Name Mismatch in Bank and Insurance KYC in Jharkhand
A branch tells a newly married woman to go and change her Aadhaar before anything can be done. The Reserve Bank has already written a different answer, in one sentence, and it has been there for years. Its Master Direction on Know Your Customer says that "a document shall be deemed to be an OVD even if there is a change in the name subsequent to its issuance provided it is supported by a marriage certificate issued by the State Government or Gazette notification." Read that again. Deemed to be a valid document, with the old name still on it, as long as one further paper explains the change. The Reserve Bank's own frequently asked questions put it even more plainly, saying an officially valid document "containing the earlier name along with a copy of the Gazette notification, or marriage certificate issued by the State Government, as applicable, indicating the change in name, can be submitted for opening the account."
Carry two papers, not one, and stop being sent away to fix the Aadhaar first. The Reserve Bank's rule is that an officially valid document keeps its status even though the name on it is the old one, provided you produce a marriage certificate issued by the State Government or a gazette notification alongside it. So the old passbook, the old voter card, the old Aadhaar with the maiden name are not useless. They are half the answer. The other half is the paper that explains why the name is different. Now the second thing nobody tells you. The officially valid document list is short and specific: the passport, the driving licence, proof of possession of Aadhaar number, the Voter's Identity Card, the job card issued by NREGA duly signed by an officer of the State Government, and the letter issued by the National Population Register. Six documents. The PAN card is not among them. It is needed for tax purposes and it is asked for constantly, but as identity for these rules it is not an officially valid document at all, and a great many arguments at counters come from that single misunderstanding. And the third thing, which explains the timing. Periodic updation runs every two years for high risk customers, every eight years for medium risk and every ten years for low risk. That is why a name problem from a wedding in 2015 surfaces without warning in 2025.
The Deemed Document Rule, in the Reserve Bank's Own Words
Most of this website is about correcting records. This page is about a rule that says you may not need to correct one at all, at least not before the bank can act.
| What is actually written | What it means at the counter |
|---|---|
| The Master Direction: "a document shall be deemed to be an OVD even if there is a change in the name subsequent to its issuance provided it is supported by a marriage certificate issued by the State Government or Gazette notification." | Deemed to be. The old document does not stop being valid because your name changed afterwards. It stays valid with a supporting paper, and that is the whole rule |
| The Reserve Bank's own FAQ answers the question directly: an OVD "containing the earlier name along with a copy of the Gazette notification, or marriage certificate issued by the State Government, as applicable, indicating the change in name, can be submitted for opening the account." | Note that this is answered in the context of opening an account. If the earlier name is acceptable for opening a new account, it is hard to argue it is unacceptable for continuing an old one |
| The two accepted supporting papers are named | A marriage certificate issued by the State Government, or a gazette notification. As applicable, which means you use whichever fits your situation rather than buying both |
| What is not named as the way through | An updated Aadhaar. Nothing in this rule requires you to change the Aadhaar first. Updating it is often a good idea for other reasons, but it is not the gate this rule sets |
| Which is why the usual advice is backwards | A branch says fix the Aadhaar and come back. The rule says bring the document you have and the paper that explains the change. One of those can be done this week and the other cannot |
| And what we are not claiming | That any particular branch will apply it correctly the first time. Rules are written centrally and applied by people, so carry a printout of the provision, ask politely, and ask for any refusal in writing |
Six Documents Count as an Officially Valid Document, and Your PAN Is Not One
Half the arguments at a bank counter in this State come from a misunderstanding about which papers are which. The list is short, it is specific, and the document people reach for first is not on it.
| The document | What is worth knowing about it |
|---|---|
| 1. The passport | Carries a photograph, a name and an address, so it does the whole job at once. The strongest single document on the list, and the one fewest households in rural Jharkhand hold. Our passport page covers a change there |
| 2. The driving licence | Also carries a photograph and an address. Our driving licence page and our Parivahan Sarathi page cover correcting it |
| 3. Proof of possession of Aadhaar number | Note the careful wording. Proof of possession of the number, which is what most people mean when they hand over the card. Our Aadhaar page covers an update |
| 4. The Voter's Identity Card issued by the Election Commission of India | Widely held across this State and frequently forgotten as an option. Our voter ID page covers the correction route |
| 5. The job card issued by NREGA duly signed by an officer of the State Government | Read the condition: duly signed by an officer of the State Government. An unsigned card does not do it. For a great many rural households this is the document they actually hold, and our job card page covers it |
| 6. The letter issued by the National Population Register | The least commonly held of the six, and named all the same |
| And what is not on the list | The PAN card. It is required for tax purposes and asked for constantly, but it is not among the officially valid documents these rules name. A ration card is not on the list either. Knowing this prevents the argument where a customer insists a PAN should be enough and a clerk cannot explain why it is not |
Why a KYC Name Problem Surfaces After Eight or Ten Quiet Years
Almost every caller asks the same bewildered question. Nothing changed, the account worked for a decade, and suddenly there is a problem. There is a simple answer and it is written into the rules.
