"My mother's name is wrong on my caste certificate." It is not on it. The Jharkhand caste, residence and EWS certificates name the applicant and the father, because the father is the caste link; a mother's name mismatch cannot arise there, and a mother's caste is not what the certificate certifies. Central Gazette Name Change Process From Jharkhand, Step by Step, For a Mother's Name: the Two Instruments That Exist

Only two Gazette of India instruments exist for a mother's name. The first is the MOTHER'S OWN change of name, filed by her in her own name if she has chosen a new name, or has taken a married surname that her older records never carried and the marriage certificate does not settle, which every record of her children then follows. The second is a PUBLIC NOTICE declaring the mother's name wrongly written on specified certificates, filed by the child, or by the mother once for all her children, quoting each misprint exactly. A mother's name on a child's document is never changed by the child's own change of name, and a spelling correction against the mother's documents needs no Gazette at all. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in the applicant's own name. Reading the published notice for each office

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. JAC, the PAN portal, the Passport Seva counter and the Circle Officer read the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. For a mother's name the choice is fixed: the mother's own chosen change is a change of name filed by her; a mother's name misprinted on the children's certificates is a public notice, filed once by the mother for all of them or by each child, and the wording names each certificate; a spelling her own documents already carry correctly, and a Devi-to-Kumari or maiden-to-married difference her Aadhaar and marriage certificate settle, need neither.

A Mother's Name Missing From Older Jharkhand Certificates: Add It or Explain It

Certificates printed before the mother's name became a standard field, older board certificates and Bihar Board certificates held by residents who matriculated before the state was formed, carry the father's name alone. A passport, a university or a recruitment panel reading such a certificate beside a later document that names the mother sees a blank, not a mismatch, and the two are handled differently.

Add it where the issuer allows

JAC adds a mother's name to a certificate where the school's admission register recorded it, on the same correction form; the Bihar School Examination Board has its own procedure for pre-2000 certificates; a university adds it on its registration record. Her Aadhaar and your birth certificate are the evidence.

Explain it where it cannot be added

Where the register never recorded her, the certificate stays as issued and the later documents carry her name; the passport office, the university and the panel read the birth certificate or the Class 12 certificate for the mother and the Class 10 certificate for the date of birth. A short declaration that the certificate predates the field is what a counter accepts.

Not a Gazette matter

A blank is not a wrongly written name, so the public notice does not apply, and a mother's change of name adds nothing to a certificate that never named her. The pages proposing a Gazette here are selling the wrong instrument.

Mother's Name Change and Correction in Jharkhand: Frequently Asked Questions

How do I correct my mother's name on my documents in Jharkhand?+
Start from her Aadhaar: the form every office corrects to is the one it carries, tied to her Class 10 certificate or marriage certificate where her records differ. Then correct each of your records against it: the JAC certificate through the school where the register carries her correctly, the birth certificate by the Registrar under Section 15, the university on its form, the passport by re-issue, PAN on CR-01 where she is the parent on the card. No Gazette is needed for a form her documents carry.
My marksheet says Sunita Devi and her Aadhaar says Sunita Kumari. Is that a wrong name?+
No. Devi and Kumari are honorifics Jharkhand records use as second names, Kumari before marriage and Devi after; both are one woman. The office corrects your record to her Aadhaar form, and no instrument is needed. Decide her one form in Roman and Hindi and bring every family record to it.
Her Aadhaar has her married surname and my marksheet her maiden name. What links them?+
The registered marriage certificate, or her Class 10 certificate showing the maiden form; the office corrects your record to her Aadhaar and reads the certificate as the link. Where the marriage was never registered, she registers it late, or, where a certificate cannot be had, files her own change of name in the Gazette of India tying the two forms. Your own Gazette does nothing for her field.
Do I need a gazette to change my mother's name?+
Only in two cases, and neither is your own change of name. If the mother has chosen a name, or a married name her records never carried and no marriage certificate settles, she files her own change of name and your records follow it. If her name is misprinted on your certificates and the issuer cannot correct it, a public notice declaring her name wrongly written on those certificates is filed, by you or once by her for all her children. A Devi-to-Kumari or maiden-to-married difference, and a form her Aadhaar carries correctly, need no Gazette.
My old certificate has no mother's name at all. How do I add it?+
Where the issuer allows: JAC adds it on the correction form where the school's register recorded her, the Bihar School Examination Board has its own route for pre-2000 certificates, and a university adds it on its registration record, all against her Aadhaar and your birth certificate. Where the register never recorded her, the certificate stays as issued, your later documents carry her name, and a short declaration that the certificate predates the field is what a counter accepts. A blank is not a wrongly written name, so no Gazette applies.
Is my mother's name on my caste certificate or my Aadhaar?+
No. The Jharkhand caste, residence and EWS certificates name you and your father, the caste link; Aadhaar records an address with an optional care-of line and, for a child enrolled under her, a relationship. A mother's name mismatch cannot arise on either, and the pages listing them among the records to correct are wrong.
I am a single mother. Can my child's passport carry only my name?+
Yes. Since the December 2016 liberalisation the passport form takes one parent or guardian, and you may ask that the father's name not be printed; the single-parent annexure replaces the earlier affidavit requirements. The child's PAN may carry your name as the parent since late 2018, the birth register records you alone on your declaration, and the school records the parent the admission form names.
How do I correct my mother's name on my passport?+
By a re-issue for change in personal particulars at RPO Ranchi or a POPSK, on your Class 10 certificate and her Aadhaar; the passport number changes on re-issue. Correct the Class 10 certificate first where it is the one that differs, because the counter reads the mother's name on the form against it.
How do I correct my mother's name on my JAC marksheet?+
Through the school, on JAC's correction form, where the school's admission register carries her name correctly, free in the data window before the admit card for a current student and on the council's fee after the result. Where the register carries the same misprint, JAC cannot correct and a public notice quoting the certificate is the instrument; where the register never recorded her, the addition route applies.
Can my mother file one public notice for all her children?+
Yes. The public notice lists each certificate by number, issuer and date with the wrong form as printed and the correct form; a mother files it once, for one fee, naming every child's certificate, with an affidavit sworn by her. It is carried to each verification; the certificates themselves are not altered.
Why did the scholarship portal reject my application over my mother's name?+
Because the state scholarship portals compare the mother's name on the form and the Class 10 certificate to the ration card and the income certificate automatically, and a Devi against a Kumari, or a Roman form against a Hindi one, fails the match. Bring the ration card and the school record to her one form in both scripts before the next cycle.
What does a mother's name correction cost?+
Mostly nothing: JAC's window is free for a current student, the Registrar's fee is small, Form 8 and the BSO are free, the passport re-issue is Rs 1,500, PAN commonly Rs 72 to Rs 107, her Aadhaar update Rs 50 to Rs 75. Where a public notice is needed it is commonly Rs 1,350 once for all certificates, and her own change of name commonly Rs 1,100, plus notary and newspapers.
Does the Jharkhand Gazette have any role here?+
No. The Jharkhand Gazette carries Government notifications and, as reported, stopped printing personal name changes in July 2025; the practice is under inquiry. A page saying a "State Gazette may be suitable" for a mother's name in Jharkhand is describing a route that does not exist; the public notice and a mother's change of name are Gazette of India instruments from Delhi.
