Dakhil Kharij Name Mismatch in Jharkhand
Your dakhil kharij has been rejected, or it has gone quiet, and somebody has told you the name does not match. Before you spend anything, two things decide what you should actually do. The first is that a mutation does not settle ownership at all. The Judicial Academy Jharkhand's own handbook on land law says revenue records "neither create nor extinguish title". The second is that the name being checked is usually not yours. It is the seller's name in the registered deed against the name standing in the khatian. Those two facts change the fix completely, and almost every page written about this subject skips both. This one starts there, names the sources, and tells you openly what we could not verify.
Find out which name failed before you pay for anything, because the two cases have nothing in common. In most rejected dakhil kharij files the problem is that the seller's name in the registered sale deed does not match the name standing against that khata in the khatian. That is a record problem in the seller's entry, and correcting your own Aadhaar will not touch it. In the smaller number of cases the buyer's own name is spelt differently across the deed and the identity papers, and that is an ordinary spelling correction. The second thing to know is what a mutation is and is not. The Judicial Academy Jharkhand's handbook on land law states that revenue records "neither create nor extinguish title, but they are valuable" as evidence, and that an entry in the Tenant's Ledger, Register II, is made "in pursuance to the order passed in a mutation proceeding", adding that "Any entry against such order is a nullity." So nobody at a counter can simply retype the name for you, and getting the mutation through is not the same as owning the land. The third thing is a change that is coming. A news report on the Jharkhand revenue department's announced overhaul says buyers "will no longer be able to apply separately for mutation after registration of land" and that a rejected applicant "will have to file an appeal before the Deputy Collector of Land Reforms (DCLR)". If that comes into force, the habit of quietly applying again with a corrected name stops working. What we will not print is a mutation fee, a statutory time limit or an appeal deadline for Jharkhand, because we could not verify one from a Government source and the widely copied figures online trace back to private websites.
A Dakhil Kharij Does Not Decide Who Owns the Land in Jharkhand
This is the sentence that changes how you should think about the whole problem, and it comes from a Government source rather than from us. The Judicial Academy Jharkhand, which trains the State's own judges, publishes a handbook on land law. On revenue records it says they "neither create nor extinguish title, but they are valuable" as evidence. Read that twice. A mutation order does not make you the owner, and the absence of one does not make you a stranger to the land. What the mutation does is move the name in the revenue record so that the State knows who to collect rent from and who to deal with.
Why does that matter to somebody whose file was rejected over a name? Because it changes what you are trying to achieve. If your ownership rests on a registered sale deed, that deed is your evidence and it exists whether or not the mutation goes through. The mutation is the record catching up. So a name mismatch is a records problem to be fixed calmly and correctly, not an emergency in which you must agree to anything to get the entry made.
The same handbook explains how the entry is actually made. It says the Tenant's Ledger, which most people know as Register II, carries entries created "in pursuance to the order passed in a mutation proceeding", and then adds a short sentence with very long consequences: "Any entry against such order is a nullity."
One more line from the handbook is worth carrying with you, because it comes up constantly in family land in Jharkhand. On the names recorded in the record of rights, it says the entry showing the raiyats' names "can be an evidence of jointness of status when it has been jointly recorded." In plain words, how the names were written down in the first place can later be read as saying something about the family's status. That is one more reason not to let somebody at a counter decide the wording for you.
We should be straight about one limit here. We wanted to quote the Jharkhand High Court directly, because it has been reported as holding that a mutation cannot decide title. The reports and the judgment pages would not open for us while writing this page, so we quote no judgment. The handbook above is a Government publication and says the same thing, so nothing on this page rests on a case we could not read.
