Name Change in Pension and Family Pension Records in Jharkhand
This page is different from every other record page on this website, in two ways, and both are worth knowing before you spend anything. First, the rules are silent. As reported from a Department of Pension and Pensioners' Welfare Office Memorandum, "there is no specific procedure defined under the CCS (Pension) Rules, 2021 or the CCS (Pension) Rules, 1972 for changing the name or surname of a spouse in the PPO". The Pension Payment Order takes its details from the service record, so the work is upstream. Second, the timing is everything. A family pension is paid on details recorded while the pensioner is alive. After a death, the person who needs that record most is the one person who cannot create it. That single fact is why this page exists and why we ask you to read it on a quiet day rather than a hard one.
Work upstream, and do it while there is still time. A Pension Payment Order is not a record that is authored on its own. It is generated from the service record of the Government servant, so a name on it is corrected by getting the service record right, not by arguing at a bank counter. On the spouse's name specifically, the position reported from a Department of Pension and Pensioners' Welfare Office Memorandum is blunt: "there is no specific procedure defined under the CCS (Pension) Rules, 2021 or the CCS (Pension) Rules, 1972 for changing the name or surname of a spouse in the PPO", and a request instead has to satisfy the conditions in DoPT's Office Memorandum of 12 March 1987, the general name change guidelines for Government servants. The same source notes that where discrepancies arise in the documents a family pensioner submits, the ministry concerned should contact the pensioner directly to resolve them. So this is the one page in this cluster where a formal name change route may genuinely bear on the answer, rather than being something sold to you unnecessarily. And the timing point matters more than the procedure. Family pension is paid on what was recorded in advance. The Department amended the CCS (Pension) Rules, 2021 with effect from 30 January 2024 so that a female Government servant or pensioner may make a written request to her head of office that family pension go to her eligible child or children in precedence to her spouse, with the widower still covered where there is no eligible child. Notice what that requires: a written request, made while she is alive. Every pension record works that way. Fix it before it is needed.
Why the Pension Rules Do Not Set Out a Name Change Procedure
Most websites on this keyword will give you a confident list of forms and offices. We are going to start by telling you what is actually written down, and what is not.
| The position | What it means for your file |
|---|---|
| As reported from a Department of Pension and Pensioners' Welfare Office Memorandum, "there is no specific procedure defined under the CCS (Pension) Rules, 2021 or the CCS (Pension) Rules, 1972 for changing the name or surname of a spouse in the PPO" | So nobody can hand you the rule number, because there is not one. Anybody quoting you a specific pension rule for a spouse name change is quoting something that does not exist |
| The Pension Payment Order relies on the service records of the employee | This is the whole answer to where the work goes. A PPO is generated from the service record. Correct the service record and the PPO follows. Argue with a bank about the PPO and nothing moves |
| A name change request is to comply with the conditions in DoPT's Office Memorandum of 12 March 1987, the general guidelines for a Government servant changing a name | Which is why this is the one page in this cluster where a formal, published name change route may genuinely be part of the answer. On every other record page we tell you a gazette is not needed. Here, read the section below before deciding |
| Where discrepancies arise in documents submitted by a family pensioner applying for a name change, the ministry concerned should contact the pensioner directly to resolve them | A quietly useful instruction. It means a file is not simply supposed to die silently on a discrepancy, and it is something you can point to if yours has |
| What we could not read | We were not able to open the CCS (Pension) Rules, 2021 themselves, or the Office Memorandum itself, when writing this page. We read the position in a service matters publication summarising that Office Memorandum, and we say so rather than dressing it up |
| State pensioners are a further step removed | A Jharkhand State Government pensioner sits under the State's own pension rules and its treasury, not the central rules quoted here. We have verified nothing about the Jharkhand State procedure and print none of it. The principle that the PPO follows the service record still holds |
Whose Name Is Actually Wrong in a Pension or Family Pension Record
On a bank account there is one name. On a pension file there are several, and they fail in different ways. Work out which one you are dealing with before writing to anybody.
| Whose name | What the problem really is, and where it goes |
|---|---|
| The pensioner's own name, wrongly spelt on the PPO | Almost always inherited from the service record, where it may have sat wrong for thirty years. Correct it there. A pensioner who retired long ago may find the service record is the harder document to reach, which is the real work of this case |
| The spouse's name, wrongly recorded or in a different form | The case the Office Memorandum addresses, and the one with no specific procedure in the pension rules. It is judged against the 1987 employee name change guidelines, and the underlying record is the service record again |
| The spouse's name after marriage, where she was recorded in her maiden form | Extremely common in Jharkhand, and it is not a mistake by anybody. She was recorded as she then was. Our Kumari or Devi to the husband surname page deals with the choice, and the family pension record has to be brought to whatever her own documents carry today |
| A child's name, for a disabled or dependent child entitled to family pension | A name that has to be right years in advance of being used, and usually is not checked because nobody expects to need it. Check it now |
| The name on the bank account the pension is credited to | A separate record with its own route, and the place where money actually stops. Our bank records page covers it, and it is usually the fastest of all of these to fix |
| The name on the Aadhaar used for identity and for the annual proof of life | Worth keeping in agreement with everything else. Our Aadhaar name change page sets out that route, and Aadhaar charges a fee per attempt with no refund, so settle the spelling before going |
Family Pension Is Paid on What Was Recorded in Advance
This is the argument of the whole page, and the Government's own recent rule change demonstrates it better than anything we could write.
