Vehicle RC Name Correction in Jharkhand
Open the Motor Vehicles Act 1988 and you will find a section for changing your address, a section for a transfer of ownership, a section for a vehicle under hire purchase, and a section for an alteration to the vehicle itself. Open the Jharkhand Transport Department's own vehicle registration page and you will find Form 20 through Form 35 listed, with change of address, transfer of ownership, duplicate registration certificate and no objection certificate all explained. Now look for the correction of the owner's name. It is not in the Act as a section of its own, and it is not on that page at all. That single gap is why this job goes wrong so often, why two people at the same counter are told two different things, and why the internet is full of confident guides that quote no rule, because there is no rule to quote.
Correct the name, and refuse a transfer. Because the law names no procedure for a name correction in a registration certificate, somebody at some point will suggest the shortcut that does have a procedure: put the vehicle through a transfer of ownership from your old name to your new one. Do not do it. Section 50 of the Motor Vehicles Act 1988 is about a vehicle changing hands. Using it on your own vehicle makes you the second owner of a car you have never sold, and that entry stays on the record for the life of the vehicle and is read by every buyer, every valuer and every insurer after you. And if the vehicle is financed it will usually not even be possible, because Section 51 says no entry about transfer of ownership may be made "except with the written consent" of the financier named in the certificate. So what do you actually do? You go to the registering authority whose code your number plate carries, in writing, asking for the owner's particulars in the record to be corrected rather than transferred, carrying the identity document the name came from in the first place. The registration certificate is not an anchor record. Nothing was ever proved by it. It copied a name off an identity document on the day the vehicle was registered, so the identity document is where the correction begins and the registration certificate is where it ends.
The Motor Vehicles Act Names a Route for Everything Except Your Name
We are starting with an absence rather than a procedure, and that is deliberate. Every other page on this website begins with the rule. This one cannot, and you deserve to know that before you walk into an office expecting a form number.
| The change | What the law provides |
|---|---|
| You move house | Section 49. The owner must "within thirty days of any such change of address, intimate in such form" the registering authority, and failure can attract an amount "not exceeding one hundred rupees as may be prescribed". Jharkhand's own page names Form 33 |
| You sell the vehicle | Section 50. The transferor reports "within fourteen days of the transfer" within the State and "within forty-five days" where the vehicle is registered outside it, and the transferee reports "within thirty days of the transfer". Jharkhand's page names Form 29 and Form 30 |
| The vehicle is financed | Section 51. The registering authority makes "an entry in the certificate of registration regarding the existence of the said agreement", and that entry is cancelled only "on proof of the termination" |
| You change the vehicle itself | Section 52. No owner shall alter the vehicle "that the particulars contained in the certificate of registration are at variance with those originally specified by the manufacturer", and an alteration is reported "within fourteen days" |
| You take the vehicle to another State | Form 27, which says on its face "Refer Rule 54", is the "APPLICATION FOR ASSIGNMENT OF NEW REGISTRATION MARK TO A MOTOR VEHICLE". A form exists even for this |
| The certificate is lost or spoilt | Form 26. Jharkhand's page says "Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated" |
| Your name on the certificate is wrong, or has changed | No section of its own, and no form named on the Jharkhand page. The State's vehicle registration page lists Form 20 through Form 35 and explains address, transfer, duplicate and no objection certificate. It says nothing about correcting the owner's name |
Why Transferring the Vehicle to Yourself Is Not a Name Correction
This is the most costly advice given on this subject, and it is given with the best of intentions. There is no procedure for a name correction. There is a procedure for a transfer of ownership. So somebody suggests using the one that exists. The two are not the same act, and the difference is permanent.
| Correcting the particulars | Transferring the ownership |
|---|---|
| The vehicle never changes hands. The same person owns it before and after | Section 50 is written for a vehicle that has been transferred. It assumes a transferor and a transferee, two different people |
| The registration record is made to say correctly what it always meant to say | The record is made to say something new. The vehicle now has one more owner in its history than it really had |
| Nothing is added to the ownership count | The ownership serial number moves. A first owner becomes a second owner, and every future buyer sees that and pays less for it |
| The insurance policy is endorsed to carry the corrected name | A transfer starts the insurance clock running as well, and the motor policy has its own consequences. Our motor and health insurance page deals with that side in full |
| The financier's entry is untouched, because ownership has not moved | Section 51 blocks it outright. No entry about transfer may be made "except with the written consent of the person whose name has been specified in the certificate of registration" as the financier |
| Nothing is said to the authority that is not true | You would be reporting a transfer that did not happen, to an officer, in writing. That is the part nobody mentions when they call it a shortcut |
A Financed Vehicle: Section 51, the Financier and Seven Days
Most vehicles on the road in this State were bought on a loan, and a loan puts a second name inside your registration certificate. That changes who has to agree before anything moves. Section 51 is short, and three parts of it matter to you.
