A child without Aadhaar cannot lawfully be denied the benefit for that reason • On a priority card each child adds grain; on an Antyodaya card it does not • Get the name on the birth certificate first

Adding a Child's Name to a Ration Card in Jharkhand

Most families are told the same two things when they try to add a child: bring the child's Aadhaar, and wait. The first is often stated more strongly than the law allows. The Aadhaar Act says, in section 3A(3), that "Notwithstanding anything in section 7, a child shall not be denied any subsidy, benefit or service under that section in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment." The second, the waiting, has a real cause that nobody explains. Under the National Food Security Act, the State updates its list of eligible households "within the number of persons determined under section 9", a total that is calculated from census population estimates. And before either of those, settle the child's name, because it is copied from document to document for the rest of the child's life.

5Kg of foodgrains per person per month on a priority card
35Kg per household per month on an Antyodaya card, however many children
14Age up to which a child has separate nutrition rights, card or no card
1Name, settled on the birth certificate before anything else
Quick answer

Four things decide how adding a child goes, and only one of them is the form. First, what the addition is worth depends on your card. The National Food Security Act gives "five kilograms of foodgrains per person per month" to every person in a priority household, so on a priority card each child you add brings more grain. On an Antyodaya Anna Yojana card, the entitlement is "thirty-five kilograms of foodgrains per household per month", so adding a child does not change the quantity. Adding the child still matters there for other reasons, but you should know what it does and does not change. Second, the waiting has a real cause. The State updates its list of eligible households "within the number of persons determined under section 9", a total calculated from census population estimates. So an addition can be held up by that ceiling rather than by anything wrong with your papers. If you are told there is no room, ask for that answer in writing. Third, a child without Aadhaar is protected by law. Section 3A(3) of the Aadhaar Act says a child "shall not be denied any subsidy, benefit or service" under section 7 because the child has no Aadhaar or has only applied for one. Section 7 itself requires "alternate and viable means of identification" for anyone without an Aadhaar number. Fourth, settle the child's name before you add it anywhere. Many birth certificates are issued before the child is named. For a child born on or after 1 October 2023, the birth certificate is the document the law now uses "to prove the date and place of birth", including for "issuance of an Aadhaar number". Get the name onto the birth certificate, then the Aadhaar, then the ration card, and use the same spelling everywhere. We print no fee and no timeline, because the Jharkhand food department portals would not open for us.

What Adding a Child to a Ration Card Changes in Jharkhand

Adding a child's name to a ration card in Jharkhand
On a priority card the grain is counted per person, so every child added counts.

Families often assume that adding a child always means more grain. Whether it does depends on which kind of card you hold, and the National Food Security Act sets out the difference in one section.

Section 3(1) says that "Every person belonging to priority households, identified under sub-section (1) of section 10, shall be entitled to receive five kilograms of foodgrains per person per month at subsidised prices". The words that matter are per person. On a priority household card, every member counts, so a child added to the card is a person added to the calculation.

The proviso to the same section treats the poorest households differently. It says that "the households covered under Antyodaya Anna Yojana shall, to such extent as may be specified by the Central Government for each State in the said scheme, be entitled to thirty-five kilograms of foodgrains per household per month". The words that matter there are per household. On an Antyodaya card, the quantity does not change with the number of members, so adding a child does not by itself bring more grain.

So why add the child to an Antyodaya card at all? Because the card is also a record of who the household is. A child missing from the card is a child missing from the household record, and that tends to surface later, for example when a scheme, a school or a certificate application asks for the family's ration card and the child is not on it. Adding the child keeps the record true, even where the grain stays the same. We are telling you this so that you do not go in expecting more rice and come out feeling cheated.
What adding a child changes on each kind of ration card under the National Food Security Act
The cardWhat adding a child changes
Priority householdThe grain, directly. The entitlement is "five kilograms of foodgrains per person per month", so each person added counts
Antyodaya Anna YojanaNot the quantity. The entitlement is "thirty-five kilograms of foodgrains per household per month". It keeps the household record complete
Who the card is issued toUnder section 13(1), "The eldest woman who is not less than eighteen years of age, in every eligible household, shall be head of the household for the purpose of issue of ration cards." The child is added under her card
A household with no woman of eighteen or overUnder section 13(2), the eldest male member acts as head until a female member turns eighteen
Anything the Act does not settleHow your State's portal handles the addition. The Jharkhand food department portals would not open for us, so we describe the law rather than the screens

Why Adding a Child to a Ration Card Can Be Held Up

When an addition sits for months, families assume something is wrong with their papers. Sometimes it is. But the National Food Security Act builds in a second reason that has nothing to do with your papers at all.

