PAN and Aadhaar Name Mismatch: How to Fix It and Link Them in Jharkhand
When your name reads one way on your PAN and another on your Aadhaar, the two will not link. That is more than an inconvenience. The Income Tax Department says that, from 1 July 2023, for a PAN that has become inoperative, "refund of any amount of tax or part thereof, due under the provisions of the Act shall not be made to him", and tax is deducted and collected at higher rates. Its own answer to a name mismatch is short: "Correct your details in either PAN or Aadhaar database such that both have matching details." The word "either" is the important one, because the side you choose to correct decides how hard this is. If correcting still does not work, the Department points you to "biometric based authentication at dedicated centers of PAN Service Providers (Protean & UTIITSL)". And a fee applies: "A fee of one thousand rupees will continue to apply to make the PAN operative by intimating the Aadhaar number."
Four points, in the order you will need them. First, know what is at stake. The Income Tax Department lists the consequences of an inoperative PAN, applying from 1 July 2023. No refund of tax "shall... be made to him"; no interest on a refund for the period the PAN is inoperative; tax deducted "at higher rate, in accordance with the provisions of section 206AA"; and tax collected "at higher rate, in accordance with the provisions of section 206CC". Second, correct one side, not both. The Department's answer is "Correct your details in either PAN or Aadhaar database such that both have matching details." PAN corrections go through Protean or UTIITSL; Aadhaar corrections go through UIDAI. Choose the side that disagrees with your oldest document, usually the Class 10 certificate. And remember that UIDAI allows a name to be updated only twice, so if your Aadhaar name updates are used up, correct the PAN instead. Third, if correction still does not make them link, use the biometric route. The Department says to use "biometric based authentication at dedicated centers of PAN Service Providers (Protean & UTIITSL)", carrying "your PAN, Aadhaar, Fee paid (of Rs.1000/) challan copy" and paying the "requisite biometric authentication charge at the center". Fourth, check whether you need to link at all. The requirement "does not apply to any individual who is" residing in Assam, Jammu and Kashmir or Meghalaya, a non-resident, eighty years or more, or not a citizen of India. If none of those applies to you, you must link. The Department's pages do not say how long it takes for the PAN to become operative after linking, so we print no timeline.
Why a Name Mismatch Stops PAN and Aadhaar From Linking
Linking is not a human reading two cards and deciding they belong to the same person. It is two Government databases comparing the details they each hold. If the details do not match, the link fails, however obvious it is to you that the two are the same person.
The Income Tax Department's own frequently asked question on this is worded exactly the way people experience it: "I cannot link my Aadhaar with PAN because there is a mismatch in my name/phone number/date of birth in Aadhaar and PAN. What should I do?" So the name is one of the things compared, along with the date of birth and the phone number.
| The difference | What usually fixes it |
|---|---|
| An initial on one, the full name on the other | Correct the shorter one to the full name, which is what every other office reads more easily |
| A middle name on one only | Match both to your oldest document, usually the Class 10 certificate |
| A Hindi transliteration spelt two ways | Pick the spelling on your Class 10 certificate and move the other document to it |
| Married name on one, maiden name on the other | Update the one still in the old name, with the marriage certificate as proof. See name change after marriage |
| The date of birth differs, not the name | A separate problem with stricter rules. See date of birth correction |
| The phone number is the problem | The simplest to fix. Update the number and try again |
What an Inoperative PAN Costs You
A PAN that is not linked when it should be can become inoperative, and the Department sets out what that means. It says the consequences apply "from 1st July, 2023", and it lists four:
| The consequence | In the Department's words |
|---|---|
| No tax refund | "refund of any amount of tax or part thereof, due under the provisions of the Act shall not be made to him" |
| No interest on the refund | Interest "shall not be payable to him on such refund" for the period the PAN is inoperative |
| Higher tax deducted at source | Tax "shall be deducted at higher rate, in accordance with the provisions of section 206AA" |
| Higher tax collected at source | Tax "shall be collected at higher rate, in accordance with the provisions of section 206CC" |
The way back is also set out. "A fee of one thousand rupees will continue to apply to make the PAN operative by intimating the Aadhaar number." What the Department's pages do not say is how long it takes after that for the PAN to become operative again, so we print no timeline and suggest you do this well before any refund or payment you are waiting for.
Which to Correct for a PAN and Aadhaar Name Mismatch: PAN or Aadhaar
The Income Tax Department gives you the choice in one word. "Correct your details in either PAN or Aadhaar database such that both have matching details." For the PAN, it points to Protean or UTIITSL. For the Aadhaar, it points to UIDAI.
You only have to move one of them. Which one depends on three things, and they are worth thinking through before you touch either.
| The question | What it tells you |
|---|---|
| Which one matches your Class 10 certificate? | Keep that one and move the other. The Class 10 certificate is the record every recruitment panel reads as the anchor |
| How many Aadhaar name updates have you used? | UIDAI allows a name to be updated twice. If both are gone, correct the PAN instead, because a third Aadhaar name change is an exception process in person. See the Aadhaar update limit |
| Which one is linked to more of your other records? | Your bank, your demat account and your mutual funds rely on the PAN. Changing the PAN name means those may need updating too. See demat and mutual fund name change |
| Is it a genuine change of name, such as after marriage? | Move the one still in the old name to the new name, with the marriage certificate or the Gazette notice as proof |
| Is the father's name also involved? | The PAN has a real father's name field; the Aadhaar does not. See father's name in PAN |
Biometric Authentication at Protean and UTIITSL for PAN Aadhaar Linking
Sometimes the names are corrected and the link still fails. For that situation the Department gives a fallback. It says that if linking still fails, "you are advised to avail the option of biometric based authentication at dedicated centers of PAN Service Providers (Protean & UTIITSL)."
