Name Change in Property Documents in Jharkhand
A name change does not move a single square foot of land. The owner is the same person under a new name, and that one sentence decides everything about property records: nothing is sold, nothing is inherited, no stamp duty on a transfer is payable, and no office rewrites a registered deed. What each office does instead is note the new name against the same holding, on the Gazette of India or the marriage certificate, and issue its own paper in the new name from then on. This page is the property step for a Jharkhand resident: the Circle Officer and Register-II on JharBhoomi, the rectification deed at the Sub-Registrar for an error in a deed, the municipal holding and water connection on the SUDA portal, the electricity connection at JBVNL, the Central Gazette process before a chosen change, the CNT and SPT Act land where a name entry is watched closely, and what a mismatch does at a sale, a loan or an inheritance.
A name change in property documents in Jharkhand is done record by record, on the footing that the owner is the same person under a new name, so nothing is transferred and no transfer stamp duty arises. A registered sale deed is never rewritten: the Gazette of India notification, or the marriage certificate for a surname after marriage, is the instrument that ties the name on the old deed to the name you now use, and it is produced with the deed at every later sale, loan or succession; only an error in the deed itself, a misspelling by the deed writer, is corrected by a rectification deed registered at the same Sub-Registrar on a nominal stamp. The land record, Register-II kept by the Circle Officer and shown on JharBhoomi, is corrected by an application to the Circle Officer to note the new name against the same khata and plot on the Gazette, Aadhaar and an affidavit, which is a correction of the recorded tenant's name, not a mutation of title. The municipal holding and water connection are changed in the name on the SUDA municipal portal or at the Nagar Nigam, at no fee per the State's notice, with the Gazette or certificate and the last receipt. The electricity connection is changed at JBVNL on the same papers. On land under the CNT or SPT Acts the Circle Officer examines a name entry with particular care, and the Gazette and the caste certificate in the same name are what carry it.
The pages ranking for name change in property documents in Jharkhand are mutation guides, and mutation is the wrong word for most of this. Mutation, dakhil kharij, replaces one owner with another after a sale or a death; a name change replaces nothing. A candidate who files a mutation to record a new name invites the Circle Officer to ask who sold what to whom, and on CNT or SPT land invites a refusal. The correct request at every office is narrower: same owner, same holding, new name, on the Gazette.
This page is arranged by record, because each office keeps its own and none of them talks to the others. The Gazette that a chosen change needs is on the gazette name change page; a married woman's surname on the deed she bought as a girl is on the marriage page.
At a glance
- The principle
- Same owner, new name; not a transfer; no transfer stamp duty; no deed rewritten
- The instrument
- The Gazette of India notification, or the marriage certificate for a surname after marriage, produced with the old deed for life
- Registered deed
- Never altered; a rectification deed at the same Sub-Registrar only for an error in the deed itself
- Land record
- Register-II with the Circle Officer, shown on JharBhoomi; the recorded tenant's name corrected against the same khata and plot on the Gazette; not a mutation
- Municipal holding
- Name change on the SUDA municipal portal or at the Nagar Nigam or Nagar Parishad; no fee per the State's notice; the water connection alongside
- Electricity
- JBVNL, or the Tata Steel and DVC utilities where they supply, on the same papers
- CNT and SPT land
- The Circle Officer examines any change in the recorded name with care; the Gazette and the caste certificate in the same name carry it
- Order
- Aadhaar and PAN first; then Circle Officer, Nagar Nigam, JBVNL; the Sub-Registrar only for a deed error
- Cost
- Mostly nil or nominal; the Gazette where a chosen change needs it; a rectification deed's nominal stamp and registration fee
- Refused
- The Circle Officer's order is appealed to the DCLR and the Deputy Commissioner under the land reforms law; the ULB's to its Executive Officer
Key takeaways
- Say "same owner, new name" at every counter. The moment an office hears "transfer", stamp duty, mutation forms and CNT scrutiny follow.
- The deed you bought under is never rewritten. Keep it with the Gazette page and it is good for life.
- A rectification deed is for a mistake in the deed, not for a name you changed afterwards.
- The Circle Officer notes the new name against the same khata; the holding and the water connection change at the Nagar Nigam for free.
- Do Aadhaar and PAN first. Every property office reads the identity documents before it reads the Gazette.
- On CNT and SPT land, carry the caste certificate in the new name with the Gazette; a name entry there is examined for who the person is.
