Usually not a name correction at all • It is a transfer of connection • Clause 7.12 of the Supply Code, and 30 days

Name Change in Electricity Bill in Jharkhand

Two completely different jobs are hiding behind this one phrase, and families waste months by asking for the wrong one. If your own name is simply spelt wrongly on your own connection, that is a small billing correction. If the bill is still in your late father's name, or the name of the person you bought the house from, that is not a name correction at all. It is a transfer of connection under the Jharkhand State Electricity Supply Code, and it comes with its own requirements: proof of ownership or occupancy, a no objection certificate, and every rupee of outstanding dues on that connection settled first. The Code also gives you something most pages on this site cannot: a written time limit of thirty days.

7.12The Supply Code clause that governs this
30Days the Code allows, in writing
0Dues that may remain before a transfer
1Bill to read first, to see who supplies you
Quick answer

Decide first which of the two things you actually want, because they are not variations of one job. One, your own name is spelt wrongly on your own connection. Nothing is being transferred and nobody else is involved. This is a billing related service request to your supplier, raised through the consumer login, and JBVNL's own guidance is to clear pending dues first and then apply under the service request menu. Note that self correction of consumer identity details is disabled, so you are asking the supplier to make the change, not editing it yourself. Two, the connection stands in somebody else's name. A late parent, or the seller of the house. This is a transfer of connection, and the Jharkhand State Electricity Supply Code 2015 sets it out plainly. Clause 7.12.2 allows a connection to be transferred "upon death of the consumer or in case of transfer of the ownership or occupancy of the premises". Clause 7.12.3(a) requires proof of ownership or occupancy and a no objection certificate from the registered consumer, authorised person or previous occupant, and states that the request "shall not be accepted unless all dues recoverable against the concerned connection are settled". Where the consumer has died, clause 7.12.4(a) asks for a registered will or deed, a succession or legal heir certificate, mutation in municipal or land records, or other proof of legal heirship. And the part worth knowing before you start: clause 7.12.3(c) says the change "shall be effected within thirty (30) days from receipt of complete application". Before any of it, read the top of your own bill and check who actually supplies you, because in this state it is not always JBVNL.

Two Different Jobs Behind One Phrase: Correcting a Name and Transferring a Connection

Name change in electricity bill in Jharkhand
A wrong spelling and a bill in a dead man's name are not the same request.

When somebody rings us about the name on an electricity bill, the first question we ask is whose name is currently printed on it. The answer sends the file down one of two roads that share almost nothing.

Correcting a name on an electricity connection against transferring the connection
Your situationWhat it is and what it needs
The connection is already in your name and the spelling is wrongA billing related service request to your supplier. Nothing is transferred, nobody else is involved, and no ownership document is needed. JBVNL's guidance is to clear pending dues, then apply through the consumer login under the service request menu, because self correction of identity details is disabled
The bill is in your late father's or mother's nameA transfer of connection on death, under clause 7.12.2 of the Supply Code. You will need proof of legal heirship, which clause 7.12.4(a) describes as a registered will or deed, a succession or legal heir certificate, mutation in municipal or land records, or other proof. This is the commonest real case and it is not a spelling matter at all
You bought the house and the bill still carries the seller's nameAlso a transfer of connection, on transfer of ownership. Clause 7.12.3(a) wants proof of ownership or occupancy and a no objection certificate from the previous consumer or occupant. Get that NOC at the time of purchase, not two years later when the seller has moved away
You are a tenant and want the bill in your nameThe Code speaks of ownership or occupancy, so occupancy proof and the owner's no objection matter here. Settle with the owner in writing first, because a supplier will not referee a landlord dispute
The name is right but the address or the meter details are wrongA different service request again, and worth raising separately rather than bundling into a name question. Mixed requests are how these files stall
The single hardest rule, and the one that stops most transfers. Clause 7.12.3(a) states that the request "shall not be accepted unless all dues recoverable against the concerned connection are settled". The dues follow the connection, not the person, so arrears run up by a previous owner or left after a death have to be cleared before the name will move. Find out the outstanding amount before you agree a price for a property, not after.
Why people care about this more than they expect to. An electricity bill is one of the everyday papers used as proof of address, and a bill carrying somebody else's name does not do that job for you. That is usually what sends a family to the counter in the first place, years after the death or the purchase that actually caused it.

