Changing Kumari or Devi to a Husband's Surname in Jharkhand

Sunita Kumari becomes Sunita Verma. Rekha Devi becomes Rekha Singh. It is the commonest name change in Jharkhand and the one people are quoted the most money for, usually without needing to be. One distinction saves most of that money, and it comes from UIDAI's own list of acceptable documents. That list accepts a marriage certificate issued by a Central or State Government as proof of identity, and it lists a gazette notification specifically for a change in the first name or a change in the full name. Replacing Kumari or Devi with a husband's surname is neither of those. It is a surname change, and for most offices the marriage certificate is the paper that does the work. This page shows when that is enough, when a mismatch between Kumari on one document and Devi on another is the real problem, and the narrow cases that genuinely need a notice.

Quick answer

Replacing Kumari or Devi with a husband's surname is a surname change, and that matters because the rules treat a surname differently from a first name. UIDAI's published list of acceptable documents accepts a marriage certificate with or without photograph issued by a Central or State Government as proof of identity, and its gazette entry reads for change in first name or change in full name, gazette notification. Your first name is not changing and your full name is not being replaced, so for most offices the marriage certificate is the document to carry, not a gazette notice. That is the money-saving point on this page and almost nobody states it plainly. Two things still trip people up. The first is that Kumari and Devi are not really surnames at all. They are words the Hindi belt places where a surname sits, and because nobody treated them as a family name, the same woman often ends up with Kumari on her Aadhaar, Devi on her child's marksheet, and a husband's surname on her bank account. That is a mismatch, and a mismatch is a different problem from a marriage name change, with a different fix. The second is order. The marriage certificate is the anchor, so get that first and correctly spelt, then Aadhaar, then PAN and bank, then anything else. Where a notice genuinely is needed, usually because a woman wants to drop Kumari without a marriage or because a record cannot be moved any other way, it is the Central Gazette at Civil Lines, Delhi 110054, since no district in Jharkhand has a gazette counter.

What Kumari and Devi Actually Are on a Jharkhand Document

Changing Kumari or Devi to a husband's surname after marriage in Jharkhand documents
Neither word is a family name, which is exactly why the same woman ends up with three different versions.

Across Jharkhand and the whole Hindi belt, Kumari and Devi sit in the place where a form expects a surname, but they are not family names. Kumari is written for an unmarried girl and Devi for a married woman, and a clerk filling a school register or a ration card simply put the right word for the right stage of life. Nobody chose it as a family name and nobody recorded it as one.

That single fact explains almost every problem on this page. Because nobody treated the word as a family name, nobody kept it consistent. The same woman commonly has:

Kumari on the school papers

Written when she was a girl at school, and still sitting on the Class 10 certificate today, which is the document everything else gets checked against.

Devi on later records

Added after marriage by a clerk at a ration card or land office who thought that was the correct form, without any application from her.

The husband's surname on the bank account

Because the bank form asked for a surname and the family gave the real one.

Nothing at all on some papers

A single first name, which is its own problem and is covered on the adding a surname page.

So there are two different problems, and they need different answers. One is a marriage name change, where you have decided to take your husband's surname and want the records to follow. The other is a mismatch, where Kumari and Devi and a surname are scattered across your papers without you ever having applied for anything. People arrive asking about the first and turn out to have the second, which is why the next section starts with which case you are in rather than with a process.
A note for women who do not want to change anything. Nothing requires you to take a husband's surname, and keeping Kumari or your father's surname is completely normal and legal. If your papers are consistent as they are, leave them alone. This page is for when you want the change, or when the papers already disagree with each other.

