A Residential Certificate and a Local Resident Certificate are separate services • One of them asks you to sign a Letter of Pledge • So settle the name before you pledge anything

Residence Certificate Name Correction Through JharSewa in Jharkhand

Two different certificates get called a residence certificate, and they are applied for under two different services. On JharSewa the Residential Certificate appears as "Issue of Residential Certificate", and when we opened it the page showed its status as "Service Under Modification". The "Issue of Local Resident Certificate" is a separate service with a published limit of "30 Day", and it asks for something most applicants do not expect: a "Letter of pledge", along with "Documents in evidence of claim for Local Resident". A pledge is a statement you sign in a name, so the name has to be settled before you sign it, not corrected after. There is also a Tatkal option, and it asks for a "Justified Document for Tatkal", which means urgency has to be shown on paper rather than simply asked for.

2Separate services people both call a residence certificate
30Days, the published limit on the Local Resident service
5Residence proofs named, from ration card to passport
1Letter of Pledge, signed in a name that must already be right
Quick answer

Find out which certificate the office actually wants before you do anything about the name, because "residence certificate" is used for two different documents. On JharSewa, "Issue of Residential Certificate" and "Issue of Local Resident Certificate" are separate services. When we opened the residential one, its page showed the status "Service Under Modification". The local resident one publishes a limit of "30 Day", excluding Government holidays. A Residential Certificate says where you live. A Local Resident Certificate is a claim to be treated as a local resident of Jharkhand, which is why it asks for "Documents in evidence of claim for Local Resident" and a "Letter of pledge". Second, there is no correction service for either. As with other JharSewa certificates, a wrongly written name is answered by a fresh application, so your papers must agree with each other before it goes in. Third, settle the name before you sign the pledge. A pledge is your signed statement, and one signed in a spelling you later change is a document that contradicts your own records. Fourth, check which residence proof already carries your correct name. The listed examples are "Ration Card, Voting Card, Electricity Bill, Telephone Bill, Passport". Whichever of those already has the right spelling is the one to attach, and if none of them does, fix one of them first. Fifth, Tatkal exists but has to be justified. The service asks for an "Enclosure for Tatkal", described as a "Justified Document for Tatkal". We print no fee, because none is stated on the pages we read.

Residential Certificate Against Local Resident Certificate in Jharkhand

Residence certificate name correction through JharSewa in Jharkhand
One certificate records where you live. The other is a claim to be treated as a local resident.

People ask for a residence certificate, a niwas praman patra, a domicile, and a local resident certificate as if these were all the same paper. On JharSewa they are not. "Issue of Residential Certificate" and "Issue of Local Resident Certificate" are listed as separate services, and applying under the wrong one is a wasted application rather than a redirected one.

The difference is in what each certificate claims. A Residential Certificate records where you live. A Local Resident Certificate goes further: it is a claim to be treated as a local resident of Jharkhand, which is why its list of requirements includes "Documents in evidence of claim for Local Resident" and a "Letter of pledge". One is a statement of address. The other is a claim of status.

Ask the requesting office, in writing, which of the two it wants, before you touch the name. A recruitment notice, an admission form or a scheme that asks for a local resident certificate is not satisfied by a residential certificate, however correct the name on it. And fixing the name on the wrong certificate is the most frustrating way to lose a month in this subject, because every step you took was done properly and it still does not help. For examination and recruitment use in particular, see name correction before JSSC and JPSC verification.

One boundary we are drawing deliberately. Who qualifies as a local resident of Jharkhand is a matter of State policy, and it has been changed and argued over more than once. We verified no current eligibility rule and we are not going to state one, because a wrong statement here could send a reader after a certificate they cannot get or away from one they can. The service itself tells you the shape of what is needed, "Documents in evidence of claim for Local Resident", and your Circle Office tells you which documents it will accept as that evidence. This page is about the name on the certificate, not about who is entitled to one.

Residential Certificate Service Under Modification on JharSewa

When we opened the "Issue of Residential Certificate" service on JharSewa, the page did not show a description, a document list or a time limit. It showed the service name and the status "Service Under Modification".

