A blank name column is not a mistake • The law allows the name orally or in writing • No gazette for a newborn

Name Change for a Newborn in Jharkhand

A birth certificate that arrives with the name column blank frightens new parents, and it should not. It is not an error and nobody bungled it. The law expects it. Section 14 of the Registration of Births and Deaths Act, 1969 provides that where a birth has been registered without a name, the parent or guardian shall, within the prescribed period, give the name to the Registrar either orally or in writing, and the Registrar then enters that name in the register and initials and dates the entry. Adding your baby's name is one of the cheapest and simplest things in Indian documentation. It is not a name change, it needs no affidavit and it certainly needs no gazette.

1969The Act that governs all of it
Quick answer

If your baby's birth certificate has a blank name column, you do not need a name change, an affidavit or a gazette. You need to give the name to the Registrar under Section 14 of the Registration of Births and Deaths Act, 1969, which says that where the birth of any child has been registered without a name, the parent or guardian shall within the prescribed period give information regarding the name of the child to the registrar either orally or in writing, and thereupon the Registrar shall enter such name in the register and initial and date the entry. Read that again, because two things in it matter. The law contemplates a nameless registration as normal, which is why families register the birth in the first week and settle on a name afterwards. And the information may be given orally, which is a far lower bar than anything you will be told by an agent. Note honestly what the Act does not say: it does not itself print a number of months. It says the prescribed period, which is set by the rules, so ask your own registrar what period applies rather than trusting a figure from a website. Three different jobs get mixed up on this subject and they cost very different amounts. Adding a name that was never entered is Section 14. Correcting a name that was entered wrongly is Section 15, where the Registrar corrects by an entry in the margin, without altering the original entry. Changing a name to something different later in life is a third thing again, and only that one ever involves a gazette.

What Section 14 Says About a Birth Registered Without a Name

Adding a newborn name to a birth certificate in Jharkhand when the name column is blank
A blank name column is what the law expects, not a mistake somebody made.

Most of the worry on this subject disappears once you read the section. It is short, and it was written for exactly your situation.

Section 14, Registration of Births and Deaths Act, 1969. Where the birth of any child has been registered without a name, the parent or guardian of such child shall within the prescribed period give information regarding the name of the child to the registrar either orally or in writing, and thereupon the Registrar shall enter such name in the register and initial and date the entry.

The Three Things in That Sentence Worth Noticing

1

A nameless registration is normal

The section exists because the law expects births to be registered before a family has settled on a name. Your certificate is not defective.

2

Orally or in writing

The Act itself allows the name to be given orally. Whatever form your registrar uses in practice, this is a low bar and not a legal proceeding.

3

The Registrar enters it in the register

And initials and dates the entry. The name goes into the original record, which is why this is not a correction and not a change.

The one thing we will not print, and why. The Act says within the prescribed period. It does not itself state a number of months. That period comes from the rules, and rules can differ and can be amended. You will find websites confidently printing a figure. We will not, because our standing rule is never to publish a period or a fee we have not verified for your situation. Ask your own registrar what period applies, and ask what happens in your case if it has passed, because there is usually a route either way.

In Jharkhand the registering authority is the municipal body in an urban area and the panchayat level official in a rural one, the same officers who register births and deaths generally. Where the birth happened in a hospital, the hospital reports it and the registration sits with the local body for that area. Our birth certificate name change page covers the wider Jharkhand position.

Adding, Correcting or Changing a Child's Name: Three Different Jobs

This is where families lose money, because all three are described to them as a name change. They are governed by different provisions and they cost very different amounts.

