What Is the Name Change Procedure in Jharkhand? Watch Before You Read
The full procedure for a name change or name correction from Jharkhand in one video: affidavit, newspaper notice and the Gazette of India, and why no Gazette office exists in the state.
Tap to play. The video opens in a privacy-friendly player, and the same steps are written out in the process section below.
A gazette name change in Jharkhand is filed in the Central Gazette, the Gazette of India, because the Jharkhand Gazette publishes Government notifications and has no published route for a personal name change. The file has three parts: a notarised affidavit, a notice in one Hindi and one English newspaper, and the Part IV application to the Department of Publication in Delhi. The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on BharatKosh, and publication commonly takes 30 to 45 days. An affidavit alone is not proof of a name change.
Most people looking for a gazette name change service in Jharkhand have already tried once on their own. They made an affidavit at the Ranchi civil court notary, took it to the bank or to the Aadhaar Seva Kendra, and were told it is not enough. That is the single most common wasted trip in this whole process, and it happens because the affidavit is the beginning of the change, not the end of it.
A Gazette notification is a formal announcement of your name change printed in the official journal of the Government of India, published by the Department of Publication in Delhi. Once it is printed and carries a page number and a date, it becomes the document that Aadhaar, PAN, the Ranchi Passport Seva Kendra, banks, JAC and employers accept as the legal record of your new name. Nothing in Jharkhand, and nothing in this office, prints that page. Our job is to make the file that gets it printed right the first time.
Before that, one honest question that most name change websites skip: do you need a gazette at all? For a surname change after marriage, a spelling correction or a change in name order, you often do not. That is the first section below, and it can save you the whole fee.

Key takeaways
- Six kinds of Aadhaar correction need no gazette under the UIDAI SOP of 28 October 2021. Check them first, because they cover most marriage and spelling cases.
- The Jharkhand Gazette (Doranda press, Ranchi) carries Government notifications. As reported, it stopped printing personal name changes in July 2025 and the practice is under inquiry. A personal name change from Jharkhand goes to the Central Gazette in Delhi.
- There is no Central Gazette office in Ranchi or anywhere in Jharkhand. Websites showing "Civil Lines, Jharkhand-110054" have copied a Delhi pin code.
- The fee is non-refundable, so the spelling in the affidavit, the newspaper and the proforma must match letter for letter.
- A birth certificate or a JAC certificate mistake is a correction by the issuing office, not a gazette job.
- After publication, update Aadhaar first, then PAN, then bank, then passport. The order matters.
Six Cases Where You Do Not Need a Gazette Name Change in Jharkhand
The most useful thing on this page, and it comes from a Government document rather than an opinion.
UIDAI's standard operating procedure dated 28 October 2021, which state e-Gazette portals quote when they tell people not to apply, lists six situations where an Aadhaar name update needs the supporting document only, and no gazette:
Typographical mistakes
A clerk mistyped a letter. Your Class 10 certificate or another correct document fixes it. No gazette.
Transliteration errors
The same name written differently between Hindi and English, such as Kumar and Kumaar. That is spelling, not identity. No gazette.
Regional language name updates
Updates to how the name reads in Hindi or another regional language on the card. No gazette.
Marriage, divorce or adoption changes
The marriage certificate, decree or adoption order is the supporting document. No gazette for the Aadhaar update.
Appending or editing initials
Adding or fixing initials in the name. No gazette.
Change in name sequence
The same words in a different order, such as Soren Ramesh to Ramesh Soren. No gazette.
The same instruction says to apply for a gazette only for a full or first-name change. So if your situation is one of those six, and somebody in Ranchi or online is quoting you thousands of rupees for a notification, ask them which of the six they think you fall outside.
When You Genuinely Do Need a Gazette Notification
- Your first name or your whole name is changing, not only a surname.
- Nothing you hold links the two versions. If the new name appears on no document you own, the gazette is what creates that link. A numerology-driven spelling change is the clearest example.
- You are adopting a name unconnected to a marriage or a correction, by personal preference, after adoption, on conversion, or for any reason of your own.
- Your documents disagreed before whatever prompted this. A marriage certificate does not fix a mismatch that predates the marriage.
- A specific institution has asked for one in writing and will not accept the alternatives.
- You are a Government servant, in which case a departmental deed is executed alongside so the service book and the gazette agree from the start.
If you are in one of those, the gazette is the right instrument and worth the money. The rest of this page is about doing it properly from Jharkhand.
Common Reasons for a Name Change in Jharkhand
The reason is yours and no office is entitled to argue with it. But the reason does decide which document you need, so here is each one with its cheapest correct route.
