Municipal Holding Tax Name Change in Jharkhand
Start with the sentence that should save you the whole fee somebody has quoted you. The Government of Jharkhand's own municipal portal states: "No fees is being charged for the mutation/name change of holding no./property at ULBs level." It adds that "The information provided online is updated, and no physical visit is required." We are a paid documentation service telling you that this particular job is free. The second thing worth knowing is that the papers asked for are not one list. They change according to how the property came to you, and the portal publishes that split. And the third is that a holding is a municipal tax record. It is not your land record and it is not your title.
Do not pay anybody a fee for this until you have read the portal's own sentence. The Jharkhand municipal citizen portal states in plain words: "No fees is being charged for the mutation/name change of holding no./property at ULBs level." The same page says "The information provided online is updated, and no physical visit is required." So the charge you are being quoted, if you are being quoted one, is somebody's service charge and not a Government fee. Ask which one it is. The second thing to settle is which paper you need, because there is no single list. The assessment instructions split the mutation documents by how the property changed hands. A sale, a gift or a lease is supported by the registered deed or a tax receipt. A property that came through a will asks for "Will Probate". A property that came by succession asks for a "Succession Certificate / Death Certificate". A partition asks for the partition deed. And a plain re-assessment asks only for the last holding receipt. The third thing is the one that causes the most wasted effort. A holding number is a municipal tax record. Your khatian is a revenue record at the Circle Office. Your registered deed is the evidence of the transaction. Three registers, three offices, and fixing one does not fix the others. What we will not print is a processing time, because no Government page we could reach publishes one.
The Government Sentence That Says a Holding Name Change Costs Nothing
We sell documentation help for a living, and this is the page where we tell you that for this particular job the Government is not charging you anything. The Jharkhand municipal citizen portal states it directly: "No fees is being charged for the mutation/name change of holding no./property at ULBs level." ULB stands for urban local body, which means your municipal corporation, municipal council or nagar panchayat. The same page adds "The information provided online is updated, and no physical visit is required."
Why does that matter so much on this subject? Because holding tax is the one record where people are most often quoted a price by somebody standing near the counter. If a figure is being asked of you, it is not a Government fee. It may be a perfectly honest service charge for typing, scanning and submitting, and that is a real service worth paying for if you want it. But it is a different thing from a Government fee and you are entitled to be told which one it is.
One honest limit before you rely on that sentence anywhere. We verified it on the State portal, not in a municipal bye-law or a notification, and individual urban local bodies run their own counters. If your own body asks you for a fee, do not argue from this page. Show them the portal sentence, ask them to name the charge, and take whatever they say in writing. That is a far stronger position than an argument.
Which Paper a Holding Name Change Needs, by How the Property Changed Hands
Almost every article on this subject prints one list of documents. The assessment instructions do not work that way, and this is the most useful thing we found while researching the page. The mutation papers are split by the reason the owner is changing. Find your row before you gather anything.
| How the property came to you | What the instructions name |
|---|---|
| Sale | The registered deed, or a tax receipt. This is the ordinary case and the one most people are in |
| Gift | Treated with sale and lease in the same group, so the registered deed is again what is named |
| Lease | The same group. A lease can move a holding entry, which surprises people who assume only a sale can |
| A will | "Will Probate". Note the word probate. A will on its own is not what is named here, and that is a court step rather than a counter step |
| Succession, where somebody died without a will | "Succession Certificate / Death Certificate". Again a document obtained elsewhere before the municipal application is made |
| Partition in a family | The partition deed |
| Nothing changed hands, the assessment is just being redone | A re-assessment is named as needing only the last holding receipt, which is a much lighter job than a mutation |
For a brand new assessment rather than a change of owner, the instructions name different papers again, and they vary by what kind of property it is. Vacant land and independent buildings are supported by a registered deed, a tax receipt or khatiyan records. A flat or unit asks for a "Registered Sale Deed / Possession Certificate". A super structure asks for an "Electricity Bill / Property Address Proof". Notice that khatiyan records appear here, which is the point at which the land record and the municipal record touch each other.