Know Your Customer is not done once
The Master Direction requires periodic updation. That is the re-KYC letter or message your bank sends, and it is the moment your file is opened and read properly for the first time in years.
And the intervals are long
The Direction says periodic updation is carried out "at least once in every two years for high-risk customers, once in every eight years for medium risk customers and once in every ten years for low-risk customers". Eight and ten years. A wedding in 2015 is examined in 2025.
Which is why it feels sudden and is not
Nothing about your account changed. The clock simply came round, and a difference that has sat quietly since your marriage is now being looked at by somebody whose job is to look at it.
So the good news is that you can see it coming
If you married, changed a name or corrected a document in the last few years, your re-KYC is ahead of you and not behind you. Sorting the papers in a quiet month is a completely different experience from sorting them under a notice.
Do not ignore a re-KYC message
It is the cheapest moment in the whole cycle to fix a name. A difference raised at re-KYC is administrative. The same difference raised when you are trying to move money is an emergency, and by then you have no choice about the timing.
And carry the same two papers every time
The officially valid document and the marriage certificate or gazette notification that explains the change. Keep a scanned set on a phone, because this will be asked again at the next cycle and by then everybody who dealt with it will have moved on.
When the Name Is Right but the Address Is Not
Half the people who write to us about a KYC problem do not have a name problem at all. They have an address problem wearing a name problem's clothes, usually because a woman has moved to her marital home or a family has moved for work.
| What is accepted | The condition attached |
|---|---|
| A utility bill of any service provider | "not more than two months old", and the providers named are electricity, telephone, post-paid mobile phone, piped gas and water. Two months, so an old bill in a drawer will not do |
| A property or Municipal tax receipt | Useful for a household that owns its home and has no bill in the right name. Our property documents page deals with the name on those |
| Pension or family pension payment orders | Which makes this route open to a great many older customers who hold little else. Our pension records page covers the name on a pension order |
| Accommodation allotment letters from an employer | Which is exactly the document a steel or coal township employee holds. Our steel employee page covers those records |
| Where the electricity bill is the paper you have | It has to be in a name the bank can connect to you. That is its own small job in this State and our electricity bill page covers it |
| And the point of the whole list | The rules expect people to move and to hold imperfect documents. That is why the deemed proof list exists at all. A counter that says the Aadhaar must simply be updated is describing a preference, not the only route the rules allow |
The Insurance Side of KYC, and What We Could Not Verify
We would rather tell you where our own research stopped than write a paragraph that sounds authoritative and is not.
| The position | Our note |
|---|---|
| Insurers in India operate their own Know Your Customer requirements under the anti money laundering framework, supervised by the insurance regulator | We could not open the regulator's master guidelines while writing this page, so we are not quoting them, and we print no insurance form number, no timeline and no document list from them |
| What we can say without quoting them | The practical shape is the same everywhere: a document that identifies you and a paper that explains any change of name. Take the same two papers you would take to a bank, and ask the insurer what else it needs in writing |
| Where a policy is concerned, the name has a second job | It is not only identification. It is who gets paid. That is a different kind of risk from a bank account and it is why we treat insurance separately. Our health and motor insurance page and our LIC policy page deal with the policy side |
| And the nomination is the entry people forget entirely | A nominee recorded decades ago in a maiden form is extremely common in this State, and it surfaces at the worst possible time. Check it while you are correcting anything else, and our Kumari or Devi page explains the pattern to quote |
| The honest summary | For the bank side of this page we quote the Reserve Bank's own words. For the insurance side we describe the shape of the thing and send you to the insurer. That difference is deliberate and we would rather you saw it than not |
How to Deal With a KYC Name Mismatch in Jharkhand
Work out whether this is a name problem or an address problem
Put the statement beside your documents and answer both questions separately. They need different papers and a great many wasted trips come from confusing them.