What the Jharkhand Electricity Supply Code Requires, Clause by Clause

This is the part no other page on this subject gives you, and it is the reason to read this one. The rules are not a counter's opinion. They are written down in the Jharkhand State Electricity Supply Code 2015, published in the Jharkhand Gazette and hosted on the supplier's own website, and you can quote them.

The Jharkhand State Electricity Supply Code 2015 clauses governing transfer of an electricity connection
ClauseWhat it says, and what it means for you
7.12.2, when a transfer is allowedA connection may be transferred into another person's name "upon death of the consumer or in case of transfer of the ownership or occupancy of the premises". Those are the two doors. If neither applies to you, you are probably looking at a correction rather than a transfer
7.12.3(a), what a transfer needs"The application form shall be accepted on showing proof of ownership/occupancy of property. A No Objection Certificate from the registered consumer/ authorised person/ previous occupant of the premises shall be required." Two things, then: a document showing the premises are yours, and a no objection from whoever held the connection before you
7.12.3(a), on dues"The request for transfer of connection shall not be accepted unless all dues recoverable against the concerned connection are settled." This is absolute and it is where most transfers stop. Ask for the outstanding figure early
7.12.4(a), where the consumer has diedProof of legal heirship is described as a "Registered Will/deed, Succession/Legal heir Certificate, Mutation in municipal/land records or any other proof of legal heirship". Note the words any other proof, which matter in families that hold none of the first three
7.12.3(c) and 7.12.4(b), the time limit"Change of consumer's name shall be effected within thirty (30) days from receipt of complete application along with payment of necessary charges, if any." The same thirty days applies to a legal heir transfer. This is a written commitment, and the words that carry the weight are complete application
What the Code does not coverIt sets out the transfer framework. It does not separately deal with correcting the particulars of an existing consumer, which is why a plain spelling correction is handled as an ordinary billing related service request rather than under clause 7.12
Use the phrase "complete application" deliberately. The thirty days runs from a complete application, so an incomplete one simply never starts the clock. Before you submit, ask the office in writing to confirm that what you are handing over is complete, and keep that reply. That one sentence converts a vague wait into a date you can point to.
The no objection certificate has a second job people miss. Beyond permitting the transfer, JBVNL's own guidance indicates that an NOC from the previous owner is what allows the existing security deposit to come across to you. Without it, expect to pay a fresh deposit. That is real money, and it is another reason to collect the NOC at the time of purchase while the seller is still in front of you.

Who Actually Supplies Your Electricity in Jharkhand, and Why It Matters

Almost every article on this subject assumes one supplier for the whole state. That is not how Jharkhand works, and applying to the wrong organisation is a wasted month. Before you do anything else, read the name printed at the top of your own bill.

Checking which electricity supplier serves your premises in Jharkhand
What to checkWhy it matters
The name printed on the billThis is the organisation you apply to, and the only one that can act on your connection. Everything else on this page follows from getting this right. It takes ten seconds and almost nobody does it
Most of the state is served by JBVNL, the Jharkhand Bijli Vitran NigamThe clauses quoted on this page come from the Supply Code hosted on JBVNL's own website, and its consumer login is where a billing related service request is raised
Jamshedpur and some surrounding industrial areas are not supplied by JBVNLSupply in and around the Tata Steel township has long been provided by a separate licensee rather than the state utility. If that is your area, apply to whoever is named on your bill and ask that organisation for its own procedure, because it is not obliged to follow another licensee's process sheet
Parts of the Damodar valley belt, around the Dhanbad and Bokaro industrial areasSupply arrangements there have historically involved the Damodar Valley Corporation as well as the state utility. Again, the bill in your hand is the authority on who bills you, not a general article
Company townships, collieries and steel plant quartersSupply may run through the employer rather than a public licensee, and the name on the bill will tell you. Quarters allotted with employment are a different matter again, because occupancy is tied to the job
The consumer number and the division or subdivision nameNote these before you write to anybody. Every request should quote them, and a request without a consumer number is difficult to act on even when everything else is correct
We are telling you to check rather than telling you the answer. Licensee areas change, and we have not verified the current supply boundaries for every town in Jharkhand, so we will not print a map of them. What we can tell you with certainty is that the state is not served by a single supplier, that the name on your bill is authoritative, and that the clause numbers quoted above are from the Supply Code published on the JBVNL website.
If your supplier is not JBVNL, one question saves the whole file. Ask them, in writing, which code or regulation governs a transfer of connection on death or sale in their supply area, and what documents they require. A licensee will answer that question, and the answer is worth far more than any list copied from a website about a different utility.