Section 9 fixes the scale. It says the percentage coverage for each State is decided by the Central Government, and that "the total number of persons to be covered in such rural and urban areas of the State shall be calculated on the basis of the population estimates as per the census of which the relevant figures have been published."

Section 10(2) then ties every update to that number. It says "The State Government shall update the list of eligible households, within the number of persons determined under section 9 for the rural and urban areas, in accordance with the guidelines framed under sub-section (1)."

Put those two sentences together and you have the answer to a question many families never get answered. The number of people covered is a total set from census estimates, and the list is updated within that total. So an addition can be held up by that ceiling rather than by anything wrong with your application. We are careful about what we are and are not saying here. We did not verify whether Jharkhand, your district or your block is at its limit at any given time, and we are not suggesting that it is. We are telling you that the Act allows for this, so that if you are told there is "no space", you understand what is being described. Ask for that answer in writing, with the reason, because a written reason is something you can act on and a spoken one is not.

Adding a Child Without Aadhaar to a Ration Card: What the Law Says

"Bring the child's Aadhaar first" is the most common instruction on this subject. It is sensible advice. But when it is used as a reason to refuse the child altogether, it goes further than the law allows.

Section 7 of the Aadhaar Act lets a Government require Aadhaar for a subsidy paid from the Consolidated Fund, and the public distribution system is one of the schemes brought under it. UIDAI's own list of section 7 notifications shows the "Targetted Public Distribution System (TPDS)" of the Department of Food and Public Distribution, with a publication date of 8 February 2017. But section 7 carries its own proviso: "Provided that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of the subsidy, benefit or service."

For children the Act goes further, in a section added specifically for them. Section 3A(3) reads: "Notwithstanding anything in section 7, a child shall not be denied any subsidy, benefit or service under that section in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment."

Read what that sentence covers, because it is broad. It protects a child who fails authentication, which matters because a small child's fingerprints often do not register. It protects a child who cannot produce an Aadhaar number. And it protects a child who has not even applied for one yet, because the last limb covers failure to produce an application for enrolment. So the law does not make a child's benefit wait for the child's Aadhaar.
Now the limit, stated honestly. Section 3A(3) is a protection of the child's entitlement. It does not tell us how the Jharkhand ration card system handles adding a member without an Aadhaar number, and we could not check, because the State's food department portals would not open for us. So get the child's Aadhaar if you reasonably can, because it makes everything easier. But if the addition is refused only because the child has no Aadhaar, ask for the refusal in writing and point to section 3A(3). Do not accept a spoken "no Aadhaar, no name" as the end of the matter.

Section 3A(1)When a child is enrolled for Aadhaar, the enrolling agency "shall... seek the consent of the parent or guardian of the child"
Section 3A(2)A child may apply to cancel the Aadhaar number "within a period of six months of attaining the eighteen years of age"

Settle Your Child's Name Before It Goes on the Ration Card

This is a name change website, so here is the part of this subject we see go wrong most often. A child's name is written for the first time on the birth certificate, and then copied onto the Aadhaar, the ration card, the school register and eventually the Class 10 certificate. Every copy is a chance for the spelling to drift. A drift that starts on a ration card in the first year can end up on a board certificate fifteen years later.

Two practical problems come up again and again. First, many birth certificates are issued before the child has been named, so the certificate carries no name at all. Second, families use one spelling at home and another on a form filled in at a counter, and nobody notices until the two meet on a school or board record.

The birth certificate matters more now than it used to. For a child born on or after 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 says that the birth certificate "shall be used to prove the date and place of birth" for a list of purposes that includes "admission to an educational institution" and "issuance of an Aadhaar number". A ration card is not named in that list. But the Aadhaar is, and in practice the ration card follows the Aadhaar, so the birth certificate is where the whole chain starts.

The order that avoids most of this. Get the child's name onto the birth certificate first, if it was issued without one. Then enrol the Aadhaar using that birth certificate, then add the child to the ration card, and use exactly the same spelling at every step, including the spacing. How to get a name onto a birth certificate issued without one is set out on the birth certificate page. If the name has already drifted between two of these documents, fix it now, while the child is young and there are few records to change. See minor name change.

4. School registerThe record that feeds the board certificate years later. See child name in school records

What Your Child Is Entitled to While the Ration Card Addition Is Pending

Parents often worry that until the child is on the card, the child gets nothing. The National Food Security Act gives children a separate set of rights that do not wait for the ration card at all.