We are reporting that exactly as we found it, and we want to be careful about what it does and does not tell you. It tells you that on the day we looked, the residential service was marked as being modified. It does not tell you that the service has been withdrawn, that it has been replaced by the local resident service, or how long the modification will last. A status like that can change at any time, so check it yourself on the day you plan to apply.

What to do about it in practice. Open the service before you prepare anything. If it still shows "Service Under Modification", do not assume that the local resident service is a substitute, because the two certificates say different things and the requesting office asked for one of them. Ask the requesting office whether it will accept the other, and ask the Circle Office when the residential service is expected to be available. Get both answers in writing, because a counter answer about a service under modification is exactly the kind of thing that changes between one visit and the next.
What the Service Under Modification status does and does not tell you
The questionWhat we can and cannot say
Was the residential service open when you looked? Its page showed "Service Under Modification" and no description or document list
Has it been withdrawn? We do not know, and the status does not say so. We are not going to guess
Can I use the local resident service instead?Only if the requesting office accepts it, because the two certificates make different claims. Ask them in writing
When will it be available? No date is published. Ask your Circle Office and keep the answer
Does it affect the name correction? Not the preparation. Settle the name across your own records now, so that you are ready to file the day the service opens

Letter of Pledge for a Local Resident Certificate, and the Name on It

Most certificate applications on JharSewa ask for a self declaration. The local resident service asks for that and for a second document as well: a "Letter of pledge". Both appear in the list of required originals, alongside the residential proof, the documents in evidence of the claim, and the Tatkal enclosure where Tatkal is used.

We did not find the text of the pledge published on the pages we read, so we are not going to quote wording we have not seen. What we can say is what a pledge is: a statement you sign, in your own name, taking responsibility for what you are claiming. And that is exactly why it matters so much for a name.

Sign the pledge in the name you are keeping, and only once that name is settled across your records. A pledge signed in one spelling, attached to a residence proof in another and an Aadhaar in a third, is a file in which your own signed statement disagrees with your own documents. That is worse than an ordinary mismatch, because it is you who signed it. Nobody will think you meant anything by it, but a file that contradicts itself gets sent back, and there is no correction service to fix the certificate afterwards. Settle the spelling first. Pledge second.
The documents the Local Resident Certificate service lists, and what each means for your name
What the service listsWhat it means for the name
"Residential Proof", originalAttach the one that already carries your correct name. The examples given are a ration card, a voting card, an electricity bill, a telephone bill and a passport
"Self Declaration", originalYour own statement. Sign it in the settled spelling
"Letter of pledge", originalThe one to be most careful with. A signed undertaking in a name that must already agree with your documents
"Documents in evidence of claim for Local Resident", originalOlder papers, often in your parents' or grandparents' names. Their names are theirs and are not corrected to match yours; what matters is that the link to you is clear
"Enclosure for Tatkal", originalOnly if you use Tatkal. Described as a "Justified Document for Tatkal". See the Tatkal section below

A word about the older documents, because this is where families get confused. The evidence of a local resident claim is often a paper in a parent's or grandparent's name. Nobody expects that paper to carry your name, and it should not be altered to do so. What the file needs is a clear line from that older paper to you, usually through a parent's name that is spelt the same way on your own documents. If your father's name is spelt differently on your Class 10 certificate and on the old family record, that is the gap to close. See father's name spelling mismatch.

Residence Proof With Your Correct Name for a JharSewa Application

The local resident service lists the residential proof with examples, and those examples are worth reading as a checklist. They are "Ration Card, Voting Card, Electricity Bill, Telephone Bill, Passport".

Here is why that matters for a name correction specifically. You only need one residence proof, and it is almost certain that one of those five already carries your name correctly, or can be made to far more easily than a certificate can. A voter entry or a ration card entry is routinely updated. So the fastest route to a correctly named residence certificate is usually to find, or fix, one correctly named residence proof, and attach only that one.

