One statutory town • Nine blocks • One gazette route

Name Change in Latehar

Latehar is a forest district where the distances decide the paperwork. The district profile records one statutory town, Latehar itself, with Chandwa, Alaudia and Barwadih as census towns, 115 gram panchayats and 773 villages, and it notes that one block headquarters lies more than 200 kilometres from the district headquarters. So the first question in any name case here is not the process, it is which block office wrote your entry and how far it is. The second is the date: Latehar was a subdivision of Palamu from 1924 and became a district only on 4 April 2001, by a Jharkhand Government notification, so older papers here were written at Medininagar. This page is the local map for both.

Quick answer

For a name change in Latehar, the affidavit is sworn before a notary at the district court, the two newspaper notices go into the Latehar editions of a Hindi and an English daily, Aadhaar is updated at a Seva Kendra, and the Gazette of India file is posted from any local post office to the Department of Publication at Civil Lines, Delhi 110054. There is no gazette counter in this district or anywhere in Jharkhand, and the e-Gazette portal is for reading a published notice, not for filing an application. For a birth record the district's own profile answers the question: one statutory town and three census towns, two subdivisions, Latehar Sadar and Mahuadanr, and nine development blocks, Latehar, Chandwa, Balumath, Manika, Barwadih, Garu, Mahuadanr, Bariyatu and Herhanj, each also a revenue circle, with 115 gram panchayats and 773 villages including 20 uninhabited ones. Most entries here are block or panchayat records, and in a district where a block headquarters can be over 200 kilometres away, knowing which one before you travel is the whole job. Latehar was a Palamu subdivision from 1924 until the district was created on 4 April 2001, so anything older sits in a Palamu register at Medininagar, and school certificates from before 2000 belong to the Bihar School Examination Board. About 45 per cent of the district is Scheduled Tribe and Nagpuri is recorded as an official language in Balumath block, so most local name problems are spelling corrections. Land here is Chotanagpur tenancy land, where the khatiyan spelling governs.

Search for name change in Latehar and nothing local comes back. The state pages that fill the SERP advertise a Jharkhand gazette office with a helpline, tell you to apply through the e-Gazette portal, promise publication in ten to fifteen days, invent an eligibility rule about pending court cases, and describe a demand draft to a Controller of Publications in Jharkhand. None of it is real, and none of it tells a person in Garu or Mahuadanr which counter actually holds their register.

The process itself is the same across the state and sits on the name change process page; the bill is on the cost page. This page stays local.

Key takeaways

  • One statutory town, so nearly every birth entry here is a block or panchayat record.
  • Find the block before you travel; some are a full day away from the headquarters.
  • Anything written before 4 April 2001 belongs to Palamu and is corrected at Medininagar.
  • Nagpuri and tribal names written by ear into Hindi registers are corrections, not changes of name.
  • On Chotanagpur tenancy land the khatiyan spelling governs, and Aadhaar is brought to it.
  • Nothing about the gazette happens here; the file is built locally and posted to Delhi in your own name.

Why the Right Block Office Matters More Here Than Anywhere Else

The district's own profile makes the point plainly: there is one statutory town, and one block headquarters is more than 200 kilometres from the district headquarters. Add forest roads, limited transport and blocks like Garu and Mahuadanr at the far end, and a wasted trip is not an afternoon, it is a day and a bus fare a family may not have spare.

Read the certificate first

Every certificate names the authority that issued it. That line tells you which block office holds the register, and it costs nothing to read before you set out.

If the certificate is lost

Ask the panchayat secretary for your village. There are 115 gram panchayats here, and the panchayat will name the block that registered the birth so you make one journey instead of three.

Send the papers, not the person

Most of the gazette work is paper. Photograph the documents to us, do the notary and the newspapers locally, and post the envelope from any post office; only the block correction needs a counter visit.

Why an Older Latehar Record Sits With Palamu at Medininagar

Latehar had been a subdivision of Palamu district since 1924, and it was raised to a district on 4 April 2001 by a Jharkhand Government notification, months after the state itself was created. Registers stayed with the offices that wrote them.

Birth entries

An entry written before April 2001 is in a Palamu register, and the correction is applied for there, at Medininagar. The Medininagar page covers that side, including the Daltonganj and Medininagar name question.

School certificates

Anyone schooled before 2000 holds a Bihar School Examination Board certificate, corrected by that board, not by the Jharkhand Academic Council. Applying to JAC for it only loses months.

Caste and residence certificates

These are reissued by the district you live in now, in the spelling your anchor documents carry. An old certificate is history, not a template whose error should be copied forward.

Netarhat, Residential School Records and Board Certificates

Latehar district contains Netarhat, and the residential schools of this belt take students from far outside the district. That produces a particular kind of file: a child whose birth was registered in one district, whose admission register sits in a school in another, and whose board certificate is printed from that admission record. When a name is wrong, the correction has to start where the admission entry was made.