| The point | Why it decides the outcome |
|---|---|
| The January 2024 amendment shows the design. The Department amended the CCS (Pension) Rules, 2021 so that a female Government servant or pensioner may have family pension granted to her eligible child or children in precedence to her spouse | Look at what it requires. She "must make a written request to the concerned head of office". In writing, in advance, by her. This is how every part of a family pension record works |
| The protection is still built in: "if a woman employee is survived by a widower with no eligible child, the family pension will be payable to the widower" | A sensible safeguard, and a reminder that these rules are precise about who receives what. Precision about who means precision about names |
| After a death, the person who needs the record cannot create it | A widow cannot go back and correct how her husband recorded her name in his service book. She can only produce documents and ask. That is a far weaker position than the one he was in while alive, and it is the heart of this page |
| The proof burden moves to the worst possible moment | Family pension papers are filed in the weeks after a bereavement, by somebody who did not prepare the file, often without knowing what is in it. A name discrepancy discovered then is discovered by the least equipped person at the hardest time |
| The discrepancy route does exist | The same Office Memorandum reportedly says that where discrepancies arise in documents submitted by a family pensioner seeking a name change, the ministry should contact the pensioner directly to resolve them. So a stalled file is not supposed to simply sit. Quote that if yours has |
| What this means for a serving employee reading this | Open your service book now and read the family details as recorded. If your spouse's surname changed at marriage, if a child's spelling differs from the school record, fix it this year. It is a small request while you are in service and a hard one afterwards |
How to Correct a Name in a Pension or Family Pension Record
Work out whose name is wrong
The pensioner's, the spouse's, a child's, or the bank account's. They go to different places and only one of them is a bank matter. Write the answer down first.
Establish whether it is central or State
A central Government pensioner sits under the CCS rules quoted here. A Jharkhand State pensioner sits under the State's own rules and treasury, which we have not verified. Ask the sanctioning authority.
Go to the service record, not the PPO
The PPO is generated from the service record. This is the single most useful sentence on the page and it saves the most wasted effort.
Decide whether it is a correction or a change
A wrongly typed spelling is a correction. A genuinely new surname is a change of name, and that is where the 1987 guidelines bear. Our correction against change of name page gives the test.
Settle the identity documents first
Aadhaar and the bank account, so that whatever you ask the pension authority for is supported by papers that already agree with each other.
Write to the pension sanctioning authority
The office that issued the PPO, with the PPO number, the entry as it stands, the entry as it should read, and the documents relied on. Copy the disbursing bank so the branch knows.
Ask them what they need, in writing
Because there is no notified list. We print none, and a list copied from a website about a different department is how these files stall.
If the file stalls on a discrepancy, say so
The reported position is that where discrepancies arise, the ministry should contact the pensioner directly to resolve them. A polite letter referring to that is better than another set of photocopies.
Check the family details while you are there
Spouse, children, and for a female Government servant the written request about precedence if she wants it. This is the free part and the part that matters most later.
Read the revised PPO when it comes
Letter by letter, every name on it, and check the PPO number did not change. A correction that introduces a fresh error is easiest to catch on the day it arrives.
Tell the bank in writing once it is done
So the branch record and the PPO agree. The pension is credited to an account, and an account with a different name is where a payment quietly fails.
Keep one folder, permanently
The PPO, every application with its received stamp, and copies of the identity documents relied on. Somebody other than the pensioner will one day need to find all of it quickly.
Where a whole family carries the same surname spelling problem, our one public notice for several certificates page explains how that is handled together, and where the record carries a Hindi form of a name against an English one elsewhere, see Hindi to English name spelling difference.