The listed residence proofs and how to get one with your correct name
The listed proofHow to use it for a name correction
Ration CardCommon in Jharkhand and correctable through the supply system. See ration card name change
Voting CardOften the easiest to put right, and many people's voter entry is already correct. See voter ID name change
Electricity BillUseful if the connection is in your own name. If it is in a parent's or landlord's name it proves the address and not you. See electricity bill name change
Telephone BillSame point as the electricity bill: it helps only if it is in your name
PassportThe strongest if you hold one, and the slowest to change. See passport name change
The half hour that saves the whole file. Put the five in a row, whichever of them you hold, and read your name on each against your Class 10 certificate. Attach the one that matches, and leave the others out of the application entirely. Attaching a second proof with a different spelling adds nothing and introduces exactly the contradiction you are trying to remove. More papers is not a stronger file here. Consistent papers are.

Two cautions before you rely on the list. First, "Original" is written against each of these documents in the listing we read, so check with the Circle Office whether you must produce the original at any stage and keep it safe. Second, these are the examples given for one service. We have not seen the residential service's own list, because its page showed only the modification status, so do not assume it will be identical.

Tatkal Local Resident Certificate and the Justified Document

The local resident service lists an "Enclosure for Tatkal", and it describes that enclosure as a "Justified Document for Tatkal". So Tatkal exists, and it is not simply a faster queue you can choose. It has to be justified on paper.

In practice that means the urgency must be something you can show, not something you can only say. A recruitment notice with a closing date, an admission deadline or a written demand from an office is the kind of document that justifies urgency. We did not find a published list of what counts as justification, so we will not give you one; ask the Circle Office what it will accept before you rely on Tatkal to meet a date.

Tatkal makes a wrong name more expensive, not less. A fast application filed in a spelling that disagrees with your other papers produces a wrong certificate faster, and there is no correction service afterwards. If you are short of time, spend the first part of it making sure the name agrees across the residence proof, the self declaration and the pledge, and only then ask for Tatkal. A slower correct certificate beats a quick wrong one in every case we have seen.
What we can and cannot tell you about Tatkal for a Local Resident Certificate
The questionThe answer
Does Tatkal exist?Yes. The service lists an "Enclosure for Tatkal"
Can anybody choose it?It must be justified. The enclosure is described as a "Justified Document for Tatkal"
What counts as justification? We found no published list and print none. A dated deadline on an official paper is the obvious candidate. Ask first
How much faster is it?We verified no Tatkal time limit, only the ordinary "30 Day"
Does it cost more?We verified no fee for either the ordinary or the Tatkal route and print none

How to Get a Residence Certificate in the Correct Name in Jharkhand

1

Ask which certificate the office wants, in writing

A Residential Certificate or a Local Resident Certificate. They are separate services and say different things, and fixing the name on the wrong one does not help at all.

2

Open the service and check its status on the day

When we looked, "Issue of Residential Certificate" showed "Service Under Modification". Status can change, so check before you prepare anything, and ask what to do if it is still under modification.

3

Settle the spelling against your Class 10 certificate

Letter by letter, with the spacing. There is no correction service afterwards, so the fresh application has to be right the first time. See name spelling correction.

4

Find one residence proof that already carries that spelling

From the listed "Ration Card, Voting Card, Electricity Bill, Telephone Bill, Passport". If none does, correct the voter or ration entry first, because it is far easier than correcting a certificate.

5

Close the gap between your father's name and the old family record

For a local resident claim, the older evidence is often in a parent's or grandparent's name. The link to you usually runs through your father's name, so it must be spelt the same way on your own papers.

6

Sign the self declaration and the pledge in the settled name

The local resident service asks for a "Self Declaration" and a "Letter of pledge". A signed statement in one spelling next to documents in another is a file that contradicts itself.

7

Attach only the consistent papers, not every paper you own

A second residence proof with a different spelling adds nothing. Consistency makes the file strong, not bulk.

8

Use Tatkal only with a real, dated reason

The enclosure is a "Justified Document for Tatkal". Ask the Circle Office what it accepts before you rely on it, and never use speed as a reason to skip the name check.

9

Apply, and read the screen before submission

Register, check your entitlement, and choose your route as set out on the JharSewa walkthrough page. Read your name, your father's name and your address on the screen before it goes in.

10

Keep the reference number, and write in at thirty days

The local resident service publishes "30 Day". After that, ask in writing for the decision or the reasons, quoting the reference number and the date on your acknowledgement.

