The Three-Question Test for Any Surname Change in Jharkhand

Look at your Class 10 certificate, birth certificate, caste certificate, old Aadhaar, passport. If yes, and one record is the odd one out, that record is corrected at its own office using the matching document. No gazette. For Aadhaar, this sits in the six no-gazette categories.
2. Is it wrongly written on a certificate whose issuing office cannot correct it?
JAC corrects against the school's admission register; if the register carries the same wrong form, there is nothing to correct against. Then the route is a PUBLIC NOTICE in the Gazette of India quoting the certificate exactly, at commonly Rs 1,350. Never "hereafter be known as".
3. Does it exist on nothing?
A surname added to first-name-only records, a caste name dropped, a surname chosen for its own sake. This is a change of name: affidavit, two newspapers, Gazette of India at commonly Rs 1,100, then the record updates in order.
Adding a Surname to First-Name-Only Records in Jharkhand
The most Jharkhand surname case of all, and the cleanest Gazette filing there is.
Across the state, school registers were filled with a single name for a generation of children. The JAC certificate reads "Sunil", the Aadhaar was enrolled as "Sunil", and the bank passbook says "Sunil". Then the passport form, a central job form or a foreign university asks for a surname, and there is nothing to give. Adding the family name, "Sunil Tirkey", is a change of name in the strict sense: the new form exists on no document, so the Gazette of India is what creates it and links it to the old.
Which surname to add
The family's surname as it appears on your father's documents and your caste certificate, in the Roman spelling used there. For a tribal surname with variants, the caste certificate spelling and the father's Class 10 spelling should agree; if they do not, settle that first, because you get one clean shot at Aadhaar.
The affidavit and proforma
"I, Sunil, son of Mangra Tirkey ... have changed my name and shall hereafter be known as Sunil Tirkey." Signed "Sunil", the old single name, with two witnesses. Detail on the affidavit page.
After publication
Aadhaar first, with the Gazette PDF; then PAN, bank, then the passport, where the given name and surname finally sit in their own fields. JAC does not reprint the certificate and does not need to; the Gazette page is the bridge.
Dropping or Replacing a Caste or Community Surname in Jharkhand
Removing a surname that signals caste, or replacing it with a neutral one, is a change of name by personal preference. No office in Jharkhand or Delhi may ask you to justify it beyond the one-line reason in the affidavit, and "personal preference" is that reason. The route is the ordinary change of name: affidavit, one Hindi and one English notice, the Gazette of India at commonly Rs 1,100, signed in the old full name.
What changes, what does not

- Your caste does not change, and a caste certificate remains valid; it is re-issued in the new name against your father's records if a panel wants consistency.

Watch for
- A recruitment panel reading the old surname on the Class 10 and the new one on Aadhaar: carry the Gazette page to every verification.
- Replacing one surname with another that already appears on some document of yours: then it is a correction, not a change, and cheaper.
- Children: their surname does not follow yours; a change for them is the minor route.
Kumari, Devi and the Family Surname: The Commonest Jharkhand Pattern
Sunita Kumari, Rekha Devi, Anita Kumari. Across Jharkhand and Bihar, "Kumari" for an unmarried woman and "Devi" for a married one sit where a surname would, on the Class 10 certificate, the Aadhaar and the voter list. When a passport, a bank abroad or a central job asks for a family name, the woman wants Sunita Verma or Sunita Tirkey instead. Which route that is depends entirely on what the family surname already appears on.

Surname Spelling Variants in Jharkhand That Are Not Surname Changes
Hembrom and Hembram. Tirkey and Tirki. Kujur and Kujoor. Minz and Minj. Oraon, Uraon and Oram. The same surname, written by different clerks.
Names in Jharkhand cross from Santali, Mundari, Ho and Kurukh into Hindi and then into English, and every crossing produces a Roman variant. None of the variants is the wrong one; whole villages and public figures use each. So a person holding Hembrom on the JAC certificate and Hembram on Aadhaar does not want a surname change. They want two records read as one person, and the cheapest way to get that is to make the odd record match the anchor.
One record is odd
Aadhaar says Hembram, everything else says Hembrom: correct Aadhaar against the Class 10 certificate. It falls in UIDAI's transliteration category, no gazette, Rs 50 to Rs 75, and it does spend one of two lifetime updates, so do it once and correctly.
The certificate itself is odd
JAC printed Tirki, everything else says Tirkey: JAC corrects through the school against the admission register. If the register also says Tirki, there is nothing to correct against, and a PUBLIC NOTICE in the Gazette of India quoting "TIRKI" exactly, at commonly Rs 1,350, is the instrument. Never a change of name.
Both properly issued, neither office will move
A one-and-the-same-person affidavit satisfies banks, employers and colleges. Boards, passport counters and recruitment panels usually want the anchor corrected or the public notice. The affidavit page has the format.
Surnames on the Passport: The Given-Name and Surname Split for Jharkhand Applicants
The passport form has two boxes, given name and surname, and the passport prints them on two lines. A single name has to go somewhere. Passport Seva's practice is to put a single name in one field and leave the other blank, which produces a passport reading "SUNIL" with an empty line, and that passport then mismatches a visa form, an airline booking or a foreign university record that insists on both. This is the reason most single-name Jharkhand residents add a surname in the first place.
Before the passport
Add the surname through the Gazette of India first, then Aadhaar and PAN, and only then apply for the passport. Passport Seva wants the Gazette, or two newspaper notices, plus two documents already in the new name, so the order is fixed.
Passport already issued with a single name
A re-issue for change of personal particulars with the Gazette and the updated Aadhaar and PAN. The passport number changes, and old visas do not carry over. Re-issue before the next visa application, not during it.
Splitting an existing two-word name
"Sunil Kumar" with both words in the given-name field and a blank surname is a field problem, not a name change. Ask the PSK to re-issue with "Kumar" as surname; no gazette, because no letter of the name changes. If the PSK insists on a gazette in writing, that is one of the four cases where we file one.