Central Gazette Process for a Name From Jharkhand, and Why It May Matter on a Pension File
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A serving Government servant should complete it carefully, since this is exactly the category the 1987 guidelines were written for.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then take it upstream
Check every word the day it publishes, download the e-Gazette copy, and then take it to the service record and the pension sanctioning authority, not to the disbursing bank.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Pension Record Name Correction Costs in Jharkhand
| Item | Cost | Time |
|---|---|---|
| Reading the PPO against the identity documents | Nothing, and it is the most valuable thing on this page. Four documents on one table, twenty minutes, on a day when nobody needs any of them | One sitting |
| Checking and correcting the family details while in service | Effectively nothing. A written request to the head of office. This is the cheapest paperwork described anywhere on this website and the one with the largest consequence if it is skipped | While the pensioner is alive to sign |
| Writing to the pension sanctioning authority | A letter and the postage. We print no departmental charge, because we have verified none, and no notified name change procedure exists in the pension rules for us to price | Set by the office. We print no timeline we have not verified |
| Correcting Aadhaar and the bank account first | Aadhaar charges a fee per attempt with no refund and limits how often a name may be updated. The bank's own charge, if any. Settle the exact spelling before starting | Set by each |
| A Jharkhand State Government pensioner | We have verified nothing about the State procedure or any State charge, so we print neither. Ask the sanctioning authority and the treasury, and let their written answer be your list | Set by the State |
| Affidavit, where the office asks for one | Rs 100 non-judicial stamp paper and the notary charge. Two originals, because the office keeps one. Do not buy it before somebody asks | The same day |
| Government printing charge, where a genuine change of name route is actually required | The guidelines print Rs 1,100 for an adult change of name and Rs 1,400 for a public notice, for FY 2016 to 2017, each with the caveat that the charge varies each financial year and from case to case. What BharatKosh shows on the payment screen the day you pay is the figure that counts | Part IV publishes weekly, so allow several weeks from posting |
| Our charge | Quoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site | |
Myths About Pension and Family Pension Name Changes
| What people are told | What is actually so |
|---|---|
| There is a pension rule that sets out how to change a spouse's name | There is not. The reported position from a Department of Pension and Pensioners' Welfare Office Memorandum is that "there is no specific procedure defined under the CCS (Pension) Rules, 2021 or the CCS (Pension) Rules, 1972 for changing the name or surname of a spouse in the PPO". Anybody quoting you a rule number is quoting something that does not exist |
| Get the bank to correct the name on the pension | The bank disburses; it does not author the record. The PPO relies on the service records, so the work is with the office that holds those and with the pension sanctioning authority. A pensioner arguing at a branch counter is arguing in the wrong building |
| No gazette is ever needed for a pension record | We will not tell you that on this page, and we tell you it on every other record page. A name change request here has to comply with the conditions in DoPT's Office Memorandum of 12 March 1987, which is exactly what a formal published name change is built for. Ask your sanctioning authority first, then decide |
| Sort it out when the family pension is claimed | The worst possible plan. After a death the person who needs the record cannot create it. She can only produce documents and ask. Everything about family pension rests on what was recorded while the pensioner was alive |
| The wife's maiden name on the record is somebody's mistake | It usually is not. She was recorded as she then was, decades ago, and her own documents moved on afterwards. Nothing was done wrong. It still has to be brought into line, and our Kumari or Devi to the husband surname page deals with the choice |
| A woman employee cannot decide who gets her family pension | Not since the Department amended the CCS (Pension) Rules, 2021 with effect from 30 January 2024. A female Government servant or pensioner may make a written request to her head of office that family pension go to her eligible children in precedence to her spouse, and a widower with no eligible child is still covered |
| If the file stalls on a discrepancy, nothing can be done | The same reported position says that where discrepancies arise in documents submitted by a family pensioner applying for a name change, the ministry should contact the pensioner directly to resolve them. A stalled file is not supposed to simply sit, and that is worth quoting politely |
| Central and State pensioners follow the same rules | They do not. The rules quoted on this page are the central CCS rules. A Jharkhand State Government pensioner sits under the State's own rules and treasury, and we have verified nothing about that procedure, so we print none of it. The principle that the PPO follows the service record still holds |
| Correcting the PPO is the end of the job | Not quite. The pension is credited to a bank account, and that account has a name too. Tell the bank in writing once the PPO is revised, so the two agree |
| Any website's pension procedure will do | Be careful here. We could not open the CCS (Pension) Rules themselves, or the Office Memorandum itself, when writing this page, and we say so. Pages that print a confident list of forms and days for this subject should be checked against your own sanctioning authority before you act on them |
Key Terms in a Pension and Family Pension Name Correction
| Term | What it means in practice |
|---|---|
| PPO | The Pension Payment Order. The document the pension is paid on, generated from the service record rather than authored independently of it |
| Service record | The employment record maintained during service, including the family details. Where a pension name problem almost always originates and where it has to be fixed |
| Pension sanctioning authority | The office that sanctioned the pension and issued the PPO. Where a correction request goes, as against the bank that pays it |
| Disbursing bank | The branch that credits the pension. It pays on the PPO and does not author it, though its own record should be told once a correction is made |
| Family pension | The pension payable to an eligible family member after the death of the pensioner, on the basis of details recorded in advance |
| Head of office | The officer a serving Government servant addresses on service record matters, including the written request about family pension precedence |
| Precedence request | The written request a female Government servant or pensioner may make so that family pension goes to her eligible children rather than her spouse, available since 30 January 2024 |
| CCS (Pension) Rules | The central civil services pension rules, of 2021 and before that 1972. Neither sets out a spouse name change procedure, which is the honest starting point of this page |
| The 1987 guidelines | DoPT's Office Memorandum of 12 March 1987 on change of name by a Government servant, the conditions a name change request here is said to be judged against |
| Discrepancy | A mismatch between documents submitted. Reportedly a trigger for the ministry to contact the pensioner directly rather than let the file sit |
| Correction | Putting a record right against documents already held. Usually what a pension name question actually is |
| Change of name | Taking a name no record carries. The narrower case, and the one where the 1987 guidelines genuinely bear |