The three jobs people confuse on a child's birth record and what governs each
Your situationWhat it actually isWhere it goes
The name column is blankAdding a name. Section 14Your Registrar. Information may be given orally or in writing, and the name is entered in the register. Cheapest and simplest
The name is there but spelt or written wronglyCorrecting an entry. Section 15Your Registrar again, on being satisfied the entry is erroneous. Note what the section says about how: the correction is made by a suitable entry in the margin, without any alteration of the original entry
The child has a name on record and you want a different oneA change of name. Not a birth registration matter at allThe minor name change route, where the parents sign, and this is the only one of the three that can involve a gazette
A pet name was entered and the family now uses the formal nameUsually a change, however unfair that feelsCheck what the register actually holds before assuming. Sometimes the formal name is already there
The parents' names are wrong on the certificateA correction, and a common oneSection 15 again, with proof of the correct particulars
Why the margin rule matters to you. Under Section 15 a correction is entered in the margin and the original entry is left alone. So a corrected record shows both the original and the correction, by design. Parents sometimes expect a clean certificate with no trace of the earlier error and are unsettled when they see the margin note. That is the law working exactly as written, and it is nothing to worry about. It also explains why getting it right the first time is worth an extra ten minutes at the registrar's counter.
The mistake that costs the most. Being sold a gazette notification for a newborn. A baby whose name column is blank needs Section 14, which is a visit to the registrar. A baby whose name is misspelt needs Section 15, which is also the registrar. Neither needs a published notice, an affidavit on stamp paper or a newspaper advertisement. If somebody has quoted you for those, ask them which section of which Act they are acting under, and watch what happens.

The decision between a correction and a change of name, in general and for older children, is worked through on our correction against change of name page, and the minor route is on the minor name change page.

If the Birth Itself Was Registered Late in Jharkhand

Sometimes the name is not the issue at all. The birth was never registered, or was registered long afterwards, and the family only discovers this when a school asks for a certificate. The Act deals with this in Section 13, and the route depends entirely on how much time has passed.

How delayed registration of a birth works under Section 13 and who has to permit it
How lateWhat the Act providesWhat that means for you
After the normal period but within thirty daysRegistered on payment of a late fee as prescribedStraightforward. Go to the registrar and pay the fee
After thirty days but within one yearWritten permission of the District Registrar, with the prescribed fee and self-attested documentationA step up, but still administrative. Plan for a wait and keep your proof of the birth ready
Beyond one yearAn order of a Magistrate, being a District Magistrate, a Sub-Divisional Magistrate or an authorised Executive Magistrate, after verificationThis is the hard one, and the reason old unregistered births are a real problem in rural Jharkhand. It is an order, not a counter service
Read this if your child is approaching school age. The gap between the second row and the third is the single most expensive year in this whole subject. Within one year it is a permission. Past one year it becomes a Magistrate's order after verification. If a birth in your family is unregistered and the child is still under a year old, deal with it this month. We have seen families spend a year chasing an order that a single visit would have avoided.
What usually counts as proof of the birth. The hospital's discharge summary or its birth report, the immunisation card, the mother's antenatal records, and the parents' identity and address proof. Offices differ on what they want, so ask yours in writing before assembling a file, and do not let anybody sell you a package of documents nobody asked for.

The Order to Add Your Newborn's Name in Jharkhand

Short list, because this is genuinely a small job when it is done in the right order.

1

Look at the certificate properly

Is the name column blank, wrongly filled, or filled with something you now want changed? Those are three different jobs and three different costs.

2

Settle the full name, letter by letter

Including the spelling and whether a surname is being used at all. This is the one chance to get it right without a margin note.

3

Agree it between both parents

Before the counter, not at it. A name half-agreed produces a correction application six months later.

4

Ask the registrar what period applies

The Act says within the prescribed period. Ask what that is for you and what happens if it has passed, because there is usually a route either way.

5

Give the name to the Registrar

Under Section 14, orally or in writing, with your identity proof and the certificate. The Registrar enters the name and initials and dates it.

6

Collect the certificate showing the name

Check the spelling on the spot, before you leave. Reading it carefully now is worth far more than any later application.

7

Then do the Aadhaar

A child's Aadhaar follows the birth certificate, not the other way round. Doing it in reverse creates a mismatch you will meet at school admission.

8

Use the same name at school admission

Exactly as it appears on the certificate. The admission register is what a board will print on a Class 10 certificate years later.

