What "online service" honestly means. A service like ours is online for everything a portal or a phone can carry: scans, wording, payment, tracking, the PDF. The notary is still a person you sit in front of, the newspaper is still paper, and the file is still carried to Delhi in your name. Anyone who says otherwise is describing something the Department does not do.

What egazette.gov.in Does for a Jharkhand Name Change, and What It Does Not

It does

  • Hold every Gazette of India issue since publishing went digital on 1 October 2015.
  • Let you search Part IV by name, date range and keyword, free, without a login.
  • Give you the official PDF of your notification, which is the copy every office accepts.
  • Show the Gazette number, date and page you will quote at Aadhaar, PAN and the passport office.

It does not

  • Take an application. There is no form, no upload, no fee page for a change of name.
  • Issue a "certificate". The PDF is the notification; nothing else is issued.
  • Speed anything up. Publication is commonly 30 to 45 days from receipt of the paper file, weekly cycle.
  • Have anything to do with the Jharkhand Gazette, which lives at egazette.jharkhand.gov.in and carries Government notifications only. As reported, that gazette stopped printing personal name changes in July 2025 and the practice is under inquiry.

Finding your notice, click by click

  1. Open egazette.gov.in and choose the search for the Gazette of India.
  2. Select Part IV, set the date range to the weeks after your file reached Delhi, and enter your old name or new name as a keyword.
  3. Open the issue that lists your name, download the PDF, and note the Gazette number, date and page number.
  4. Save the PDF in two places. It never expires and can be downloaded again, but the numbers are what you will quote for years.

If nothing appears after six weeks, search by every spelling variant and by the old name; a file that was returned carries a note saying why, and that note comes by post to the address in your request letter.

Paying the Gazette Name Change Fee Online on BharatKosh From Jharkhand

The one truly online Government step in the whole process, and the one place the Government fee goes.

  1. Open bharatkosh.gov.in, the Non-Tax Receipt Portal of the Government of India. A quick payment without registration is enough for one fee.
  2. Choose the Ministry of Housing and Urban Affairs and, under it, the Department of Publication as the receiving office; then the purpose relating to Gazette notification for change of name.
  3. Enter the amount: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, Rs 1,350 for a public notice of a wrongly written name, plus Rs 250 per alias. The Department revises fees each financial year, so confirm the figure on the day.
  4. Fill the payer details in the applicant's own name and the address on the affidavit. The receipt must carry the applicant's name, not a relative's or an agent's.
  5. Pay by net banking, card or UPI, download the receipt with the transaction reference, and print it for the request letter.
Three things that are not payment. A demand draft, which the Department stopped taking years ago. Cash at any counter, because there is no counter in Jharkhand and the Delhi office does not take cash. A payment link from a service provider, which is a service charge and not the Government fee. The fee is non-refundable, so a wrong purpose code or a wrong name on the receipt costs it again.

The file in Delhi

Five papers, in original where required, reach the Department of Publication in person or by post in the applicant's name. There is no upload, no counter in Ranchi, and no agent submission. Can I update PAN online after the gazette?+
Yes, through Protean or UTIITSL, uploading the Gazette PDF and the updated Aadhaar. The fee is Rs 72 or Rs 107 depending on dispatch, and the PAN number never changes. Do it after Aadhaar, because PAN is checked against Aadhaar.