The school holds the key record

A board corrects against the school's admission register, so the application goes through the school even if the family has since moved to another district or state. A family member can carry it; you do not have to travel yourself.

Do it before the result

For a current student, ask for the correction before the result is declared. Afterwards the board's own form, fee and timeline apply, and a printed certificate may have to be surrendered for a fresh one.

When the register is wrong too

If the admission register carries the same spelling as the certificate, there is nothing to correct against, and the route becomes a public notice quoting the wrong form exactly. That is on the public notice page.

For ST students especially. Make the ST certificate and the Class 10 certificate agree on the spelling before a scholarship, a hostel admission or a recruitment stage reads them side by side. The tribal surname page sets out how to choose the form.

The Notary, the Newspapers and the Aadhaar Kendras in Latehar

The affidavit

Sworn before a notary at the district court in Latehar town; stamp paper and fee commonly Rs 100 to Rs 500 together. A notary is enough for a gazette file. Carry the typed wording and read every spelling back before signing.

The two notices

Booked at the classified desks of the Latehar editions of a Hindi daily and an English daily circulating in Jharkhand. The wording must be identical in both, and you buy two complete copies of each on the day; a cutting returns the file.

Aadhaar and PAN

Seva Kendras operate in the town and at block headquarters; a name update is Rs 50 to Rs 75 per attempt with two in a lifetime. PAN is corrected online from anywhere, which matters in a district where the counter may be far away.

Hindi and Nagpuri. Nagpuri is recorded as an official language in Balumath block alongside Hindi, and Oraon, Kherwar, Korwa and Parhaiya names are common across the district, so a name written by ear at a counter is the ordinary way two spellings appear. That is a correction question, not a change of name; the router is on the spelling correction page.

The Gazette Route From Latehar: The Central Process, Step by Step and Paper by Paper

Everything before this happens in Latehar; this part does not. There is no gazette counter in Latehar, in Ranchi or anywhere in Jharkhand, and the e-Gazette portal is where a published notice is read, not where an application is filed. The file is built here and posted to the Department of Publication in Delhi in your own name. Here is the whole process, in the order it happens, with what each paper says.

1

Route check and wording, day 0

Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and the six UIDAI categories reach Aadhaar without one. In this district the usual case is a Nagpuri, Oraon, Kherwar or Korwa name written by ear into a Hindi register, which is a correction. Then fix the exact wording and confirm it in writing.

2

Affidavit, day 1 to 2

Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.

3

Two newspaper notices, day 3 to 7

One Hindi daily and one English daily in editions that circulate in Jharkhand, identical wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.

4

Proforma, CD and request letter, day 7 to 8

The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.

5

Fee on BharatKosh, day 8

Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.

6

Delivered in Delhi in your name, day 8 to 10

The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.

7

Published and downloaded, day 40 to 55

Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.

8

Then Aadhaar, PAN and every record

Carry the printed Gazette PDF with the affidavit and both newspaper pages to an Aadhaar Seva Kendra in Latehar first, then PAN, then the school or board, then the circle office where land records carry the name. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.

The five papers, line by line

The five papers in a Central Gazette name change file from Jharkhand, what each contains and the mistake that returns it
PaperWhat it contains, clause by clauseThe mistake that returns the file
1. AffidavitTitle "Affidavit for change of name". Deponent's old name, son or daughter or wife of, age, address with pin code. Clause 1: that the deponent is a citizen of India and a resident of the address. Clause 2: the old name as on Aadhaar and the documents it appears on. Clause 3: that the deponent has decided to be known as the new name, spelt in full, from the date of the affidavit. Clause 4: the reason, in one line. Clause 5: that the old and new names refer to one and the same person. Verification clause: that the contents are true to the deponent's knowledge, sworn at the place on the date. Deponent's signature in the OLD name; notary's seal, signature, register serial and date.Signed in the new name; a spelling in clause 3 that differs from the proforma by a letter; a photocopy sent instead of the original.
2. Two newspaper pagesWording: "I, [old name], son or daughter or wife of [name], resident of [address, pin code], have changed my name to [new name] by affidavit No. [number] dated [date] sworn before [notary, place]. Henceforth I shall be known as [new name]." One Hindi daily and one English daily in editions circulating in Jharkhand, on any date after the affidavit. The complete page of each, masthead and date visible, in original, two copies each.A cutting instead of the page; a notice dated before the affidavit; the two notices worded differently; the new name spelt differently from the affidavit.
3. Proforma, two copiesHeaded "No. ADVT IV /" with the date. Wording for a change of name: "I, [old name], son or daughter or wife of [name], employed as [occupation] at [address] or residing at [address], have changed my name and shall hereafter be known as [new name]. It is certified that I have complied with other legal requirements in this connection." Signature in the OLD name. Two witnesses, each with full name, father's name, full address with pin code and signature. Computer typed, no cutting or overwriting.Handwritten; one witness; a witness without a pin code; signed in the new name; the wrongly-written-name wording used for a change, or the reverse.
4. CD with certificateThe proforma's notice in a Word file, without the witness portion, with the old name typed in place of the signature. A signed certificate on paper: "Certified that the soft copy on the enclosed CD and the hard copy of the notice are the same." The CD labelled with the applicant's name.A PDF instead of Word; the witness portion left in; the certificate unsigned.
5. Request letterTo the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Subject: publication of change of name in the Gazette of India, Part IV. The request, the list of enclosures, the BharatKosh receipt number and date, the applicant's mobile and email, the applicant's signature in the old name.No receipt number; the letter signed by an agent.