How to Change the Name on an Electricity Bill in Jharkhand, Step by Step

1

Read the bill and decide which job it is

Whose name is on it now. Your own with a wrong spelling is a service request. Somebody else's name is a transfer. Note the supplier's name, the consumer number and the division while the bill is in your hand.

2

Ask for the outstanding dues figure first

Before anything else on a transfer, because clause 7.12.3(a) says the request shall not be accepted until all dues on the connection are settled. If you are buying a property, ask before you agree the price.

3

Get the no objection certificate while you can

From the previous consumer or occupant. It permits the transfer and it is what carries the existing security deposit across. Collect it at the time of purchase, not years later when the seller has moved.

4

Assemble the ownership or heirship proof

Ownership or occupancy proof for a purchase. For a death, a registered will or deed, succession or legal heir certificate, mutation in municipal or land records, or other proof of legal heirship.

5

Settle how the name should read

Exactly as your other records carry it, letter by letter. There is no point moving a connection into a form of your name that your Aadhaar and bank do not use, because the bill is wanted as proof of address.

6

Apply through the right channel

For a JBVNL billing correction, the consumer login under the service request menu, after dues are cleared. For a transfer, the prescribed application with the latest paid bill and your proofs.

7

Get it confirmed as complete, in writing

Because the thirty days runs from a complete application. Ask the office to confirm nothing further is required, keep that reply, and keep your own copy with the received stamp.

8

Check the next bill, not the acknowledgement

The proof that this worked is the next bill printed in the right name. Read it letter by letter when it arrives, and raise any remaining difference straight away rather than a year later.

Step 2 is the one that decides whether this is cheap or expensive. People discover the arrears after they have paid for a property, and then find that the connection cannot move until somebody else's unpaid bills are settled. The dues attach to the connection. Ask for the figure in writing before money changes hands.

Where your own name needs settling across records first, start at name spelling correction. Where a property is involved, see name change in property documents, and for the identity records that the bill is usually wanted to support, see name change in Aadhaar card.

Central Gazette Process for a Name From Jharkhand, and Where It Fits an Electricity Connection

Read this before the rest of this section. An electricity connection is corrected or transferred, never published. Nobody gazettes a spelling on a bill, and nobody gazettes a transfer of connection, which is governed by clause 7.12 of the Supply Code instead. This process matters to you in one situation only: where you are genuinely changing your name across all your records, and the electricity connection is simply one of the records that has to follow afterwards. It is printed in full so that you can see what a real file involves, and so you recognise at once when a gazette is being quoted to you for a bill still standing in a late parent name.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name, a field the public notice form does not have. Salaried applicants leave it blank and the file comes back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update the records

Check every word the day it publishes, download the e-Gazette copy of that Part IV issue, and then work through Aadhaar first and the electricity connection after it.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
How to read the published notice before you rely on it. Open the e-Gazette copy and check five things: that it says Part IV; the date of publication; your old full name exactly as your documents carry it; the new name, letter by letter; and the father or husband name and address. Then note the page number and the issue number, because that is what an office will quote back to you at verification.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What an Electricity Bill Name Change Costs in Jharkhand

