Name Change for SAIL Bokaro and Tata Steel Employees
Somebody will tell you to use the deed. Read what the Department of Publication's own guidelines actually say before you do. They state: "In case of individuals working with Central government, they may submit a Deed for change of name in accordance with Ministry of Home affairs O.M. 190016/1/87-Estt. dated 12/03/1987." Two words in that sentence decide whether it is yours. "May", which makes it permissive rather than compulsory. And "working with Central government", which is not the same thing as working for a company the Government owns shares in. SAIL is a company, incorporated in 1973 and run under the Ministry of Steel with the Government holding most of the equity. Tata Steel is a private company. Neither makes you a Government servant, and planning your file as though it did is how a steel employee's name change goes wrong in the first week.
Plan it as an ordinary adult name change, and treat your employer's record as the thing everything else has to match. A Bokaro Steel or Tata Steel employee is an employee of a company. So the Central Gazette route for an adult is the route to plan on, with the notification then taken to your own establishment section so the service record is amended, and the rest following from there. The mistake is to start at the employer and hope the papers catch up. The service record is usually the oldest continuous record of your name that exists anywhere, older than your Aadhaar and often older than your bank account, and every later record copied from it. And in a steel town your name is not in one place. It is on the service record, the provident fund, the quarters allotment, the company hospital card, the company school register and the gate pass, and those are separate systems that do not update each other. What we will not print is a SAIL or Tata Steel form number, fee or internal timeline, because those are employer documents we could not verify from a published Government source, and we are not going to invent them.
Why the Government Servant Deed Route Is Not a Steel Employee's Route
This section exists because the advice is given confidently and repeatedly, and because following it costs a steel employee a wasted fortnight before anybody notices.
| What is actually stated | What follows from it |
|---|---|
| The guidelines say: "In case of individuals working with Central government, they may submit a Deed for change of name in accordance with Ministry of Home affairs O.M. 190016/1/87-Estt. dated 12/03/1987." | Read it twice. It is one sentence and it carries the whole distinction. Individuals working with Central government, and may submit |
| The word "may" | Permissive, not compulsory. Even for somebody the sentence does cover, the deed is an option the guidelines allow, not a requirement they impose. Anybody who tells you it is mandatory has not read it |
| The words "working with Central government" | This is the part that decides your case. It does not say a public sector undertaking, and it does not say a company in which the Government holds shares |
| SAIL is a company. It is described as a public sector steel corporation under the administrative control of the Ministry of Steel, incorporated on 24 January 1973, with the Government of India owning about 65 per cent of its equity, operating five integrated steel plants including the one at Bokaro | Government ownership of shares is not the same as being the Government. Your appointment is with a company, and your service conditions come from that company's rules rather than from the Central Civil Services rules |
| Tata Steel is a private company, with its works at Jamshedpur | The question does not even arise here. A Tata Steel employee plans an ordinary adult file and then takes it to the company's own establishment section |
| What the guidelines do not contain | Any separate provision for public sector undertaking or private company employees. We looked. So plan on the ordinary adult route, which is set out in full further down this page |
Bokaro and Jamshedpur: A Public Company and a Private One
These two employers dominate two of Jharkhand's largest towns, and the people who work for them get told the same wrong things. Here is where they differ and, more usefully, where they do not.
| SAIL, Bokaro Steel Plant | Tata Steel, Jamshedpur |
|---|---|
| A public sector company under the administrative control of the Ministry of Steel, with the Government holding most of the equity | A private company. No Government instruction reaches its internal records at all |
| The plant was incorporated as a limited company in 1964 and started operation in 1972, later merged with SAIL | Works at Jamshedpur, the town built around it. Establishment practice is the company's own |
| Internal instructions may borrow Government style, including asking for a deed | Internal instructions are set purely by the company's own human resources policy |
| Both: the employee is an employee of a company, not a Government servant | Both: so the Central Gazette adult route is what to plan on, and the employer's format is an additional internal requirement rather than a substitute |
| Both: the service record held by the establishment section is the anchor document | Both: and it is usually older than the Aadhaar, which is why it cannot simply be made to match one |
| Both: the town itself holds your name in several unconnected systems | Both: quarters, hospital, school, gate pass and provident fund, and none of them update each other |
Your Service Record Is Older Than Your Aadhaar, and That Changes the Order
On almost every other page of this website we tell readers to settle the Aadhaar first. For a long serving steel employee that advice needs qualifying, and the reason is simply arithmetic.
