Mother Name Correction in a Birth Certificate in Jharkhand
The birth certificate is the one document in the whole file that always carries a mother's name. Aadhaar has no mother field. A caste certificate has no mother field. So when her name is wrong or written in a form that does not match her own papers, this is where it sits, and it follows the child for life. The route is Section 15 of the Registration of Births and Deaths Act, 1969, through the Registrar, not through a gazette. And there is one thing about it that almost nobody is told in advance: the law says the Registrar corrects the error by a suitable entry in the margin, without any alteration of the original entry.
Two things decide this file, and most people are told neither. The first is who has the power. A birth register is corrected by the Registrar under Section 15 of the Registration of Births and Deaths Act, 1969, which says that if it is proved to the satisfaction of the Registrar that an entry is erroneous in form or substance, or has been fraudulently or improperly made, he may correct it, subject to the State Government's rules. A gazette notification does not do this. It never rewrites a birth register, whatever anybody quotes you for. The second thing is what a correction actually looks like when it comes back, and this is the part that surprises families. The same section says the Registrar corrects the error by suitable entry in the margin, without any alteration of the original entry, and shall sign the marginal entry and add thereto the date of the correction. So the old entry is not erased. You get a record that carries the correction in the margin, signed and dated. That is not a defect and it is not a failure by the office. It is what the law says the correction is. Knowing that before you apply saves an argument at the counter and stops you paying somebody who promises a clean new certificate with no trace of the old one. Underneath both points sits the question this page spends most of its time on: which form of the mother's name should the child's record carry, because in Jharkhand the commonest problem is not a misspelling at all. It is that she was registered as Kumari or Devi at the child's birth and her own documents now say something else.
Section 15 of the Registration of Births and Deaths Act and What It Gives You
Read the section once and you will never again be sold a gazette file for a birth record. It is short, and every line of it matters to your application.
| The words in the section | What they mean for your file |
|---|---|
| Proved to the satisfaction of the Registrar | You are not asking a favour, you are proving something. So the application stands or falls on the documents attached to it, not on how the request is phrased |
| Erroneous in form or substance | Wide enough to cover a misspelling, a wrong name and a name written in the wrong form. You do not have to squeeze your case into a narrow box |
| By suitable entry in the margin, without any alteration of the original entry | The sentence nobody warns you about. The old entry stays. The correction appears alongside it. Expect an annotated record, not a fresh clean one |
| Shall sign the marginal entry and add the date | The correction is signed and dated by the Registrar, which is exactly what makes it usable at any counter later |
| Subject to such rules as may be made by the State Government | The conditions and the paperwork are set by the State. That is why the form and the supporting list can differ between one office and another |
Which Form of the Mother Name Should a Birth Certificate Carry
In Jharkhand the commonest problem on this page is not a misspelling. It is that the mother was registered under one form of her name when the child was born, and her own documents now carry another. Both are her. Only one should sit on the child's record.
| What happened | What to put on the child record |
|---|---|
| Registered as Sunita Kumari or Sunita Devi at the birth, while her documents now say Sunita Verma | The form that matches her own current documents, because every later verification compares the child's certificate against her papers, not against a memory of what the hospital wrote |
| Registered in her maiden surname, and she never changed it anywhere | Leave it. If her own papers still carry the maiden surname, the record already agrees with her and there is nothing to correct |
| Registered in the husband's surname, but her own documents were never updated after marriage | Settle her documents first, then bring the child record to match. Correcting the child record alone leaves the mismatch exactly where it was |
| A genuine spelling mistake by the hospital or the registering clerk | A straightforward Section 15 correction against her identity documents. This is the easiest version of this page |
| The wrong woman's name entirely, from a mix-up at registration | Still Section 15, because the section covers an entry erroneous in substance, but expect the Registrar to want more proof. Do not treat it as a spelling matter |
| The mother's name was left blank | A different request from a correction, and it needs the record itself looked at before anything is drafted |
Which Registrar Office in Jharkhand, and Who Signs the Application
Two practical questions that decide whether your file moves in weeks or sits for months. Neither is complicated once you know the answer.
Which Office Holds Your Register
A city birth
The Municipal Corporation for that city. For a birth in Ranchi city, the Ranchi Municipal Corporation holds the register.
A town birth
The Nagar Parishad or Nagar Panchayat for that town, depending on which body covers the place of birth.
A village birth
The block registrar for that area. Rural registers sit at the block, not at any municipal office.