9

Keep the certificate safely, for decades

Two photocopies and a scan. This one document is asked for at every admission, every passport and every verification in your child's life.

The habit worth forming today. Write your child's full name down once, exactly as it appears on the birth certificate, and use that spelling on every form from now on, forever. Almost every expensive documentation problem we handle for adults began with two slightly different spellings written on two forms in the same year. You are at the point where that can still be prevented at no cost at all.

Central Gazette Process From Jharkhand, and Why a Newborn Does Not Need It

Read this before the rest of this section. A newborn whose name column is blank does not need any of what follows. That is Section 14, which is a visit to your registrar. A misspelt name is Section 15, also your registrar. The process set out below matters only where a child's name is genuinely being changed to something different later on, and we print it in full here so that you can see exactly what you are avoiding, and so that you recognise it if somebody tries to sell it to you for a baby.

No district in Jharkhand has a gazette counter, so the file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Minor's Name Change File Sent From Jharkhand

1

Settle the final name first

Write it out letter by letter, with the spacing you want, and then use exactly that in every paper. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

Public notice of change of name of minor after divorce, ordinary change of name for a minor, or a public notice where the child's name was simply written wrongly in a record. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals. On a minor's file the parents sign, not the child, with two witnesses giving signature, full name, address and mobile number on both copies.

4

Get the affidavit attested at the right level

A notary for the ordinary change of name, and a First Class Magistrate of the concerned area where the different surname guidelines apply. This is the step that catches people out.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying the child's old name in full, the new name, the parent's name and the address. The whole original paper goes in the file.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then download it

Check both of the child's names letter by letter the day it publishes, note the page and issue number, and download the e-Gazette copy of that Part IV issue.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette minor's name change file and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category's format; the existing full name exactly as your documents carry it, surname included; the child's new full name exactly as you settled it; the father's or husband's name; the full address with pin code; the signature in the old name; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingSigned by the parent applying; the same names and address as the proforma, word for word; attested at the level the category asks for, which is a First Class Magistrate for the adopting a different surname route; on Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper's name and date of publication visible; both of the child's names carried; the same spelling as the proforma; dated within the last year
4. Photographs, identity proof and any category paperTwo self-attested passport photographs; identity and address proof matching the proforma address; both witnesses' proofs; and whatever the category itself demands, such as a decree or a no objection certificate where the maiden surname requirement applies
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, the old name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A maiden surname file typed on the ordinary change of name form, or a change of name typed on a surname form, comes back. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
How to read the published notice before you rely on it. Open the e-Gazette copy and check five things: that it says Part IV; the date of publication; your old full name exactly as your documents carry it, with the surname spelt as it appears there; the child's new name, letter by letter; and the father's or husband's name and address. Then note the page number and the issue number, because that is what an office will quote back to you at verification.

The posting detail is on the sending the file to Delhi page, the wording on the proforma format page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What Adding a Newborn's Name Costs in Jharkhand

Cost and time for adding or correcting a newborn's name in Jharkhand
ItemCostTime
Adding a name to a blank column, which is most newborn casesWhatever your registrar charges for the entry and a fresh certificate. No change of name charge, no affidavit and no newspaperOften a single visit
Government printing chargeThe Department's guidelines print Rs 1,100 for a change of name of an adult or major for the financial year 2016 to 2017, adding that it varies each financial year and from case to case, and Rs 3,500 for an Indian living abroad. The guidelines also show an additional Rs 250 on top of the Rs 1,100 in certain cases, taking that total to Rs 1,350, and the Department publishes a separate note on where additional charges apply. Which case triggers it is not something we will state from a summary, so read the amount on BharatKosh. A public notice is printed at Rs 1,400 for the same yearPart IV publishes weekly, so allow several weeks from posting
AffidavitRs 100 non-judicial stamp paper plus the attestation. A notary is enough for an ordinary marriage affidavit. A First Class Magistrate is only for the adopting a different surname routeNotary the same day; a magistrate needs a planned court visit
NewspaperPaid to the paper, charged by lengthSame week
Post or courier to DelhiSent in your own name from any district, and keep the receiptA few days each way
Updating the records afterwardsAadhaar charges a fee per attempt with no refund, and the other offices have their own small chargesSeveral weeks across all of them
Our chargeQuoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site
Do not trust a figure printed on any website, including this one, on the day you pay. The Department's own guidelines say the printing charge varies each financial year and from case to case, so the figures above are what the published guidelines show for 2016 to 2017 and are given so you know the order of the amount, not the amount. What BharatKosh shows when you reach the payment screen is the one that counts. Read it there and pay that.