The service record predates the Aadhaar for most of the workforce
A man who joined Bokaro or Jamshedpur in the nineteen eighties or nineties had a service record decades before anybody had an Aadhaar. So the service record is not a copy of the Aadhaar. The Aadhaar is very often a copy of the service record, made from whatever the employee produced at a camp.
Which means the older record is usually the correct one
Not always, but usually. Before deciding which document is wrong, get an extract of what the service record actually says and read it against everything else. On this subject that extract is the single most useful piece of paper you can obtain, and it is free.
It carries your date of birth as well, and that matters more
Because a superannuation date is calculated from it, and everything about a retirement hangs off that date. Check the year while you are checking the name, because a wrong year is a far harder thing to fix late. Our date of birth correction page covers that route.
And your father's name, which is the commonest mismatch of all
Service records were written by hand from a school certificate that itself may have been written by ear. A father's name spelt two ways is the single most frequent problem we see in employer records, and our father's name mismatch page deals with it.
Never damage a consistent set to match one wrong entry
If four documents agree and the service record does not, the service record is the odd one out and the employer should amend it. If the service record agrees with your school certificate and only the Aadhaar differs, the Aadhaar is the odd one out. Decide which before touching anything.
Get the outcome in writing, and keep it for decades
Whatever the establishment section does, ask for it on paper and file it. The people who read your record at retirement will not be the people who amended it, and in a plant with tens of thousands of employees that gap can be thirty years long.
A Steel Township Puts Your Name in Six Places, Not One
This is what makes Bokaro and Jamshedpur different from every other employer on this website. These are company towns. The employer does not only pay you. It houses you, treats you, schools your children and lets you through the gate, and each of those is a separate record that does not learn anything from the others.
| Where the name sits | Why it has to be dealt with on its own |
|---|---|
| 1. The service record, with the establishment section | The anchor. Amend this first, because everything else in the list will ask to see that it has been amended |
| 2. The provident fund and pension records | Money, and money follows a name exactly. Whether it sits with EPFO or with a company trust decides which office you write to, which is the next section of this page |
| 3. The quarters allotment | Company housing is allotted against a name and a number. It surfaces at the worst possible moment, when an allotment is transferred, inherited or vacated |
| 4. The company hospital or health card | Where a family is treated. A mismatch here is discovered at an admission counter, which is the one place nobody wants to be arguing about spelling |
| 5. The company school records for your children | A child's certificate carries the father's name as the school wrote it, and that follows the child for life. Our school records page deals with it, and it is far cheaper to fix while the child is still in the school |
| 6. The gate pass, identity card and dependant passes | The daily documents. Usually the easiest to change and the last anybody thinks of, and a stale one is what makes a security desk question everything else |
| And outside the gate, the ordinary ones | Bank, insurance, vehicle papers and the household records. Nothing in a township updates anything outside it, and nothing outside updates anything in |
Which Provident Fund Holds Your Money Decides Which Office Corrects It
We learned this the hard way on the coalfields and it applies here for a different reason. Do not assume your provident fund is where you think it is. Ask, and get the answer in writing, because it decides who you write to.
| The position | What it means for a name correction |
|---|---|
| Many large establishments in India run their own provident fund through a trust rather than through the regional office, under the exemption power in the provident fund law | If yours is such an establishment, there is no regional office to write to. The trust holds the record, the employer administers it, and the correction runs through your own establishment section |
| Where the fund is not exempted, the record sits with EPFO against a UAN | Then the ordinary route applies and our EPFO and UAN page is the right page for you |
| We did not verify which arrangement applies at SAIL Bokaro or at Tata Steel | So we tell you to ask rather than guessing on your behalf. One question at the establishment counter settles it: is my provident fund with EPFO or with a company trust |
| Why this matters more than it sounds | Because people spend weeks on an EPFO portal looking for a record that is not there. We have watched colliery workers do exactly this, which is why our coal mines provident fund page exists at all |
| Two great employers, a hundred kilometres apart, two different answers | A coal worker at Dhanbad is under a separate statutory fund with its own Commissioner. A steel worker at Bokaro is not. Neither should assume the other's route, and both are told to use the same portal by the same websites |
| And the nomination, whichever it is | Check it while you are there. A wife recorded decades ago in her maiden form is the commonest entry we find, and our Kumari or Devi page explains the pattern to quote |
How a SAIL Bokaro or Tata Steel Employee Should Change a Name
Get an extract of the service record before anything else
Name, father's name, date of birth, as actually recorded. It is free, it is usually the oldest record you have, and without it you are guessing about which document is the wrong one.
