The Department reads the depositor's name on the receipt against the name on the letter and the proforma. A receipt in a consultant's or a relative's name is a fee paid by a stranger for a stranger's notice, and the file waits or returns.
The account can be anyone's
The bank account or UPI ID that funds the payment does not matter; a son can pay from his phone for his mother's notice. What matters is the depositor name typed on the portal, which must be the applicant's old name.

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets. Failed, Double or Wrong-Amount BharatKosh Payments for a Gazette Fee
Failed: money debited, no receipt
The bank page succeeded but the portal did not confirm. Do not pay again the same hour. Check the portal's transaction status by the bank reference; an unconfirmed debit is usually reversed to the account within a few working days. Pay again only after the reversal or a confirmed failure, and keep both references.
Double: two receipts
Use one in the file. For the other, raise a refund request on the portal with both transaction references and the reason; the refund goes to the source account after the PAO's verification, in weeks. A spare receipt cannot be reused for another applicant or another case.
Wrong amount or wrong name
A short payment, the wrong case, or a receipt in the wrong name cannot be topped up or corrected; the office reads the receipt as it is. Pay the correct amount afresh in the correct name and use the new receipt; the wrong one goes into a refund request, which may or may not succeed for a wrong-purpose payment. Deciding the case first is cheaper.