What goes with the five

Two passport photographs; self-attested copies of the applicant's Aadhaar and PAN and of both witnesses' Aadhaar; the BharatKosh receipt; for an applicant abroad, the affidavit attested by the Indian mission and the higher fee. Documents not older than about a year.

BharatKosh, field by field

bharatkosh.gov.in, Non-Registered Users, Quick Payment; Ministry: Housing and Urban Affairs; Purpose: Department of Publication, Gazette notification; the amount for adult or minor; the payer's name exactly as the old name on the affidavit; the address; UPI, net banking or card. Download the receipt with its transaction reference and print it for the file.

Reading the published notice

The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. Every office reads the number, the date and the page; write them on every covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what each office gets.

Two proformas, two fees. A chosen new name is a change of name, "hitherto known as", commonly Rs 1,100. A name wrongly written on a certificate is a PUBLIC NOTICE quoting the misprint exactly, commonly Rs 1,350, on the public notice page. Sending one for the other's case returns the file and the fee is not refunded. A name wrongly written on a JAC certificate or an old Palamu record is a public notice; a name you have chosen is a change of name, and the two proformas are not interchangeable.

Where to Go in Latehar, in Order, for a Name Change

1

Find the block that wrote the entry

The town body only inside the nagar panchayat limits; otherwise one of nine block offices, or Medininagar for anything before April 2001. Ask the panchayat if the certificate is lost.

2

Settle the spelling against the right anchor

The Class 10 certificate with the ST certificate beside it, and the khatiyan where land is involved.

3

District court, then the classified desks

The affidavit sworn before a notary, then two notices with identical wording in a Hindi and an English daily, two complete copies of each bought on the day.

4

Pay on BharatKosh and post the file

Speed Post to Civil Lines, Delhi 110054 in your own name; then Aadhaar, PAN, the school or board, the bank, the JharSewa certificates and the circle office.

The five papers that go in the envelope are on the gazette documents page; the sending itself on the sending page.

Tenancy Land, Forest Villages and the Khatiyan Name in Latehar

More than half of this district is forest, and a large share of its people are Scheduled Tribe, so land here sits under Chotanagpur tenancy law with its restrictions on transfer. For a name that means one thing: the recorded name in the khatiyan governs, because it is the record of a right, and every other document is aligned to it.

Name questions on Latehar land and forest records and what to do
RecordWhy the name differsWhat to do
Khatiyan and revenue recordsWritten when the record of rights was prepared, often long ago and by earThis spelling governs; bring the Aadhaar and other cards to it, never the reverse
Forest rights claims and patta papersTyped from the claim form and checked against identity documentsMatch the claim to the khatiyan and the Class 10 certificate before the committee stage
ST certificateIssued from an older family record, sometimes in a different spellingGet it and the school certificate to agree; that pair decides the rest of the file
Coal and project land files at Chandwa or BalumathCompensation papers are typed from revenue recordsCorrect the card, not the record, and carry a one-and-the-same-person affidavit meanwhile
Succession papersParents' names spelt differently across generationsAnchor each person to their own Class 10 certificate; the father's name page sets out the routes
A name change is not a transfer. Publishing a new name and carrying it to the circle office changes how you are named in the record. It is not a transfer of tenancy land and needs none of a transfer's permissions. Where a plot is already disputed, that is a matter for an advocate, and we say so rather than selling a document that will not help.

Name Change Myths and Mistakes in Latehar

The myths the state pages carry

  • "A Jharkhand gazette office with a helpline"; the only office is the Department of Publication in Delhi.
  • "Apply online through the e-Gazette portal"; that portal shows published gazettes, it does not take applications.
  • "You must have no pending court case"; no such eligibility rule exists.
  • "Published in ten to fifteen days"; a Part IV notice commonly takes 30 to 45 days after a complete file arrives.