The Three Kumari and Devi Cases, and What Each One Needs

The three Kumari and Devi situations and the document each one needs
Your situationWhat it isWhat you need
You married and want your husband's surname on your recordsA surname change after marriageThe marriage certificate. UIDAI's list accepts a marriage certificate issued by a Central or State Government as proof of identity, and most other offices follow. No gazette in the ordinary case
Kumari on Aadhaar, Devi on your child's marksheet, a surname on the bank accountA mismatch you never applied forPick one version, usually the one your Class 10 certificate carries or the one the marriage certificate now supports, and bring the others to it. A one and the same person affidavit often bridges the gap while you do
You want to drop Kumari without a marriage, or take a different surname altogetherA change of nameThere is no certificate to rely on, so this is the change of name category in the Gazette of India
Your name is wrongly spelt as well, such as Sunita written SuneetaA misprint, on top of everything elseA correction, which is a different gazette category from a change. The correction against change page sorts this out
Your mother's name differs between your marksheet and her AadhaarHer mismatch, appearing in your fileUsually an affidavit at your end and a correction at hers. The mother's name page covers it
The mismatch case is the one that actually costs people admissions and jobs. A woman whose own papers disagree is fine for years, and then her child's counselling or her own verification asks why the mother's name is Devi on one paper and Kumari on another. Sorting it out calmly now is far easier than during a deadline, and it usually costs an affidavit rather than a gazette.
Get the marriage certificate before anything else, and check the spelling on it. It is the anchor for this whole exercise, and a spelling mistake on it makes every later office argue with you. Read both names, both fathers' names and the date letter by letter before you accept it.

Why a Surname Change Needs Less Than a Name Change

This is the part that saves the money, and it is written in UIDAI's own published list of acceptable documents.

What the UIDAI list of acceptable documents says about marriage certificates and gazette notifications
The entryWhat it saysWhat it means for you
Marriage certificate"Marriage Certificate with or without photograph issued by Central Government / State Government"Accepted as proof of identity. This is the document a woman taking her husband's surname should be carrying
Gazette notification"For change in first name or change in full name: Gazette notification"The entry is written for a first name change or a full name change. Sunita Kumari becoming Sunita Verma is neither, because Sunita stays

Read those two rows together and the ordinary marriage case answers itself. You are keeping your first name and replacing the word that sat in the surname position, with a Government-issued certificate that proves why. That is what the marriage certificate entry exists for.

Two honest limits on that. First, a name update in Aadhaar is still an update, and UIDAI limits how many times a name may be changed in a lifetime, so do not spend one casually or twice over. Second, an operator at a kendra can still ask for more than the list requires, and arguing at a counter rarely works; the answer there is to carry the list itself and to ask the kendra supervisor, not to give up and buy a gazette. The limits are on the Aadhaar page.
Where a gazette genuinely comes in. If you want to drop Kumari without a marriage, if you are taking a surname that is nobody's in your family, or if a record simply cannot be moved with the certificate and the affidavit, then you are in change of name territory and the notice is the instrument. That is a real case, it is just far rarer than the number of people who are sold one.

The Order to Change Kumari or Devi on Your Documents

1

Decide the final full name

First name, and the surname you will use everywhere. Write it once, letter by letter. Half the trouble on this subject comes from women who changed three papers one way and two the other.

2

Get the marriage certificate, and check it

Issued by the registrar, with both names, both fathers' names and the date spelt correctly. This is your anchor, so a mistake here is a mistake everywhere.

3

Leave the school certificates alone

Your Class 10 certificate records what your name was then, and it is normal for it to keep the old form. It is not a document that gets rewritten after a marriage, and trying to is usually wasted effort.

4

Aadhaar next

With the marriage certificate as proof. Do it once and do it right, because the lifetime limit on a name update is real.

5

Then PAN, bank and PF

PAN through its correction form, the bank with the certificate and the updated Aadhaar, and PF through the employer's joint declaration where the record differs.

6

Then the certificates that get reissued

Caste, residence and income certificates are issued afresh through JharSewa rather than amended, so they pick up the current name once the rest is done.

7

Passport last

It wants to see the other documents already carrying the name. Marriage and divorce are treated differently from an ordinary name change, which the passport page explains.

8

Keep the set together

The marriage certificate, the affidavit if you used one, and the old and new documents in one folder with a scan on your phone. Your child's admission file will ask for this one day.

Do not start with the bank. Families often do, because the bank is where the problem first appears. The bank will then ask for an updated identity document, and you will be doing Aadhaar second anyway. Marriage certificate, Aadhaar, then everything else, in that order, is the shortest path.