Marriage
Adopting a spouse's surname. A registered marriage certificate showing both names usually does the work for Aadhaar, PAN and the passport, and a gazette is generally not required.
Divorce
Reverting to an earlier name. A certified copy of the decree is the standard proof. A gazette is the fallback only where the decree does not record that name.
Spelling correction
A typo that has followed you since school. Usually a correction at the issuing office with the right supporting document, and often no gazette at all.
Numerology or astrology
A new spelling that exists on no document you hold. This is the clearest case where a gazette is genuinely needed, because it creates the link.
Adoption
A child's surname changing after adoption. For the Aadhaar update the adoption order supports it. JAC and the passport office may want the gazette.
Religion conversion
Adopting a new name on conversion. This is a full name change by personal choice, so the affidavit, notices and gazette route applies.
Gender identity
A dedicated statute applies. The certificate of identity under the Transgender Persons (Protection of Rights) Act, 2019 is the instrument, and it carries force a gazette does not.
Personal preference
You simply want a different name. That is your right, and the gazette route makes it usable on every record from JAC to the passport.
Name sequence or initials
Same words in a different order, or initials added or fixed. Both sit in the six no-gazette categories for Aadhaar.
Who Can Apply for a Gazette Name Change from Jharkhand?
Almost everyone. There is no approval to seek and no eligibility test to pass, only the right paperwork for your situation.
Any adult, 18 and above
Any Indian citizen aged 18 or older applies in their own name, signs their own affidavit and proforma, and the file goes to the Department in that name. No lawyer and no court order is needed.
Minors, through parents
A parent or legal guardian applies on the child's behalf with the birth certificate, at the minor fee. The child signs nothing. Where both parents have rights, both should sign.
Married women
May adopt the spouse's surname, keep the maiden name, or use both. There is no legal obligation and no deadline, and either spouse may adopt the other's surname.
Jharkhand residents working elsewhere
You do not have to be in Ranchi. Many of our files are for people from Dhanbad or Giridih working in Bengaluru, Pune or the Gulf. The affidavit is sworn where you are; the file is built here.
Government employees
Eligible like anyone else, with one extra layer: a departmental deed under the 1987 Home Ministry Office Memorandum so the service book is updated too.
Transgender persons
Entitled under the 2019 Act to change the first name in the birth certificate and all other official documents through the certificate of identity issued by the District Magistrate.
Foreign nationals living in Jharkhand are the main exception: the Gazette of India route is for Indian citizens, and a foreign national changes their name under the law of their own country, through their embassy. Indians abroad can apply, at a higher Government fee that is revised from time to time; we confirm the current figure before filing.
What Each Institution in Jharkhand Accepts as Proof of a Name Change
Rather than a general rule, here is what the individual authorities require, each checked against its own material.
| Institution | What it accepts |
|---|---|
| Aadhaar, for a first name or full name change | A Gazette notification plus an old identity proof carrying the name currently on Aadhaar. UIDAI also expects the address in the Gazette to match the Aadhaar address. Name can be updated twice in a lifetime, and a spelling correction spends one of the two. |
| Aadhaar, for the six categories above | The relevant supporting document. No gazette. |
| Banks and NBFCs | Your existing identity document remains officially valid despite a name change, provided it is supported by a State Government marriage certificate or a Gazette notification. That is an RBI rule, not a courtesy. |
| PAN | The PAN correction form with the Gazette, or with the marriage certificate for a surname change after marriage. The PAN number never changes. |
| Passport (Ranchi PSK, Jamshedpur and Dhanbad POPSKs) | A re-issue for change in personal particulars. Marriage or divorce needs no proof beyond the form. Any other change of name needs the Gazette or two newspaper notices, plus at least two public or school documents already in the new name, which is why Aadhaar and PAN come first. |
| EPFO and UAN | If your UAN was issued after 1 October 2017 and is Aadhaar-validated, you correct the name yourself online once Aadhaar carries it. |
| Voter ID | Form 8 on the Election Commission portal, free of charge. The old EPIC goes back to the ERO. |
| Birth certificate | A Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, at the Municipal Corporation, Nagar Parishad, Nagar Panchayat or block registrar that holds the register. Not a gazette matter. |
| JAC Class 10 and 12 certificates | The Council's own correction process, applied through the school against the admission register. A gazette supports a genuine change of name; it does not by itself get a certificate reprinted. |
Read that table as a whole and a pattern emerges. The gazette is genuinely required in a narrower set of cases than the market suggests: a full or first-name change, a case where no existing document links your old and new names, and situations where a specific institution has asked for one. Everything else has its own cheaper route, and we will tell you which.