The local mistakes

  • Travelling to the district headquarters for a birth registered in Garu, Mahuadanr or another far block.
  • Applying in Latehar for an entry written before April 2001 under Palamu.
  • Sending a pre-2000 Bihar board certificate to JAC.
  • Correcting the khatiyan to match an Aadhaar card on tenancy land.
  • Letting the ST certificate and the school certificate keep different spellings.

Name Change in Latehar: Frequently Asked Questions

Is there a gazette office in Latehar?+
No. There is no gazette counter in Latehar, in Ranchi or anywhere in Jharkhand for a personal name. The file is built here and posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name; Speed Post takes two to four working days. The Jharkhand Gazette carries Government notifications and, as reported, stopped personal name notifications in July 2025.
Where do I correct a birth certificate in Latehar district?+
At the office that registered the birth. The district has one statutory town, so unless the birth was registered inside those limits it is a block or panchayat record across Latehar, Chandwa, Balumath, Manika, Barwadih, Garu, Mahuadanr, Bariyatu and Herhanj. Chandwa, Alaudia and Barwadih are census towns, not municipalities, so their births are entered by the block. The correction is a margin entry under Section 15 of the Registration of Births and Deaths Act, 1969.
I live in Garu or Mahuadanr. Do I have to come to Latehar town?+
Not for most of it. The correction of a block entry has to be applied for at that block office, but the affidavit, the newspapers and the gazette envelope can all be done locally, and the rest can be handled over WhatsApp and post. In a district where a block headquarters can be more than 200 kilometres from the collectorate, that saves the journey that usually costs the most.
My certificate is from 1995. Where is that record?+
With Palamu, at Medininagar. Latehar was a Palamu subdivision from 1924 and became a district only on 4 April 2001, and a register stays with the office that wrote it. Read the issuing office printed on the certificate before travelling anywhere.
My child studies at a residential school here but we live in another district. Who corrects the name?+
The board, against the school's admission register, so the application goes through that school wherever your family now lives. A relative can carry it. Ask before the result is declared if you can, because a printed certificate usually has to be surrendered for a fresh one afterwards.
My name is spelt differently because of Nagpuri or a tribal language. Do I need a gazette?+
Usually not. Nagpuri is recorded as an official language in Balumath block, and Oraon, Kherwar, Korwa and Parhaiya names are common across the district. A name written by ear into a Hindi register is a correction at the issuing office, or a public notice quoting the wrong spelling where a certificate cannot be corrected.
My khatiyan and my Aadhaar spell my name differently. Which do I change?+
Bring the Aadhaar to the khatiyan. Land here is Chotanagpur tenancy land and the khatiyan is the record of a right, so its spelling governs. Altering a tenancy record to match a card is how families create doubt about their own title, and it is the one mistake here that is expensive to undo.
My school certificate is from before 2000. Who corrects it?+
The Bihar School Examination Board, not the Jharkhand Academic Council. Jharkhand was created in November 2000 and this district in April 2001, so many people here hold a Palamu birth entry, a Bihar board certificate and a Jharkhand Aadhaar together.
Where do I make the affidavit in Latehar?+
Before a notary at the district court in Latehar town, on non-judicial stamp paper; stamp and fee together commonly Rs 100 to Rs 500. No particular stamp value is prescribed by the Department of Publication. Carry the typed wording and read every spelling back before signing.
Which newspapers should I use in Latehar?+
One Hindi daily and one English daily circulating in Jharkhand, in their Latehar editions, with identical wording. The Department does not name papers and reads a Latehar edition exactly as it reads a Ranchi one. Buy two complete copies of each on the day and never send a cutting.
How long does it take from Latehar?+
Three to seven weeks end to end for a gazette: a day or two for the affidavit, two to five days for the notices, a day for the proforma, CD and fee, two to four working days in the post, then commonly 30 to 45 days for publication in Part IV. A Section 15 birth correction can take longer here than in a city, because the block office may be far and thinly staffed.
Do you have an office in Latehar?+
Our Jharkhand office is in Ranchi, near Shaheed Chowk, about 105 kilometres away, and the filing desk is in Delhi. Latehar clients work with us over WhatsApp and post: the notary and the newspapers are yours to visit locally, and the envelope goes to Delhi from any post office.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, who files for clients across Palamu division from the Ranchi desk and the Delhi filing office. The district's creation on 4 April 2001 from the Latehar subdivision of Palamu, its subdivisions, blocks and circles, its one statutory town and three census towns, and the panchayat and village counts are as the district administration and the state profile publish them; counters should be confirmed before a visit, which matters more here than anywhere. Tenancy points are stated generally and a specific land matter needs an advocate, which we say rather than selling a document. Who we are is on the about page.