Find out which officially valid documents you actually hold
Passport, driving licence, proof of possession of Aadhaar number, voter card, a NREGA job card duly signed by an officer of the State Government, or a National Population Register letter. Your PAN and your ration card are not on that list.
Get the paper that explains the change of name
A marriage certificate issued by the State Government where a marriage is the reason, or a gazette notification where a name was genuinely changed. As applicable, which means one of them and not both.
Print the provision and take it with you
The sentence about a document being deemed to be an OVD even where the name changed after issuance. A quoted rule is treated very differently from a remembered one, and both sources are linked at the foot of this page.
Go once, with both papers and the originals
Not the Aadhaar first and the bank later. The rule contemplates you arriving with the old document and the explanation together, so arrive that way.
If you are refused, ask for it in writing
Politely, and once. An internal policy that genuinely exists can be stated in a sentence, and a refusal that cannot be written down usually resolves itself at that point.
Then update the Aadhaar anyway, in your own time
Not because this rule requires it, but because the Aadhaar sits under every scheme, subsidy and benefit you will ever apply for. Do it without the pressure of a bank counter, which is the whole advantage of knowing the rule.
Do the insurance policies in the same round
Because a policy name surfaces at a claim rather than at a review. And check the nomination while you are there, since almost nobody looks at it twice in a lifetime.
Keep a scanned set of the two papers on a phone
Because you will be asked again at the next periodic updation, eight or ten years from now, and nobody who dealt with it this time will still be there.
Central Gazette Process for a Name From Jharkhand, and Where It Fits Your KYC
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then take it to the bank and the insurer together with the officially valid document you already hold, because that pair is exactly what the rule contemplates, and let the Aadhaar and the rest follow in your own time afterwards.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Fixing a KYC Name Mismatch Costs in Jharkhand
This is the page where we most often tell people to spend nothing, because the rule itself hands them the cheap answer and almost nobody has read it.
| Item | What we can and cannot tell you |
|---|---|
| The bank's own charge for updating KYC | We print no figure. Banks set their own service charges and they differ. Ask your branch what it charges, if anything, and get it in writing before you agree to it |
| A marriage certificate issued by the State Government | Where a marriage is the reason, this is the paper the Reserve Bank's rule names, and it is issued by a registration authority rather than by us. For most newly married women this is the entire cost of the job |
| A Central Gazette file | Only where a marriage certificate does not fit your situation, because the rule says marriage certificate or gazette notification. Paid through BharatKosh, revised each financial year, non refundable. Our name change cost page keeps the working figures |
| An Aadhaar update | A small charge per attempt at an Aadhaar centre. Worth doing for its own reasons and not required by this rule, which is the single most useful thing on this page for somebody in a hurry |
| Anybody who offers to settle it with the branch for a fee | Ask him which two documents he will hand over. If the answer is the documents you already hold, you have your answer, and the rule is yours to quote yourself |
| Our charge | Quoted on the call, after we have seen the documents and the account or policy details, and never before we have told you whether you need us at all |
Myths About Bank and Insurance KYC Name Mismatches
| What customers are told | What is actually so |
|---|---|
| Change your Aadhaar first, then come back | The rule says otherwise. A document "shall be deemed to be an OVD even if there is a change in the name subsequent to its issuance provided it is supported by a marriage certificate issued by the State Government or Gazette notification". Bring the old document and the explanation together |
| My PAN card is my identity document | Not for these rules. The officially valid documents are the passport, driving licence, proof of possession of Aadhaar number, Voter's Identity Card, NREGA job card signed by a State Government officer, and National Population Register letter. PAN is not among them, and neither is a ration card |
| You need a gazette notification for a married name | Read the word or. The rule names "a marriage certificate issued by the State Government or Gazette notification". For a marriage the certificate is the named paper, and we sell gazette filings and are still telling you this |
| Nothing changed, so why has a problem appeared now | The clock came round. Periodic updation happens "at least once in every two years for high-risk customers, once in every eight years for medium risk customers and once in every ten years for low-risk customers". A wedding in 2015 is read in 2025 |
| My old passbook in the maiden name is worthless now | It is half the answer. The rule is built around exactly that document, plus one paper explaining the change. Throwing away or replacing old documents in a hurry is the wrong instinct here |