The RBI Rule on Old-Name Documents That Ranchi Bank Branches Rarely Mention
A Reserve Bank circular, giving effect to an amendment to the Prevention of Money Laundering (Maintenance of Records) Rules, 2005, provides that a document shall be deemed an officially valid document even if there is a change in the name after its issue, provided it is supported by a marriage certificate issued by the State Government or a Gazette notification indicating the change of name.
So your Aadhaar or passport in your old name does not stop being valid KYC. Produce it with the marriage certificate or the gazette, and that combination is what the rule contemplates. A branch in Ranchi or Dhanbad cannot decline to act on the ground that your Aadhaar still shows the old name.
Jharkhand Gazette or Central Gazette: Which One Publishes a Name Change?
This is the first real decision, and picking wrong is expensive because the fee is non-refundable.
Jharkhand does have its own gazette. The Jharkhand Gazette is published weekly on Wednesdays by the Directorate of Printing and Stationery under the Finance Department, printed at the Jharkhand Government Press in Doranda, Ranchi, and hosted at egazette.jharkhand.gov.in. It was created when the state was carved out of Bihar on 15 November 2000. What it carries is Government business: rules, notifications, appointments and departmental orders. It does not publish a citizen's change of name application, and no form, fee or counter for one is published anywhere on the portal.
That is why a gazette name change in Jharkhand means the Central Gazette. Personal notices from every state appear in Part IV of the Gazette of India, published by the Department of Publication at Civil Lines, Delhi. It is accepted everywhere in India and by foreign missions, which is exactly what you need if a passport, a central job or a bank with branches outside Jharkhand is on your list. There is no cheaper state route to weigh against it, so the decision is simpler here than in Bihar or West Bengal.
| Point of comparison | Central Gazette of India | Jharkhand Gazette |

Where Is the Gazette Office for Jharkhand? The Real Address
Two minutes on the one address that is correct, the Department of Publication in Civil Lines, Delhi 110054, and the copied addresses that are not.
What Goes Into a Central Gazette Name Change File from Jharkhand
Five papers, checked against the Department of Publication's own guidelines. Miss one and the file comes back after six weeks with the fee gone.
| Paper | What it must contain | Where it goes wrong |
|---|---|---|
| 1. Affidavit | On non-judicial stamp paper, notarised in person, with a verification clause, stating old name, new name, father's or husband's name, address and reason. For a minor, the child's date of birth. | Sworn in a name that does not match the Aadhaar exactly, or older than about a year by filing time. |
| 2. Newspaper pages | Two complete original pages, one Hindi daily and one English daily circulating in Jharkhand, masthead and date visible, identical wording. | Cuttings instead of full pages, two papers in the same language, or a weekly passed off as a daily. |
| 3. CD certificate and soft copy | The notice typed in MS Word on a CD, without the witness portion, old name typed in place of the signature, with a certificate that the soft copy matches the hard copy. | PDF instead of Word, or wording that differs from the printed proforma by a comma. |
| 4. Request letter | Addressed to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, with the BharatKosh receipt attached. | Addressed to a "Gazette Office, Ranchi" that does not exist. |
| 5. Proforma in two copies | Computer typed, headed "No. ADVT IV /", signed in the OLD name, with two witnesses giving signature, full name and full address. Self-attested ID of applicant and both witnesses attached, with two passport photographs. | Signed in the new name, one witness, or a witness address missing the pin code. |
What the Notice Actually Says
There are two wordings, and using the wrong one is a rejection. A change of name uses the "hitherto known as" form. A wrongly written name on certificates uses the "PUBLIC NOTICE" form and quotes the wrong version exactly as printed, punctuation included. The Department will not accept "hitherto known as" wording for a correction, because that wording says you chose a new name, and a correction says you never did.
How the File Travels from Jharkhand to the Gazette
- Wording locked in writing. We send you the exact proforma text on WhatsApp and wait for your "yes". Nothing is typed until the spelling is confirmed letter by letter.
- Affidavit sworn where you are. Ranchi civil court, Sakchi in Jamshedpur, the Dhanbad court complex, or any notary in your district. If you are outside Jharkhand, the notary where you live is fine.
- Newspapers booked and pages collected. We book the Hindi and English notices with the same wording and collect the complete original pages, not cuttings.
- Fee paid on BharatKosh. Non-Tax Receipt Portal, in your name, receipt attached to the request letter. No demand draft, no cash counter, no other channel exists.
- File delivered in your name. The Department accepts applications in person or by post in the applicant's own name. We prepare and deliver the file in your name; no agent can submit as an agent. Submitted papers are never returned, which is why we keep a scanned set.
- Publication and download. Part IV is released weekly. We watch egazette.gov.in, download the PDF the week it appears, and send it to you with the page number, the date and your record update checklist.