Central Gazette Name Change Process From Jharkhand, Step by Step, When a Notice Is Genuinely Needed

This section is for the narrow cases named above: dropping Kumari without a marriage, taking a surname that is not the husband's, or a record that cannot be moved with the certificate and an affidavit. No district in Jharkhand has a gazette counter, so the file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative.

The Eight Steps of a Central Gazette File Sent From Jharkhand

1

Fix the full name before anything else

First name and the surname you are taking, letter by letter, and then use that version in every paper. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

The Department runs twelve separate guideline categories. A woman going back to a maiden surname has one of her own; taking a different surname has another; a misprint is a public notice. Download only the one that fits.

3

Type the proforma in duplicate

Two originals, signed in the existing name for a change of name, with two witnesses giving signature, full name, address and mobile number on both copies.

4

Sign the undertaking

Same names and address as the proforma, word for word, with the clause accepting personal responsibility if a legal issue arises later. Rs 100 non-judicial stamp paper with a notary is our safe default.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying the old name, the new name, the father's or husband's name and the address. The whole original paper goes in the file.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then download it

Check the old name and the new name letter by letter the day it publishes, note the page and issue number, and download the e-Gazette copy of that Part IV issue.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette file and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category's format; the existing name exactly as your documents carry it; the new name; the father's or husband's name; the full address with pin code; the signature in the right name; two witnesses complete with signature, full name, address and mobile number
2. The undertakingSigned by the applicant; the same names and address as the proforma, word for word; the declaration that the statement is true, with personal responsibility accepted if a legal issue arises later
3. The original newspaperThe original paper, not a cutting; the paper's name and date of publication visible; the old name, the new name, the father's or husband's name and the address carried; the same spelling as the proforma; dated within the last year
4. Photographs and identity proofTwo self-attested passport photographs; identity and address proof matching the proforma address; both witnesses' proofs; and the marriage certificate where the change follows a marriage
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, name typed in place of the signature; the certificate that hard and soft copies are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A misprint filed on the change of name form comes back, and so does a change filed on the public notice form. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
How to read the published notice before you rely on it. Open the e-Gazette copy and check five things: that it says Part IV; the date of publication; the old name exactly as your documents carry it; the new name, letter by letter including the surname; and the father's or husband's name and address. Then note the page number and the issue number, because that is what an office will quote back to you.

The posting detail is on the sending the file to Delhi page, the wording on the proforma format page, the charge by category on the fee and undertaking page, and the download on the download page.

What to Carry to Each Office in Jharkhand

What each office in Jharkhand needs for a Kumari or Devi to surname change
The officeWhat to carry
AadhaarThe marriage certificate, which UIDAI's list accepts as proof of identity. Remember the lifetime limit on a name update, so go once with the final version. The Aadhaar page has the limits
PANThe correction form with the marriage certificate and the updated Aadhaar. The PAN number never changes, and a second PAN carries a penalty. The PAN page has the route
BankA request letter with the certificate and the updated identity document. Where two of your papers still differ, a one and the same person affidavit bridges it. The bank records page covers it
Employer and PFUsually a joint declaration through the employer rather than anything published. Ask which form they use before buying anything
Caste, residence and income certificatesIssued afresh through JharSewa rather than amended, so do them after Aadhaar. A caste certificate follows birth, so it still names your father even after marriage. The caste certificate page explains
Ration cardThrough the Aahar portal or the block supply office, and the e-KYC there wants an exact match, so do it after Aadhaar is settled. The ration card page has the steps
School and board certificatesLeave them. They record what your name was then, and a marriage does not rewrite them. Your children's records naming you are a different matter and are usually corrected at their school
PassportLast, with the others already updated. Marriage and divorce are treated differently from an ordinary name change
The one that surprises women most: your own Class 10 certificate stays as it is. It is a record of a past fact, not a live identity document, and every office in India understands that a married woman's school certificate carries her earlier name. What matters is that the chain from that certificate to your current name is explained by the marriage certificate. That chain is the thing to protect, not the old certificate.