Whose Name Is Actually Checked in a Dakhil Kharij File in Jharkhand
People arrive at this problem assuming their own name is the one causing trouble, and they go off to correct their Aadhaar. Very often that is the wrong name and the wrong office, and the money is gone before anybody realises. The check that stops most mutation files is between two entries that have nothing to do with the buyer.
| The check | What is compared | What fixing it involves |
|---|---|---|
| The seller against the khatian | The seller's name in the registered sale deed against the name standing against that khata in the record of rights | A correction in the seller's entry, not in yours. If the seller has died, it becomes an inheritance question first |
| The buyer against the identity papers | Your own name in the deed against your Aadhaar and other identity documents | An ordinary spelling correction, and often the cheapest of all the possibilities |
| The father's name | The parentage shown in the khatian against the parentage in the deed and the identity papers | Its own job with its own evidence. See father's name correction |
| A Hindi and English difference | The same name written one way in the old Hindi record and another way in the English deed | Usually a transliteration question rather than a real difference. See Hindi to English spelling |
| A tribal surname variant | A surname that is spelt one way in the khatian and another in later papers, which is very common in this State | Handled on its own page. See tribal surname spelling |
| A genuine change of name | The person in the record really did change their name at some point, so the two names belong to one person | This is the only case in the list where a gazette route is even relevant, and we deal with it further down |
A private Ranchi property site puts the first check plainly, and it matches what clients report to us: "The mutation officer verifies that the seller's name in the registered sale deed matches the name in the Khatian exactly." We name that as a private source rather than a Government one, because it is. But it is the right question to ask at the Circle Office before you do anything else.
Why So Many Dakhil Kharij Files Are Rejected in Jharkhand
Here is a figure that should change how carefully you prepare the file. A news report on the Jharkhand revenue department's announced overhaul of the online mutation system records officials saying that rejected mutation cases currently outnumber approved ones, and that this is affecting the department's image. We are calling that a news report, not a notification, because that is what it is. We could not find the department's own published figure. But it matches what people in this State already experience, and it matters here because a name mismatch is one of the reasons files come back.
The honest position on the rest of the rejection list is this. Private websites publish long lists of reasons, and we cannot verify most of them from a Government source. So below we have set out what is commonly listed and marked plainly what we could confirm and what we could not. We would rather show you an incomplete list you can trust than a confident one you cannot.
| Commonly listed reason | What we can say about it |
|---|---|
| Name mismatch between the deed and the record | The subject of this page. The check that is described is the seller's name in the deed against the name in the khatian. This is the one we see most often and the one most often fixed at the wrong end |
| The land is CNT or SPT Act land | The two Acts are real and the Judicial Academy handbook confirms they govern different districts of this State. A transfer restricted by law is not a paperwork problem and no name correction will rescue it. Dealt with below |
| A duplicate or repeat application | Listed by several private guides, and the announced system change is aimed squarely at it, which suggests it is real |
| The deed has not reached the Circle Officer's login | Commonly described. It is a timing problem rather than a document problem, and worth asking about before you assume the name is at fault |
| Objections raised during the notice period | Commonly described, usually as a fifteen day window. We could not verify that period from a Government source and we do not print it as a rule |
| All legal heirs not joined where the owner has died | Consistent with ordinary succession law. If the seller in your deed is an heir, this is a separate question from the spelling of anybody's name |
| An adverse field report | Commonly described, where possession on the ground does not match the deed. Again, not a name problem |
| An unregistered deed or a power of attorney sale | Commonly described. A mutation follows a registered deed, so this is the one case where the answer is to go back to the Sub-Registrar rather than forward to the Circle Officer |
The Jharkhand Mutation Change That Closes the Re-apply Route
Almost everybody handles a rejected dakhil kharij the same way. They fix whatever they think went wrong and quietly apply again. A reported change to the Jharkhand system is aimed at exactly that habit, and if it comes into force it makes getting the name right the first time far more important than it is today.
According to the same news report, the department has said that land buyers "will no longer be able to apply separately for mutation after registration of land". Instead the mutation is to be processed directly from the registration system itself. The report adds that "Any attempt to submit a fresh mutation application through Pragya Kendras or cyber cafés will be automatically blocked after entering the mauza, plot or khata number." And for a rejected file, the applicant "will have to file an appeal before the Deputy Collector of Land Reforms (DCLR)". The report puts implementation "within the next two to three months" from its own date.