The Three Legal Steps to Change Your Name in Jharkhand
Every genuine name change in Jharkhand follows this order. Nobody can skip a step for you. The same steps with a day number and a checkpoint on each are on the name change process page.
The affidavit
An affidavit on non-judicial stamp paper stating your old name, your new name, your address, your father's or husband's name and the reason for the change. You sign it before a notary public. This is a sworn statement, so the spelling here must match exactly what you want printed in the Gazette.
The newspaper notice
The change is published in one Hindi daily and one English daily circulating in Jharkhand, same wording in both. Keep the complete original printed page including the masthead and the date. A cutting is not accepted, because the Gazette office checks the page header.
The Gazette notification
The complete file goes to the Department of Publication in Delhi. The fee is paid through BharatKosh. Personal notices print in Part IV of the Gazette of India. Once printed, you download the PDF free from egazette.gov.in, and that PDF is your legal proof.
Step 1 in detail: getting the affidavit right in Jharkhand
The affidavit is short, but it is the document that everything else copies from. If your new name is spelt Priyanka in the affidavit and Priyanaka in the newspaper, the Gazette office returns the file. We type the affidavit, read it back to you letter by letter before printing, and only then arrange notarisation at the civil court notary in your district. For a minor, both parents sign. For a name change after marriage, the affidavit mentions the maiden name, the married name and the date of marriage. Notaries and the Department both expect the affidavit to be reasonably fresh, so we do not swear it months before the file is ready.
Step 2 in detail: the newspaper notice in Jharkhand
Hindi is the language of Jharkhand's records, so the pairing is one Hindi daily and one English daily, both circulating in the state. Ranchi editions of the big Hindi dailies and the English dailies with a Jharkhand edition all work; we choose by cost and by how quickly the office issues the complete page. The Department's own adult guideline text mentions one daily newspaper, and yet in practice files with two notices go through cleanly and files with one get questioned. A second notice costs a few hundred rupees; a returned file costs six weeks and a non-refundable fee. We recommend two and say so plainly. The notice carries your old name, your new name, your address and the affidavit date, and the wording is identical in both papers.
Step 3 in detail: filing the Gazette from Jharkhand
The five papers in the section above go together to the Controller of Publications. The fee is paid only through BharatKosh; the demand draft and cash counter you may read about elsewhere were discontinued years ago. Personal name change notices are printed in Part IV of the Gazette of India, released weekly, and once printed the PDF is downloadable free from egazette.gov.in. Hard copies stopped being printed and sold on 1 October 2015, so there is no paper original to collect and nobody should charge you for a "certified" copy.
Documents Required for a Gazette Name Change in Jharkhand
Send clear scans. Photographs of documents taken at an angle are the second most common reason for delay.
For an adult applicant
- Photo ID in the old name: Aadhaar, PAN, Voter ID or Passport
- Address proof in Jharkhand or wherever you now live, which can be the same Aadhaar
- Two recent passport size photographs
- Self-attested photocopy of ID proof of two witnesses, with full addresses
- Marriage certificate, if the change is a surname change after marriage
- Divorce decree, if you are reverting to a maiden name
- The certificates carrying the wrong spelling, if this is a correction notice
- The notarised affidavit and both original newspaper pages
For a minor under 18
- The child's birth certificate
- School record, JAC registration or bonafide certificate, where available
- Aadhaar of the child, if issued
- Photo ID and address proof of both parents or the legal guardian
- Two passport size photographs of the child
- Affidavit signed by the parent or guardian, stating the child's date of birth
- Guardianship or custody order, where only one parent applies
Documents should not be older than about one year at filing, and submitted papers are never returned by the Department. Send us scans, keep your originals, and we will tell you the same day whether anything needs to be redone.
Gazette Name Change Fees in Jharkhand, Explained Honestly
Government fees and market costs are different things. Here is both, separated, with our charge always as its own line.
| Item | Typical cost | Notes |
|---|---|---|
| Central Gazette fee, adult | Rs 1,100 | Paid through BharatKosh. The Department of Publication revises this fee each financial year, so confirm it on the day you file. Non-refundable. |
| Central Gazette fee, minor | Rs 1,700 | Applies to anyone under 18. Also paid through BharatKosh. |
| Public notice of a wrongly written name | Rs 1,350 | Rs 1,100 plus Rs 250, with an undertaking. Adding an alias name is commonly Rs 250 per alias. |
| Stamp paper and notary in Jharkhand | Rs 100 to Rs 500 | Depends on the stamp value your notary asks for and the court complex. |
| Newspaper notices, one Hindi and one English | Rs 800 to Rs 4,000 | The widest variable. The English daily's Ranchi edition usually costs more than the Hindi daily. |
| Applying from abroad | Higher rate | A separate, higher Government fee applies to applicants outside India and is revised from time to time. We confirm the current figure before you pay. |
| Realistic self-done total | Rs 2,500 to Rs 6,000 | Everything above added together, excluding travel to Delhi and repeat trips. |
| Jharkhandnamechange.com assistance | Quoted per case | Charged separately from Government fees. Call 9540005002 for a fixed quote before you commit. |
Be careful with advertisements offering a "gazette name change in Jharkhand at Rs 999". The Central Gazette Government fee alone is more than that, and Jharkhand has no cheaper state route. A price below the Government fee means either an affidavit dressed up as a Gazette, or a Maharashtra-style state portal that does not apply to you. Ask any provider two questions: which Gazette, and does the price include the Government fee.