Section 5(1) says that "every child up to the age of fourteen years shall have the following entitlements for his nutritional needs". For children aged six months to six years, the entitlement is provided through the local anganwadi, free of charge. For children up to class VIII, or aged six to fourteen, it is "one mid-day meal, free of charge" at school.

So a pending ration card addition does not leave a young child without entitlement. If your child is between six months and six years old, go to your local anganwadi. If the child is in school up to class VIII, the mid-day meal applies. These run alongside the ration card, not through it, and a delay in one does not cancel the other.

How to Add a Child's Name to a Ration Card in Jharkhand

1

Decide the child's name and spelling before any form

Letter by letter, with the spacing, and the same at home and at every counter. This name will be copied onto every record the child ever holds.

2

Get the name onto the birth certificate if it is missing

Many are issued before the child is named. For a child born on or after 1 October 2023, the birth certificate is the document used to prove date and place of birth. See birth certificate.

3

Enrol the child's Aadhaar using that birth certificate

With a parent's or guardian's consent, which the Act requires. Use exactly the birth certificate spelling, not a shortened version.

4

Check the head of household's own entry first

The child is added under her card. If her name or details on the card are wrong, fix that first, because a problem there will block the child.

5

Know what the addition changes on your card

On a priority card, five kilograms per person per month, so each child adds grain. On an Antyodaya card, thirty-five kilograms per household, so the quantity stays the same.

6

Apply for the addition, using the portal steps for a new member

The same kind of addition as a wife joining after marriage, which is set out on the adding a wife page. Copy the child's name exactly from the birth certificate.

7

If the child has no Aadhaar yet, do not give up

Section 3A(3) of the Aadhaar Act says a child "shall not be denied any subsidy, benefit or service" for that reason. If refused only for lack of Aadhaar, ask for the refusal in writing.

8

Keep the acknowledgement and any reference number

Without a dated acknowledgement, a delay cannot be measured or questioned. Keep it with the birth certificate.

9

Use the anganwadi or mid-day meal while you wait

Under section 5, a child up to fourteen has separate nutrition rights. They do not wait for the ration card, so a pending addition does not leave the child without anything.

10

If it stalls, ask in writing for the reason

It may be your papers, the head's entry, the child's Aadhaar, or the coverage ceiling under section 10(2). Only a written reason tells you which.

The check that saves the most trouble later. Before you submit anything, lay the birth certificate and the Aadhaar side by side and read the child's name on both, letter by letter. If they match, copy that name onto the ration card application exactly. If they do not, stop and fix it now. At this age there are two records to correct; in fifteen years there will be a dozen.

Central Gazette Process for a Name From Jharkhand, and Why a Child Rarely Needs It

Read this before the rest of this section, because adding a child to a ration card almost never needs any of it. Nothing in the National Food Security Act or the Aadhaar Act provisions quoted on this page asks for a gazette notification to add a child. What adding a child needs is one consistent spelling, starting on the birth certificate. A gazette notice for a child earns its cost only where the child's name genuinely changed, for example after an adoption or a change of surname, and several offices now want one published proof. That uses a separate proforma for minors, signed by the parent, and it is set out on the minor name change page. The full process is printed below so you can judge for yourself, and so you recognise at once when a gazette is being sold to a family whose real task is entering a name on a birth certificate.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update in the right order

Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the bank account, the voter entry and any scheme records follow after it in that order. For a child, the birth certificate stays the first record, and every later document copies from it.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
What a gazette will not do for a ration card addition, however much it cost you. It will not add the child to the card, it will not speed up an addition held up by the coverage ceiling, and it will not stand in for the birth certificate as the first record of the name. Since we publish these notices, the honest version is this: for adding a child, the birth certificate is the document that matters, and a gazette is almost never part of the job. Our name correction against name change page explains the difference.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What Adding a Child to a Ration Card Costs in Jharkhand

Adding a child to a ration card should not be expensive, and much of what families spend goes on problems that could have been avoided. Here is what we can and cannot tell you.