If it does come in, three things follow for anybody with a name problem.
| What changes | What it means for you |
|---|---|
| The mutation starts from the registration | The name that enters the mutation is the name on the registered deed. There is no separate application in which somebody can quietly write it differently. So the deed becomes the last place the spelling can be settled |
| A fresh application is blocked | The cheap second attempt disappears. Today a rejection costs you time. After this it costs you an appeal |
| A rejection goes to the DCLR | An appeal is a proceeding with dates, papers and an officer above the Circle Officer. It is winnable, and it is far more work than getting the spelling right beforehand |
Dakhil Kharij Name Mismatch on CNT and SPT Act Land in Jharkhand
Jharkhand is not one land law. The Judicial Academy Jharkhand's handbook on land law is built around two tenancy Acts that apply to different parts of the State: the Chotanagpur Tenancy Act, 1908 and the Santhal Pargana Tenancy Act, 1949. If your land sits under either of them, the name is the second question and the transfer itself is the first.
We are going to be careful here, because this is an area where wrong advice does real harm to families. We are not going to summarise what those Acts permit or forbid in your case, and neither should any website. The restrictions turn on who the recorded raiyat is, which district the land is in, what category the land falls into and what permission was or was not taken. That is work for a lawyer with the papers in front of them, not for a page on the internet.
There is a second reason names matter more on this land than elsewhere. Surnames in this State cross Santali, Mundari, Ho, Kurukh, Hindi and English, and each crossing produces a Roman spelling that an office can read as a different person. A khatian written decades ago in Hindi and a deed typed last year in English can carry the same family name in two forms with nobody at fault. We have written that up separately, because it deserves more than a paragraph.
- Tribal surname spelling correction in Jharkhand, for the general pattern and how offices read it.
- Hembrom or Hembram and Oraon, Uraon or Oram, for two of the variants that come up most.
- Tribal surname mismatch in ST certificate verification, because the same variant usually causes trouble in more than one place.
- Hindi to English name spelling differences, for the transliteration question that produces most old-record mismatches.
Where a Gazette Helps a Dakhil Kharij Name Problem and Where It Does Not
We publish gazette notices for a living, so read this section knowing that. It would be easy for us to tell every reader with a land record problem to buy a gazette notification. For most of you it would be money spent on the wrong thing.
| Your situation | Does a gazette help |
|---|---|
| The khatian spells a name slightly differently from the deed, and nobody ever changed their name | No. This is a correction of a record, handled as a revenue matter. A gazette announces a change that never happened, which is not what the office is asking for. See correction against change |
| The seller's name in the record is wrong and the seller is alive | No. It is the seller's record and the seller's application. Your gazette about your own name does nothing for their entry |
| The recorded person genuinely changed their name years ago | Here it can help, because the question becomes proving that two names belong to one person. A published notification is the strongest ordinary proof of that, which is why offices ask for it |
| A woman's name changed on marriage between the khatian and the later papers | Often no gazette is needed at all. A marriage certificate issued by the State Government is accepted in its own right by several rules, so ask what this office names before you buy anything |
| The record and the deed disagree and you need to declare which is which | A public notice for a wrongly written name is the lighter instrument, and it is the one this situation usually calls for |
| An office has told you in writing that it requires a gazette notification | Then buy one, and keep their letter. Our objection is never to the gazette. It is to buying one nobody asked for |
How to Fix a Dakhil Kharij Name Mismatch in Jharkhand, Step by Step
Get the rejection reason in writing before anything else
Go back to the Circle Office and ask which check the file failed and against which record. Ask for it on paper. The department itself has said it wants refusals justified, so this is a reasonable thing to ask for. Everything below depends on the answer, and it costs nothing.
Establish whether the land is CNT or SPT Act land
Because if the transfer itself is restricted, no name correction will move the file and the time spent is lost. The section above explains why we will not tell you what those Acts allow in your case, and why a lawyer with the papers should.