It follows the place of birth
Not where you live now. The register that recorded the birth is the one that must correct it, however far away you have moved since.
A district that was split later
Older registers often sit with the parent district. Jharkhand has had many splits, so a pre-split birth may be held elsewhere.
Ask before you travel
One phone call saves a wasted day. Confirm which office holds the register for that year before going anywhere with papers.
Who Signs the Application
| Whose certificate it is | Who applies |
|---|---|
| The child is a minor | A parent or guardian applies. On any minor's file the guardian signs and the child signs nothing |
| The child is now an adult | The adult applies about their own record. The mother's documents are attached as proof, but the application is the record holder's |
| The mother wants her own name corrected across several children's certificates | Each certificate is its own register entry, so each needs its own application, but they can be prepared together from one set of her documents |
| The mother has died | Work from her certified records as the fixed point. This needs the papers looked at before anything is drafted, because what exists decides what is possible |
The Order to Correct a Mother Name in a Birth Record in Jharkhand
The first three steps cost nothing, and step two is the one that decides whether this is a short job or a long one.
Read the certificate you are holding
The mother name as printed, letter by letter, plus the registration number, the date and the issuing office. Write all of it down.
Lay out the mother own documents
Aadhaar, PAN, voter card, her Class 10 certificate, bank papers. Decide which form of her name is the settled one, because that is the target.
Settle her records first if they disagree
If her own papers do not agree with each other, fix that before touching the child record, or you will be doing this twice.
Find out which office holds the register
The place of birth decides it, not where you live now. One phone call before travelling saves a wasted day.
Ask that office for its own form and list
The conditions are set by the State Government, so the form and the supporting list can differ. Use theirs, not one downloaded elsewhere.
Apply under Section 15, in writing
Entry as it stands, name as it should read, her documents attached. Two copies, one stamped as received and kept by you.
Collect the corrected entry and read it
Expect the correction in the margin, signed and dated, with the original entry still there. Check the spelling before you leave the counter.
Then update the school record if it carries her name
In writing to the head of the institution, with the corrected certificate attached. Ask for an attested copy of the corrected register page.
Keep one folder for the family
The corrected certificate, her identity documents, and every application with its received stamp. This answers the question decades later.
Central Gazette Process for a Name From Jharkhand, and Why a Birth Register Is Not It
No district in Jharkhand has a gazette counter, so the file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name Change File Sent From Jharkhand
Settle the final name first
Write it out letter by letter, with the spacing you want, and then use exactly that in every paper. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
For a surname spelling this is almost always the public notice for a wrongly written name, not a change of name, because you are not taking a new name. Twelve categories exist and only one is yours, and picking the wrong one is how files come back.
Type the proforma in duplicate
Two originals, signed in the old spelling, with two witnesses giving signature, full name, address and mobile number on both copies. On a wrongly written name the wrong spelling has to be quoted exactly as it is printed on each certificate named.
Get the affidavit attested at the right level
A notary for the ordinary change of name, and a First Class Magistrate of the concerned area where the different surname guidelines apply. This is the step that catches people out.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both spellings in full, the father's name and the address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then download it
Check both spellings letter by letter the day it publishes, note the page and issue number, and download the e-Gazette copy of that Part IV issue.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category's format; the existing full name exactly as your documents carry it, surname included; the child's new full name exactly as you settled it; the father's or husband's name; the full address with pin code; the signature in the old name; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | Signed by the parent applying; the same names and address as the proforma, word for word; attested at the level the category asks for, which is a First Class Magistrate for the adopting a different surname route; on Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper's name and date of publication visible; both of the child's names carried; the same spelling as the proforma; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs of each applicant and the child, which the minor guidelines ask for specifically; identity and address proof matching the proforma address; both witnesses' proofs; and whatever the category itself demands, such as a decree or a no objection certificate where the maiden surname requirement applies |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name of the Guardian typed in place of the signature, which is where a minor file differs from an adult one; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the wording on the proforma format page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Mother Name Correction in a Birth Certificate Costs in Jharkhand
| Item | Cost | Time |
|---|---|---|
| Section 15 correction at the Registrar | The issuing office's own charges. No gazette charge at all. We do not print the office charge because it is set under State rules and we have not verified a current figure | Set by the office. We do not print a timeline we have not verified |