How Long Does a Gazette Name Change Take in Jharkhand?
Realistic timings, not the best case that nobody actually gets.
Day 1 to 2
Scans received, wording confirmed with you in writing, affidavit drafted and notarised in your district.
Day 3 to 7
Notice booked in one Hindi daily and one English daily. Complete original pages collected.
Day 7 to 10
Proforma, CD and request letter assembled, fee paid on BharatKosh, file delivered in Delhi in your name.
Day 30 to 45
Notification printed in Part IV. We download the PDF from egazette.gov.in and send it with the update checklist.
Total is commonly 3 to 7 weeks end to end. Part IV is released weekly, so a file that reaches the Department a day after the cut-off waits for the next cycle. Anyone promising a Central Gazette in 3 days is describing an affidavit, not a Gazette, and the "15 to 22 working days, fully online" figures you may see belong to Maharashtra's state portal, not to Jharkhand.
Name Change Work We Handle Across Jharkhand
One team for the notification and for every record that has to follow it. The full list, with the case each one fits, is on our name change services in Jharkhand page.
Central Gazette name change
Full spelling change, first name, middle name or surname, filed in Part IV of the Gazette of India from anywhere in Jharkhand.
Surname change after marriage
We check first whether the marriage certificate alone does the job. If a gazette is still needed, it is filed with the certificate attached.
Minor name change
For children under 18, filed by the parent or legal guardian at the minor rate, with the birth certificate.
Wrongly written name notice
The PUBLIC NOTICE form for a name misprinted on JAC, university or other certificates, quoting each wrong version exactly.
Father's or mother's name correction
Correcting a parent's name where it is recorded wrongly in your own documents, in the same notice as your own name where useful.
Date of birth: the honest answer
A gazette never changes a date of birth. We tell you which Registrar or board route applies instead, and quote nothing we cannot deliver.
Aadhaar and PAN updates
Post-Gazette updates for Aadhaar, PAN, bank accounts, EPFO and insurance policies, in the right order.
Passport re-issue
Re-issue in the new name at the Ranchi PSK or a POPSK, with the Gazette and the two supporting documents Passport Seva asks for.
Birth certificate correction
Handled the correct way, as a Registrar correction under Section 15 of the RBD Act, at the office that holds the register.
Gazette Name Change Service in All 24 Districts of Jharkhand
The Central Gazette is filed in Delhi, so your district does not limit you. The affidavit and newspapers are done where you are; the file is built in Ranchi and delivered by our Delhi office.
Working in Bengaluru, Pune, Delhi or abroad with a Jharkhand address on your Aadhaar? The file is built the same way. Call us before you start so the affidavit is sworn in the right place and the newspapers still circulate in Jharkhand.
Jharkhand Surname Spellings: Correction or Name Change?
Most "name change" enquiries from Jharkhand are not name changes at all. They are the same name, written three ways by three clerks.
Names in Jharkhand travel between Santali, Mundari, Ho, Kurukh, Hindi and English scripts, and every crossing is a chance for a different Roman spelling. Hembrom appears as Hembram. Tirkey appears as Tirki. Kujur appears as Kujoor. Minz appears as Minj. Oraon appears as Uraon and as Oram. Xalxo appears as Khalkho. Add Hindi transliteration habits, Kumar and Kumaar, Sinha and Singh, Prasad and Prashad, and a person can hold a JAC certificate, an Aadhaar and a bank passbook that a recruitment panel reads as three different people.
None of those forms is the wrong one. Public figures and whole villages use each. The question is never "which spelling is correct". It is "which spelling is on the document that the next office will judge you against", and for most purposes that anchor is your Class 10 certificate.
The three-question test we run on every enquiry
Does any document you hold already carry the spelling you want?
Yes, and one record is the odd one out: that is a correction at the issuing office, with the matching document as proof. No gazette, and for Aadhaar it falls inside the six no-gazette categories.