Cost and time for correcting or transferring the name on an electricity connection in Jharkhand
ItemCostTime
Outstanding dues on the connectionWhatever is owed, in full. Clause 7.12.3(a) says a transfer "shall not be accepted unless all dues recoverable against the concerned connection are settled". This is usually the largest figure in the whole exercise and it is somebody else's spending, not yoursImmediate, and it blocks everything until it is done
Security depositWith an NOC from the previous owner the existing deposit can come across. Without it, expect to pay a fresh deposit. That is the clearest money reason to collect the NOC at the time of purchaseCharged at the time of transfer
The transfer or name change charge itselfClause 7.12.3(c) refers to "payment of necessary charges, if any" without fixing an amount here, so we do not print a figure. Ask your supplier what it charges, and be careful of any website quoting a confident all India numberThirty days from a complete application, under clauses 7.12.3(c) and 7.12.4(b)
A plain spelling correction on your own connectionA billing related service request rather than a transfer, with no ownership document and no NOC. We do not print a charge, because we have not verified oneSet by the supplier. The thirty day clause is written for a change of consumer name
Succession or legal heir certificate, where the consumer has died and the family holds no will or mutationThe issuing office own charge. We do not print court or office charges we have not verified. Note that clause 7.12.4(a) also allows mutation in municipal or land records or any other proof of legal heirship, so this is not always the only roadSet by the office
Affidavit, where the supplier asks for oneRs 100 non-judicial stamp paper and the notary charge. Two originals, because the office keeps oneThe same day
Government printing charge, only in a genuine change of your own nameThe guidelines print Rs 1,100 for an adult change of name and Rs 1,400 for a public notice, for FY 2016 to 2017, each with the caveat that the charge varies each financial year and from case to case. What BharatKosh shows on the payment screen the day you pay is the figure that countsPart IV publishes weekly, so allow several weeks from posting
Our chargeQuoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site
Do not trust a figure printed on any website, including this one, on the day you pay. The Department own guidelines say the printing charge varies each financial year and from case to case, so the figures above are what the published guidelines show for 2016 to 2017 and are given so you know the order of the amount, not the amount. What BharatKosh shows when you reach the payment screen is the one that counts. Read it there and pay that.

On this page the real money is almost never the application. It is the arrears somebody else left on the connection and, where no NOC was obtained, a fresh security deposit. Both are avoidable, and both are avoided at the same moment: when the property changes hands and the other party is still standing in front of you. Our name change cost page sets out the line items in full.

Send the bill and we will tell you which job it is

Photograph the whole electricity bill, both sides if it is printed both sides, so we can read the supplier name at the top, the consumer number, the division or subdivision and the name exactly as it is printed. Tell us in one line whose name that is: yours, a late parent's, or the person you bought from. If a death is involved, send whatever the family holds, a will, a succession or legal heir certificate, or a mutation entry in municipal or land records. If it is a purchase, send the sale deed and the NOC if you have one. Our first reply tells you whether this is a billing correction or a transfer under clause 7.12, what the Code requires for your version of it, and what to ask the office for first. Myths About an Electricity Bill Name Change in Jharkhand

Common beliefs about electricity bill name changes and what is actually correct
What people are toldWhat is actually so
Changing the name on the bill is one simple requestIt is two different jobs. Correcting a spelling on your own connection is a billing service request. Getting the bill out of a late parent's or a seller's name is a transfer of connection under clause 7.12, with ownership proof, an NOC and dues cleared
The old arrears are the previous owner's problemThey are yours the moment you want the connection. The Code says the request "shall not be accepted unless all dues recoverable against the concerned connection are settled". Dues follow the connection, not the person. Ask the figure before you buy
You need a gazette notification for thisNo. A connection is corrected or transferred, never published. A gazette matters only where you are genuinely changing your own name across all your records, and even then the connection simply follows the change
The NOC is just a formality you can skipIt does two jobs. It permits the transfer, and it is what lets the existing security deposit come across to you. Skip it and expect to pay a fresh deposit, which is real money
Nothing can be done because there is no willClause 7.12.4(a) lists a registered will or deed, a succession or legal heir certificate, mutation in municipal or land records, or any other proof of legal heirship. Those last five words matter, and families who assume a court is the only road often have a mutation entry already
They can take as long as they likeThe Code says the change "shall be effected within thirty (30) days from receipt of complete application". Get the office to confirm your application is complete, in writing, and the thirty days becomes a date you can point to
All of Jharkhand is supplied by JBVNLIt is not. Jamshedpur and some surrounding industrial areas, and parts of the Damodar valley belt, are not supplied by the state utility. The name on your bill is the authority, and applying to the wrong organisation wastes a month
You can edit your own details onlineJBVNL's guidance indicates that self correction of consumer identity details is disabled for data security reasons. You are asking the supplier to make the change through a service request, not editing it yourself
The two questions to ask before a property changes hands. What are the outstanding dues on this connection? and will you give me the NOC today? Both are easy while the seller is in front of you and both become difficult afterwards. A great many of the transfer cases we see are simply these two questions asked two years too late.