It also says what to take. "You should carry your PAN, Aadhaar, Fee paid (of Rs.1000/) challan copy and avail the facility after paying requisite biometric authentication charge at the center."
| What to carry or pay | Why |
|---|---|
| Your PAN | Named in the Department's instruction |
| Your Aadhaar | Named in the Department's instruction |
| The challan copy for the Rs 1,000 fee | "Fee paid (of Rs.1000/) challan copy" |
| The biometric authentication charge | Paid at the centre. Amount not stated by the Department; ask first |
| Where | A dedicated centre of Protean or UTIITSL, the PAN service providers |
Who Does Not Need to Link PAN With Aadhaar
Not everybody has to link. The Department says the requirement "does not apply to any individual who is" one of four kinds of person.
| The group | What it means for a Jharkhand resident |
|---|---|
| Residing in Assam, Jammu and Kashmir, or Meghalaya | Not Jharkhand. A Jharkhand resident is not in this group |
| A non-resident, as defined under the Income-tax Act 1961 | Relevant to people from Jharkhand living abroad. See name change for an NRI |
| Eighty years or more | Relevant to elderly parents, whose PAN and Aadhaar names often differ |
| Not a citizen of India | Not the usual case for our readers |
How to Fix a PAN and Aadhaar Name Mismatch and Link Them
Check whether you need to link at all
Not required for a non-resident, somebody aged eighty or more, a non-citizen, or a resident of Assam, Jammu and Kashmir or Meghalaya.
Write both names side by side, letter by letter
And your Class 10 certificate spelling beside them. Also check the date of birth and the phone number, which are compared too.
Decide which one to correct
The one that differs from your Class 10 certificate. If your Aadhaar name updates are used up, correct the PAN instead.
Correct only that one
PAN through Protean or UTIITSL; Aadhaar through UIDAI. Never both in the same week.
Wait for the correction to be completed
Then check that the corrected record really shows the spelling you asked for, before you try to link.
Pay the fee if your PAN is inoperative
"A fee of one thousand rupees will continue to apply to make the PAN operative". Keep the challan copy.
Try the link again
On the Income Tax Department's e-filing portal. With matching details it should now go through.
If it still fails, use biometric authentication
At a dedicated centre of Protean or UTIITSL, with your PAN, Aadhaar and the Rs 1,000 challan copy, paying the charge at the centre.
Update anything that relies on the PAN name, if you changed the PAN
Bank, demat and mutual funds. This is the cost of correcting the PAN side, and why it is worth choosing carefully.
Do all this before a refund or payment is due
An inoperative PAN means no refund and higher deduction. The Department does not say how long reactivation takes, so leave time.
Central Gazette Process for a Name From Jharkhand, and Where It Fits PAN and Aadhaar
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the PAN, the bank account and any investment records follow after it in that order. Correct only one of PAN and Aadhaar with it first, then try the link, and keep the Rs 1,000 challan if the PAN is inoperative.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Fixing a PAN and Aadhaar Name Mismatch Costs
Only one figure on this page comes from the Income Tax Department's own words, and that is the Rs 1,000 fee. Everything else is either charged by another office or not stated by the Department, and we say which.
| Item | What we can and cannot tell you |
|---|---|
| Fee to make the PAN operative by giving the Aadhaar number | Rs 1,000. "A fee of one thousand rupees will continue to apply", in the Department's words |
| Biometric authentication charge at a Protean or UTIITSL centre | Not stated by the Department. Some websites print a figure; we do not. Ask the centre before you go |
| PAN correction through Protean or UTIITSL | Charged by the service provider. See PAN name change. We print no figure here |
| Aadhaar name update through UIDAI | Charged by UIDAI. See Aadhaar name change. We print no figure here |
| A Central Gazette notice | Only needed for a genuine change of name with no other proof. Paid through BharatKosh, revised each financial year, never refunded |
| The cost of doing nothing | No refund, no interest on it, and higher TDS and TCS while the PAN stays inoperative |
| What we charge | Quoted on the call. If the fix is a simple spelling correction you can do yourself, we will say so and charge you nothing |
Myths About PAN and Aadhaar Name Mismatch and Linking
| What people believe | What is actually so |
|---|---|
| I must correct both PAN and Aadhaar | "Correct your details in either PAN or Aadhaar database". One is enough |
| A small spelling difference does not matter | Two databases compare the details; a small difference can stop the link |
| Only the name is compared | The Department's own question names name, phone number and date of birth |
| An unlinked PAN only matters when filing a return | Higher TDS and TCS apply on payments to you, and refunds are held |
| I can change my Aadhaar name as often as I like | UIDAI allows a name to be updated twice |
| Biometric authentication changes my name in the records | It does not. It is a way to complete the link, not a correction |
| The biometric route is free once I have paid Rs 1,000 | The Department says to pay the "requisite biometric authentication charge at the center" as well |
| Everybody must link | Not a non-resident, somebody eighty or older, a non-citizen, or a resident of Assam, Jammu and Kashmir or Meghalaya |
| The PAN becomes operative the same day | The Department's pages state no timeline; leave time |
| I need a Gazette notice to fix the mismatch | Usually not. A spelling error is corrected with ordinary proof |
| An agent can link it without me | The biometric route needs you in person, with your PAN and Aadhaar |
Key Terms in PAN and Aadhaar Linking