Decide whose name actually failed, the seller's or yours
This is the step that people skip and it is the one that wastes the most money. A seller's entry is corrected by the seller, in their own proceeding. Your Aadhaar has nothing to do with it. The table above sets out all six possibilities.
Separate a spelling correction from a real change of name
A name nobody ever changed but somebody typed wrongly is a correction. A name that genuinely changed is a change. They use different instruments and cost very different amounts. Our page on correction against change is the shortest route to the right answer.
Pull the oldest document that carries the name and settle the spelling against it
An old khatian, a school certificate, a birth record. Decide the final spelling letter by letter before anything new is printed anywhere. A spelling settled late is the reason files come back twice.
Correct the record that is wrong, not the one that is convenient
It is always tempting to change the document that is easiest to change. Do not damage a consistent set of papers to match one wrong entry. If the khatian is the odd one out, the khatian is what gets corrected, through the jamabandi and khatiyan route.
Use a public notice where the two names must be declared as one person
Where the record and the deed genuinely differ and nobody changed their name, the lighter instrument is a public notice for a wrongly written name, with its own proforma. Only buy a gazette where the name truly changed or an office has named one in writing.
Keep every dated acknowledgement and every rejection paper
If the file has to go to the Deputy Collector of Land Reforms, the dates are the case. An appeal built on remembered conversations is far weaker than one built on stamped receipts. Take an acknowledgement every single time you hand something in.
Fix the same name everywhere else while you are at it
The variant that stopped the mutation is almost never in one place only. Check the Aadhaar, the PAN, the bank and the school papers in the same week. Our problems and mistakes page sets out an order that does not make you backtrack.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Land Record
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the land record, the bank account and any scheme records follow after it in that order.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Fixing a Dakhil Kharij Name Mismatch Costs in Jharkhand
This is the part of the subject where the internet is least reliable, so we are going to be unusually blunt about what we know and what we do not.
| Item | What we can and cannot tell you |
|---|---|
| The Government mutation fee | We are not printing a figure. Private guides say the online application is free and that a Pragya Kendra charges somewhere between Rs 100 and Rs 200. We could not verify either from a Government source, so we quote neither as a rule. Ask the Circle Office and get the amount in writing before you pay |
| A charge at a Pragya Kendra or cyber café | Typing and submitting is a real service and it is reasonable to pay for it. Ask the amount before the work starts, and never confuse it with a Government fee. Those are two different things and only one of them is fixed |
| How long it takes | We print no timeline either. Fifteen to thirty days is widely repeated by private websites. No Government source we could reach publishes it, so treat any promise of a date, including from an agent, as a sales line rather than a rule |
| A correction in the record of rights | This is a revenue proceeding rather than a purchase. Its cost is mostly time, travel and the papers you gather. Anybody quoting a package price for a certain result should be asked which office they are paying |
| A public notice in a newspaper | The newspaper's own advertising rate, paid to the newspaper. It varies by paper and by size, so ask two papers rather than one. See the public notice fee page |
| A Central Gazette file | Only where the name genuinely changed or an office has named one in writing. The charge is paid only through BharatKosh, is revised each financial year, and is not refunded if the file is returned. Our cost page sets out the whole picture |
| A lawyer, where the land is CNT or SPT Act land | Worth every rupee and we do not compete with it. This is the one expense on the page we actively recommend, because the alternative is finding out the transfer was restricted after you have spent months on a spelling |
| What we charge | Quoted on the call, after we have seen the rejection paper and the record. If your answer is one written application and no purchase, we will say so and charge you nothing. What we will not do is quote a figure before knowing whether you need us at all |
Myths About Dakhil Kharij Name Mismatch in Jharkhand
| What people believe | What is actually so |
|---|---|
| Once the dakhil kharij is done, the land is mine | No. The Judicial Academy Jharkhand handbook says revenue records "neither create nor extinguish title". The mutation moves the record. Your registered deed is your evidence of the transaction |
