the certificate is on the Gazette. | Same principle, different dates. |
| e-Kalyan and other scholarship portals | The portal matches the name across the school record, the bank account and the caste certificate; update all three or the application fails. | Bank account name follows Aadhaar; caste certificate re-issued through JharSewa in the new name. |
| Caste, residence and income certificates | Re-issued through JharSewa in the child's new name against the parent's records. | Needed before the next scholarship or admission cycle. |
| Ration card | The child's entry on the household card updated on the Aahar Jharkhand portal or at the block supply office. | After Aadhaar. |
Aadhaar Name Update for a Minor in Jharkhand: The Free Visits at 5 and 15
A child's Aadhaar is enrolled on the parent's, with no biometrics before 5. UIDAI then requires a mandatory biometric update at 5 and again at 15, free within the window UIDAI sets, and the Seva Kendra can take a name update on the same visit with the supporting document. For a correction, that document is the birth certificate; for a change, the Gazette PDF; for an adoption, the adoption order. Pairing the name update with the free biometric visit saves a fee and a trip, and it is the most sensible day to do it.
Documents to carry
The child's current Aadhaar, the parent's Aadhaar, the birth certificate, and the Gazette PDF or adoption order for a change. The parent signs the form.
The lifetime limit
Aadhaar allows two name updates in a lifetime, and a child's early updates count. A name enrolled wrongly, corrected once, and then changed once has used both before the child is an adult. Decide the final form before the counter.
School enrolment and Aadhaar
Schools and scholarship portals now read the child's Aadhaar. Keep the school register and Aadhaar identical, and do the school first, so the Aadhaar update matches what JAC will print.
Adoption, Step-Parent and Divorce Cases for a Child's Name in Jharkhand
| Case | Authority to apply | Route |
|---|---|---|
| Adoption | The adoption order from the court, or the CARA-registered adoption deed | The order alone satisfies Aadhaar as a no-gazette category. For the school, JAC and the passport, the Gazette of India minor form with the order attached gives a single document every office reads. |
| Surname to the mother's after divorce | Custody or guardianship order, or the father's signed consent | Gazette of India minor form with the order in the file. The mother's own name change on her decree does not change the child's. |
| Surname to a step-father's after remarriage | The biological father's consent, or a court order; a step-parent has no authority alone | Gazette of India minor form. Without consent or an order, expect the change to be challenged. |
| Single mother, father not on the birth certificate | The mother, as sole natural guardian | Gazette of India minor form; the birth certificate showing the mother alone is the authority. |
| Orphan or child in institutional care | The institution's or guardian's order under the Juvenile Justice Act or Guardians and Wards Act | Gazette of India minor form with the order. |
| Child abroad, Jharkhand address | Parent, with the affidavit attested at the Indian mission | Gazette of India minor form at the applicants-abroad fee, confirmed before filing. |