Key Terms in an Electricity Connection Name Change

Key terms used when changing or transferring the name on an electricity connection
TermWhat it means in practice
Supply CodeThe Jharkhand State Electricity Supply Code 2015, published in the Jharkhand Gazette and hosted on the supplier's website. The written rules behind everything on this page
Clause 7.12The part of the Code dealing with transfer of a connection, including on death and on transfer of ownership or occupancy
Transfer of connectionMoving a connection into a different person's name. What most people actually mean by a name change on a bill
Change of consumer nameThe Code's own phrase for the result of a transfer, and the thing the thirty day limit is written about
Service requestAn ordinary billing request to your supplier, which is how a plain spelling correction on your own connection is raised
Consumer numberThe number identifying your connection. Quote it in every letter, because a request without it is hard to act on
No objection certificateWritten consent from the registered consumer, authorised person or previous occupant. Permits the transfer and carries the security deposit across
Security depositThe deposit held against the connection. It can follow the connection to you with an NOC, and without one you may pay it again
Proof of ownership or occupancyWhat clause 7.12.3(a) asks for. Note that occupancy is named as well as ownership, which matters to tenants
Proof of legal heirshipA registered will or deed, a succession or legal heir certificate, a mutation entry, or any other proof. The route where the consumer has died
MutationThe change of name in municipal or land records. Named in the Code as acceptable heirship proof, and often already done in families who think they have nothing
Complete applicationThe words the thirty day limit hangs on. An incomplete application never starts the clock, which is why it is worth getting completeness confirmed in writing