A Name Change Is Not a Transfer: What That Means for Every Property Record in Jharkhand
Property law records who owns a thing. A registered deed records that a named person acquired it on a date; the Circle Officer's Register-II records who is the tenant of a khata and plot; the Nagar Nigam's register records who is assessed for a holding. When the person changes name, none of these facts changes, and no office has a power to rewrite history. What each has is a power, or a practice, to note that the person recorded under the old name is the same person now known by the new one, and to issue its future paper accordingly. That note is made on an instrument that proves the link: the Gazette of India for a chosen change, the registered marriage certificate for a surname after marriage, the decree for a maiden name after divorce.
What follows for stamp duty
No transfer, no transfer duty. A rectification deed correcting a misprint carries a nominal stamp; a fresh conveyance to yourself in the new name is unnecessary and, on CNT or SPT land, unlawful without permission. Anyone proposing a "gift deed to yourself" is proposing stamp duty for nothing.
What follows for the deed
The deed stays as executed. It is read for life with the Gazette or certificate beside it, at every sale, mortgage and succession, exactly as a woman's maiden-name deed is read with her marriage certificate.
What follows for the record
Register-II and the holding register are corrected by a note against the same entry, not by a mutation that opens a new one. Ask for the correction of the recorded name; refuse the mutation form.

Central Gazette Name Change Process From Jharkhand, Step by Step, Before the Property Records Are Updated
For a chosen new name, every land and municipal office wants the Gazette of India as the instrument that ties the old owner to the new name, and the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Here is the whole Central Gazette process, in the order it happens.
Route check and wording, day 0
Confirm that you actually need a gazette: a misprint in a deed, corrected by rectification, and a marriage surname proved by the certificate, do not. Then fix the exact new name, spacing and initials included, against your Class 10 certificate, and confirm it in writing. Every later paper copies this wording.
Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Stamp paper and notary commonly Rs 100 to Rs 500. Format on the affidavit page.
Two newspaper notices, day 3 to 7
One Hindi daily and one English daily in editions that circulate in Jharkhand, identical twenty-word wording quoting the affidavit number and date. Keep the complete original page of each paper, masthead and date visible, two copies. Rs 800 to Rs 4,000 at actual cost. Detail on the newspaper page.
Proforma, CD and request letter, day 7 to 8
The Department's proforma typed in two copies, headed "No. ADVT IV /", signed in the old name, two witnesses with full addresses and pin codes, two photographs, self-attested IDs of you and both witnesses; a CD with the notice in Word without the witness portion plus a signed certificate that soft and hard copy match; a request letter to the Controller of Publications. Full list on the documents page.
Fee on BharatKosh, day 8
Only on bharatkosh.gov.in, in your own name, selecting the Department of Publication and the Gazette notification purpose: commonly Rs 1,100 for an adult, Rs 1,700 for a minor, revised each financial year, non-refundable. Print the receipt for the file. No demand draft, no cash, no counter anywhere in Jharkhand.
Delivered in Delhi in your name, day 8 to 10
The five papers, affidavit and pages in original, to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, in person or by tracked post in the applicant's name. Our Delhi office delivers Jharkhand files in your name. Nothing is returned, so keep a scanned set.
Published and downloaded, day 40 to 55
Part IV is released weekly; publication commonly takes 30 to 45 days. Search your old or new name on egazette.gov.in, download the free PDF, and note the Gazette number, date and page. No attestation is needed for use in India. A wrong print is corrected by corrigendum within six months.
Then the property records
Carry the printed Gazette PDF with the affidavit and both newspaper pages to Aadhaar and PAN first, then to the Circle Officer, the Nagar Nigam and the Sub-Registrar in the order the sections below give. The address in the Gazette should match your Aadhaar address. The gazette pillar, with the July 2025 story of the Jharkhand Gazette, is the gazette name change page.
Correcting the Recorded Name in Register-II at the Circle Officer, Step by Step
The extract and the receipt
Download the Register-II extract for the khata and plot from JharBhoomi and pay the current rent, so the lagan receipt is up to date. Confirm the name as recorded, in Hindi, letter for letter; the correction is against that.
The application
A written application to the Circle Officer for correction of the recorded tenant's name, stating the khata, plot and mauza, the recorded name, the new name, the reason and the instrument; with the Gazette or certificate, Aadhaar and PAN in the new name, the deed, the rent receipt and an affidavit that the recorded tenant and the applicant are one person. Filed at the Anchal office; some circles take it on the JharBhoomi application menu.