The honest total, in the rare case a gazette is genuinely needed after a marriage, is the Government charge, the affidavit, the newspaper and the postage, and then several weeks of waiting for Part IV. The cost that surprises people is not any of these. It is the second file, caused by a name settled carelessly at step one, and it is entirely avoidable. Our corrigendum page explains what that second file involves.

Myths New Parents Are Told About a Newborn's Name

Common beliefs new parents are told about a newborn's birth certificate and what is actually correct
What parents are toldWhat is actually so
The blank name column is a mistake by the hospital or the officeIt is not. Section 14 of the Registration of Births and Deaths Act, 1969 exists precisely because births are registered before families settle on a name. The law expects it
You need a gazette notification to put the baby's name onNo. You give the name to the Registrar, who enters it in the register and initials and dates the entry. No published notice, no affidavit, no newspaper
It has to be done through a lawyer or an agentThe Act allows the information to be given orally or in writing by the parent or guardian. It is one of the lowest bars in Indian documentation
A correction will give me a clean certificate with no trace of the errorSection 15 says a correction is made by a suitable entry in the margin, without any alteration of the original entry. Both will show, by design, which is why getting it right the first time matters
There is no hurry, we can register the birth any timeThe gap that costs is one year. Within a year it is a permission. Past a year, Section 13 requires an order of a Magistrate after verification
The Act gives me twelve months to add the nameThe Act says within the prescribed period and does not itself print a number. The period comes from the rules. Ask your own registrar rather than trusting a figure from a website, including this one
Do the Aadhaar first, it is fasterThe wrong order. A child's Aadhaar should follow the birth certificate. Doing it in reverse creates a mismatch that turns up at school admission
A pet name on the certificate can be swapped for the real name easilyThat is usually a change of name rather than a correction, which is a different and costlier route. Check what the register actually holds before assuming
The belief that costs the most money. That anything to do with a child's name must be expensive and legal. For a newborn it is neither. If you are being quoted for an affidavit on stamp paper, a newspaper advertisement and a gazette file for a baby whose name column is blank, ask the person which section of which Act they are acting under. Section 14 is the answer, and Section 14 is a visit to the registrar.