Are both spellings on properly issued documents?
Yes, and neither office will change: a one-and-the-same-person affidavit is what banks, employers and colleges accept. Boards, passport counters and recruitment panels usually will not, and then you move to the next question.
Does the spelling you want exist on nothing?
Then it is a real change, and the Central Gazette is what creates the link between the old and new versions on every record that follows.
Gazette Name Change Terms Explained for Jharkhand Residents
The words that appear on every name change website, in language people actually use.
- Gazette notification
- A formal announcement printed in the official journal of the Government of India. For a name change it is the document that Aadhaar, PAN, passport offices, banks, JAC and employers accept as legal proof.
- Central Gazette
- The Gazette of India, published by the Department of Publication in Civil Lines, Delhi. It is accepted everywhere in India and by foreign missions, and it is the only gazette that publishes a personal name change for a Jharkhand resident.
- Jharkhand Gazette
- The State Government's own weekly gazette, printed at the Jharkhand Government Press in Doranda, Ranchi and published at egazette.jharkhand.gov.in. It carries Government notifications, not citizens' name change notices.
- Part IV
- The section of the Gazette of India that carries notices from people rather than from the Government. Personal name change notifications appear here, weekly. Part IV belongs to the Central Gazette only.
- Affidavit
- A written statement you swear is true, signed before a notary public at a court complex. For a name change it records your old name, your new name, your address and the reason for the change.
- Proforma
- The Department's prescribed change of name form, typed in two copies, headed "No. ADVT IV /", signed in the old name and witnessed by two people with full addresses. This is the text that is actually printed.
- Public notice
- The proforma wording used when a name has been wrongly written on certificates. It quotes each wrong version exactly as printed and states the correct name, instead of declaring a new one.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in. It is the only accepted channel for the Central Gazette fee. Demand drafts and cash payments were discontinued.
- e-Gazette
- The portal at egazette.gov.in where published notifications are searched and downloaded. The Gazette of India has been digital only since 1 October 2015, so the PDF is the official copy.
- Corrigendum
- A correction to a notification already published. It must be sought within six months, with the published copy and a copy of the original submission. Free if the Government press erred; the fee again if the error came from your file.
- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, made by the Municipal Corporation, Nagar Parishad, Nagar Panchayat or block registrar that holds the register. It is not a Gazette matter.
- Deed of change of name
- A formal deed used by Government employees under the Ministry of Home Affairs Office Memorandum of 12 March 1987, so the service book is updated alongside the gazette.
After the Gazette Is Published: Update Your Jharkhand Records in This Order
Doing this in the wrong order is what turns a four week job into a four month one.
| Order | Record | Why it comes here |
|---|---|---|
| 1 | Aadhaar | Almost every other service verifies against Aadhaar. Update it first at an Aadhaar Seva Kendra in Ranchi or your district with the Gazette PDF, the affidavit and the newspaper pages. The fee is per attempt and is not refunded on rejection. |
| 2 | PAN card | The PAN correction form asks for proof, and an updated Aadhaar makes this straightforward. The PAN number stays the same. |
| 3 | Bank accounts | Banks check the PAN and Aadhaar pair. Updating the bank before both are done causes a mismatch. |
| 4 | Passport | Re-issue with a change of name at the Ranchi PSK or a POPSK. Passport Seva wants the Gazette plus two public or school documents already in the new name, so Aadhaar and PAN must be done first. The passport number changes and old visas do not carry over. |
| 5 | Voter ID and driving licence | Form 8 for the voter card, free. Sarathi and the RTO that holds your licence for the DL; the licence number does not change. |
| 6 | EPFO, UAN and insurance | Employer-linked records. Your HR department usually needs the Gazette on file first, and nominations are updated separately. |
| 7 | JAC, university and school records | Slowest of the lot. JAC applies its own correction process through the school, with its own fee and its own window. |
| 8 | Land, property, GST and business records | Handle last, once the identity documents all agree with each other. |
A Birth Certificate or JAC Certificate Mistake Is Not a Gazette Job
This is the single most common thing people in Jharkhand are sold wrongly. If your birth certificate has a spelling mistake or a wrong parent's name, that is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the registrar that holds the register: the Ranchi Municipal Corporation for a birth registered in the city, the Nagar Parishad or Nagar Panchayat for a smaller town, or the block registrar for a village birth. A name never recorded at all is entered under Section 14, within its own time windows.
A Gazette notification will not alter the entry in the birth register. The two documents live in different systems. If someone quotes you a Gazette price to correct a birth certificate, they are either confused or selling you something you do not need. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we tell you that clearly and quote both separately.