What Changing Kumari or Devi Costs in Jharkhand

Cost and time for each route when changing Kumari or Devi to a surname
RouteCostTime
The ordinary marriage caseThe marriage certificate's own charge, the Aadhaar update fee, the PAN correction charge, and nothing else. No gazette charge at allA few weeks across the offices, mostly waiting for cards to arrive
A mismatch, bridged by an affidavitRs 100 non-judicial stamp paper plus the notary's charge, and then the same office fees as aboveThe affidavit is same day, the offices take their usual time
Change of name in the GazetteThe Department's guidelines print Rs 1,100 for a change of name of an adult or major for the financial year 2016 to 2017, adding that it varies each financial year and from case to case, and Rs 3,500 for an Indian living abroad. Plus the newspaper, the notary and the courierPart IV publishes weekly, so allow several weeks from posting
Public notice, where a spelling is also wrongThe guidelines print Rs 1,400 for that category, same year, same caveat, and applicants are commonly quoted around Rs 1,350 with the undertakingThe same weekly cycle
Our chargeQuoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site
The comparison worth reading twice. The ordinary marriage case costs the office fees and nothing more. A gazette notice adds over a thousand rupees in Government charge alone, plus the newspaper. So when somebody quotes you a gazette package for a routine Kumari to husband's surname change, ask them which entry in the rules makes it necessary, given that UIDAI's own gazette entry is written for a change in first name or full name. The full cost picture is on the name change cost page.

Myths About Kumari, Devi and a Married Surname

"Every married woman needs a gazette"

No. UIDAI's list accepts a marriage certificate as proof of identity, and its gazette entry is written for a change in first name or full name. Replacing the word in the surname position is neither.

"Kumari and Devi are my surnames"

They are words for an unmarried girl and a married woman, written by clerks in the surname position. Treating them as family names is what produced the mismatch in the first place.

"My Class 10 certificate must be changed too"

It should not be, and usually cannot be. It records what your name was then, and every office understands that. The marriage certificate explains the chain.

"Changing the name is compulsory after marriage"

Nothing requires it. Keeping your own name is normal and legal, and if your papers are consistent as they are, the cheapest action is none.

"I can update Aadhaar as many times as I like"

You cannot. A name update is limited in a lifetime, so going twice, once to Devi and later to a surname, wastes something you may want later.

"The bank is the place to start"

The bank will ask for an updated identity document, so you end up at Aadhaar anyway. Marriage certificate, Aadhaar, then the rest.

"My caste certificate will change with my surname"

Caste follows birth, and the certificate still names your father. That is correct, not an error, and it confuses families every year.

"A clerk wrote Devi, so it is official now"

It is on a record, which is not the same as you having applied for it. That entry is usually the thing to correct, not the thing to build on.

"One affidavit fixes everything"

It bridges two versions while you sort the records out. It does not update any database by itself, and offices still have to be visited one by one.