The single check that decides most of these files. Before you sign anything, read your name on four papers side by side: the Class 10 certificate, the residence proof you intend to attach, your Aadhaar, and the draft self declaration. If those four agree, the application will almost certainly carry the right name. If they do not, you have found the problem before the Circle Office did.

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Residence Certificate

Read this before the rest of this section, because for almost every reader of this page the answer is that you do not need any of it. Neither residence service asks for a gazette notification in the requirements we read. The local resident service asks for a residential proof, a self declaration, a letter of pledge and evidence of the claim, and a gazette is none of those. A wrongly written name on a residence certificate is answered by a fresh application with a correctly named residence proof attached. This process earns its cost only where a name genuinely changed and several offices now want one proof that two names belong to one person. It is printed in full so you can judge that for yourself, and so you recognise at once when a gazette file is being sold to somebody whose real fix is a voter entry.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update in the right order

Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the bank account, the voter entry and any scheme records follow after it in that order. The fresh residence certificate application comes last of all, because the Circle Office reads the residence proof you have already put right.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
What a gazette will not do for a residence certificate, however much it cost you. It is not one of the listed requirements, it does not prove where you live, it does not replace the residence proof, and it does not establish a local resident claim, which rests on its own evidence. What it genuinely does is give an office one document proving that two names belong to one person while your records catch up. Since we publish these notices, the honest version is this: a correctly named voter card or ration card entry does more for this certificate than any gazette. Our name correction against name change page explains which situation you are actually in.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What a Residence Certificate Name Correction Costs in Jharkhand

The cheapest correct route here very often costs nothing but time, because the real fix is usually one correctly named residence proof. Here is what we can and cannot tell you about each item.

Costs in a Jharkhand residence certificate name correction
ItemWhat we can and cannot tell you
The certificate itself, ordinary or TatkalWe print no figure. No fee is stated on the pages we read, for the ordinary route or for Tatkal. Ask before anything is typed and get a receipt
A kiosk or Pragya Kendra service chargeWe verified none. Ask which part is the Government charge and which is the operator's, before you hand anything over
Correcting a voter or ration entry firstOften the real work and often inexpensive, because it gives you a correctly named residence proof. See voter ID and ration card
Getting the older family evidenceRecord room or copying charges we have not verified. Worth paying for a local resident claim, because it is the evidence the claim rests on
An affidavitNot a listed requirement for either service on the pages we read. The local resident service asks for a self declaration and a letter of pledge instead
A Central Gazette noticeRarely needed here. Paid only through BharatKosh, revised each financial year, never refunded. See the cost page
What we chargeQuoted on the call once we have seen your papers. If one voter entry fixes this, we will say so and charge you nothing
The expensive mistake is not a fee. It is fixing the name on the wrong one of the two certificates, or filing a fresh application with a residence proof in one spelling and a pledge in another. Either costs a whole fresh application and another thirty days, and for a recruitment deadline it can cost the recruitment itself.

Residence Certificate Name Correction Help Across Jharkhand

On this subject the most valuable thing we do is also the cheapest for you. We tell you which of the two certificates the office actually wants, read your Class 10 certificate against your residence proofs and your Aadhaar, and find the one residence proof that already carries the right spelling, or tell you which voter or ration entry to correct first so that one does. For a local resident claim we check the link between your father's name and the older family record, and we make sure your self declaration and letter of pledge will be signed in the same spelling as everything else. What we will not do is tell you whether you qualify as a local resident, because that is a State policy question we have not verified, and we will not sell you a gazette notice for a certificate that does not ask for one. We help people across Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar and every other district, on scans over WhatsApp.

Send your residence proofs and the office's request

Send what the office has asked for, in its own words, first, because it tells us whether you need a Residential Certificate or a Local Resident Certificate, and those are separate services on JharSewa that make different claims. Then your existing certificate if you hold one, your Class 10 certificate, your Aadhaar, and whichever of the listed residence proofs you have: ration card, voter card, electricity bill, telephone bill or passport. One of those usually carries your name correctly already, and that is the one we will tell you to attach. For a local resident claim, add any older family record you intend to rely on, with your father's name visible. Tell us in one line whether there is a deadline, because that decides whether Tatkal is worth asking for and what would justify it. Our first reply tells you which certificate you need, which residence proof to attach, and whether any record has to be corrected first. If one voter entry fixes it, we will tell you that and charge you nothing. Details on the contact page.