Name Change After Marriage, Divorce and for Children in Jharkhand
Surname change after marriage
For a surname-only change, Aadhaar and PAN accept the marriage certificate alone, and Passport Seva treats it as a re-issue with no proof beyond the form. A gazette is generally not required, and we say so before you pay. If your given name is also changing, or your documents disagreed before the marriage, the affidavit, newspapers and gazette route applies, with the certificate attached.
Reverting after divorce
A certified copy of the decree is the standard proof for going back to a maiden name, and the passport form needs nothing more. The gazette is the fallback only where the decree does not record the name you are reverting to. Courts do not publish this for you.
Changing a child's name
For anyone under 18, the parent or legal guardian applies on the child's behalf on the minor specimen form, at the minor fee. The birth certificate and the school record are usually needed. Where only one parent signs, a custody or guardianship order is required. For a JAC student, publish before the result is declared, because boards are far stricter after it.
Gazette Name Change for Government Employees in Jharkhand
Your process has an extra layer. Central Government employees, including railway, coal and steel PSU staff and central police forces posted in Jharkhand, follow the route set out in the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987. It requires a deed of change of name that recites the former name, designation and place of employment, signed in the new name and commonly witnessed by two Gazetted officers of the same Department, publication at the employee's own expense, and an application through your own office so that the service book is attested by the Head of Office.
State Government employees in Jharkhand should ask their establishment section which instrument it will act on before spending anything. The Jharkhand Gazette does not publish personal notices, so the Central Gazette is usually what the file ends up carrying, alongside the department's own deed format. We prepare the file to match whatever your department confirms in writing.
Armed forces, police and railway personnel usually have a service-specific procedure that sits alongside the Gazette. Bring us the circular your unit gives you and we will build the file around it.
Why Gazette Name Change Applications from Jharkhand Get Rejected
Every one of these is avoidable, and every one of them costs the fee again.
Document problems
- Spelling differs between the affidavit, the newspaper and the proforma
- A newspaper cutting sent instead of the complete original page
- Only one newspaper, two papers in the same language, or a weekly instead of a daily
- "Hitherto known as" wording used for what is really a correction
- The wrong spelling "tidied up" in the notice instead of quoted exactly as printed
- Proforma signed in the new name, or one witness instead of two
- Witness address without a pin code, or witness ID not self-attested
Process problems
- Stopping at the affidavit and assuming the change is done
- Paying by demand draft or at a counter, when BharatKosh is the only channel
- Sending originals to a "Gazette Office, Ranchi" copied from an unofficial website
- Applying to the Jharkhand Gazette, which has no route for this
- Only one parent signing for a minor without a custody order
- Updating the bank or the passport before Aadhaar and PAN agree with each other
Should You Do the Gazette Name Change Yourself or Use a Service in Jharkhand?
We will say it plainly: some people should do this themselves. Which parts can be done from a phone is on the name change online page.
| Point of comparison | Doing it yourself | Using Jharkhandnamechange.com |
|---|---|---|
| Money out | Rs 2,500 to Rs 6,000 if nothing goes wrong, plus travel or courier to Delhi | Government fee plus a quoted service charge, shown as two lines |
| Your time | Several days across the notary, two newspaper offices, BharatKosh and the post | About 30 minutes of sending scans and confirming spelling |
| Travel | Delhi if you file in person, or the risk of a posted file that comes back | None |
| Risk of paying twice | Real, because the fee is non-refundable and small errors are common | We check the wording with you in writing before anything prints |
| Best if | You have time, a plain adult change, and are comfortable with Government paperwork by post | You are working, the case involves certificates, a minor or a service record, or you want it right the first time |
If you are patient, your case is a plain adult name change with no marriage, divorce, minor, certificate or service record angle, and you are comfortable posting a file to Delhi and following up, you can do this yourself. Read this page, follow the order, and you will be fine. If any part of that sentence is not true for you, a service saves you more than it costs.
Why Jharkhand Residents Trust Us With Their Gazette File
A name change means handing your identity documents to someone you have never met. We take that seriously, and we would rather be slow and correct than fast and wrong. Who we are, in detail, is on the about page.
Your documents stay private
Your scans go to one advisor and one file. We do not resell your details, we do not add you to a marketing list, and we do not share your papers with anyone outside your case.
Nothing prints without your written yes
We send you the exact proforma wording, letter by letter, in Hindi and English where needed, and wait for your confirmation before the affidavit is typed or the notice is booked.
Government fee shown separately
Our charge and the Government fee are always quoted as two lines. You can see exactly how much reaches BharatKosh and how much is for our work, before you pay anything.
A desk in Ranchi, a filing office in Delhi
Meet us near Shaheed Chowk or send everything on WhatsApp. The same advisor handles your file from the first scan to the published PDF, on the same number you first called.
