Hindi and Urdu are both recorded as official in these blocks, which is where most local spelling differences begin, and those are corrections rather than changes of name. Why Most Chatra Birth Records Are Block Records, Not Municipal Ones
The district administration's own description is unusually clear: two subdivisions, twelve development blocks, 154 panchayats, 1,474 revenue villages, and only one municipality, at the district headquarters. For a district of more than ten lakh people, that means the municipal counter serves a small share of the population and the block offices carry the rest.
What people get wrong
They travel to Chatra town assuming the Nagar Parishad holds every record in the district. It holds only the entries it registered. A Hunterganj or Pathalgada birth is corrected at that block office, and the journey is wasted otherwise.
Start at the panchayat
If you do not know where a village birth was registered, the panchayat secretary can tell you which block office holds the register. That one question saves days in a district this size.
The Pragya Kendra can file, not correct
The district routes many service applications through common service centres. They can submit a form and follow it up, but only the registrar who wrote the entry can correct it, under Section 15 of the Registration of Births and Deaths Act, 1969.
Why an Older Chatra Record Sits With Hazaribagh District
Chatra was the Chatra subdivision of Hazaribagh district until it was made a district by notification number 128 dated 29 May 1991, issued by the Personnel and Administrative Reforms Department of the Government of Bihar. Jharkhand itself came nine years later. Both dates matter for paperwork.
Birth entries

Anyone schooled here before the state was created in 2000 holds a Bihar School Examination Board certificate, and that board corrects it, not the Jharkhand Academic Council. Applying to JAC for it only loses months.
Land and revenue papers
Older revenue records also carry Bihar-era headings. That is normal and does not make them invalid; the circle office reads them as they are, and a name is aligned to the record rather than the record to a card.