Why a Holding Number Is Not Your Land Record and Not Your Title
This is where most of the wasted effort on this subject comes from. People change the name on the holding and believe the job is finished, or they change the land record and expect the municipal bill to follow. Neither happens. Three separate registers exist, they are kept by three different offices, and none of them updates another.
| The record | Who keeps it and what it is for |
|---|---|
| The registered deed | The Sub-Registrar's office. This is the evidence of the transaction itself, and it is the document the other two are checked against |
| The khatian and the jamabandi | The Circle Office, through a dakhil kharij proceeding. A revenue record, kept so the State knows who to collect rent from. See the dakhil kharij page and the jamabandi page |
| The holding | Your urban local body. A municipal tax record, kept so the body knows who to bill. The subject of this page |
The legal position on what a tax record proves is worth stating plainly, because it protects you from a bad argument later. In Tarachandra v. Bhawarlal and another, neutral citation 2025 INSC 1485, the Supreme Court is reported as holding that "mutation does not confer any right, title or interest on a person" and that "Mutation in the revenue records is only for fiscal purposes." The Judicial Academy Jharkhand's handbook on land law says the same of this State's records, that they "neither create nor extinguish title". We are quoting reports of that judgment rather than the judgment file, which we could not open, and it was decided on another State's land revenue code.
So the sensible order is the one almost nobody follows. Register the deed, get the revenue mutation done at the Circle Office, then bring the holding into line. Doing the municipal step first is not wrong, and there is no fee to lose by doing it, but it leaves the heavier record untouched and people forget to go back.
What the Jharkhand Municipal Portal Can and Cannot Do for a Name Change
The State runs a citizen portal for urban local body services, and it is worth knowing what sits on it before you let anybody navigate it on your behalf for a fee. These are the service names the portal itself publishes.
| Service the portal names | What it is useful for |
|---|---|
| Self Assessment and SAF Status | Filing the assessment form and following it. The mutation application sits inside this flow rather than as a separately named service |
| Search Property and View Property Details | Check the name currently recorded before you apply. People are often surprised by what is actually on the record |
| View Dues Details | The single most useful one on this page, and we explain why in the next section |
| Pay Property Tax and View Payment Details | Paying and proving you paid. Keep every receipt, because a receipt is one of the documents the instructions name |
| Ward Wise Holdings | Useful when you do not have the holding number and need to find the property |
| Tax Calculator and Know Your Circle Rate | Working out what the bill should be, which matters if a re-assessment is part of the job |
| Know Your Tax Collector | A named person to ask. Far better than turning up and asking whoever is at the counter |
| Apply for Concession | Worth a look before paying arrears, in case anything applies to you |
The four step application flow the instructions describe is short. Step one is to "Click on Apply For Assessment' link." Step two is to "Fill (*) Mandatory field available on Self Assessment Form." Step three is to "Click 'Submit' button for save applicant personal details." And step four is to "Upload all necessary documents required for Assessment" and save. That is the whole of it, and it is why the portal is able to say no physical visit is required.
Why Unpaid Holding Tax Dues Stop a Name Change in Jharkhand
Here is the practical obstacle that catches more people than any paperwork question, and we are going to be careful about how we describe it. It is widely reported that an urban local body will want the property tax dues cleared before it processes a transfer. That is described as municipal practice rather than as a published rule, and we could not verify it from a Government page, so we are not presenting it as law.
