Since SEBI's 2023 norms the process is the same everywhere and turns on one document, the PAN, and one form, ISR-1. A share certificate name change and correction in Jharkhand goes to the company's Registrar and Transfer Agent for physical certificates and to your depository participant for demat holdings, after PAN carries the name you want, because both match the folio or the account to PAN. SEBI's Two Rules for a Name on Physical Securities: Minor Mismatch and Change of Name
SEBI's circular of 16 March 2023 on common and simplified norms for investor service requests, consolidated in the Master Circular for RTAs of 17 May 2023, sets out in its Annexure C what an RTA does with a name that does not match. It draws one line, and the whole cost of your case sits on one side of it or the other.
Minor mismatch: no instrument
- Initials against a full name; a middle name present on one record and absent on the other; a small variation in spelling; a title or a suffix.
- The RTA updates the folio on any one of the listed KYC documents showing the name as it should be, Aadhaar, passport, driving licence, voter ID, PAN, without an affidavit or a gazette.
- This is the rule that covers most Jharkhand folios: "S. K. Mahto" against "Sunil Kumar Mahto", "Tirki" against "Tirkey", "Devi" dropped for a surname the PAN carries.
Change of name: a legal instrument
- A different name, a surname taken on marriage, a maiden name resumed on divorce, a name chosen.

Central Gazette Name Change Process From Jharkhand, Step by Step, Before the Share or Demat Update
For a chosen new name, an RTA and a depository participant want a legal instrument, and the Gazette of India is the one every RTA's checklist names. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Confirm that you need a gazette at all: a marriage surname, a divorce and a spelling correction do not, and SEBI's minor-mismatch rule lets an RTA accept a KYC document for initials and small variations. Affidavit, day 1 to 2
Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Reading the published notice for the RTA
The e-Gazette PDF carries the Gazette of India number, the Part IV heading, the date of publication, the page number and your notice in its own paragraph. The RTA and the DP read the number, the date and the page; write them on the Form ISR-1 covering letter. A notice with a misprint is corrected by corrigendum within six months, free where the press erred; a corrected notice is what the RTA gets.

PAN, then the RTA's name
PAN corrected to the name you want; the RTA identified from the certificate or the company's investor page; the RTA's investor centre or postal address confirmed on its site, because RTAs merge and move.
Form ISR-1, and ISR-2 if the signature changed
PAN, bank account with a cancelled cheque, address with pin code, mobile and email, and the folio numbers; the authorisation to update every folio the RTA manages for you. ISR-2 with the banker's attestation of the new specimen signature. SH-13 for nomination if none is on record, or ISR-3 to opt out.
The name request and the certificate
The RTA's name-change or correction request form, the corrected name typed exactly as on PAN, the proof for your reason, self-attested PAN and Aadhaar, and the original certificate, by tracked post or at the investor centre. Keep a photocopy of the certificate and the tracking number. Take the acknowledgement the Master Circular obliges the RTA to give.
The reissued certificate
Commonly within 15 to 30 working days the RTA reissues the certificate in the new name under the same folio, or sends a letter of confirmation for demat where you asked for it. Check the next dividend advice for the name, and the bank account it goes to.

Demat Account Name Change at the Depository Participant, Step by Step
PAN first, Aadhaar linked
The account's PAN must carry the name and be linked to Aadhaar; a demat account on an inoperative PAN was suspended in 2023 and SEBI's May 2024 review lets it transact only with the existing intermediary. Correct PAN, then link.
The KYC modification
The DP's KYC modification or account modification form, at the branch or in the app, with the proof for your reason, PAN and Aadhaar, and an in-person or video verification where the DP asks. The DP files the change with the KYC registration agency.
The depository and the KRA
NSDL or CDSL updates the account name; the KRA record updates, and every broker and fund house that reads it sees the new name. The holdings do not move.
The company and the bank
Dividends on demat holdings are paid to the bank account in the demat record, in the account name; update the bank first. Where a company's dividend advice still shows the old name, the RTA reads the beneficiary position from the depository at the record date and follows.
Dematerialisation and the Depositories' Name Alert: Correct the Certificate First
Under SEBI's 2019 direction on enhanced due diligence for dematerialisation, RTAs supply the depositories a database of physical holders, and NSDL and CDSL validate every dematerialisation request against it and raise an alert where the name on the certificate does not match. A Jharkhand family sending a certificate in "Hembram" to a demat account opened in "Hembrom" has the request bounced, not queried. The order that works is the RTA first, under the minor-mismatch rule where it applies, then the demat request form to the DP with the corrected certificate; or, where the certificate name is right and the demat account is wrong, the DP's KYC modification first.

Coal India, SAIL and Tata Steel Employee Holdings in Jharkhand: The Folios That Fill the State's Registers
Jharkhand's largest population of individual shareholders came into the market through their employers: Coal India's 2010 public offer with its employee quota across CCL, BCCL and ECL; SAIL's offers for Bokaro Steel Plant staff; Tata Steel's employee schemes in Jamshedpur; and the public sector banks' offers to their own staff. Many of those folios were opened in the name the employer's records carried in that year, with initials, a Kumari or a Devi, or a tribal surname in the payroll's spelling, and have never been matched to a PAN that was corrected since. The employer's own name record is a separate matter, on the gazette page's departmental deed section; the folio follows PAN and SEBI's rules, and is usually a minor-mismatch correction on ISR-1 rather than a Gazette case.

What a Name Mismatch Does to Dividends, a Sale and a Transmission
Dividends
Paid electronically to the bank account on the folio or the demat record, in the name on record. A bank returns a credit whose beneficiary name does not match, and the company parks it as unpaid; after seven years unclaimed dividends and the shares themselves move to the Investor Education and Protection Fund, and getting them back is a separate claim.
A sale
A physical share cannot be sold until dematerialised, and a dematerialisation request in a mismatched name is bounced. A demat sale needs the account KYC in order; an inoperative PAN or a KYC hold blocks the debit.
Transmission to heirs
The heirs prove that the holder under the folio name is the deceased under the death certificate name. With the Gazette or certificate kept with the holding, the transmission forms move; without it, an affidavit, an indemnity and months. A name change is never a route to transmission; the RTA's transmission process is.
RTA or DP Refuses the Name Request: The Grievance Officer and SEBI SCORES
Common reasons
PAN not carrying the name; folio KYC incomplete on ISR-1; a minor mismatch filed as a change with no instrument, or a change filed as a minor mismatch; the original certificate not sent; a signature the RTA cannot match without ISR-2.
Fix and resubmit
Against the acknowledgement number, with the missing document; quote the clause of Annexure C of the March 2023 circular that governs your case if the RTA has asked for more than it requires.