| Settling the mother own documents first, where they disagree | Each office's own charges, plus Rs 10 for an RTI application if a school register page has to be obtained that way | A few weeks per office, and they can run in parallel |
| One and the same person affidavit | Rs 100 non-judicial stamp paper and the notary. Accepted by banks, employers and colleges. Usually refused by boards, passport counters and recruitment panels | The same day |
| One and the same person affidavit | Rs 100 non-judicial stamp paper and the notary. Accepted by banks, employers and colleges. Usually refused by boards, passport counters and recruitment panels | The same day |
| Government printing charge | The minor guidelines print Rs 1,700 for a change of name of a minor with effect from 01.04.2016 to 31.03.2017. For comparison the adult guidelines print Rs 1,100 for the same year, and Rs 3,500 for an Indian living abroad. Every category's guidelines add that the charge varies each financial year and from case to case, so treat these as the order of the amount. What BharatKosh shows on the payment screen the day you pay is the figure that counts | Part IV publishes weekly, so allow several weeks from posting |
| Affidavit | Rs 100 non-judicial stamp paper plus the attestation. A notary is enough for an ordinary public notice. A First Class Magistrate is only for the adopting a different surname route | Notary the same day; a magistrate needs a planned court visit |
| Newspaper | Paid to the paper, charged by length | Same week |
| Post or courier to Delhi | Sent in your own name from any district, and keep the receipt | A few days each way |
| Updating the records afterwards | Aadhaar charges a fee per attempt with no refund, and the other offices have their own small charges | Several weeks across all of them |
| Our charge | Quoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site | |
The honest total for a mother name correction is usually the registrar office charge and nothing else, because no gazette is involved. What makes it expensive is being sold a gazette file for a register that only a Registrar can correct, or correcting the child certificate to a form of her name that her own documents do not carry and then having to do it again. Where several children's certificates are affected, each is its own register entry but they can be prepared together. Our name change cost page sets out the line items in full.
Myths About Correcting a Mother Name in a Birth Certificate
| What people are told | What is actually so |
|---|---|
| A gazette notification will change it | It will not. Section 15 puts the power with the Registrar. A gazette is a published notice and it never rewrites a birth register, whatever the quotation says |
| You will get a clean new certificate with no trace of the old entry | The section says the correction is made by suitable entry in the margin, without any alteration of the original entry, signed and dated. The old entry stays. That is the law, not an office failing |
| Correct the child certificate and you are done | Only if it now matches her own documents. Correcting it to a form her papers do not carry leaves the same mismatch, after you have paid for it |
| Kumari and Devi are surnames so the record is wrong | They are not surnames, and the record is not necessarily wrong. The question is which form her own documents carry today, because that is what every later check compares against |
| Apply at the office nearest your home | The register belongs to the place of birth. Whoever issued the certificate you hold is holding the register, and an old birth in a district that was later split may sit with the parent district |
| The mother has to apply | For a minor, a parent or guardian applies. For an adult, the adult applies about their own record, attaching her documents as proof |
| One application can cover all the children | Each certificate is its own register entry and needs its own application. They can be prepared together from one set of her documents, which saves work but not applications |
| An affidavit alone will fix the register | It will not. Section 15 asks for the error to be proved to the satisfaction of the Registrar, and that means her identity documents. An affidavit may be part of the file, never the whole of it |
Key Terms in a Birth Record Correction
| Term | What it means in practice |
|---|---|
| Section 15 | Of the Registration of Births and Deaths Act, 1969. The power to correct an entry that is erroneous in form or substance, exercised by the Registrar |
| Registrar | The officer holding the register for the place of birth. In Jharkhand that is a Municipal Corporation, a Nagar Parishad, a Nagar Panchayat or a block registrar |
| Marginal entry | How a correction is recorded: alongside the original, signed and dated by the Registrar. The original entry is not altered |
| Erroneous in form or substance | The statutory test. Wide enough to cover a misspelling, a wrong name and a name written in the wrong form |
| Proved to the satisfaction of the Registrar | Your application stands on the documents attached to it. This is why the mother own identity papers are the whole case |
| Register entry | The original record of the birth. Each child has one, which is why several children need several applications |
| Registration number | The number on the certificate identifying the entry. Quote it in the first line of any application |
| Place of birth | What decides which office holds the register. Not where the family lives now, however far they have moved since |
| Kumari and Devi | Honorific forms, not surnames. The reason one woman appears as two different people across a child certificate and her own papers |
| Correction | Putting a record right against documents already held. What this almost always is, and the cheapest route there is |
| Change of name | Taking a name no record carries. That belongs to the mother own documents, not to a child birth register |
| Received stamp | The office acknowledgement on your own copy. Without it, an application never happened |