But it makes sense on its own terms, and it explains something people find baffling. The mutation itself is free. The arrears are not. So somebody arrives expecting a free service, discovers that years of unpaid tax on the previous owner's name are sitting against the holding, and concludes that the name change has a cost. Those are two different things and it is worth separating them before you walk in.
| What to do | Why it matters here |
|---|---|
| Use View Dues Details before you apply | Find out what is outstanding while you can still negotiate it with the seller. After the sale is done your position is much weaker |
| Raise it before the sale, not after | Arrears attach to the property in practice, so the buyer usually ends up paying them. This is a thing to settle in the price, not afterwards |
| Keep every receipt | A tax receipt is one of the documents the mutation instructions actually name, so the receipt has two uses |
| Look at Apply for Concession first | The portal names it as a service. Check whether anything applies to you before you pay a large arrear |
| Ask for the demand in writing | If a figure is being quoted to you at a counter, ask for it as a written demand against the holding number. A number spoken aloud is not a demand |
How to Change the Name on a Holding Tax Record in Jharkhand
Look up the property and read the name actually recorded
Use the portal's Search Property or Ward Wise Holdings and see what is on the record today. People are regularly surprised, because the name may be a grandparent's, or spelt differently from every other paper. That changes which job this is.
Check the dues before you do anything else
View Dues Details takes a minute and it is the step that prevents the nastiest surprise. If arrears are sitting against the holding in a previous owner's name, you want to know that before you apply and ideally before you buy.
Decide which row of the document table you are in
Sale, gift or lease, a will, succession, a partition, or a plain re-assessment. The paper you need is different for each, and two of them need a document from a court or competent authority first. The table above has the published split.
Get the court or authority document first if your row needs one
A will names "Will Probate". Succession names a "Succession Certificate / Death Certificate". These are not municipal documents and no amount of visiting the municipal office produces them. Start them early, because they set the real timeline.
Settle the spelling of the name before you type it anywhere
Check the name in the deed against your Aadhaar and your other papers, letter by letter. A holding entered in a fresh variant just creates a fourth version of your name to fix later. Our spelling correction page goes through the usual traps.
Apply through Self Assessment and upload the documents
The published flow is four steps, ending with "Upload all necessary documents required for Assessment". The portal says no physical visit is required, so try it online before you accept that somebody has to go for you.
Pay nothing for the mutation itself, and question any fee
Because the portal says "No fees is being charged for the mutation/name change of holding no./property at ULBs level." If a charge is asked of you, ask whether it is a Government fee or a service charge, and ask for the receipt.
Follow it with SAF Status and keep the acknowledgement
Take a dated acknowledgement for everything, and use SAF Status rather than repeated visits. If it stalls, Know Your Tax Collector gives you a named person to write to, which is far more effective than asking at a counter.
Then go and do the land record, if you have not already
The holding is the municipal register. The khatian at the Circle Office is a different one and it does not follow. Read the dakhil kharij page next, because that is where a name mismatch does real damage.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Holding Record
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the holding, the land record, the bank account and any scheme records follow after it in that order.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Holding Tax Name Change Costs in Jharkhand
Of every subject on this website, this is the one where we are most certain that most readers should pay nobody anything, and the Government has said so more plainly than we could.
| Item | What we can and cannot tell you |
|---|---|
| The Government fee for the name change | The portal says there is none: "No fees is being charged for the mutation/name change of holding no./property at ULBs level." We verified that on the State portal rather than in a bye-law, so if your own body asks for one, ask them to name it in writing |
| Outstanding property tax | This is where the money actually is, and it is not a fee for the name change. Arrears against the holding are commonly expected to be cleared before a transfer is processed. Check View Dues Details before you buy, not after |
| A charge at a common service centre | Typing, scanning and uploading is a real service. Ask the amount before the work starts and ask for it to be described as a service charge, because that is what it is |
| Will probate or a succession certificate | Real costs, and nothing to do with the municipal office. These come from a court or competent authority and they carry their own charges and their own time. Budget for them separately |
| How long it takes | We print no timeline. No Government page we could reach publishes one for a holding mutation. Treat any promise of a date as a sales line |
| A Central Gazette file | Not part of this job at all, unless the person on the record genuinely changed their name. The charge is paid only through BharatKosh, is revised each financial year and is not refunded. See the cost page |