We tell you when you do not need us
If your case is one of the six no-gazette categories, a JAC correction or a Registrar correction, we say so and point you to the right office. We would rather lose the job than sell you the wrong one.
Five years of filing at the Department
Our founder, Vipin Chauhan, B.Tech LL.B, has filed change of name applications with the Department of Publication for over five years. The wording rules on this page come from returned files, not from other websites.

Gazette Name Change in Jharkhand: The Questions Google Gets Asked Most
Is there a gazette office in Ranchi for name change?
No. There is no Central Gazette counter in Ranchi or anywhere in Jharkhand. The only office is the Department of Publication, Civil Lines, Delhi 110054. The Jharkhand Government Press in Doranda prints the Jharkhand Gazette, which carries Government notifications and does not take a personal name change application.
Can I publish my name change in the Jharkhand Gazette instead of the Central Gazette?
Not in practice. The Jharkhand Gazette publishes departmental notifications and no form, fee or counter for a citizen's change of name is published on egazette.jharkhand.gov.in. A personal name change from Jharkhand goes to Part IV of the Gazette of India, which is accepted everywhere in any case.
Which newspapers are used for a name change notice in Jharkhand?
One Hindi daily and one English daily circulating in Jharkhand, with identical wording. Any of the large Hindi dailies with a Ranchi edition and any English daily with a Jharkhand edition works. Keep the complete original page of each, not a cutting.
Is a name change legal without a Gazette in Jharkhand?
You may use any name socially, but Government records need proof. For a full or first-name change, Aadhaar, PAN and the passport office ask for the Gazette notification, so a change without one is not usable where it matters. For the six correction categories, the supporting document is enough.
Can I change my name more than once?
Yes. There is no legal limit on how many times you may change your name in the Gazette, and each change follows the same steps and fee. Aadhaar, however, allows a name update only twice in a lifetime, so plan the Aadhaar side carefully.
Does a name change affect my CIBIL score or my bank loans?
The change itself does not affect a credit record. Problems come from an incomplete update, where the bank has the new name and the credit bureau still has the old one. Update Aadhaar and PAN first, then tell every bank and lender in the same week.
How do I correct my name on a JAC certificate?
Through the school, to the Jharkhand Academic Council, against the admission register, with the Council's own form and fee. If the register itself carries the wrong spelling, a PUBLIC NOTICE in the Gazette quoting the certificate exactly becomes the instrument, and for a current student it should be published before the result is declared.
Is the Gazette copy I download from egazette.gov.in valid?
Yes. The Gazette of India has been digital only since 1 October 2015, and the PDF downloaded from egazette.gov.in is the official copy. There is no separate paper original to collect, no attestation is needed for use in India, and nobody should charge you for the download.
How long is a Gazette notification valid for?
Forever. A published notification does not expire and does not need renewal. It stays in the Gazette record permanently, and you can download the same PDF again years later from the e-Gazette portal.
What is the difference between a name change and a name correction?
A change replaces one name with a different one and needs the Gazette in the "hitherto known as" form. A correction fixes an error in an existing record, and goes either through the office that issued the record or, where that office cannot help, through the PUBLIC NOTICE form of the Gazette. The two wordings are not interchangeable.
Can a company or a business in Jharkhand change its name through the Gazette?
A company name change goes through the Ministry of Corporate Affairs, not the personal Gazette route on this page. A proprietor changing their own name will usually need the personal Gazette first, then update the GST and trade licence records that carry that name.

Gazette Name Change in Jharkhand: The Short Version
Everything on this page in ten lines
- Check the six no-gazette categories first. Most marriage, spelling and name-order cases for Aadhaar need only the supporting document.
- A real name change from Jharkhand is three steps: affidavit, notice in one Hindi and one English daily, and a Part IV notification in the Gazette of India.
- The Jharkhand Gazette in Doranda publishes Government notifications. It has no route for a personal name change.
- There is one Central Gazette office, in Civil Lines, Delhi 110054. "Civil Lines, Jharkhand-110054" is a copied Delhi pin code, not an address.
- The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on BharatKosh only, revised each financial year and non-refundable.
- Publication commonly takes 30 to 45 days, so plan for 3 to 7 weeks end to end.
- A change uses "hitherto known as" wording. A wrongly written name uses a PUBLIC NOTICE that quotes each certificate's wrong spelling exactly.
- The proforma is signed in the old name with two witnesses. The file goes to the Department in your name, in person or by post.
- A birth certificate or JAC certificate mistake is a correction by the issuing office under its own rules, not a gazette.
- After publication, update Aadhaar first, then PAN, then bank, then passport, then everything else.