The entry in the certificate is made by law, not by the bank's choice
Where a vehicle is held under a hire purchase, lease or hypothecation agreement, the registering authority is to "make an entry in the certificate of registration regarding the existence of the said agreement". That is why the financier's name is printed there at all. It is not a note. It is a statutory entry, and it is the reason the bank has a say in your paperwork while the loan is alive.
Ownership cannot move without the financier's written consent
The Act is plain: "No entry regarding the transfer of ownership of any motor vehicle which is held under the said agreement shall be made in the certificate of registration except with the written consent of the person whose name has been specified in the certificate of registration as the person with whom the registered owner has entered into the said agreement." Read that as the final answer to anyone suggesting a transfer as a way of fixing a spelling on a financed vehicle. It is not merely unwise. It is not available.
A silent financier is deemed to have agreed after seven days
This is the part almost nobody publishes, and it is the part that gets people unstuck. Where a no objection certificate is required from the financier before certain steps are taken, and the financier does not respond within seven days, "the certificate applied for shall be deemed to have been issued by the financier". So silence is not a veto. Apply in writing, date it, keep proof of delivery, and count the days. Most people simply wait, and waiting is what the provision was written to stop.
When the loan is over, the entry is cancelled on proof
The entry is "cancelled by the last registering authority on proof of the termination of the said agreement", on an application in the prescribed form. If your loan is closed but the financier's name is still sitting in your certificate, that is its own job and it is worth finishing in the same round as the name, because a certificate carrying a cleared loan and a wrong name is two problems waiting at the same counter.
Your Number Plate Tells You Which Jharkhand Office Holds the Record
People lose weeks here. They have moved from Chaibasa to Ranchi, so they go to the Ranchi office, and the Ranchi office cannot find the file. The registration record sits with the authority that issued it, and the first four characters of your number plate say which one that is. These are the district codes as the Jharkhand Transport Department publishes them.
| Code | District | Code | District |
|---|---|---|---|
| JH-01 | Ranchi | JH-13 | Chatra |
| JH-02 | Hazaribagh | JH-14 | Garhwa |
| JH-03 | Daltonganj | JH-15 | Deoghar |
| JH-04 | Dumka | JH-16 | Pakur |
| JH-05 | Jamshedpur | JH-17 | Godda |
| JH-06 | Chaibasa | JH-18 | Sahibganj |
| JH-07 | Gumla | JH-19 | Latehar |
| JH-08 | Lohardaga | JH-20 | Simdega |
| JH-09 | Bokaro Steel City | JH-21 | Jamtara |
| JH-10 | Dhanbad | JH-22 | Saraikela-Kharsawan |
| JH-11 | Giridih | JH-23 | Khunti |
| JH-12 | Koderma | JH-24 | Ramgarh |
Thirty Days or Fourteen: Where the Act and the Jharkhand Page Disagree
We found something while checking this page that we are going to print rather than quietly smooth over, because you may be told either number at a counter and you should know why.
| Source | What it says |
|---|---|
| Motor Vehicles Act 1988, Section 49 | The owner shall "within thirty days of any such change of address, intimate in such form" the registering authority, and failure may attract an amount "not exceeding one hundred rupees as may be prescribed" |
| Jharkhand Transport Department, vehicle registration page | "The change of address should be applied within 14 days from the date of effect, after that penalty of Rs. 100 per month is applicable" |
| What we are not going to do | Pick one and present it as the law. The Act is the Act. A State department's web page is a State department's web page. Where they differ we print both, attributed, and tell you to act on the shorter one, which costs you nothing and protects you either way |
How to Get a Name Corrected in a Vehicle RC in Jharkhand, Step by Step
Because the law names no procedure, the order you do things in is doing the work that a rule would normally do. This is the order we use, and the reasoning behind each step is given so you can adapt it if your office asks for something different.
Read the certificate and write down exactly what is wrong
One letter, a middle name that is present or missing, a surname spelt differently, a father's name that does not match, or a genuinely different name after a marriage or a gazette notification. These are not the same problem and they do not get the same answer. A spelling that differs from your Aadhaar is a correction. A name you have actually changed is a change, and our correction versus change page explains which side of that line you are on before you spend anything.
Fix the identity document first, not the certificate
The registration certificate proves nothing about who you are. It copied a name from an identity document on the day the vehicle was registered. So the correct name has to exist somewhere else before the office can be asked to copy it again. In practice that means the Aadhaar first for most people, and the driving licence in the same round, because the licence and the certificate are read together on the road.