Residence Certificate Name Correction in Jharkhand: Frequently Asked Questions

Is a residence certificate the same as a local resident certificate?+
No, and this is the first thing to settle. On JharSewa, "Issue of Residential Certificate" and "Issue of Local Resident Certificate" are separate services. One records where you live; the other is a claim to be treated as a local resident of Jharkhand, which is why it asks for evidence of the claim and a letter of pledge. Ask the requesting office in writing which one it wants before you correct anything.
How do I correct the name on my existing residence certificate?+
By applying again, correctly, because there is no correction service. A wrongly written name is answered with a fresh application, and that application is read from the beginning. So your residence proof, your self declaration and, for a local resident certificate, your letter of pledge must all carry the same spelling before you file. Settle that spelling against your Class 10 certificate first.
The residential service says it is under modification. What do I do?+
When we opened "Issue of Residential Certificate", its page showed "Service Under Modification", with no description or document list. We do not know how long that will last, and the status does not say the service has been withdrawn. Check it yourself on the day. If it is still under modification, ask the requesting office whether it will accept a local resident certificate instead, and ask the Circle Office when the residential service will be available. Get both answers in writing.
What is the Letter of Pledge?+
A signed undertaking that the local resident service lists among its required originals, alongside the residential proof, a self declaration and the documents in evidence of the claim. We did not find its text published, so we will not quote wording we have not seen. What matters for a name correction is simple: it is your signed statement, so sign it only in the spelling you have settled, and only once your documents already agree with it.
Which residence proof should I attach?+
The one that already carries your correct name, and only that one. The local resident service lists the examples as "Ration Card, Voting Card, Electricity Bill, Telephone Bill, Passport". Attaching a second proof with a different spelling adds nothing and introduces a contradiction. If none of them is correct, fix your voter or ration entry first, because that is far easier than correcting a certificate.
The electricity bill is in my father's name. Can I use it?+
It proves the address, not you. A bill in a parent's or landlord's name shows that the house exists and who pays for it; it does not show that you live there under a particular spelling. For a name correction it is much better to attach a residence proof in your own name, such as a voter card or a ration card entry. See electricity bill name change if you want the connection in your own name.
My grandfather's old papers show a different spelling of our family name. Is that a problem?+
Not in itself. Older evidence for a local resident claim is often in a parent's or grandparent's name, and nobody expects it to match yours letter for letter. What the file needs is a clear line from that paper to you, which usually runs through your father's name. If your father's name is spelt one way on your Class 10 certificate and another on the family record, that is the gap to close. See father's name spelling mismatch.
Can I get it faster through Tatkal?+
Tatkal exists, but it has to be justified. The service lists an "Enclosure for Tatkal", described as a "Justified Document for Tatkal". We found no published list of what counts as justification, so ask the Circle Office before relying on it; a dated deadline on an official paper is the obvious candidate. And never let Tatkal hurry you past the name check, because a fast wrong certificate cannot be corrected afterwards.
How long does it take?+
The local resident service publishes a limit of "30 Day", excluding Government holidays. We verified no Tatkal time limit, and no time limit for the residential service, whose page showed only its modification status when we opened it. Keep the dated acknowledgement, because without it the thirty days cannot be measured, and write in for the decision or the reasons once they pass.
Do I qualify as a local resident of Jharkhand?+
That is a question this page deliberately does not answer. Who qualifies is a matter of State policy, and it has been changed and argued over more than once. We verified no current eligibility rule and we will not state one, because a wrong answer could send you after a certificate you cannot get or away from one you can. The service itself asks for "Documents in evidence of claim for Local Resident"; your Circle Office tells you what it accepts as that evidence.
Do I need an affidavit or a gazette notification?+
Neither appears in the listed requirements we read. The local resident service asks for a residential proof, a self declaration, a letter of pledge and evidence of the claim. We publish gazette notices for a living, and our honest answer is that a correctly named voter or ration entry does far more for this certificate than a gazette would. A gazette helps only where a name genuinely changed and several offices want one proof at once.
How much of this can you actually do for us?+
The preparation, which is where these applications succeed or fail. We tell you which of the two certificates you need, read your Class 10 certificate against your residence proofs and your Aadhaar, find the one residence proof that already carries the right spelling or tell you which to correct first, and check the link between your father's name and any older family record. What we will not do is tell you whether you qualify as a local resident, quote a fee we could not verify, or sell you a gazette for a residence certificate. If one voter entry fixes it, we will say so.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. Every service name, status and requirement on this page is quoted as the Government portals print it. From JharSewa: the service "Issue of Residential Certificate", whose page showed the status "Service Under Modification" when we opened it. From the JharSewa service wise requirements listing: the separate listings "Local Resident Certificate by Circle Officer" and "Issue of Local Resident Certificate", with their requirements of "Residential Proof", a self declaration, a "Letter of pledge", "Documents in evidence of claim for Local Resident" and an "Enclosure for Tatkal". From the ServicePlus service description for "Issue of Local Resident Certificate": the limit of "30 Day" excluding Government holidays, the residential proof examples "Ration Card, Voting Card, Electricity Bill, Telephone Bill, Passport", and the Tatkal enclosure as a "Justified Document for Tatkal". Five limits are declared openly on the page itself rather than buried here. First, the residential service showed only its modification status, so we print no document list or time limit for it and do not assume it matches the local resident service. Second, the two sources we read name different departments for the local resident service: the requirements listing names the Department of Personnel, Administrative Reforms and Rajbhasa, while the ServicePlus description names the "LINE DEPARTMENT - DEPARTMENT OF REVENUE", and we report both rather than choosing. Third, we did not find the text of the letter of pledge and quote none. Fourth, we verified no current local resident eligibility rule, because it is a State policy matter that has changed and been argued over, so the page does not tell anybody whether they qualify. Fifth, we print no fee and no Tatkal time limit, because none is stated on the pages we read. We are a documentation consultancy and not advocates, not any Circle Officer, not JharSewa, and not the Department of Publication. Who we are is on the about page.