| Without a mutation I own nothing | Also no, and for the same reason. A missing mutation is a records problem with real practical consequences, not a cancellation of what the deed records |
| The clerk can just correct the name in the register | An entry made against the mutation order is, in the handbook's own word, "a nullity." Anybody offering to have it typed in without a proceeding is selling you something that will not survive |
| I should correct my Aadhaar to match the khatian | Usually the wrong end entirely. The check that stops most files is the seller's name against the record. Find out which check failed before you change any document of your own |
| A gazette notification will fix the land record | Only where the name genuinely changed. A gazette announces a change. Where nobody changed their name, the office is asking for a correction, and those are different jobs |
| I will just apply again with the spelling fixed | That route is being closed. The reported system change blocks a fresh application and sends a rejected file to the Deputy Collector of Land Reforms instead |
| The mutation fee in Jharkhand is a fixed amount I found online | We could not verify any Government figure. The numbers being repeated come from private websites. Ask the Circle Office and get it in writing |
| It takes fifteen to thirty days | Widely repeated, and not published by any Government source we could reach. Nobody can honestly promise you a date |
| Tribal land is the same as any other land once the deed is registered | Two separate tenancy Acts govern different districts of this State. If the transfer is restricted, no correction of any name will move the file |
| An agent at the Circle Office can get it passed | Ask which office they are paying and for what. A proper mutation runs on an order and a record, both of which you are entitled to see |
Key Terms in a Dakhil Kharij Name Mismatch in Jharkhand
| Term | What it means in practice |
|---|---|
| Dakhil kharij | Mutation. The proceeding that moves a name in the revenue record after a transfer or an inheritance. It records, it does not confer ownership |

| Register II | The Tenant's Ledger. The handbook says its entries are made "in pursuance to the order passed in a mutation proceeding" |
| Jamabandi | The holding account through which rent is recorded. Its own name problems are dealt with on the jamabandi page |
| Raiyat | The recorded tenant of the land under the tenancy Acts. Which person is the recorded raiyat is often the real question |
| Circle Officer | The Anchal Adhikari, the officer who decides a mutation at the block level |
| DCLR | Deputy Collector of Land Reforms. The appeal forum named for a rejected mutation in the reported system change |

| Gazette notification | Publication in the Government of India's own record. Personal notices appear in Part IV, and it announces a change rather than correcting a record |
| Dated acknowledgement | A stamped receipt for anything you hand in. If the file ever goes to appeal, the dates are the case |
Dakhil Kharij Name Correction Help Across Every District of Jharkhand
Almost all of the useful work on a stopped mutation happens on paper before anybody goes back to the Circle Office. We read the rejection or deficiency paper, the registered deed and the record of rights side by side, tell you which name actually failed and whose entry owns it, settle the final spelling against the oldest document you hold, and draft the written request, the public notice or the gazette file if one is genuinely needed. Send the papers before you pay anybody anything, because on this subject the commonest outcome is that the wrong name was being corrected. We work across Ranchi, Jamshedpur, Dhanbad, Bokaro, Gumla, Khunti, Simdega and every other district. Where the land is CNT or SPT Act land we will tell you to take the transfer question to a lawyer first, and we will not charge you for saying so. All of it on scans over WhatsApp.
District pages are linked from the services page.
Send the rejection paper and the record
Send the rejection or deficiency paper first, exactly as the Circle Office gave it to you, because what it does or does not say decides everything. Then the registered sale deed, the khatian or record of rights extract for that khata, and the Aadhaar of whoever is named as the buyer. Tell us in one line what has happened: the file has been rejected, it has gone quiet, somebody has told you to correct your Aadhaar, or an agent has quoted a price to get it passed. Tell us the district and the mauza, because whether the land falls under the Chotanagpur Tenancy Act or the Santhal Pargana Tenancy Act changes what we say first. Our first reply tells you which name failed, whose entry owns it, whether yours is a correction or a real change of name, and what the written request to the Circle Office should say. If the answer is one written request and no purchase at all, we will tell you that and charge you nothing. Details on the contact page.