The enquiry
The Karamchari or Revenue Sub-Inspector reports on the entry and the applicant; a notice may issue where co-sharers exist. On CNT or SPT land the report addresses who the person is, and the caste certificate in the new name is read.
The order and the new receipt
The Circle Officer orders the correction and the entry is updated; the next rent receipt issues in the new name and JharBhoomi shows it. Take a certified copy of the order for the holding and the utilities.
The full record order across every document is on the name change process page; property sits at the end, after the identity documents and the banks.
The Rectification Deed in Jharkhand: For an Error in the Deed, Not for a Name Changed Later
What it is for
- The deed writer spelt the purchaser's name wrongly, or a father's name, or a plot number; the parties agree the deed does not say what was intended.
- A deed of rectification between the same parties, or their heirs, is executed and registered at the same Sub-Registrar, referring to the original by its registration number, book and date.
- It carries a nominal stamp and the registration fee; it does not transfer anything and does not attract the duty on a conveyance.
What it is not for
- A name you changed after the deed was executed. The deed was right when made; the Gazette links it to you now.
- A surname taken at marriage; the marriage certificate does the linking.
- A dead vendor who cannot execute; a rectification without both sides is a court matter.
- Anything that changes the property, the price or the parties; that is a fresh deed with full duty.
Name Change on CNT and SPT Act Land in Jharkhand
The Chotanagpur Tenancy Act, 1908 and the Santhal Parganas Tenancy Act, 1949 restrict the transfer of land held by members of the Scheduled Tribes and, in the Santhal Parganas, of raiyati land generally, and the Circle Officer is the first officer who polices them. A change in the recorded name on such land is examined for what it might conceal: whether the person recorded under one name and the person applying under another are the same, and whether the community is the same. That is why a name change on CNT or SPT land carries two things the rest of the state does not need together: the Gazette of India notification, and the caste certificate already reissued in the new name, so that the record, the Gazette and the certificate say one person and one community. A tribal surname spelt Hembrom in the khatiyan and Hembram on Aadhaar is corrected to the khatiyan, not the other way round, because the khatiyan is the older record and the one the Act protects. The caste certificate page and the surname page carry the two halves of that.

What a Name Mismatch Does at a Sale, a Loan or an Inheritance in Jharkhand
At a sale
The buyer's advocate reads the deed, Register-II, the holding receipt and Aadhaar and wants one name, or the instrument that links them. A Gazette page in the file closes it; a missing one means an affidavit, an indemnity and a nervous buyer.
At a loan
The lender's legal search reads the same chain and the Sub-Registrar's encumbrance record. The mortgage is created in the borrower's current name; the title documents must be tied to it by the Gazette or certificate, or the loan is declined.
At an inheritance
Heirs prove that the deceased under the deed name is the deceased under the death certificate name. If the Gazette or certificate was never kept with the deed, the heirs go to court for a declaration; the annotation on the birth record, on the birth certificate page, helps them.
Circle Officer or ULB Refuses the Name Correction: The Appeal
Common reasons
The application filed as a mutation; a co-sharer's objection; the recorded name in the khatiyan differing from the deed and both from Aadhaar; on CNT or SPT land, doubt about identity or community; rent in arrears.
Fix and refile
Refile as a correction of the recorded name with the affidavit that no transfer has occurred; clear the rent; bring the caste certificate in the new name; put the family's spelling in order first.
Appeal
The Circle Officer's order under the land reforms law is appealed to the Deputy Collector Land Reforms and further to the Deputy Commissioner or the Commissioner within the periods the law fixes; the revenue court's status is tracked on JharBhoomi. A ULB's refusal goes to its Executive Officer or the Municipal Commissioner.
Mistakes That Turn a Property Name Change Into a Title Dispute in Jharkhand
Route
- Filing a mutation, dakhil kharij, to record a name change; it is a transfer application.
- Executing a deed to yourself in the new name, with stamp duty and, on CNT or SPT land, an offence.
- Trying to get a registered deed "corrected" for a name changed after it was signed.
- Asking the Sub-Registrar to do what the Circle Officer does.
Papers
- Going to the Circle Officer before Aadhaar and PAN carry the new name.
- Correcting Aadhaar to the deed's spelling when the khatiyan carries the family's older one.
- Not keeping the Gazette page with the deed; the heirs pay for that.
- Leaving the holding and JBVNL in the old name after the land record is done.