Kumari and Devi to a Husband's Surname: Frequently Asked Questions

Do I need a gazette to change Kumari to my husband's surname?+
In the ordinary case, no. UIDAI's published list of acceptable documents accepts a marriage certificate with or without photograph issued by a Central or State Government as proof of identity, and its gazette entry reads for change in first name or change in full name, gazette notification. Sunita Kumari becoming Sunita Verma is neither a first name change nor a full name change, so the marriage certificate is the document to carry. A gazette becomes necessary in narrower cases, such as dropping Kumari without a marriage.
Is Kumari or Devi actually my surname?+
No. Kumari is written for an unmarried girl and Devi for a married woman, and clerks across the Hindi belt put them where a form expects a surname. Nobody recorded them as a family name, which is exactly why they were never kept consistent, and why so many women end up with Kumari on Aadhaar, Devi on a later record and a real surname on a bank account.
Kumari is on my Aadhaar and Devi on my child's marksheet. What do I do?+
That is a mismatch rather than a marriage name change, and it is the version of this problem that actually costs people admissions and jobs, usually when a child's counselling asks why the mother's name differs. Pick one version, normally the one your Class 10 certificate carries or the one the marriage certificate now supports, and bring the others to it. A one and the same person affidavit bridges the gap while you do, and it costs a few hundred rupees rather than a gazette.
Should I change my Class 10 certificate as well?+
No, and normally you cannot. It records what your name was when you sat the examination, and every office in India understands that a married woman's school certificate carries her earlier name. The chain from that certificate to your current name is what the marriage certificate provides, and protecting that chain matters far more than rewriting an old document.
What order should I change the documents in?+
Marriage certificate first, and check its spelling carefully because everything hangs on it. Then Aadhaar, using the certificate as proof. Then PAN, bank and PF. Then the certificates that get reissued through JharSewa, such as caste, residence and income. The passport last, because it wants to see the others already updated. Starting at the bank, which is what most families do, just means doing Aadhaar second anyway.
How many times can I change my name on Aadhaar?+
It is limited in a lifetime, which is why going twice, once to Devi because a clerk suggested it and later to your husband's surname, is a real waste. Decide the final version first and go once. The limits and the exception route are on the Aadhaar page.
Am I required to take my husband's surname after marriage?+
No. Nothing in law requires it, and keeping your own name or your father's surname is completely normal. If all your documents are consistent as they stand, the cheapest and safest action is to leave them alone. This page is for when you want the change, or when your papers already disagree with each other.
Will my caste certificate change with my surname?+
Your caste follows your birth, so the certificate continues to name your father, and that is correct rather than an error. A fresh certificate issued through JharSewa after your other records are updated will carry your current name while still showing your father's details. The caste certificate page explains this.
My marriage certificate has a spelling mistake. Does it matter?+
Very much, because it is the anchor for the whole exercise. Get it corrected by the registrar before you take it to any other office, since an error there will be copied into Aadhaar, PAN and the bank and then has to be unwound in several places. Read both names, both fathers' names and the date letter by letter the day you receive it.
What if I want to drop Kumari but I am not married?+
Then there is no certificate to rely on, and this becomes a change of name in the Gazette of India. The Department's guidelines print Rs 1,100 for a change of name of an adult or major for the financial year 2016 to 2017, adding that it varies each financial year and from case to case, and the file goes to Civil Lines, Delhi 110054 because no district in Jharkhand has a gazette counter.
My first name is also spelt wrongly on one document. Same process?+
No, a misprint is a different gazette category from a change of name. A public notice declares that a name has been wrongly written and states the correct one; a change of name announces a new name. They have different proformas and different charges, and using the wrong one returns the file. The comparison is on the correction against change of name page.
A kendra operator in Ranchi is insisting on a gazette. What now?+
Carry UIDAI's own list of acceptable documents, which names a Government-issued marriage certificate as proof of identity and reserves the gazette entry for a change in first name or full name, and ask for the kendra supervisor rather than arguing with the operator. Arguing at a counter rarely works, but showing the list to the right person often does. If it still fails, tell us which kendra and what was said, because that changes what we advise you to do next.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. The two entries this page turns on, that a marriage certificate with or without photograph issued by a Central or State Government is acceptable as proof of identity, and that a gazette notification is listed for a change in first name or change in full name, are taken from UIDAI's published list of supporting documents for Aadhaar enrolment and update, linked below. The lifetime limit on an Aadhaar name update comes from UIDAI's own standard operating procedure. The gazette categories, the proforma wording, the submission and non-return rules, the one-year rule and the printing charges for 2016 to 2017 come from the Department of Publication's guidelines. What a particular Aadhaar kendra or bank branch in Jharkhand does on a given day is written from our own filing experience and is described as practice, not as rule, because it varies by counter. We do not tell women they must change their name after marriage, because nothing requires it, and where the documents are already consistent we say so rather than selling a service. Who we are is on the about page.

Official Sources on Marriage, Aadhaar and Name Changes

Kumari and Devi in Eight Lines

The short version

  • Kumari and Devi are not family names, which is why they were never kept consistent.
  • Taking a husband's surname is a surname change, not a first name change.
  • UIDAI accepts a Government-issued marriage certificate as proof of identity.
  • Its gazette entry is written for a change in first name or full name.
  • So the ordinary marriage case needs no gazette notice at all.
  • A mismatch across your papers is a different problem, often fixed by an affidavit.
  • Order: marriage certificate, Aadhaar, PAN and bank, then the rest, passport last.
  • Your Class 10 certificate keeps the old name, and that is correct.

Most of these cases need a marriage certificate, not a gazette.

Send the certificate and your Aadhaar and we will tell you which of the three cases you are in, before you spend anything.