| A job card cannot be used at a bank | It can, and for many rural households it is the document they actually hold. But read the condition: "duly signed by an officer of the State Government." Check that the signature is there before you rely on it |
| This is only a name problem | Very often it is an address problem instead, and the papers are different. A utility bill "not more than two months old", a property or municipal tax receipt, a pension payment order or an employer accommodation letter. Check both separately |
| The insurance policy can wait until renewal | A bank name mismatch surfaces at a review. A policy name mismatch surfaces at a claim, which means it surfaces when somebody is ill or has died and a family is dealing with it rather than the policyholder |
| The nomination is fine, nobody has changed it | That is the problem. A nominee recorded decades ago in a maiden form is extremely common here and nobody looks at that entry twice in a lifetime. Check it while you are correcting anything else |
| Somebody can settle it with the branch manager for a fee | Ask which two documents he will hand over. The rule is public, the papers are yours, and quoting the provision yourself costs nothing |
Key Terms in a Bank or Insurance KYC Name Correction
| Term | What it means in practice |
|---|---|
| Know Your Customer | The identification requirements a bank or insurer must satisfy. Not done once, but repeated periodically, which is why old problems surface suddenly |
| Officially valid document | The six named documents. Passport, driving licence, proof of possession of Aadhaar number, voter card, signed NREGA job card and National Population Register letter. Nothing else on that list |
| Deemed to be an OVD | The provision at the heart of this page: a document keeps its status despite a later change of name, if supported by a marriage certificate or gazette notification |
| Master Direction | The Reserve Bank's consolidated instruction to banks on this subject. Revised from time to time, so read the current one on the day rather than a summary of it |
| Periodic updation | Re-KYC. Carried out at least once in two years for high risk, eight years for medium risk and ten years for low risk customers |
| Risk category | How the bank has classified you, which decides how often your file is reopened. Most ordinary savings customers are in the longest interval, which is why a decade can pass |
| Deemed proof of address | Where the document carries no current address: a utility bill not more than two months old, a property or municipal tax receipt, a pension payment order, or an employer accommodation letter |
| Marriage certificate issued by the State Government | The paper the rule names for a married name. Note the words issued by the State Government, which is not the same as a ceremony record or a temple receipt |
| Gazette notification | The alternative the rule names, for a change of name that a marriage certificate cannot explain. An alternative, not an addition |
| PAN | Required for tax purposes and constantly requested. Not an officially valid document under these rules, which surprises almost everybody |
| Nomination | Who gets paid. The entry nobody revisits, and the one that causes families the most difficulty after a death |
| Anti money laundering framework | The wider set of obligations these identification rules sit inside, for both banks and insurers. The reason none of this is negotiable at a counter, and why a polite quoted rule works better than an argument |
KYC Name Mismatch Help Across Jharkhand
Most of what we do on this subject is read four documents and tell a family they need to buy nothing. We look at the account or policy details, the officially valid documents the household actually holds, the marriage certificate or other evidence, and the nomination where we can see it, and we tell you whether the Reserve Bank's own rule already covers you. Where it does, we say so, print the provision for you to carry, and charge nothing. Where it does not, we tell you which single paper is missing and how long it takes. We work across Ranchi, Dhanbad, Bokaro, Deoghar and every other district, on scans over WhatsApp, and a family member can send them on behalf of somebody who cannot easily travel to a branch.
District pages are linked from the services page.
Send the document and the paper that explains it
Send whichever officially valid document you hold first: the passport, the driving licence, the Aadhaar, the voter card or a NREGA job card. Then the marriage certificate where a marriage is the reason, or the gazette notification where the name changed for another reason. Then the bank passbook page or policy schedule showing the name as the institution has it, and the nomination if you can see it. Tell us in one line what has happened: a re-KYC message has arrived, a branch has sent you away, a claim has been questioned, or you have simply noticed the difference. Say whether it is the name or the address that does not match, because they need different papers. Our first reply tells you whether the Reserve Bank's own rule already covers you, which single paper is missing if one is, and the exact provision to print and carry. If the rule already covers you, we will tell you that and charge nothing. Details on the contact page.