| What we charge | On this page, very often nothing. Send us the papers and if the answer is one online application and no purchase, we will say so and charge you nothing. Where we earn our money is the harder neighbours of this job: a name that disagrees across records, a succession that has not been sorted out, or a land record that has never been mutated |
Myths About Holding Tax Name Change in Jharkhand
| What people believe | What is actually so |
|---|---|
| There is a Government fee for changing the name on a holding | The portal says there is not. "No fees is being charged for the mutation/name change of holding no./property at ULBs level" |
| My name on the holding proves I own the property | No. A tax record is kept so the body knows who to bill. The Supreme Court is reported as holding that mutation "does not confer any right, title or interest on a person" |
| Changing the holding changes the land record too | Two different offices and two different registers. The khatian is moved by a dakhil kharij at the Circle Office and it does not follow the municipal entry |
| One list of documents covers everybody | The instructions split them by how the property changed hands, and a will or a succession needs a court or authority document first |
| A will by itself is enough for the municipal mutation | The word used in the instructions is "Will Probate". That is a court step, and it is why these files take longest |
| I have to visit the office to do this | The portal states "The information provided online is updated, and no physical visit is required." Try the online route before paying somebody to go |
| The arrears are part of the name change fee | They are not. The mutation is free. The unpaid tax is a separate debt against the property, and it is usually the buyer who ends up carrying it |
| A gazette notification will change the holding name | Only where the person genuinely changed their name. Where the record simply carries a wrong spelling, the office wants a correction and not an announcement |
| There is a fixed number of days for this | No Government page we could reach publishes one. Nobody can honestly promise you a date |
| Any website ending in a similar name is the Government portal | The Government addresses end in jharkhand.gov.in. Type the address rather than searching for it |
Key Terms in a Jharkhand Holding Tax Name Change
| Term | What it means in practice |
|---|---|
| Holding | The property as your municipal body records it for tax. A billing record, not a title record |
| Holding number | The identifier the body uses for that property. You need it for almost every service on the portal |
| ULB | Urban local body. Your municipal corporation, municipal council or nagar panchayat. The portal's no fee sentence uses this term |
| Mutation, municipal | Changing the owner's name on the holding. Free, per the portal |
| Mutation, revenue | Dakhil kharij at the Circle Office, which moves the khatian entry. A different job at a different office |
| Self Assessment Form | The form the portal calls SAF, through which the application is made and followed |
| Re-assessment | Redoing the assessment without a change of owner. The instructions name only the last holding receipt for it |
| Will probate | A court's certification of a will. Named in the instructions for a property inherited under a will |
| Succession certificate | Named alongside a death certificate where a property passes without a will |
| Arrears | Unpaid property tax standing against the holding. Not a fee for the name change, and usually the buyer's problem in practice |
| Correction against change | A name nobody changed but somebody typed wrongly is a correction. A name genuinely changed is a change. Only the second one ever needs a gazette |
| Dated acknowledgement | A stamped receipt for anything you hand in or upload. The foundation of anything that follows |
Holding Tax Name Change Help Across Every District of Jharkhand
On this subject the most useful thing we do is often to tell you that you do not need us. We read the deed, the holding record and your identity papers together, tell you which row of the document table you are actually in, and say plainly whether this is a free online application you can make yourself. Where it is, we say so. Where it is not, it is usually because something harder is sitting underneath it: a succession nobody ever settled, a name that disagrees across records, or a land record that was never mutated. Send the papers before you pay anybody a fee for a service the Government says is free. We work across Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar and every other district. All of it on scans over WhatsApp.
District pages are linked from the services page.
Send the holding record and the deed
Send a screenshot of the holding record from the portal first, showing the name currently on it, and the dues view for the same holding. Then the registered deed or whatever document moved the property to you, and the Aadhaar of the person whose name should be on it. Tell us in one line how the property came to you: bought, gifted, inherited under a will, inherited without a will, or divided in the family. That one line decides which document the instructions name, and two of those answers need a court or authority document before the municipal step. Our first reply tells you which row you are in, whether the spelling needs settling first, whether anything is outstanding against the holding, and whether this is simply a free online application. If it is, we will tell you so and charge you nothing. Details on the contact page.