Decide whether you need a gazette at all
For a spelling correction against a consistent set of documents, usually not. For a real change of name, the Central Gazette notification is the instrument most offices will ask to see, and the whole process is set out further down this page. Our name change process page covers the decision in general.
If the vehicle is financed, write to the financier now
Not later. Ask in writing whether they require a no objection certificate for a correction of the owner's particulars, keep the proof of delivery, and remember the seven day deeming in Section 51 for the steps it covers. Starting this on day one is what stops the bank becoming the delay, and it costs you nothing to ask early.
Go to the office whose code the vehicle carries
JH-01 to JH-24, as above. Not the office nearest your house unless they happen to be the same. Take the original certificate and the original identity document, not only photocopies, because an officer who is exercising judgement in the absence of a rule wants to see originals.
Put the request in writing, and say the word correction
A plain written application addressed to the registering authority, stating the registration number, the name as entered, the correct name, the document it comes from, and the request that the owner's particulars be corrected. Say in the same letter that the vehicle is not being transferred and the owner has not changed. Put your phone number on it. Keep a copy.
Take a dated acknowledgement for everything you hand over
This is the single habit that decides whether a file survives. An office with no rule to follow has no deadline either, and a dated receipt is the only thing that lets you ask about a file three months later without starting again. If they will not stamp your copy, note the date, the counter and the name of the person, and send the same application again by registered post the same week.
When the corrected certificate comes, fix the insurance in the same month
A corrected registration certificate and a motor policy in the old name is a mismatch waiting for the worst day to show itself. Get the policy endorsed, and do not wait for renewal if a claim could happen in between. Our insurance page covers exactly what to send an insurer.
Then close the rest of the vehicle papers in one round
Pollution certificate, any fastag or toll account in the name, the loan account itself, and the driving licence if it was not done at step two. Doing them together is the difference between one afternoon and six separate afternoons, and the documents you have already collected are still in your hand.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Vehicle RC
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar and the driving licence first, because those are what the registering authority will ask to see, and let the registration certificate and the insurance policy follow after them.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Vehicle RC Name Correction Costs in Jharkhand
This is the section where we have the least to print and the most to warn you about, and both of those facts come from the same place: the Act prescribes no fee for correcting an owner's name because it prescribes no procedure for it.
| Item | What we can and cannot tell you |
|---|---|
| A fee for the name correction itself | We are not printing a figure. No provision we could find names one, and the Jharkhand Transport Department's vehicle registration page does not carry one either. Ask at your own office, and ask for the demand in writing before you pay anything |
| The Rs 100 you may be quoted | That figure belongs to a change of address and a transfer of ownership, not to your name. Section 49 speaks of an amount "not exceeding one hundred rupees as may be prescribed" and the Jharkhand page speaks of "penalty of Rs. 100 per month" for a late address change. Do not let it be carried across to a name |
| The Central Gazette charge, if you need one | Paid only through BharatKosh, and the amount is revised each financial year, so read it on the portal on the day you pay rather than trusting any figure on any website including ours. Non refundable. Our name change cost page keeps the working figures |
| Newspaper publication | Only where a gazette file is actually being made. A vehicle correction on its own does not need a newspaper notice, and anyone selling you one for a spelling on a certificate is selling you something you do not need |
| Aadhaar correction, where that is the real first step | A small per attempt charge paid at the Aadhaar centre, not to us and not to the transport office |
| Our charge | Quoted on the call, after we have seen the certificate and the identity document, and never before we have told you whether you need us at all |
Myths About Vehicle RC Name Corrections in Jharkhand
| What vehicle owners are told | What is actually so |
|---|---|
| There is a form for it, they just have to give it to you | There is not. The Jharkhand Transport Department's own vehicle registration page lists Form 20 through Form 35 and explains address, transfer, duplicate and no objection certificate. It names nothing for the owner's name, and neither does the Act |
| Just do a transfer from the old name to the new one | The most expensive advice on this subject. It makes you the second owner of a vehicle you never sold, that entry is permanent, and every future buyer prices it in. It also means reporting a transfer that did not happen |
| The bank has nothing to do with my spelling | If the vehicle is financed, the bank's name sits in the certificate by statute. Section 51 blocks a transfer entry outright without the financier's written consent, so the shortcut above is usually not even available to you |
| The bank has not replied, so I am stuck | Not necessarily. Where a no objection certificate is required and the financier does not respond within seven days, the Act says "the certificate applied for shall be deemed to have been issued by the financier". Apply in writing and count the days |