Decide whether this is a correction or a real change of name
A letter written wrongly decades ago is a correction. A surname taken after a marriage, or a name you have decided to change, is a change. They need different evidence and cost different amounts. Our correction against change page settles it.
Ask your establishment section, in writing, what the company requires
And whether a Central Gazette notification alone is enough or an internal format is also needed. Ask before you spend anything, because the answer decides whether you are making one document or two.
Settle the final name letter by letter
Spacing included, and then use exactly that everywhere afterwards. A corrigendum after publication is a second fee and a second wait, and in a township it is six offices told the wrong thing rather than one.
Make the gazette file as an ordinary adult, not as a Government servant
Because the guidelines' deed sentence speaks of individuals working with Central government, and you work for a company. The full process is set out below, and the employment field on the proforma is where your office or company name goes.
Take the notification to the establishment section first
Before the bank, before the Aadhaar, before anything else. The service record is what the rest of the township will ask to see amended, so amending it first turns five more visits into simple ones.
Then the provident fund, whichever one it is
EPFO against a UAN, or the company trust. Check the nomination in the same visit, because that is the entry the money attaches to and nobody looks at it twice in a career.
Then the township, all of it, with a list in your hand
Quarters allotment, hospital card, school records, gate pass, dependant passes. Dated acknowledgement at every one, and cross it off the list as you go.
Then the ordinary records outside the gate
The Aadhaar, the bank, the PAN, the driving licence and the vehicle papers. Nothing inside the township updates any of these.
Keep the whole file together, permanently
The gazette copy, every acknowledgement, the amended service record extract. Somebody will need this at your retirement and it may not be you, and in these two towns the gap between amendment and retirement is routinely twenty five years.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Steel Employee
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then take it to your establishment section for the service record first, because the rest of the township will ask to see that it has been amended, and let the provident fund, the quarters, the hospital card, the school records and then the Aadhaar and the bank follow after it in that order.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Steel Employee's Name Change Costs in Jharkhand
This is one of the few subjects on this website where a full gazette file is usually the right answer rather than an upsell, and we will explain exactly why before quoting anything.
| Item | What we can and cannot tell you |
|---|---|
| The Central Gazette charge | Paid only through BharatKosh, revised each financial year and non refundable, so read the amount on the portal on the day you pay rather than trusting any figure on any website including ours. Our name change cost page keeps the working figures |
| Why it is worth it here specifically | Because you have a service record, a provident fund, a township and a set of ordinary records to satisfy. One notification carries all of them. On a subject with one record to fix we would tell you not to bother, and on most of our pages we do |
| The newspaper publication | One of the daily local leading newspapers, the whole original paper kept for the file rather than a cutting. Our newspaper page covers the papers read in Bokaro and Jamshedpur |
| The affidavit or undertaking | On stamp paper, matching the proforma word for word. Our affidavit page covers the wording |
| Any employer fee or internal format cost | We are printing no figure. These are company documents and we verified nothing about them from a published source. Ask your establishment section and get the answer in writing |
| Anything paid to somebody who promises to speak to the company | Ask him which section he is going to and what he will hand in. Your establishment section deals with you, an employee, directly, and a written request with a dated acknowledgement is what moves an internal file |
| Our charge | Quoted on the call, after we have seen the service record extract and your papers, and never before we have told you whether you need us at all |
Myths About Name Changes for Steel Plant Employees
| What steel employees are told | What is actually so |
|---|---|
| You are in a PSU, so use the Government servant deed | The guidelines say "In case of individuals working with Central government, they may submit a Deed". SAIL is a company under the Ministry of Steel with the Government holding most of the equity, which is not the same thing. Plan the ordinary adult file |
| The deed is compulsory for anybody in a Government linked job | The word in the guidelines is "may". Permissive, not compulsory, even for those the sentence does cover. Anybody calling it mandatory has not read the sentence |
| Tata Steel follows the same rules as SAIL | It does not. Tata Steel is a private company and its establishment practice is its own. No Government instruction reaches its internal records at all |
| Fix the Aadhaar and the service record will follow | Backwards for most long serving employees. The service record usually predates the Aadhaar by decades, which means the Aadhaar was copied from it rather than the other way round. Get the extract first and read them together |
| The gazette notification changes the service record | It does not, by itself. It is the evidence the amendment rests on, not the amendment. You still make a written request to your own establishment section and still take a dated acknowledgement |
| Once the service record is amended, the township follows | It does not. The quarters allotment, the hospital card, the school register and the gate pass are separate systems that learn nothing from each other. Make a list of all six and tick them off |
