Parivahan Sarathi Name Correction for Jharkhand RTOs
We have just spent a week on records where no correction route exists. This one is different, and it is a relief to say so. The Central Motor Vehicles Rules give the driving licence a form, and that form announces the service in its own heading: Form 2 is the "FORM OF APPLICATION FOR LEARNER'S LICENCE OR DRIVING LICENCE OR ADDITION OF A NEW CLASS OF VEHICLE OR RENEWAL OF DRIVING LICENCE OR CHANGE OF ADDRESS OR NAME". Read the last four words again. Change of address or name, printed on the front of the Government's own form. Inside it, item 10 is headed "For change of name" and names the documents to enclose. So on this subject you are not asking anybody for a favour, and you should not let yourself be treated as though you were.
Use Form 2, check the website address before you type anything into it, and do not buy a gazette for this by itself. Form 2 under the Central Motor Vehicles Rules is the application form, its printed title covers a change of address or name, and item 10 inside it, headed "For change of name", asks for the existing name, the name to be changed to, and documents enclosed. The three it lists are an affidavit sworn before a First Class Judicial Magistrate or a Notary Public, a marriage certificate, and a copy of a newspaper advertisement. A gazette notification is not among them. We publish gazette notices for a living and we are telling you that the Central form for this job does not ask for one. Now the part that costs people money before they even reach a form. When we searched for this subject while writing the page, the first nine results contained the real Government portal once and three separate look-alike websites built to resemble it. Those sites collect your details and your money and they are not the Transport Department. The Government address ends in gov.in, and nothing else is the Government, however official the page looks. Read the address bar before you read the page.
Form 2 Names a Driving Licence Name Change in Its Own Title
On most subjects this website has to explain a gap. Here there is no gap, and the single most useful thing we can do is show you the words on the form so that nobody at a counter can tell you the service does not exist.

The Three Documents Form 2 Names for a Driving Licence Name Change
We are a gazette filing desk. A gazette file is the most valuable thing we sell. And the Central form for this job does not ask for one. Here is what item 10 actually lists.

What You Are Actually Signing on a Driving Licence Application
People sign this form without reading it, usually because somebody at a shop filled it in for them. It is a declaration, and one of the things it declares has nothing to do with your name.
The declaration in the form's own words
"I declare that the facts stated above and documents submitted are true and genuine to the best of my knowledge and belief. I also state that I have/have not been disqualified from holding a Driving Licence." Two sentences, and the second is the one nobody expects on a name correction.
The disqualification line is struck through, not left blank
It reads have / have not, which means one of them is meant to be deleted. Leaving both standing is a common reason a form comes back, and letting somebody else decide which to strike on your behalf is worse than that.
You are certifying the documents as well as the facts
"the facts stated above and documents submitted are true and genuine". So the affidavit, the certificate and the newspaper copy are yours to stand behind. Never sign a form whose enclosures you have not seen, however trustworthy the person who assembled them.
The form also carries a self declaration about fitness
It asks you to state your own position on matters such as vision, hearing and epilepsy. That belongs to you and to a doctor, not to us and not to an agent, and we will not advise anybody on what to write there.
There is an organ donation consent on the same sheet
Entirely voluntary and entirely your own decision. We mention it only because people are surprised to find they have answered it when somebody else filled the form, and that is not a question anybody should answer on your behalf.
So fill your own form, or read every line of one that was filled for you
This is the practical reason we say it. A name correction is a small job and the form around it is not small. Ten quiet minutes with the printed sheet is the cheapest insurance on this page.
How to Tell the Real Parivahan Portal From the Copies
This is the part of the page we would keep if we had to delete the rest. When we searched for this subject while preparing this article, the first nine results contained the genuine Government portal once, and three separate websites built to look like it. They rank well, they look official, and they are not the Transport Department.

We found this while checking the page and we are going to print it rather than pick a side, because you may meet either position at a counter.

How to Apply for a Driving Licence Name Correction in Jharkhand
Decide whether this is a correction or a real change of name
A letter a clerk typed wrongly is a correction. A surname taken after a marriage, or a name you have genuinely decided to change, is a change. They need different evidence and they cost different amounts, and getting this wrong at the start is what makes the job expensive.
Settle the name letter by letter, before anything else
Item 10 asks for the existing name and "Name to be changed as". Whatever you write on that line is what the licence will carry. Write it once, check the spacing, and then use exactly that everywhere, on the Aadhaar included.
Fix the identity document first if it is the one that is wrong
The licence is checked against your identity papers, not the other way round. In practice that means the Aadhaar for most people. Never damage a consistent set of papers to match one wrong entry.
Gather what item 10 names, and only that
The affidavit before a First Class Judicial Magistrate or Notary Public, the marriage certificate where a marriage is the reason, and the newspaper advertisement copy. Do not buy anything that is not on that list until somebody in writing tells you to.
Type the address yourself before you start online
sarathi.parivahan.gov.in, reached from parivahan.gov.in. Not a search result, not an advertisement, not a link somebody sent you. Read the ending of the address before you enter a single detail.
Print Form 2 and fill it in yourself
Including the declaration, the have or have not, and anything about your own health. If a shop fills it for you, read every line before signing, because you are certifying both the facts and the enclosures.
Write a plain paper covering application as well
One page. Your licence number, the name as it stands, the name it should be, the documents attached, and the request in one sentence. The Jharkhand page works in plain paper applications for a change of particulars, so give the office the format it recognises and attach the Central form behind it.
Carry originals, and take a dated acknowledgement
Originals of everything you have photocopied, and a receipt for everything you hand over. A dated acknowledgement is what lets you ask about a file a month later without beginning again from the beginning.
Check the address the new licence will be posted to
The State page says items go by speed post within three days. If you have moved, that is a separate service on the same form and it is worth settling in the same visit rather than having a corrected licence delivered to a house you left.
When it arrives, read it before you put it away
Both name lines, the father's name, the date of birth and the address. A correction that introduced a new error is far harder to argue about a year later, and the week it arrives is the cheapest moment to raise it.
Then close the vehicle papers in the same round

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Driving Licence
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the licensing authority reads it, and let the licence, the registration certificate and the insurance policy follow after it in that order.