Key Terms for a Newborn's Birth Record

Newborn Name on a Birth Certificate: Frequently Asked Questions

My baby's birth certificate has no name on it. Is that a mistake?+
No. It is what the law expects. Section 14 of the Registration of Births and Deaths Act, 1969 deals with a birth registered without a name, and provides that the parent or guardian shall within the prescribed period give the name to the Registrar, who then enters it in the register and initials and dates the entry. Families register the birth within days and settle on a name afterwards, and the Act was written for exactly that.
Do I need a gazette notification to add my newborn's name?+
No. Adding a name that was never entered is not a name change. It is an entry under Section 14, made by your Registrar. There is no published notice, no affidavit on stamp paper and no newspaper advertisement in it. If somebody is quoting you for those for a baby, ask them which section of which Act they are acting under.
Can I give the name without writing an application?+
The Act itself says the information may be given either orally or in writing. In practice most registrars will use their own form, which is fine, but it tells you the nature of the thing: this is a low bar, not a legal proceeding, and you do not need an agent to stand between you and the counter.
How many months do I have to add the name?+
The Act says within the prescribed period and does not itself print a number of months. That period comes from the rules. We will not publish a figure we have not verified for your situation, which is our standing rule across this site. Ask your own registrar what period applies and what happens in your case if it has passed, because there is usually a route either way.
The name is on the certificate but spelt wrongly. Is that the same thing?+
No, that is a correction under Section 15, where the Registrar acts on being satisfied that an entry is erroneous in form or substance. Note how the section says it is done: by a suitable entry in the margin, without any alteration of the original entry. So a corrected record shows both, by design. It is still far simpler and cheaper than a change of name.
Why does the corrected certificate still show the old entry?+
Because that is what Section 15 provides. The correction is entered in the margin and the original entry is not altered. Parents often expect a clean certificate and are unsettled to see the margin note. Nothing has gone wrong. It is also the best argument for taking ten extra minutes at the counter the first time.
We never registered the birth at all. What now?+
Section 13 gives three routes and the one you get depends on how late you are. After the normal period but within thirty days, registration on payment of a late fee. After thirty days but within one year, the written permission of the District Registrar with the prescribed fee and self-attested documentation. Beyond one year, an order of a District Magistrate, Sub-Divisional Magistrate or authorised Executive Magistrate after verification. That last step is a different order of difficulty, so if the child is still under a year old, act this month.
Should I do the Aadhaar first or the birth certificate first?+
The birth certificate first, always. A child's Aadhaar should follow it. Doing it the other way round creates a mismatch between the two documents that nobody notices until school admission or exam registration, and then it has to be fixed under pressure. Settle the certificate, then enrol or update the Aadhaar to match it exactly.
We put a pet name on the certificate and now want the formal name. Is that a correction?+
Usually not, and this is worth knowing before you apply. A correction restores what the record should have said. Replacing one name the family genuinely used with a different one is a change of name, which is the minor route where the parents sign and which can involve a gazette. Check what the register actually holds first, because sometimes the formal name is already there and only the certificate copy shows otherwise.
What name should we use at school admission?+
Exactly what the birth certificate says, letter for letter. The school admission register is what a board will print on a Class 10 certificate years from now, and that certificate follows your child for life. The commonest documentation problem we handle for adults began as two slightly different spellings written on two forms in the same year.
Do both parents have to go to the registrar?+
The Act speaks of the parent or guardian giving the information, so it does not require both. What we would say is to agree the full name between you first, including the spelling and whether a surname is being used, because a name half agreed at the counter turns into a correction application six months later, complete with a margin entry.
What does it cost in Jharkhand?+
For a blank name column, whatever your registrar charges for the entry and for a fresh certificate, and nothing else. No change of name charge, no stamp paper, no newspaper. Where a birth is being registered late there may be a late fee or a prescribed fee with the District Registrar's permission. We do not print registrar fees on this site because they vary and we have not verified them for every body in the state. Ask at the counter, and it will be a small number.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. The provisions on this page are taken from the text of the Registration of Births and Deaths Act, 1969, linked below. Section 14, that where the birth of any child has been registered without a name the parent or guardian shall within the prescribed period give information regarding the name to the registrar either orally or in writing, whereupon the Registrar enters the name and initials and dates the entry. Section 15, that where the Registrar is satisfied an entry is erroneous in form or substance or fraudulently or improperly made, the correction is made by a suitable entry in the margin, without any alteration of the original entry. And Section 13, with its three routes for a delayed registration: a late fee within thirty days, the written permission of the District Registrar between thirty days and one year, and an order of a District Magistrate, Sub-Divisional Magistrate or authorised Executive Magistrate beyond one year, after verification. We have read these from a published text of the Act rather than from a Government gazette copy, and the Act has been amended over the years, so check the current text if a date or a limit is critical to you. We deliberately do not print the number of months for the prescribed period under Section 14, because the Act itself does not state one, it comes from the rules, and our standing rule is never to publish a period or a fee we have not verified. We also do not print registrar fees, which vary between local bodies. We are a documentation consultancy and not advocates. Who we are is on the about page.