| My provident fund is obviously with EPFO | Ask before you assume. Many large establishments run their own fund through a trust, in which case there is no regional office to write to and no UAN to look for. One question at the counter settles it |
| A coal worker and a steel worker do the same thing | They do not. A coal worker comes under a separate statutory fund with its own Commissioner, as our CMPFO page sets out. Two great employers a hundred kilometres apart, two different funds |
| The nomination can be looked at later | Later is usually after a death, and then it is the family arguing rather than you asking. Check the nominee's name while you are at the counter anyway, because a wife recorded in her maiden form decades ago is the commonest entry we find |
| Somebody inside the plant can get it done faster | Ask which section he is going to and what he will hand in. Your establishment section deals with you directly, as an employee, and a written request with a receipt is what actually moves an internal file |
Key Terms in a Steel Employee Name Change
| Term | What it means in practice |
|---|---|
| Service record | The employer's own record of you, held by the establishment section. The anchor document on this subject, and usually the oldest record of your name anywhere |
| Establishment section | The department inside the plant that holds service records and personnel matters. Where a written request belongs, and where the dated acknowledgement comes from |
| Public sector undertaking | A company in which the Government holds shares. SAIL is one, under the Ministry of Steel. Ownership of shares is not the same as being the Government |
| Maharatna | A status granting a large public sector company significant operational and financial autonomy. Worth knowing because autonomy is exactly why internal rules are the company's own |
| The deed route | What the guidelines allow for "individuals working with Central government" under an Office Memorandum of 12 March 1987. Permissive, and aimed at a category a company employee is not obviously in |
| The ordinary adult file | The Central Gazette route for a change of name by a major. What a steel employee should plan on, with the employer's internal format as an addition rather than a substitute |
| Exempted provident fund | An establishment that runs its own fund through a trust rather than through the regional office. If yours is one, there is no UAN to look for |
| UAN | The universal account number under EPFO. Only relevant if your establishment is not exempted, which is a question for your own counter |
| Nomination | The name the money attaches to if you die. Almost nobody checks it twice in a career, and it is the entry that causes families the most difficulty |
| Township records | Quarters allotment, company hospital card, company school register, gate pass and dependant passes. Five separate systems that do not update each other |
| Superannuation date | Calculated from the date of birth in the service record. Which makes that year as important as the spelling, and harder to fix late |
| Corrigendum | A correction to a published gazette notice, within six months. A second fee and a second wait, and in a township it means six offices told the wrong thing. Settle the spelling first |
Steel Employee Name Change Help in Bokaro, Jamshedpur and Beyond
Two towns in this State were built around a steel plant, and most of our callers on this subject live in one of them. What we do happens before you queue at any counter. We read the service record extract against your school certificate, your Aadhaar and your bank papers, tell you which record is actually the odd one out and which is merely old, tell you whether this is a correction your establishment section can make on a written request or a genuine change of name needing a gazette file, draft the written request and the covering letter, and give you the list of every township record that will need doing afterwards so none of them surfaces two years later. If the answer is one letter to your establishment section, we will say so and charge you nothing. We work across Bokaro, Jamshedpur, Ranchi, Dhanbad and every other district, on scans over WhatsApp, and a family member can send them for you.
District pages are linked from the services page.
Send the service record and your papers
Send the service record extract first if you can get one, because it is usually the oldest record of your name anywhere and it decides which document is actually wrong. If your establishment section has not given you one yet, send a pay slip and your employee identity card meanwhile. Then your school certificate, your Aadhaar, your bank passbook page and, if you know it, what is recorded as your nomination. Tell us in one line what has happened: a spelling has been pointed out, you are genuinely changing your name, an internal format has been demanded, or somebody has quoted you a price for access. Say which employer and how far you are from superannuation, because both change the order. Our first reply tells you which record is the odd one out, whether this is a correction your establishment section can make on a written request or a real change of name, the wording for that request, and the full list of township records to close afterwards. If the answer is one letter to your establishment section, we will tell you that and charge nothing. Details on the contact page.

A Steel Employee Name Change in Eight Lines
The short version
- The deed sentence says individuals working with Central government.
- It also says may, so it is permissive even for those it covers.
- SAIL is a company and Tata Steel is a private company.
- So plan the ordinary adult gazette file, not the deed.
- Get the service record extract first, because it predates your Aadhaar.
- The notification is evidence, not the amendment itself.
- Amend the service record before anything else in the township.
- Then close all six, because none of them updates another.