Costs when adding a child to a ration card in Jharkhand
ItemWhat we can and cannot tell you
Adding the member on the ration cardWe print no figure. The Jharkhand food department portals would not open for us, so we verified no charge. Ask at the supply office or Pragya Kendra before anything is typed, and get a receipt
The child's Aadhaar enrolmentSet by UIDAI, not by us. Ask at the enrolment centre and see the receipt
Entering the child's name on the birth certificateThe step most worth doing properly, set by the Registrar. See birth certificate
Anybody charging to "get the child added without Aadhaar"Be careful. The protection in section 3A(3) is the child's by law. It is not something anybody can sell you
Fixing a name that drifted between documentsCheap now, expensive later. At this age it usually means two records; by the board examinations it can mean many
A Central Gazette noticeAlmost never needed to add a child. Paid only through BharatKosh, revised each financial year, never refunded
What we chargeQuoted on the call. For most families adding a child, the honest answer is that you do not need us, and we will say so
The most expensive mistake on this page costs nothing today. It is letting the child's name go onto the ration card in a spelling that differs from the birth certificate. Nobody will charge you for that now. It turns up years later on a school register or a board certificate, when correcting it means going back through every document in between.

Help With a Child's Name on Family Records Across Jharkhand

Most families can add a child to a ration card without us, and we would rather say so. Where we genuinely help is the child's name, because it is written once on the birth certificate and then copied onto every record the child will ever hold. We check that the spelling is the same on the birth certificate, the Aadhaar and the ration card application. We get a missing name entered on a birth certificate issued before the child was named. And we correct a name that has already drifted between records while the child is young and there are only a few to change. What we will not do is charge you for an addition you can make yourself, or sell a gazette notice for a child who does not need one. We help families across Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar and every other district, on scans over WhatsApp.

Send the birth certificate and the ration card

Send the child's birth certificate first, because it is the first record of the name and everything else should copy from it. Then the ration card, the child's Aadhaar if one exists, and the head of household's own Aadhaar. Add whatever the supply office or Pragya Kendra has said in writing, if anything. Tell us in one line what is happening: the birth certificate has no name, the office wants an Aadhaar the child does not have, the addition has been pending for months, or the child's name is spelt differently on two documents. Our first reply tells you whether the name is consistent, what to fix first, and whether you need anybody's help at all. If the answer is that you can add the child yourself, we will tell you that and charge you nothing. Details on the contact page.

Adding a Child to a Ration Card in Jharkhand: Frequently Asked Questions

Can I add my child to the ration card without the child's Aadhaar?+
The law protects the child here. Section 3A(3) of the Aadhaar Act says a child "shall not be denied any subsidy, benefit or service" under section 7 because the child has no Aadhaar number, cannot authenticate, or has not applied for one. We could not verify how the Jharkhand system processes an addition without Aadhaar, because the State's food department portals would not open for us. So get the Aadhaar if you reasonably can. If the addition is refused only for lack of Aadhaar, ask for that refusal in writing and point to section 3A(3).
Will adding my child increase our rice and wheat?+
It depends on your card. On a priority household card, the National Food Security Act gives "five kilograms of foodgrains per person per month", so each child added adds grain. On an Antyodaya Anna Yojana card, the entitlement is "thirty-five kilograms of foodgrains per household per month", so the quantity does not change with the number of members. Adding the child there still keeps the household record complete.
Why is my child's addition taking so long?+
Possibly for a reason nobody told you about. Section 10(2) of the Act says the State updates its list of eligible households "within the number of persons determined under section 9", and section 9 sets that total from census population estimates. So an addition can be held up by that ceiling rather than by anything wrong with your papers. We did not verify whether your area is at its limit. Ask for the reason in writing.
Whose name is the ration card in?+
Under the Act, the eldest woman of the household who is eighteen or over. Section 13(1) says she "shall be head of the household for the purpose of issue of ration cards". Where there is no such woman, the eldest male member acts as head until a female member turns eighteen. The child is added under the head's card, so if her own entry is wrong, fix that first.
My child's birth certificate has no name on it. What do I do?+
Get the name entered first, before the Aadhaar and before the ration card. Many birth certificates are issued before the child is named, and this is the most common way a child's name starts to drift between documents. For a child born on or after 1 October 2023, the birth certificate is the document the law uses to prove date and place of birth, including for an Aadhaar number. See the birth certificate page for getting the name entered.
Is a birth certificate required for the ration card?+
The 2023 amendment does not name the ration card in its list. The list covers admission to an educational institution, a driving licence, the voter list, marriage registration, Government appointments, a passport and "issuance of an Aadhaar number", plus any purpose the Central Government adds. But in practice the ration card follows the Aadhaar, and the Aadhaar follows the birth certificate. So the birth certificate is still where to start.
Does my child get anything while we wait for the card?+
Yes, and these rights do not depend on the ration card at all. Section 5(1) of the Act says "every child up to the age of fourteen years shall have the following entitlements for his nutritional needs". That means support through the local anganwadi for children aged six months to six years, and "one mid-day meal, free of charge" for children up to class VIII. Go to your anganwadi while the addition is pending.
My baby's fingerprints will not register. Is that a problem?+
The law anticipates exactly this. Section 3A(3) of the Aadhaar Act protects a child from being denied a benefit "in case of failure to establish his identity by undergoing authentication". A small child's fingerprints often do not register, and the Act says that failure must not cost the child the benefit. If a failed authentication is given as the reason for refusal, ask for it in writing.
Which spelling should I use for my child's name?+
The one on the birth certificate, exactly, everywhere. The name will be copied from the birth certificate to the Aadhaar, the ration card, the school register and eventually the board certificate. Every copy is a chance for it to drift, and a drift that starts on the ration card can end up on a Class 10 certificate. Decide the spelling once, including the spacing, and do not change it at a counter.
The name on the ration card is already different from the birth certificate. What now?+
Fix it now, while the child is young. At this age the difference usually sits between two or three records. By the time the child reaches the board examinations, the same difference can sit across a dozen, and some of them are much harder to change. Correct the ration card entry to match the birth certificate. See minor name change if the difference is more than a spelling.
What does it cost?+
We print no figure, because the Jharkhand food department portals would not open for us and we verified no charge. Ask at the supply office or the Pragya Kendra before anything is typed, and get a receipt. Be especially careful with anybody charging to add a child without Aadhaar, because the protection in section 3A(3) belongs to the child by law and is not something anybody can sell you.
Do we need you for this?+
For most families adding a child, honestly, no. What we are useful for is the name. We check that the child's name is spelt the same way on the birth certificate, the Aadhaar and the application, get a missing name onto the birth certificate, and correct a name that has already drifted between records while there are still only a few to change. What we will not do is charge you for an addition you can make yourself, or sell you a gazette notice for a child who does not need one.