| I have moved to Ranchi so I go to the Ranchi office | Not for the record. The registering authority that issued it holds it, and your number plate says which one. JH-01 to JH-24, and the code is the answer |
| There is a Rs 100 fee, that is standard | Rs 100 belongs to the address and the transfer provisions, not to your name. Nothing we could find prescribes a fee for a name correction, so ask for any demand in writing |
| Fix the RC first and the rest will follow | Backwards. The certificate proves nothing about who you are, it copied a name off an identity document. Fix the identity document first, then ask the office to copy the right name |
| A gazette notification forces the RTO to change it | It does not. No officer is bound by it, and it writes nothing into the record by itself. It is the strongest paper in your file where the name has genuinely changed, and unnecessary where a clerk simply mistyped one letter |
| The insurance can wait until renewal | Only if you are certain nothing will happen in between, and nobody is. A corrected certificate against a policy in the old name is a mismatch waiting for the day of a claim to appear |
| The Act gives me a deadline they have to meet | It does not, and we will not pretend otherwise. No procedure means no prescribed timeline and no appeal written for this request. A dated acknowledgement and a written escalation are what you actually have |
Key Terms in a Vehicle RC Name Correction
| Term | What it means in practice |
|---|---|
| Registering authority | The office that issued your registration and holds the record. Identified by the district code on your plate, not by where you now live |
| Certificate of registration | The RC. A record of the vehicle and of the particulars entered against it. A derived document, never a proof of identity |
| Correction of particulars | Asking the office to make the record say correctly what it always meant to say. The thing you are actually asking for, and the words to use |
| Transfer of ownership | Section 50. A vehicle changing hands between two people, with its own day counts. Not a way of correcting a spelling |
| Ownership serial | How many owners the vehicle has had. A wrongly done transfer pushes yours up by one, permanently, and resale value follows it down |
| Section 49 | Change of residence or place of business. Thirty days in the Act, fourteen on the Jharkhand page, with Form 33 named there. This is the address, not your name |
| Section 51 | Hire purchase, lease and hypothecation. The provision that puts the financier's name in the certificate and gives him a veto over a transfer entry |
| Section 52 | Alteration of the vehicle, where the particulars are made "at variance with those originally specified by the manufacturer". Reported in fourteen days. Nothing to do with your name |
| Form 26 | Duplicate registration certificate where the original is "either lost or mutilated", as the Jharkhand page puts it |
| Form 27 | "APPLICATION FOR ASSIGNMENT OF NEW REGISTRATION MARK TO A MOTOR VEHICLE", marked "Refer Rule 54". For a vehicle moved to another State |
| Form 28, 29 and 30 | The no objection certificate and the transfer pair, all named on the Jharkhand page. Know their names so you can decline them when they are offered for the wrong job |
| Deemed no objection | Where the financier does not answer within seven days the certificate is "deemed to have been issued". Silence stops being an obstacle |
| M.L.O. (Head Qtr.) | The office the Department directs commercial vehicle owners to, as against the local zonal office for private vehicles. Say which kind of vehicle it is first |
Vehicle RC Name Correction Help Across Jharkhand
This is a State where the office that holds your record is very often not the office nearest your house. People register a vehicle in Chaibasa or Gumla and then move to Ranchi or Jamshedpur for work, and the file stays where it started. What we do happens before you travel. We read the certificate against the identity document and tell you which name is actually wrong, whether this is a correction or a real change of name, which of the twenty four district offices holds the record, what the written application should say so that nobody mistakes it for a transfer, and what to ask your financier in writing on day one. If the honest answer is that you need a corrected Aadhaar and one letter, we will say so and charge you nothing. All of it on scans over WhatsApp, and somebody in the family can send them for you.
District pages are linked from the services page.
Send the RC and the identity document
Send both sides of the registration certificate first, because the name and the district code on it decide everything that follows. Then your Aadhaar, your driving licence, the motor insurance policy schedule, and the loan sanction letter if the vehicle is financed. Tell us in one line what has happened: a letter is wrong, the name has genuinely changed, the office has already said no, or somebody has offered to fix it by doing a transfer. Say whether there is still a loan running, because that decides whether the bank is on the critical path. Our first reply tells you which document is actually wrong, whether this is a correction or a real change of name, which of the twenty four district offices holds your record, and the wording of the written application so it is not mistaken for a transfer. If the answer is a corrected Aadhaar and one letter, we will tell you that and charge nothing. Details on the contact page.

A Vehicle RC Name Problem in Eight Lines
The short version
- The Act has a route for the address, the sale, the loan and the engine.
- It has no section and no form for correcting the owner's name.
- So never let anyone fix it by transferring the vehicle to yourself.
- A transfer makes you the second owner of a car you never sold.
- On a financed vehicle Section 51 bars that transfer entry anyway.
- If the financier stays silent seven days, consent is deemed given.
- The office that holds your record is the one your JH code names.
- Fix the identity document first, because the RC only copied it.
Send us the RC and your Aadhaar, and we will tell you which one is actually wrong.
