The first rule

Name Change in PAN Card Is a Correction, Never a New PAN

Name change in PAN card in Jharkhand: the correction form with the Gazette or marriage certificate and updated Aadhaar, the PAN number never changes — Same ten characters, new name printed against them. That is the whole of a PAN name change.

A Permanent Account Number is a lifetime identifier. A name change updates the details printed against it; the ten characters do not move. The Income Tax Department treats two PANs held by one person as an offence under Section 272B, with a penalty of Rs 10,000, and it finds them, because Aadhaar linking ties both to one Aadhaar. The person most at risk is the bride or the newly renamed applicant who, told that a correction is "complicated", fills the new PAN form on the same portal instead. The new PAN form is for someone who has never held one.

What changes

The name printed on the card and held in the database, and if you ask, the photograph and signature. Optionally the father's name, where that is what was wrong.

What does not

The PAN itself, your date of birth unless separately corrected with its own proof, and your income tax history, which stays attached to the number.

Two things the copied guides get wrong. "Type your new name as Smt" is not a rule; PAN has no honorific field and the name is typed as it will print. And "an affidavit" is not on the proof list for a legal change; Protean and UTIITSL want the certificate, the decree or the Gazette.

The catches

Three PAN Rules That Catch Jharkhand Names

1. No initials

PAN stores the name in three fields, last, first and middle, and does not accept initials in the way Aadhaar does. "S. K. Mahto" on Aadhaar and "Sunil Kumar Mahto" on PAN will not link. Expand the initials on Aadhaar first, then correct PAN to the same expanded form. The surname page covers the single-name records that make this worse; a person with no surname gives the single name in the last name field and leaves the rest blank.

2. The father's name stays

PAN carries a father's name field, and it is not touched by a marriage. Sunita Kumari becoming Sunita Verma changes the name field; the father's name remains Ramesh Prasad. Entering the husband there is a self-inflicted mismatch with the caste and JAC records, and a separate correction to undo. The field changes only where it was wrong, or on adoption.

3. Match Aadhaar exactly

Since linking became mandatory, the PAN name is checked against the Aadhaar name at the Department's end. Hembrom against Hembram, or Devi against a surname, is a mismatch. Make Aadhaar right first, against the Class 10 certificate, then type the PAN name from the Aadhaar, letter for letter and in the same order.

Central Gazette Name Change Process From Jharkhand, Step by Step, Before the PAN Update

For a first or full name change, PAN wants the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Here is the whole Central Gazette process, in the order it happens.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded.

Either provider issues a valid corrected PAN. The back of your card names the one that printed it; the other works too.

Aadhaar first

Do not open the PAN portal until the updated e-Aadhaar is downloaded. PAN is checked against it, and Aadhaar-based e-KYC on the portal fills the address from it.

Open the correction service

On the Protean PAN portal, "Changes or Correction in existing PAN Data"; on pan.utiitsl.com, "Change/Correction in PAN Card". Applicant type individual; enter the existing PAN, date of birth and contact details. Do not use the Instant e-PAN service on the Income Tax portal, which only allots new PANs.

Tick the name field, upload proof

Only the fields that change. Type the name exactly as on the updated Aadhaar, expanded, in the last, first and middle boxes. Upload the certificate, decree or Gazette as the name-change proof and Aadhaar as identity and address proof; photograph and signature as the portal asks.

Pay, note the number, track

Rs 72 for e-PAN only or Rs 107 for a card in India, commonly. Protean gives a 15-digit acknowledgement number, UTIITSL a coupon number. e-PAN by email in days; the card by Speed Post. If the status shows a discrepancy remark, resubmit with the right document; do not file a fresh application.

The e-filing portal shortcut. Where your PAN name differs from Aadhaar only by spelling, the Income Tax e-filing portal lets you request a PAN name correction to match Aadhaar, verified by Aadhaar OTP, without uploading a document. It works only when Aadhaar is already right and your mobile is registered with it; it does not work for a marriage surname or a Gazette change, which need the proof through Protean or UTIITSL.

The reason it matters

PAN and Aadhaar Linking After a Name Change: Fixing the Mismatch

Linking PAN with Aadhaar is mandatory under Section 139AA of the Income-tax Act, an unlinked PAN becomes inoperative, and linking after the deadline carries a fee of Rs 1,000 under Section 234H. An inoperative PAN means higher TDS, blocked mutual fund and share transactions, and returns that cannot be filed. A name change is the commonest reason a link fails, and the Department treats two kinds of mismatch differently.

Minor mismatch

A small spelling difference or a missing initial.
The Income Tax portal lets you link anyway, verified by the OTP on the Aadhaar mobile.
Or correct the PAN name to match Aadhaar on the e-filing portal by Aadhaar OTP, with no document.

Major mismatch

A different surname, a different first name, Kumari against a family surname, Hembrom against Hembram.
The link is refused. Correct whichever record is wrong: Aadhaar against the Class 10 certificate, then PAN against Aadhaar with the proof.
Only then link, on the Income Tax portal under Link Aadhaar.

Check before you pay. On the Income Tax portal, Link Aadhaar shows the name held against your PAN. Compare it with the Aadhaar line by line before you file anything, so the correction you pay for is the one that closes the gap.

Protean and UTIITSL both authorise PAN service agents and TIN facilitation centres in Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar and the district towns, often inside Pragya Kendras and courier franchises. The Income Tax office

The Aayakar Bhawan in Ranchi and the ward offices do not process PAN corrections; Protean and UTIITSL do. The Department's helpline, Aaykar Sampark Kendra, answers linking and inoperative-PAN questions.

Employers and banks in Jharkhand read PAN and Aadhaar together. CCL, HEC, SAIL, Tata Steel and the banks run KYC against both, and a married woman whose PAN still says Kumari while Aadhaar says Verma is the most frequent mismatch we see.