People Also Ask About Dakhil Kharij Name Problems in Jharkhand
The central point of this page now has a Supreme Court authority behind it, not only a State handbook. In Tarachandra v. Bhawarlal & Anr., neutral citation 2025 INSC 1485, a bench of Justice Sanjay Karol and Justice Manoj Misra said in plain words that "mutation does not confer any right, title or interest on a person" and that "Mutation in the revenue records is only for fiscal purposes". We are quoting reports of that judgment rather than the judgment file, which we could not open, and we note openly that two legal outlets give different dates for it while agreeing on the citation and the bench. The holding itself is reported the same way by all of them.
Does a dakhil kharij make me the owner of the land?
No, and the Supreme Court has said so in about as few words as it can be said. The reported holding is that "mutation does not confer any right, title or interest on a person", and that "Mutation in the revenue records is only for fiscal purposes". The Judicial Academy Jharkhand handbook says the same thing about this State's own records, that they "neither create nor extinguish title". So the mutation is the record catching up with a transfer, not the moment the transfer happens. Your registered deed is what records the transaction.
Can the Circle Officer decide who actually owns the land?
No, and this is the most useful thing to know when a file turns into a fight. The reported judgment says that where there is a serious dispute, "it would be a dispute beyond the competence of the Tahsildar to decide, and in such a case the appropriate course for the parties would be to approach the Civil Court." A revenue officer runs a fiscal record. If somebody is genuinely contesting your ownership, the argument does not belong at the Circle Office at all, and no amount of correcting spellings will settle it there.
Can a mutation be refused just because it is based on a will?
On the reported holding, no. The Court said an application for mutation based on a will "will have to be considered on merits and it cannot be rejected merely because it is based on a will", and that where no serious dispute is raised by a natural legal heir, "in absence of any legal bar, mutation based on a will should not be denied." That case turned on the Madhya Pradesh Land Revenue Code, so we are not telling you it decides your file in Jharkhand. We are telling you the reasoning exists and is worth showing to anybody who refuses you without one.
Whose name failed the check, mine or the seller's?
Ask, because it is usually the seller's and people spend money at the wrong end. The check that stops most files is the seller's name in the registered deed against the name standing against that khata in the khatian. That entry belongs to the seller, so correcting your own Aadhaar does nothing for it. Get the failing check named in writing on the rejection or deficiency paper before you buy anything at all. The table above sets out all six possibilities.
What is the difference between a dakhil kharij and a jamabandi correction?
One moves a name, the other fixes a name. A dakhil kharij is the proceeding that transfers the entry after a sale or an inheritance. A correction in the jamabandi or khatiyan puts right a name that was typed wrongly in the record itself. People come to us for one and need the other constantly. If nothing was transferred and the spelling is simply wrong, you want the correction, not a fresh mutation.
Can I check my mutation status online in Jharkhand?
The State runs a land records portal, JharBhoomi, and mutation status is one of the things people look up there. We are being careful about the detail. We are not printing a screen by screen walkthrough or a tracking number format, because we could not verify one from the portal itself while writing. What we will say is the part that protects you: the Government address is a jharkhand.gov.in address, and several look-alike sites with similar names sit above it in search results. Type the address rather than searching for it.
How much does a dakhil kharij cost and how long does it take?
We print neither figure and we would rather say why than guess. Private guides say the online application is free, that a Pragya Kendra charges roughly Rs 100 to Rs 200, and that it takes fifteen to thirty days. No Government source we could reach publishes a fee or a time limit. Every one of those numbers traces back to a private website and several disagree with each other. Ask the Circle Office, get it in writing, and treat any agent promising you a date as selling rather than informing.
What happens if I simply never do the mutation?
Your deed does not stop existing, but the record keeps naming somebody else, and that costs you later. The rent demand, the municipal record and most lenders read the revenue entry. The trouble usually arrives at the worst moment, when you are selling, mortgaging or dividing the land and the record still carries the previous name. So the mutation is worth doing properly. It is simply not the thing that makes you the owner.