Every legal statement on this page is quoted from the Act it belongs to. From the National Food Security Act, 2013, as published by the Department of Food and Public Distribution: section 3(1) and its proviso, on "five kilograms of foodgrains per person per month" for priority households and "thirty-five kilograms of foodgrains per household per month" for Antyodaya households; section 5(1), on the nutrition entitlements of "every child up to the age of fourteen years"; section 9, on coverage calculated from census population estimates; section 10(2), on updating the list "within the number of persons determined under section 9"; and section 13, on the eldest woman as head of household. From the Aadhaar Act, 2016, as amended, published by UIDAI: the proviso to section 7 on "alternate and viable means of identification", and section 3A in full, including sub-section (3). From UIDAI's list of section 7 notifications, the entry for the "Targetted Public Distribution System (TPDS)", published 8 February 2017. From the Registration of Births and Deaths (Amendment) Act, 2023, the new section 17(3) and its list of purposes. And from a news report, not an official notice, that its provisions came into force on 1 October 2023. Three limits are declared openly on the page itself rather than buried here. First, the Jharkhand food department portals would not open for us, so the page describes the law and not the State's screens, and prints no fee, document list or timeline. Second, section 3A(3) protects the child's entitlement, and the page says plainly that it does not tell us how the Jharkhand system processes an addition without Aadhaar. Third, we did not verify whether any part of Jharkhand is at its coverage ceiling, and the page says the Act allows for such a ceiling without suggesting that yours has been reached. The advice to settle the child's name on the birth certificate before anything else is our own working practice, and it is the advice that most often means a family does not need us at all. We are a documentation consultancy and not advocates, not the food and supply department, not any fair price shop, not UIDAI and not the Department of Publication. Who we are is on the about page.

Why this page leans on the Acts rather than the portal. The State's ration portals would not open for us, and we will not describe screens we have not seen. But the two questions families worry about most, a child without Aadhaar and an addition that never moves, have answers in the Acts themselves, and those we can quote exactly. Ask any adviser on this subject which published sentence their advice rests on.

Adding a Child to a Ration Card in Nine Lines

The short version

  • Settle the child's name on the birth certificate before anything else.
  • Then the Aadhaar, then the ration card, all in the same spelling.
  • A child cannot lawfully be denied the benefit for lack of Aadhaar.
  • On a priority card, each child adds five kilograms a month.
  • On an Antyodaya card, the household gets thirty-five kilograms regardless.
  • The card is issued to the eldest woman of eighteen or over.
  • An addition can be held up by the coverage ceiling, not just your papers.
  • Children up to fourteen have anganwadi and mid-day meal rights meanwhile.
  • If it stalls, ask for the reason in writing.