Official Sources on Jharkhand Residence and Local Resident Certificates

Sources used for the Jharkhand residence certificate name correction page
SourceWhat it is used for on this page
JharSewa, the "Issue of Residential Certificate" serviceThat the service exists under that name, and that its page showed the status "Service Under Modification" when we opened it, with no description, document list or time limit
JharSewa service wise requirements listingThe separate listings "Local Resident Certificate by Circle Officer" and "Issue of Local Resident Certificate", their requirement of a "Letter of pledge", "Documents in evidence of claim for Local Resident" and an "Enclosure for Tatkal", and the Department of Personnel, Administrative Reforms and Rajbhasa as the department named there
ServicePlus description of "Issue of Local Resident Certificate"The most useful link on this page. The limit of "30 Day" excluding Government holidays; the residential proof examples "Ration Card, Voting Card, Electricity Bill, Telephone Bill, Passport"; the Tatkal enclosure as a "Justified Document for Tatkal"; and the department named as "LINE DEPARTMENT - DEPARTMENT OF REVENUE"
Where the two sources disagreeThey name different departments for the local resident service. We report both and choose neither
What we could not verifyThe residential service's own requirements, because its page showed only the modification status; the text of the letter of pledge; any fee, ordinary or Tatkal; any Tatkal time limit; and who currently qualifies as a local resident, which is a State policy matter this page deliberately does not decide
Our other pages on the surrounding stepsOperating the portal, on the JharSewa walkthrough page; the residence certificate overview, on the residence certificate page
Your Circle Office, and the office asking for the certificateThe two sources that outrank this page. The requesting office on which certificate it wants, and the Circle Office on eligibility, the residential service's status and what it accepts as justification for Tatkal. Ask both in writing
Why this page reports a status and a disagreement instead of smoothing them over. A page that simply listed "the residence certificate process" would have had to pretend the residential service was open and that the sources agreed. They did not, on the day we checked, so this page says so. Ask any adviser on this subject which published sentence their advice rests on.

Residence Certificate Name Correction in Nine Lines

The short version

  • Ask the office which one it wants before correcting anything.

  • There is no correction service, so a fresh application is filed.
  • The local resident service asks for a Letter of Pledge.
  • Sign the pledge only in the name you have already settled.