The seller has died. Can the name still be corrected?
It stops being a spelling question and becomes an inheritance question. The entry belongs to somebody who is no longer there to apply, so who may now act on that record has to be established first. This is the point at which we tell people to take proper legal advice rather than to buy a document from anybody, ourselves included. Correcting the spelling without settling who stands in the deceased person's place usually creates a second problem on top of the first.
Will a gazette notification fix the name in the khatian?
Only where the name genuinely changed, and we publish gazettes for a living. Where nobody ever changed their name and the record simply carries a wrong spelling, the office is asking for a correction, and a gazette announces a change that never happened. Where a gazette does earn its cost is when the recorded person really did change their name and two names now have to be shown to belong to one person. And if an office has named one in writing, buy it and keep their letter.

|---|---|
| Judicial Academy Jharkhand, Handbook on Land Law | That revenue records "neither create nor extinguish title", that a Register II entry is made "in pursuance to the order passed in a mutation proceeding" with "Any entry against such order is a nullity", that a jointly recorded name entry "can be an evidence of jointness of status", and that the Chotanagpur Tenancy Act 1908 and the Santhal Pargana Tenancy Act 1949 govern different districts. The most useful link on this page |
| Department of Revenue, Registration and Land Reforms, Government of Jharkhand | The department behind the Circle Offices, the JharBhoomi land records portal and the registration system |
| JharBhoomi, the Jharkhand land records portal | The State portal where the record of rights and mutation status are looked at. Type the address rather than searching for it, because look-alike sites exist |
| Tarachandra v. Bhawarlal and another, Supreme Court of India, 2025 INSC 1485 | Quoted from legal news reports of the judgment, not from the judgment file, which we could not open. Used for the holdings that "mutation does not confer any right, title or interest on a person", that "Mutation in the revenue records is only for fiscal purposes", that a mutation application based on a will "cannot be rejected merely because it is based on a will", and that a serious dispute is "beyond the competence of the Tahsildar to decide". The case was decided on another State's land revenue code and two reports give different dates for it |
| India Code | The Government's repository of Acts, and the place to read the tenancy legislation in its current form rather than a summary of it |
| Department of Publication, Guidelines for Change of Name for Adult (Major) | The Central Gazette file contents and the undertaking, for the separate case where a name genuinely changed |
| egazette.gov.in and bharatkosh.gov.in | Part IV publication of personal notices, and the only route for the Government charge on a gazette file |
| News report on the announced mutation system overhaul | Labelled as a news report throughout this page and not as a rule. Used for the statement that separate applications after registration are to stop, that fresh applications will be blocked, that rejections go to the Deputy Collector of Land Reforms, and that rejected cases currently outnumber approved ones |
| A private Ranchi property site | Named as private, not official. Used only for the description of the check itself, that the officer compares the seller's name in the deed with the name in the khatian |
| What we could not read | The Jharkhand Mutation Laws book published on the national administrative academy's site is a scanned document with no machine-readable text, so we quote nothing from it. The Jharkhand High Court reports on mutation and title would not open, so we quote no judgment. And no Government page we could reach publishes a mutation fee or a time limit, so this page prints neither |
| Your own Circle Office | The source that outranks this page on which check your file failed, what the current fee is and what the current practice is. Ask in writing and keep the reply |
Dakhil Kharij Name Mismatch in Jharkhand in Nine Lines
The short version
- Revenue records neither create nor extinguish title, so a mutation is not ownership.
- An entry made against the mutation order is, in the handbook's word, a nullity.
- The name usually checked is the seller's in the deed against the khatian.
- So correcting your own Aadhaar often fixes nothing at all.
- Ask in writing which check the file failed before spending anything.
- On CNT or SPT Act land, settle the transfer question before any name.
- A gazette suits a real name change, not a wrongly typed record.
- A reported change would block re-applying and send rejections to the DCLR.
- No Government source we could reach publishes a fee or a time limit.
