Second-Hand Vehicle RC Transfer in Jharkhand: Form 29, Form 30 and Name Mismatch
When you buy or sell a used car or bike, the RC must move from the seller to the buyer. Under Section 50 of the Motor Vehicles Act, the seller reports the sale within 14 days in the same State, and the buyer reports it within 30 days. The Jharkhand Transport Department names Form 29 and Form 30 for this. Trouble starts when the names do not match: the RC spells the seller one way and his Aadhaar another, or the buyer's papers disagree with each other. We publish Gazette notices, and we say this first: a spelling slip here needs no Gazette notice.
Five points, in the order you will need them. First, match the seller's name on the RC to his ID before you pay. Second, match your own name on Form 30 to your Aadhaar. Third, clear any bank entry on the RC first. Fourth, file Form 29 and Form 30 in time: 14 days for the seller, 30 for the buyer. This is our advice on the order. Fifth, a spelling slip here does not need a Gazette. We publish Gazette notices, and we say this plainly.
What the Rules Ask When a Used Vehicle Is Sold in Jharkhand
We read Sections 50 and 51 of the Motor Vehicles Act, the Jharkhand Transport Department's vehicle registration page, and one other State's list of papers. We could not find Jharkhand's full document list or fee for this service, so ask your District Transport Office what it adds. The name fixes further down are our advice.
| Point | What the sources show |
|---|---|
| Seller, same State | Reports the sale within fourteen days of the transfer |
| Seller, other State | Within forty-five days, where the vehicle is registered outside the State |
| Buyer | Reports the transfer within thirty days |
| Forms in Jharkhand | The Transport Department names Form 29 and Form 30 |
| Where to go | For a private vehicle, Jharkhand says to approach your local zonal office of the Transport Department |
| Vehicle on loan | No transfer entry without the financier's written consent, under Section 51 |
| What one State adds | Andhra Pradesh lists the RC, insurance, pollution certificate and PAN for a four-wheeler, and Form 28 for an NOC |
| Late reporting | The Act allows an amount not exceeding one hundred rupees, as may be prescribed |
| Jharkhand's full list and fee | Not found. Ask your District Transport Office |
So two people's names meet on this file: the seller's, from the RC and Form 29, and the buyer's, from Form 30 and the buyer's ID. If either pair disagrees, the office may stop. Fix or tie them before you file. This is our reading.
Which Used Vehicle Transfer Name Mismatch Case You Have
Name problems in a used vehicle sale fall into a few kinds. This sorting is ours, based on the papers buyers and sellers send us.
| What does not match | What it usually is |
|---|---|
| Seller's RC and Aadhaar differ | A short form on the RC, or a later Aadhaar update |
| Buyer's Form 30 and Aadhaar differ | A typing slip by the dealer or agent |
| Seller's father's name differs | The RC carries a relation name typed from another paper |
| Seller is a married woman | The RC has her maiden name, her ID her married name |
| Bank's name still on the RC | The loan was closed but hypothecation never removed |
| Seller has died | It is not a sale yet; the heir must take the RC first |
| Seller genuinely changed name | A real change after buying, not carried to the RC |
How to Fix a Name Mismatch in a Used Vehicle RC Transfer
Each paper is corrected by the office that issued it. The transport office records the transfer; it does not correct an Aadhaar. The table below is our practical advice.
| Situation | What we usually advise |
|---|---|
| Seller's RC differs from his ID | An affidavit by the seller that both names are his, or an RC correction first. See vehicle RC name correction |
| Buyer's Aadhaar differs | Fill Form 30 exactly as the Aadhaar reads. See Aadhaar name change |
| PAN differs | See PAN card name change |
| Seller's married name differs | Marriage certificate and affidavit. See affidavit after marriage |
| Bank's name still on the RC | Remove it first. See hypothecation removal |
| Seller has died | The heir takes the RC first. See RC transfer after death |
| Seller genuinely changed name | His Gazette notice, if he has one, ties the names |
Start with the seller's papers, before any money changes hands. Put the RC next to his Aadhaar and read the name letter by letter. If they differ, ask him to swear a one-and-the-same affidavit and sign it before you pay, since he may be hard to reach later. Whether the office accepts it is its decision. This is our advice.
Buyers, fill Form 30 from your Aadhaar, not from memory. The new RC will carry what you write, and a slip there becomes your own RC problem later. This is our advice.
Insurance, FASTag and Challans After a Used Vehicle Transfer
Once the RC is in the buyer's name, other records must follow. This list is our advice.
| Record | What to watch |
|---|---|
| Motor insurance | Move it to the buyer's name. See health and motor insurance |
| FASTag | The seller closes his; the buyer gets a new one. See FASTag KYC and RC |
| Driving licence | See driving licence name change |
| Vehicle loan for the buyer | The lender will read the new RC. See hypothecation and loans |
| Bank records | See bank records |
| PAN and Aadhaar | See PAN and Aadhaar |
Does a Second-Hand Vehicle RC Transfer Need a Gazette Notice?
No, for a spelling slip or a short form. Those are fixed at the issuing office, or tied with an affidavit. A Gazette notice is for a genuine change of name, and selling a vehicle is not a change of anyone's name. It is a change of owner.
| Situation | What usually applies |
|---|---|
| Short form on the seller's RC | Affidavit. No Gazette |
| Buyer's Aadhaar slip | Aadhaar update. No Gazette |
| Seller's married name | Marriage certificate. No Gazette |
| Typing slip on Form 30 | Fill a fresh form. No Gazette |
| Seller genuinely changed name | His old Gazette notice, if he made one |

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Used Vehicle Sale
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then your bank account and residence papers, with the original Gazette notification.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Second-Hand Vehicle RC Transfer Costs
The costs vary by paper: the transfer fee, perhaps a late amount, perhaps an affidavit. Not a Gazette notice, for a slip. We could not verify Jharkhand's transfer fee, so we print no amount.
| Item | What we can and cannot tell you |
|---|---|
| Transfer fee with Form 30 | The rules call for a fee; as the District Transport Office charges. Ask before you pay |
| Late reporting | The Act allows an amount not exceeding Rs 100, as may be prescribed. Ask the office |
| NOC for another State | Ask the office where the vehicle is registered |
| Affidavit | Stamp paper, Rs 100 as our safe default, plus the notary's fee |
| Aadhaar name update | As UIDAI charges. See our Aadhaar pages |
| Gazette notice | Not needed for a sale or a spelling slip. Paid on BharatKosh, revised each year and non-refundable, if ever needed |
| What we charge | Quoted on the call. For telling you which paper to fix, nothing |