Electricity Bill Name Change in Jharkhand: Frequently Asked Questions

The bill is still in my late father's name. What do I actually need?+
This is a transfer of connection, not a name correction. Clause 7.12.2 of the Supply Code allows a transfer "upon death of the consumer", and clause 7.12.4(a) describes the proof as a registered will or deed, a succession or legal heir certificate, mutation in municipal or land records, or any other proof of legal heirship. All dues on the connection must be settled first.
My own name is simply spelt wrongly. Is that the same process?+
No, and this is the distinction the whole page turns on. Nothing is being transferred and no ownership document is needed. It is an ordinary billing related service request to your supplier. JBVNL's guidance is to clear pending dues and then apply through the consumer login under the service request menu, because self correction of identity details is disabled.
Do I have to pay the previous owner's unpaid bills?+
If you want the connection, in practice yes. Clause 7.12.3(a) states that the request "shall not be accepted unless all dues recoverable against the concerned connection are settled". The dues attach to the connection rather than the person, which is exactly why you should ask for the outstanding figure in writing before you agree a price.
How long should it take?+
The Code gives a written limit. Clauses 7.12.3(c) and 7.12.4(b) say the change "shall be effected within thirty (30) days from receipt of complete application along with payment of necessary charges, if any." The operative word is complete, so ask the office to confirm in writing that nothing further is needed, and keep that reply.
What is the NOC for, and can I skip it?+
Clause 7.12.3(a) requires a no objection certificate from the registered consumer, authorised person or previous occupant. Beyond permitting the transfer, JBVNL's guidance indicates it is what allows the existing security deposit to come across to you. Without it, expect to pay a fresh deposit. Collect it at the time of purchase.
We have no will and no succession certificate. Is it hopeless?+
Not at all, and this is worth reading twice. Clause 7.12.4(a) lists a registered will or deed, a succession or legal heir certificate, mutation in municipal or land records, or any other proof of legal heirship. Many families who assume they must go to court already hold a mutation entry in the municipal or land records from when the property was dealt with.
I am a tenant. Can the bill be in my name?+
The Code speaks of transfer on "transfer of the ownership or occupancy of the premises", so occupancy is named as well as ownership, and an NOC from the registered consumer is required. Settle it with the owner in writing first. A supplier will not referee a dispute between a landlord and a tenant.
Do I need a gazette notification for this?+
No. An electricity connection is corrected or transferred, never published. A gazette matters only where you are genuinely changing your own name across all your records, and even then the connection is simply one of the records that follows the change afterwards.
Is JBVNL my supplier?+
Read the name printed at the top of your bill, because in Jharkhand it is not always JBVNL. Jamshedpur and some surrounding industrial areas, and parts of the Damodar valley belt, are served by other organisations. The bill in your hand is the authority, and applying to the wrong one wastes a month.
My supplier is not JBVNL. Do these clauses apply to me?+
The clauses quoted here are from the Supply Code hosted on the JBVNL website. If another licensee bills you, ask that organisation in writing which code or regulation governs a transfer of connection on death or sale in its area, and what documents it requires. Its answer is worth more than any list written about a different utility.
What should the application actually contain?+
The consumer number, the division or subdivision, the name as printed now, the name it should read, which of the two doors you are coming through (death, or transfer of ownership or occupancy), your ownership, occupancy or heirship proof, the NOC, and the latest paid bill. Two copies, and keep the one with the received stamp.
What does it cost?+
The application charge is usually the smallest part. The Code refers to "payment of necessary charges, if any" without fixing an amount here, so we print no figure and you should ask your supplier. The real money is the outstanding arrears on the connection, and a fresh security deposit if no NOC was obtained. Both are avoidable if you ask early.

Clause 7.12.2 permits transfer "upon death of the consumer or in case of transfer of the ownership or occupancy of the premises". Clause 7.12.3(a) provides that "The application form shall be accepted on showing proof of ownership/occupancy of property. A No Objection Certificate from the registered consumer/ authorised person/ previous occupant of the premises shall be required" and that "The request for transfer of connection shall not be accepted unless all dues recoverable against the concerned connection are settled." Clause 7.12.4(a) describes heirship proof as a "Registered Will/deed, Succession/Legal heir Certificate, Mutation in municipal/land records or any other proof of legal heirship". Clauses 7.12.3(c) and 7.12.4(b) provide that "Change of consumer's name shall be effected within thirty (30) days from receipt of complete application along with payment of necessary charges, if any." This thirty day figure is one of the very few timelines printed anywhere on this website, and it appears here only because it is written in the Code itself. The points about clearing dues before applying, the disabling of self correction of consumer identity details, and the NOC being what carries the security deposit across are taken from JBVNL's own published guidance for consumers. The Code sets out the transfer framework and does not separately deal with correcting the particulars of an existing consumer, which is why this page treats a plain spelling fix as an ordinary billing service request. We print no transfer charge, no security deposit amount and no supplier office address, because we have not verified them, and we do not print a map of licensee areas, because supply boundaries change; the page instead tells the reader that the name on their own bill is authoritative. We are a documentation consultancy and not advocates. Who we are is on the about page.

Official Sources on Electricity Connection Transfer in Jharkhand

An Electricity Bill Name Change in Eight Lines

The short version

  • Two jobs hide behind one phrase, so decide which one you need.
  • Your own spelling wrong is a billing service request, nothing more.
  • Somebody else's name on the bill is a transfer under clause 7.12.
  • A transfer needs ownership or occupancy proof and an NOC.
  • No transfer is accepted until all dues on the connection are settled.
  • On a death, a mutation entry counts as proof of legal heirship.
  • The Code allows thirty days from a complete application.
  • Read your bill first, because not all of Jharkhand is supplied by JBVNL.

Send the bill and we will tell you whether this is a correction or a transfer.

Those two roads share almost nothing. One is a service request. The other needs ownership proof, an NOC and every rupee of arrears cleared before anybody will touch it.
