Birth Certificate Correction Through the Block or Panchayat Registrar in Jharkhand
If you were born in a village in Jharkhand, your birth sits in a register kept by the Registrar for that panchayat or block area, not with a municipal corporation. That Registrar is the only person who can correct it. The law gives two routes. For a clerical or formal error, the Jharkhand Registration of Births and Deaths Rules, 2009 say the Registrar "shall enquire into the matter and if he is satisfied that any such error has been made, he shall correct the error". For an error in substance, the Registrar may correct it on "a declaration setting forth the nature of the error and true facts of the case made by two credible persons having knowledge of the facts of the case." Neither route needs a Gazette notice. We publish Gazette notices, and we say this first because a birth register is never corrected by one.
Five points, in the order you will need them. First, go to the Registrar who holds your register. Section 7(1) of the Registration of Births and Deaths Act lets the State appoint a Registrar for each area within "a municipality, panchayat or other local authority". For a village birth, that is the panchayat or block Registrar. Second, a spelling slip is a clerical error, and the Registrar corrects it after enquiry. Third, a wrong fact, rather than a slip of the pen, is usually treated as an error in substance, and needs a declaration by two credible persons who know the facts. Fourth, the correction goes in the margin: Section 15 says the Registrar corrects "by suitable entry in the margin, without any alteration of the original entry". Fifth, no Gazette notice is needed for any of this, and a Gazette notice cannot rewrite the register. We publish Gazette notices, and we still tell you that.
Which Birth Registrar in Jharkhand Holds a Village Birth Record
Section 7(1) of the Registration of Births and Deaths Act, 1969 says: "The State Government may appoint a Registrar for each local area comprising the area within the jurisdiction of a municipality, panchayat or other local authority or any other area or a combination of any two or more of them". So a town birth is with the municipal Registrar, and a village birth is with the Registrar appointed for that panchayat or block area.
| Where the birth was registered | Who corrects it |
|---|---|
| A village, through the panchayat or block | The Registrar for that rural area. Ask at the block office which post holds it for your panchayat |
| A town or city | The municipal Registrar. See name change in birth certificate |
| A hospital birth | Usually the Registrar for the area where the birth took place. Check the certificate itself, which names the registration unit |

Clerical Error or Error in Substance: Two Birth Certificate Correction Routes in Jharkhand
Rule 11 of the Jharkhand Registration of Births and Deaths Rules, 2009 splits every correction into two kinds. For a clerical or formal error, Rule 11(1) says the Registrar "shall enquire into the matter and if he is satisfied that any such error has been made, he shall correct the error (By correcting or canceling the entry) as provided in section 15".
| Kind of error | What usually applies |
|---|---|
| Clerical or formal, such as a misspelt name | Rule 11(1): the Registrar enquires and corrects |
| In substance, such as a wrong fact | Rule 11(4): a declaration by two credible persons |
| Fraudulent or improper entry | Reported upwards under Rule 11(6); not a simple correction |
| Name never entered | Not a correction at all. See the section on adding a name below |
Error in Substance in a Jharkhand Birth Record: The Two Credible Persons Declaration
Rule 11(4) says: "If any person asserts that any entry in the register or births & deaths is erroneous in substance, the Registrar may correct the entry in the manner prescribed under section 15 upon production by that person a declaration setting forth the nature of the error and true facts of the case made by two credible persons having knowledge of the facts of the case."
| Part of the declaration | What it should say |
|---|---|
| Nature of the error | The entry exactly as the register shows it |
| True facts | What the entry should say, and why |
| Who is declaring | Two credible persons with knowledge of the facts, such as elders present at the birth or neighbours of long standing |
| Supporting papers | Anything old that shows the true fact: a school admission record, a hospital slip, a ration card entry |
| Form of the declaration | The rule does not name a format. Ask the Registrar whether plain paper or stamp paper is wanted |
Adding a Child's Name to a Rural Birth Record in Jharkhand
Many village births were registered without a name. That is not an error; it is a blank. Rule 10(1) says the parent or guardian "shall, Within 12 months from the date of registration of the birth of child, give information regarding the name of the child to the Registrar either orally or in writing." After that, the proviso allows it "within a period of 15 years" on "payment of a late fee of rupee five", as the 2009 Rules print it.
| When | What the 2009 Rules say |
|---|---|
| Within 12 months of registration | Tell the Registrar orally or in writing |
| After 12 months, within 15 years | Late fee printed as rupee five |
| What to bring | Rule 10(2): the extract given at registration or a certified extract |
| After 15 years | We could not confirm the current position. Ask the Registrar whether any later window is open |
Why a Gazette Notice Does Not Correct a Birth Certificate in Jharkhand
A birth register records facts at the time of birth. Only the Registrar can correct it, under Section 15 and Rule 11. A Gazette notice is not one of the routes in either. It records a change of name you made later, as an adult, and it can be shown to the Registrar, but it does not rewrite the entry.
| Your situation | What usually applies |
|---|---|
| Spelling slip in the register | Registrar correction. No Gazette |
| Wrong fact in the register | Two-person declaration. No Gazette |
| Name never entered | Rule 10 entry. No Gazette |
| Adult who changed name later | The register records the birth name. The realistic outcome is an annotation, which you should ask for by name |
| Date of birth wrong | Never by Gazette. See date of birth correction |

Central Gazette Process for a Name From Jharkhand, and and Why It Never Rewrites a Rural Birth Register
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update your Aadhaar first, and let PAN, bank and other records follow. Show the notice to the birth Registrar only if you want an annotation; it does not change the original entry.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
